Amid a decline in democratic standards in Serbia, the authorities have adopted invasive surveillance practices and facial recognition technology to monitor political opponents, civic activists and critical journalists, says a BIRN report entitled ‘Digital Surveillance in Serbia – A Threat to Human Rights?’, published on Friday.

The report claims that the authorities are sacrificing human rights “with near impunity” in order to combat “internal enemies”.

The report highlights that Serbia has installed more than 8,000 Chinese-style surveillance cameras with facial recognition abilities across the country, ostensibly to combat crime and ensure security and public order.  

At the start of 2024, BIRN Serbia published a comprehensive investigation mapping a large number of institutions that own cameras and software for biometric surveillance. Equipment from Chinese manufacturers, such as Dahua and Hickvision, predominates.

“Purchasing cameras and powerful facial recognition software often goes unnoticed due to the secretive nature of contracts with private companies, and the low level of transparency and accountability of government institutions at all levels,” the report says.

Serbia’s aspirations for EU membership mean that it faces pressure to adhere to EU standards on data protection and privacy as well as cybersecurity. However, Serbia has simultaneously strengthened ties with authoritarian countries, especially China and Russia.

In recent years, the Serbian police have acquired Chinese-made drones equipped with the latest technology for the purposes of monitoring demonstrations and border patrols. Some of the drones are equipped with intelligent flight systems, cameras with advanced features, or ‘spot check’ options allowing the cameras to remember certain objects or faces and recognise them in the future.

The state has also sought to use spyware against representatives of civil society and investigative journalists, the report says.

In October 2023, state-sponsored attackers attempted to remotely breach the iPhones of the directors of two pro-European civil society organisations in Serbia. This could have allowed the attackers to “gain comprehensive control over a victim’s device, enabling them to access sensitive data, intercept communications, and even remotely control the device’s functions”, according to the report.

BIRN’s investigation showed that the Serbian intelligence service, the Security Information Agency, BIA, surveilled the former acting director of the Novi Sad police, Slobodan Malesic, without a court order. Citing documents from court records, BIRN Serbia concluded that Malesic was the target of intrusive software capable of secretly penetrating and controlling users’ devices and analysing huge amounts of data in detail.

The report notes that the Ministry of Internal Affairs only attempted to legalise biometric surveillance with new legislation after first installing cameras and setting up monitoring centre. Public resistance to the legislation prevented it from passing, but police and municipal governments continued to install cameras. 

A positive move for Serbia could be the AI Act, regulating AI technologies, which has been adopted by the EU, and will come into effect no earlier than 2025.

But adequate regulation may not completely eliminate the risks associated with the security of smartphone cameras or risks arising from China’s national legislation that “requires firms to store their data in China and provide Chinese public security and intelligence services with access”.

“Additionally, removing Huawei and other Chinese tech companies from Serbia and swapping out their hardware for Western-made hardware may lessen some of the threats but won’t address issues with cybersecurity governance or the nature of the government,” the report argues.

Bulan Agustus, saya tuh harusnya jadi pembicara buat sosialisasi PKM. Terus signal di rumah saya jelek banget. Akhirnya saya bilang kalau saya ngga bisa. Terus temen saya nyuruh saya ngirim video, saya nggak menyanggupi karena belum bisa.

Habis itu, belakangan saya baru tau kalo PPT itu bisa dipake record slideshow. Saya kemana aja????

Akhirnya, saya pelan-pelan bikin video pake itu. Pas awal bikin, suara saya timbul tenggelam. Saya harus take video berkali-kali sampai tenggorokan kering. Again, masalahnya adalah karena saya ga bisa editing. Jadi kalo ada yang salah, suka harus ngulang dari awal. 

Kenapa nggak pake OBS? Iya pake. Cuman itu tadi, saya lemot juga kadang-kadang. Karena ga bisa editing, saya kudu take berkali-kali. Konyolnya lagi, video hasil rekaman dari OBS, saya impor ke Power Point buat dirender. Mana ngerendernya lama hha.

Pengen ketawa sendiri kalo inget.

Akhirnya, waktu itu ada acara pelatihan bikin video untuk mahasiswa yang mau ikut lomba. Saya yang handle acaranya sekaligus jadi moderator. Di situ saya ngerasa kalo saya lemot.

Saya taunya tuh software editing cuma yang dari Adobe Premier, tapi Adobe Premiere kan mahal ya. Saya jadi mikir-mikir buat beli. Jadi galau agak lama. Daan bisa-bisanya saya lupa nanya mbak Novi hha. Parah sih ini.

Jadi saya tuh kerja di bawah naungan Departemen Teknologi Multimedia Kreatif kan. Departemennya itu isi 2 Program Studi. Satunya Teknologi Game, tempat saya ngajar. Satunya lagi Multimedia Broadcasting. Belajarnya tentang teknologi broadcasting dan program TV gitu. Jadi di sana alat rekaman lengkap. Cuman karena WFH ya, saya nggak kepikiran.

Kemudian, setelah bisa mengoperasikan Filmora sedikit demi sedikit, saya ngirim link video ke teman saya buat minta kritik. Kira-kira apa yang kurang. Terus temen saya bilang kalo suaranya timbul tenggelam. Parah. Nah, saya itu rekamannya pas awal banget, masih pake microphone laptop. Kemudian saya nyoba pake headset Samsung. Masih nggak enak. Suaranya pelan. Kalo desibel dinaikin, noisenya ikut naik. Kalo noisenya dihapus, suaranya pecah ga karuan. Soalnya algoritma buat ngehapus noise di Filmora tuh kayaknya cuma nerapin treshold aja. Jadi yang desibelnya di bawah treshold tertentu, kehapus sama dia. Ini cocoklogi saya aja sih. Soalnya ngerasanya gitu.

Kemudian, saya nyoba pake Microphone headset gaming. Masih banyak noise. Akhirnya, saya invest Mic Condenser -_-” Sebagai pemula, saya ga berani ambil merk macem Senheiser dan kawan-kawan hha. Saya nyoba cari harga yang terjangkau. Dapetlah merk Soundtech. Ga ada garansinya sih. Tapi review di Youtube, lumayan bagus. Hasilnya lumayan clear. Ini baru pekan kedua saya pake.
