IMF Approve $3.5 Billion for Cote d'Ivoire Government

The Executive Board of the International Monetary Fund (IMF) approved 40-month arrangements under the Extended Fund Facility (EFF) and the Extended Credit Facility (ECF) for Côte d’Ivoire in the amount of SDR 2,601.6 million (equivalent to 400 percent of quota or about US$3.5 billion). The program is consistent with the authorities’ 2021-25 national development plan (NDP) and aims to maintain macroeconomic stability in the near term while laying the foundation for deeper economic transformation towards upper middle-income status over the medium term. The program will also help Côte d’Ivoire raise its contribution to the regional international reserves pool. The Executive Board’s decision enables an immediate disbursement of SDR 371.7 million (US$495.4 million), which the Ivorian authorities intend to use for budget support. Hit by triple shocks, namely the pandemic, the adverse spillovers of Russia’s war in Ukraine, and the global monetary tightening, Côte d’Ivoire faces growing macroeconomic imbalances. The authorities are committed to pursue their agenda to promote private sector led and inclusive growth, as well as to strengthen fiscal consolidation efforts mainly through domestic revenue mobilization supported by upfront measures and a comprehensive medium-term revenue strategy to ensure the means to its ambitious social and capital investment program. Key structural reforms aim to further improve business climate, including by strengthening governance, increasing financial inclusion, and investing in human capital, and to strengthen resilience to climate change. At the conclusion of the Executive Board’s discussion, Mr. Kenji Okamura, Deputy Managing Director, and Acting Chair, made the following statement:   “Consecutive global shocks have strained Côte d’Ivoire’s public finances as well as regional reserves. In response, the authorities are implementing a revenue-based fiscal consolidation, which will complement Fund financing under the EFF/ECF arrangements. Strong upfront revenue measures, including by reinstating the petroleum pricing mechanism in early 2023, are essential to reduce risks to debt sustainability and support convergence to the WAEMU deficit target. The authorities’ focus on improving the institutional and legislative framework for debt management is also critical to safeguard debt sustainability. Over the medium term, sustained domestic revenue mobilization is key to create fiscal space to finance deeper economic transformation toward upper middle-income status. This will be supported by the development, publication, and implementation of a medium-term revenue mobilization strategy, which should seek significant reductions in wasteful tax expenditures and tax exemptions, particularly for the VAT; thus, broadening the tax base with a simpler, more transparent, and equitable tax system. The authorities’ commitment to enhance the coverage, transparency, and management of public finances, especially to cover state-owned enterprises, is also important to safeguard fiscal space. Steadfast implementation of the structural reforms under the National Development Plan will promote private sector-led growth, including by strengthening governance, expanding financial inclusion, and improving the business environment. Resolute implementation of the National Anti-Corruption Strategy and the National Strategy Against Money Laundering and Terrorism Financing will boost transparency and further attract private investment. Further investments in human capital development, especially amongst youth and women, will make growth more inclusive. She's described as a sweet young woman with a passion for singing, a sharp sense of style, and the perpetual scent of snickerdoodle cookies; always decked out in Harajuku fashion and spreading smiles with her tags.

She enjoys fashion, singing, dancing, skating, playing video games, watching anime, reading manga, cosplaying, and cake decorating. She has a slight fear of thunderstorms, hates vegetables, and is very insecure and feels guilty about crying in front of others (especially the other GGs and REALLY especially Beat and Gum) and dislikes feeling out of place.

She also has low self-esteem and is harsh on herself when she falls short, but she's kind, graceful, and reliable to her friends.

Backstory (TW for mentions of abuse under the cut):

A resident of Shibuya-cho from birth, Spice had a pretty ordinary childhood until the first time she saw an idol performance on TV and decided she wanted to be one someday. This was something her parents, Midori and Kenji Okamura, were NOT happy about (they wanted Spice to be their caretaker once they retired. They would strike her, treat her like a second-class citizen, and always found fault with her, and her classmates would often make fun of her for her unstable home life.

Eventually, Spice's parents kicked her out, but they were nice enough to let her keep some of her stuff (namely, her idol stuff, her clothes, her skates, and a music box that played a song she found comforting). She was already good friends with Beat at the time, and, he, being an ever-supportive friend, let her stay with him and the rest of the GGs (he even welcomed her into the group with open arms), and helped her get a job at the local ice cream place.

Herstel Surinaamse economie: bezoek van IMF top delegatie bevestiging

Maandag was er een delegatie, onder leiding van Deputy Managing Director Kenji Okamura en de executive director Alfonso Bevilaqua van het Internationaal Monetair Fonds, IMF in Suriname voor gesprekken over de vijfde review mission. Het bezoek van de deputy van deze topdelegatie spreekt boekdelen. Volgens president Chandrikapersad Santokhi kan met de komst van de IMF-toppers worden bevestigd dat de economie hersteld is. Hij was de eerste spreker tijdens een persconferentie over de 5e review mission van de monetaire organisatie. Het staatshoofd zegt dat er tal van zaken zijn besproken met de IMF-top voor verder herstel van de economie. Voordat de persconferentie begon ging de delegatie in overleg met een delegatie van de regering. De ministers David Abiamofo van Natuurlijke Hulpbronnen, Albert Ramdin van Buitenlandse Zaken, International Business en Internationale Samenwerking en Stanley Raghoebarsing van Financiën en Planning waren naast de president aanwezig. Santokhi stelt verder dat de komst van de IMF-topmannen boekdelen spreekt. Het staatshoofd geeft aan dat het hoofddoel van het IMF-programma tot op heden goed ten uitvoer is gebracht. Santokhi geeft aan dat het economisch herstelproces pijnlijk was, maar nu duidelijk vruchten afwerpt. De president stelt dat de projecties voor de inflatie naar de 12 procent gebracht kunnen worden voor dit jaar. Financiënminister Raghoebarsing geeft aan dat de president geen fabels vertelt. Hij stelt dat de cijfers daadwerkelijk aangeven dat Suriname in goed vaarwater is. Hij stelt dat het geen makkelijke job was om zaken gedaan te krijgen. Hij benadrukt dat de samenleving heel veel offers heeft gebracht en het nu daadwerkelijk tijd is om terug te geven aan de gemeenschap. De minister belooft dat de uitvoer van het sociaal programma van de overheid veel beter te merken zal zijn en dat er adequaat beleid uitgestippeld zal worden om een gezond klimaat te creëren om te leven in Suriname.
