I’m sure this varies wildly, but it’s hard for me to imagine when imperial power is so strong. thanks!

yeah, so obviously--as you said--this varies. there's no universal answer to this one, because what tactics are effective and possible for a revolutionary organization vary immensely. like, there are places in the world right now where people are still fighting protracted people's wars--the EZLN in mexico, Naxalites in india, and the NPA in the phillippines, etc.

assuming, however, that you're talking about an imperial-core or a semiperipheral perspective--there are a lot of things that communist organizations can do. obviously, revolution isn't in the cards for the near future, any basic analysis shows that very conclusively. the main things that communist organizations can do in these circumstances is build class consciousness.

now, a lot of groups think that this means simply 'disseminating critique and newspapers', but i think that's an un-marxist understanding of class consciousness. you cannot persuade the working class into going from zero to revolutionary, no matter how effective your propaganda. you have to help people organize and help them fight for causes--people are only going to believe in the possiblity of mass action if they live class struggle, if they get actual experience of engaging in political struggle and making real change in the world.

alright, so what does that look like? first of all, it doesn't look like supporting bourgeois parliamentary parties. they are a black hole that sucks up working class organization and uses it to sustain a cottage industry of wealthy legislators, lobbyists and consultants.

things that i've personally seen happen include:

giving out free food/hygiene products/other necessities

contributing to and organizing mutual aid networks

rebuilding and renovating defunct community buildings

counterprotesting fascists trying to intimidate refugees

mobbing immigration police to prevent deportations

showing up to picket lines and anti-austerity/solidarity protests

scanning and uploading previously unavailable socialist writing

establishing and aiding copwatch networks

and to be clear--these are tactics! they are not an end goal--they are not part of the world we ultimately want to see--doing these things does not take us along a path to socialism. there is the difference between participating in reformist struggles as a tactic for building class consciousness and being reformist--the latter means seeing these things as ends, doing them with the belief that they can be permament solutions--the former means seeing this things as means, things people can get involved in and gain a genuine and personal understanding of class struggle.

ultimately i think the #1 job of any serious revolutionary organization is to build class consciousness and solidarity. and while i do think that leafleting and stickering and putting out pamphlets and newspapers and essays and yes, even silly little posts on my silly blog, can play a small role in that--ultimately most people will not become communists unless they see communists making real change in the world around them.

With boastful victory declarations in 2023, the Armed Forces of the Philippines Visayas Command (AFP-VISCOM) inadvertently admits that the Communist Party of the Philippines (CPP), New People’s Army (NPA), and the entire revolutionary movement on Negros Island and the rest of the Visayas remain undefeated.

According to VISCOM’s fake news factory chief, Lt. Gen. Benedict Arevalo, in 2023 they initiated 82 encounters in Central and Western Visayas, but in reality these are mostly fake encounters aimed at justifying their crimes, including the brutal murder of National Democratic Front of the Philippines (NDFP) peace consultant Rogelio Posadas and cold-blooded killings of peasant families. Along with this, Arevalo boasted of clearing communities and dismantling organizations which meant de facto martial law in the countrysides.

However, Arevalo could not hide the truth of the failure of his leadership and tried hard to sugarcoat their frustration by claiming that “there is still much to be done” and that “focused military operations will continue…as long as there are still unresolved issues, the threat of resurgence will remain.” 

In fact, the other side of maintaining costly military operations purportedly to quash the NPA is that this is a source of military corruption. The AFP will lose a huge milking cow, not to mention endure utter humiliation, if they declare “total victory” over the NPA.

As the AFP is pressured into becoming cannon fodders for the increasing threat of an inter-imperialist war on Philippine shores, it is to be expected that Arevalo will continue shoving similar hallucinations. And yet, their unspeakable crimes against the people, under superficial terms of “internal security operations” and the like, will continue to wreak state terrorism. Unwittingly, however, this will only make the people’s war persevere. While the socioeconomic crisis continues to worsen day by day, the people will fight. Crisis generates resistance, and oppression fuels the revolution.

Detained National Democratic Front of the Philippines (NDFP) peace consultants welcome reported dialogues to revive stalled formal peace negotiations with the Ferdinand Marcos Jr. Government of the Republic of the Philippines (GRP), expressing hope to join the talks if efforts succeed.

Following Duterte’s cancellation of formal negotiations in mid-2017, no local Communist Party of the Philippines (CPP), New People’s Army (NPA) and NDFP formation officially engaged the GRP in so-called localized peace talks, clarifying that it is only the NDFP Negotiating Panel that is authorized to negotiate with the Manila government.

The 30-year veteran of the GRP-NDFP talks [NDFP consultant Vicente Ladlad] noted that Duterte was of the “mistaken” belief that the GRP shall have eliminated the NPA by the end of his term in June 2022.

Ladlad said that one of the hurdles in efforts to revive the talks is Vice President Sara Duterte’s open opposition to the policy change on negotiations with the NDFP.

NDFP peace consultant Adelberto Silva for his part said another hurdle to the success of the ongoing dialogues is the insistence of other officials in the Marcos Jr. cabinet to do away with previously signed agreements such as The Hague Joint Declaration and the Joint Agreement on Safety and Immunity Guarantees (JASIG).

Silva said that The Hague Joint Declaration should remain as the framework of the negotiations as it had already been signed and reaffirmed by both parties numerous times.

Both consultants added the Marcos Jr. GRP must remember that the negotiations are not just about ending the armed conflict but addressing its root causes.

“Otherwise, that’s just surrender talks,” they said.

