At least 85 civilians were killed in Kaduna state, north-west Nigeria, in an air strike during a Muslim religious celebration on Sunday, the local emergency management authority said.
The civilians were killed in a "bombing mishap", President Bola Tinubu said without giving a death toll.
State Governor Uba Sani said they were "mistakenly killed" by a military drone "targeting terrorists and bandits".
More than 60 people were admitted to hospital for treatment, officials said.
The defence ministry termed the operation a "needless tragedy" adding that a routine mission against militants "inadvertently affected members of the community".
Nigeria's military has for years been battling armed criminals and militants who has been operating in parts of northern Nigeria, raiding villages and kidnapping residents for ransom.
The airstrike happened when villagers from Tundun Biri gathered for a religious festival on Sunday evening.
The head of the army, Lt Gen Taoreed Lagbaja has apologised to the residents and paid a condolence visit to the village.
He expressed regret about "the unfortunate mishap, describing it as a very disheartening occurrence", the army said.
Gen Lagbaja said that troops were carrying out aerial patrols when they observed a group of people and "wrongly analysed and misinterpreted their pattern of activities" to be similar to that of the bandits, before the drone strike.
President Tinubu has asked for a "thorough and full-fledged investigation into the incident and calls for calm while the authorities look diligently into the mishap" a statement from his office said.
The governor has also called for an investigation.
"The Northwest Zonal Office has received details from the local authorities that 85 dead bodies have so far been buried while search is still ongoing," a statement from the National Emergency Management Agency in the federal capital, Abuja, said.
"It is worthy of note that the casualties ranged from children, women and the elderly," it added.
One man, who witnessed what happened, told the BBC's Hausa service that there were two attacks.
"The aircraft dropped a bomb at the venue, it destroyed and killed our people including women and children," he said.
"The second bomb was dropped on some of us who went to bring dead bodies of the victims of the first blast. We lost about 34 people in my family and we have 66 injured people in the hospital."
A woman who saw the aftermath of the bombing told the BBC that bodies were strewn all over the place.
"Some women died holding their babies, some of the babies survived while others died along with their mothers," she said.
The Nigerian military has in the past been accused of causing civilian casualties while battling militia gangs, known locally as bandits, in the north-west of the country. The government has labelled the gangs "terrorists".
More than 300 people have been killed since 2017 in accidental strikes by the Nigerian military, a report by SB Morgen, a research firm, said.
In 2021, at least 20 fishermen were killed accidentally in a Nigerian fighter jet strike on a jihadist camp in north-east Nigeria.

The Chief of Army Staff, Lt. Gen. Taoreed Lagbaja, on Tuesday, said personnel of his service had accepted the democratic system of government in place in the country and had no plan to truncate it. Lagbaja described personnel of the Nigerian Army under his leadership as agents of democracy. His statement comes in the wake of a series of coup allegations against the military. The allegations were fuelled by the forceful takeover of power by the military in Mali, Burkina Faso, and Niger Republic. Despite these allegations, the military has consistently refuted such claims on various occasions. Speaking at a seminar for the Nigerian Army officers in Abuja, Lagbaja stated that the Army was dedicated to upholding the Constitution. The Army Chief gave the assurance that soldiers would continue to carry out their mandates as contained in the constitution. He said, “Permit me to seize this opportunity to reiterate that the Armed Forces of Nigeria, particularly the Nigerian Army, has come to terms with the country’s choice of democracy as the preferred system of governance. We are, therefore, agents of democracy and have no desire to truncate it. “The Nigerian Army will continue to defend our constitution and not suspend it for whatever reason. It is the duty of our elected leaders to lead while the military does its job as enshrined in our constitution. Nigerian Army personnel must therefore remain professional and be above board as they discharge their constitutional duties.” In February, the Chief of Defence Staff, Gen. Christopher Musa, said those calling for coup d’etat were enemies of Nigeria, saying the law would catch up with them. The military had earlier revealed that there were pressure from certain unnamed quarters for a takeover of government following the lingering insecurity in the country. But Musa said the Armed Forces ws on top of its game and would continue to do the needful in protecting democracy in the country. He said this while fielding questions from newsmen shortly after he inaugurated the main entrance of the 6 Division, Nigerian Army and Officers Transit Accommodation, both at the Division Headquarters in Port Harcourt. The CDS said, “Whoever is making that call (coup) does not love Nigeria. We want to make it very clear that the Armed Forces of Nigeria are here to protect democracy. “We all want democracy and we do better under democracy. And so we will continue to support democracy. And any of those ones that are calling for anything other than democracy are evil people and I think they don’t mean well for Nigeria. “They should be very careful because the law will come after them. We can see that with democracy, a lot of things are happening in Nigeria. Yes, we are going through trying periods, I mean in life, nothing is hundred per cent.” Read the full article

The group, in a statement by the Convener, Miriam Sanni, on Wednesday in Abuja, said the Armed Forces of Nigeria would not deliberately attack innocent citizens. While commiserating with the Kaduna State Government and the people over the unfortunate incident, the group urged trouble makers to desist from taking advantage of the situation. According to the group, the incident calls for sober reflection, adding that the Nigerian military had a history of high professional conduct both at home and abroad as evident in their participation in peacekeeping globally. According to the group, the incident is highly unfortunate, especially at this time the Nigerian armed forces are successfully dealing with terrorism and banditry. “While we will not speak for the military, it is important we state that they are widely commended for their high ethical principles. “Rather than raising insinuations, we should see the period as one of sober reflection and mourn with the affected community. “We are convinced that the Armed Forces of Nigeria remain committed to peaceful resolution of security challenges in the country. “The support of the citizens is required to see peace and stability in the country,” the group said.
