Telangana New Bhumata Portal: A Strategic Replacement for the Dharani System
Introduction:
In a significant move to address the long-standing issues associated with the Dharani portal, the Telangana state government has introduced the "New Record of Rights (NROR) Bill 2024." This bill proposes to amend the existing Record of Rights (RoR) Act by replacing the Dharani portal with the new Bhumata portal. Revenue Minister Ponguleti Srinivas Reddy unveiled this crucial development in the Legislative Assembly, underscoring the Congress government’s commitment to resolving the challenges that have plagued the current land records system.
Public Engagement in the Legislative Process:
During a recent discussion on "Telangana Land Rights & Reforms," Srinivas Reddy shared that the draft NROR Bill is now available for public review on the Chief Commissioner of Land Administration (CCLA) website. The government is actively inviting citizens to provide their feedback and suggestions on the proposed legislation. This initiative is designed to foster public participation in the legislative process and ensure that the new RoR effectively addresses the concerns of the people.

Consultation Period for Public Feedback:
The Land Legal Cell, CCLA Office, Nampally Station Road, opposite Annapurna Hotel, Abids, Hyderabad. The CCLA is spearheading this initiative and is encouraging widespread public participation, reflecting the government’s transparent approach to improving the Dharani system to better serve all stakeholders.
Introduction of the Bhudhaar System:
The draft NROR Bill introduces the Bhudhaar system, which will assign a unique Bhudhaar number to every parcel of land, similar to the Aadhaar system for individuals. Bhudhaar cards will be issued to landowners, incorporating details such as the land’s geographical location, its shape as determined by coordinates, and ownership records. Temporary and permanent Bhudhaar numbers will be allocated to lands owned by the central or state government, local bodies, and community organizations, or classified as ‘endowment’ or ‘Wakf.’
Online Accessibility and Pattadar Passbooks:
The Bhudhaar cards, both temporary and permanent, will be available online for all assigned parcels of land. Pattadars or landowners will be able to access these cards, and a single Bhudhaar card may cover all land parcels held by the same pattadar. Additionally, a pattadar passbook-cum-title deed will be issued to all individuals listed in the record of rights, provided they pay the prescribed fee. These documents will be distributed by the tahsildar or an authorized person.

Criticism of Previous Government Policies:
Minister Srinivas Reddy has been vocal in criticizing the BRS government for its management of the revenue and land records system. He highlighted that the rushed implementation of the Dharani portal and the elimination of the VRO/VRA revenue system at the village level led to numerous unresolved grievances. Despite receiving thousands of applications related to Dharani issues, the BRS government failed to establish a resolution mechanism, exacerbating public dissatisfaction.

The Telangana government has launched the Bhumata portal to streamline land registration and facilitate instant mutation of land records. The portal allows citizens to book registration slots online and pay registration charges and stamp duty electronically. To offer an alternative booking channel, Mee Seva centers are being equipped to provide slot booking services for the Bhumata portal. The user charge for slot booking at Mee Seva centers is Rs.200 per transaction, including up to 10 necessary printouts. Additional printouts will incur a charge of Rs.5 each.
Technical Enhancements and Adjustments:
In response to technical challenges, the Telangana government has mandated the implementation of necessary mechanisms and new modules to address all issues related to the Bhumata portal. This includes adjusting stamp duty for documents such as the Agreement of Sale-cum-General Power of Attorney (AGPA) and Special Power of Attorney (SPA). The Chief Commissioner of Land Administration, the Managing Director of Telangana State Technology Services, and the concerned District Collectors have been instructed to oversee these adjustments.

Bengaluru Boy Goes Missing From Coaching Centre, Found In Hyderabad After 3 Days
A 12-year-old boy who went missing from Bengaluru on Sunday was traced to a metro station in Hyderabad this morning after a request on social media prompted a frantic search for him. The two metro cities are about 570 km apart.
Tumblr media
Parinav, a Class 6 student of Deens Academy, managed to escape the cops trying to track him for three days and by the time they reached the places he was spotted, he had already left for another.
He was seen leaving a coaching centre in Whitefield around 11 am and then at a petrol pump near Yemlur around 3 pm. He was last spotted deboarding a bus that evening in Bengaluru's Majestic bus terminus, the fulcrum that connects the city to every other corner in Karnataka and beyond.
His worried parents took to social media to seek help in locating their child. They initiated an online request to find their child along with a CCTV footage showing him walking across a road.
This prompted a frantic search by social media users with a few even volunteering to physically visit Majestic. The boy's mother had also posted a video urging him to return home.
His posters were widely circulated online and this led a Bengaluru resident visiting Hyderabad identify the boy in the metro.
This is when the social media stepped in. Even as a few people volunteered to go physically to Majestic, many did what they do best - circulate the posters of the boy online.
When confronted, the boy confirmed his identity and was stopped at the Nampally metro station in Hyderabad on Wednesday, three nights after he went missing.
His parents have been informed and are on their way to Hyderabad.
Parinav's father Sukesh, an engineer, said he has no idea how he ended up there.
"I really want to thank all those nameless strangers who helped us in finding my boy. Without his picture being splashed all over, the person in Hyderabad would never have thought to stop a boy and ask," he added.