In an interview with Kodao, NDFP Negotiating Panel chairperson Julie de Lima said there have been at least five dialogues with GRP emissaries since early 2022 when NDFP chief political consultant Jose Maria Sison was still alive. (Sison died of illness in December 2022.)

And it will reduce drastically the cargo turnaround time,” he said. Earlier, the Comptroller General of Customs, Adewale Adeniyi, said the theme for the year’s celebration aligned with its core objectives and three-point agenda namely consolidation, innovation and collaboration. Adeniyi added that the agenda had been the agency’s guiding principles over the last seven months of his administration. He said the declaration documents reached at the recent Comptroller General of Customs conference in December 2023, after an exhaustive consultation with stakeholders, was presently undergoing implementations. The Communist Party of the Philippines (CPP) welcomes the signing of the Oslo Joint Statement last November 23 in Oslo, Norway, by the Negotiating Panel of the National Democratic Front of the Philippines (NDFP), and official envoys of the Government of the Republic of the Philippines (GRP). The joint statement is a declaration of intent to create conditions and set the framework for holding peace negotiations.

The Party and the New People’s Army (NPA) extend all-out support to the Negotiating Panel of the NDFP chaired by Juliet de Lima, and its esteemed members, Louie Jalandoni, Coni Ledesma and Asterio Palima, and express full confidence in their representation of the broad democratic interests of the Filipino people.

The Oslo Joint Statement is a first half-step in the long march leading to the resumption of formal peace negotiations, and in the even longer road of achieving the people’s aspiration for a just and lasting peace.

In his blood-lust, former GRP President Duterte threw ten thousand thorns and spikes at the road of peace and rendered it impassable. With the mistaken notion that the armed revolution can be crushed through sheer armed might, Duterte unleashed his war of state terrorism marked by abductions, torture, murder and massacres.

Duterte’s war was gross and bloody, but it was also an utter failure. Such failure is implicitly recognized by the fact that panels of the GRP and NDFP are now set to face each other across the table of peace negotiations.

There are peace talks because there is war. The NDFP and GRP are co-belligerents in the civil war in the Philippines. They are adversaries and represent diametrically opposed interests and objectives, but who come to the table under the declared aim of achieving a just and lasting peace.

To clear the road for peace negotiations, it is the distinct responsibility of Marcos to take the initiative to sweep away the Duterte-period thorns and spikes which litter it.

To allow the NDFP-GRP peace negotiations to move forward, Marcos must: (a) release all the NDFP peace consultants to allow them to take part in the discussions and negotiations; (b) rescind the “terrorist designation” of the NDFP, and that of Ka Luis Jalandoni, the CPP, the NPA and other personnel of the NDFP. These are critical and practical measures, without which, it is doubtful that peace negotiations can even proceed.

For the march towards peace to move forward quickly, Marcos can also withdraw the Duterte-issued Executive Order No 70 and Memorandum Order No 32, dismantle the National Task Force (NTF)-ELCAC, cause the repeal of the draconian Anti-Terror Law, order the AFP to withdraw armed soldiers conducting “localized peace negotiations” and “community support” which merely disguise the bloody suppression of peasant barangays active in defense of their land and democratic rights, and order a stop to Gaza-like aerial bombing and artillery shelling of farms and fields in the countryside.

To create conditions conducive to peace, Marcos can order the release of more than 800 political prisoners. Many of them are old and sick, and have already suffered enough undue punishment and prolonged detention as a result of multiple criminal charges in violation of the Hernandez Doctrine. A number of the political prisoners are nursing mothers who must be immediately released together with their infants.

There should be an accounting of all violations of the Joint Agreement on Safety and Immunity Guarantees (JASIG) in the killing and imprisonment of NDFP peace consultants.

The GRP represents the interests of the big bourgeois compradors (the so-called oligarchs and tycoons who hold vast business interests), the big landlords, the bureaucrat capitalists, who all find congruence with the economic interests and geopolitical aims of the US imperialists.

The NDFP represents the people’s democratic government and the aspirations of the oppressed and exploited classes and sectors comprising the Filipino people, including workers, peasants, fisher folk, the toiling masses, national minorities, migrant workers, youth, health workers, teachers, ordinary employees, lawyers, artists and cultural workers, women, gender minorities, and others.

It has been proven in the past that while the NDFP and the GRP represent two diametrically opposed economic interests and political aims, and continue to engage in a shooting war in the battlefield, they can forge agreements such as The Hague Declaration, the JASIG, and the Comprehensive Agreement on Respect for Human Rights and International Humanitarian Law (CARHRIHL).

These agreements must be reaffirmed and serve as foundations for future agreements on socioeconomic reforms, as well as political and constitutional reforms.

The signing of the Oslo Joint Statement come at a time of intensifying economic and political crisis. Worsening conditions facing the Filipino people compel them to wage mass struggles to push forward their urgent demands for substantial wage increases, lower prices, reduction of land rent, lower costs of agricultural input, and so on.

The corruption, anti-people and anti-democratic policies and programs of the US-Marcos regime are causing widespread poverty and hunger, economic dispossession and dislocation. Marcos continues to unleash state terrorist violence to silence the people and suppress their grievances and resistance. In full subservience to his imperialist master, Marcos have paved the way for the US military to use the Philippines as forward base for encircling China, and the AFP as pawns in its aggressive military operations in the South China Sea.

The Filipino people have no other recourse but to continue intensifying their mass struggles and revolutionary armed struggle to defend their livelihood, their rights and the people’s national freedom, and isolate and fight the puppet, fascist and oppressive Marcos regime.
