So, from the poll I did Tapper is very obscure (only a quarter of voters knew him) so let's do a deep dive into this King.

Now, this is a 'deep dive' so we am gonna be goin' on for quite a bit 'ere. Here's a courtesy read more.

Firstly where is Tapper? Well, here's a camera angle leaving the area with the Kings School of Impersonation.

Facing northwest from the Freeside blue bus door, down the street to a field.

Even at this range it might be hard to see Tapper, his dark clothes blend in with the night... I probably should've waited for the day to get these shots, oh well. T' compensate I've placed a red rectangle around Tapper.

And here's the brown-haired King up close, next to the Water Pump saying his ambient line "The pump is property of The King. You'll need to pay if you want a drink."

Initiating Dialogue with Tapper

Initiating dialogue he reiterates this fact to you. "The King controls the water pump. If you want water, you need to pay like everyone else."

An' y'am given 4 options "Why charge for water?" "How much for a drink?" and "Can I buy bottled water?" (the 4th option is just a 'Time for me to go') We will do these options in descending order because that makes sense.

"Why charge for water?"

"If we let everyone run amok, the damn NCR would shut us down. Gotta have some way to regulate usage."

Now, this line isn't nessercerily a contradiction of anything anyone else says, but it is unusual. Nobody else ever references the idea that the NCR would 'shut down' the pump if it was free. In fact, let's get into this a bit deeper.

The Origins of the Water Pump Aside

Let's briefly talk about the origins of the water pump. It started as a Followers of the Apocalypse project as Julie Farkas says this "With the help of Bill Ronte, we were able to install a water pump just west of here, but the Kings quickly took control of the pump."

She also says "Bill Ronte installed that pump a few years ago, back when he was sober. It was a major improvement for the community. But lately The Kings have started charging locals to use it - and NCR squatters twice as much. That'll come to no good."

Julie's perspective on the reason for this control of the pump is part of her explanation of The Kings. I won't include the part of their origin, but she says this "They've done a lot of good for the community - but that seems to be changing. The flood of NCR squatters has been an affront to them. I guess that explains the situation with the water pump. Usually The King wouldn't let his crew bully folks around like that."

Now Julie specifically says she guessed the reason she gave for why The Kings are doing what they're doing. If Tapper is telling the truth here, it's possible he charges "Squatters" extra out of a misplaced sense of retribution. Which is fucked up, don't get me wrong, but its a reasonin' that makes some sense.

It sort of falls apart when you remember that Old Bill Ronte himself is a New Californian as Dixon the chem dealer explicitly says "Those fools are from NCR. I love seeing those squatters in agony. We were doing just fine before those shits came here and made a mess of things. We don't need NCR eggheads wandering around confusing things." (he's talkin' about both Bill Ronte and Jacob Hoff here).

Now we don't know if Tapper is being honest and somebody from the NCR came and told The Kings to quit it with the free water, if Tapper is lying as justification for the takeover and the charging for water pump use to people he dislikes. Or if it is a mixture of the two. I don't 'ave any definitive answers 'ere. Water licenses are a thing, but that's mostly for the water of Lake Mead, which the NCR has claimed is theirs due to managing the pipes.

"How much for a drink?"

"Just a few caps for a good long swig." 10 caps specifically, and his "Don't get wise. We charge per use, so make that first drink worth the caps." Tapper isn't kidding there.

It was orange of 'no crime' when I started taking this sip, but as you can see its instantly red again. Still, keep the key held down and you can get as much water as you need.

We don't know if that's Local rate, NCR rate or a rate that applies only to people travellin' the area.

For completeness here's Tapper's "Never Mind" dialogue.

"Anything else you want?" Not a very interesting line, for a not very interesting option.

"Can I buy bottled water?"

"Sure thing." and the trade menu opens. Tapper right now has 12 Purified Water and 128 caps. He also has some 10mm cases which are free to grab if you want them for some reason.

And when I said 'Time for me to go.' Tapper, as a Yuri Lowenthal character, said:

"Later." I'm sure some of you can hear this image. Hahahaa. Antony's voice misplaced in other characters as is normal.

So we're done?

So we're done, right? We exhausted Tapper's dialogue, we're done with this?

No, actually, we're not done at all. This is Fallout New Vegas and this is a character I'm highlightin', of course there's more.

You know High Times? The one for Julie Farkas where you help 'Old' Bill Ronte and Jacob Hoff deal with their addictions? We mentioned Bill's connection to the origin of the pump. Well, during the quest connected to the two Julie says this about Bill Ronte when we ask about him for that quest

"Old Bill Ronte is an exceptionally skilled machinist. He could fix the problems we've been having with Freeside's water pump, if he sobered up."

An explicit reference to the water pump is made with Bill Ronte. Not the only one as I told you in the origin of the pump (I could get screenshots of those two, but I can't be arsed).

After dealing with Bill Ronte and Jacob Hoff we go back to Tapper. I should point out that this door near where Bill sits leads fairly close to Tapper's pump, just a little detail. He migfht've lived here back when he and the Followers installed the pump too.

Anyway, after finishin' High Times we return to Tapper and he has new dialogue.

The Reward

"Hey, you helped out Bill Ronte so the Followers worked out a deal for you to drink free." Tapper only mentions Bill because what happens to Jacob Hoff don't matter to this. I find it interestin' that the Followers apparently leveraged this deal for us, Julie doesn't mention this at all. I'm not sure if this means water prices will be better now in exchange for the help of Bill, but at least the pump won't break and leave Freeside waterless anytime soon.

Also that replaces his greeting, so any time you talk to Tapper he will reiterate this fact.

And, indeed, from then on drinking at the pump isn't 'stealing' and there's no way to give Tapper 10 caps for it.

Of course... the Atomic Wrangler and Mick and Ralph's both 'ave sinks that can provide one with clean water for free and are in places that're more convenient to reach, but its a nice sentiment at least, hey?

Conclusion

So, that's Tapper. He's a small character, it's very possible you never noticed he existed, but now you know him. I think the game is made more interesting by his existence.

Schoolboy´s big day - Part 2

It was time to go back home. Boy changed back into his long black trousers, put his jacket on and decided against taking a bus home. No, this cheeky little boy secretly must have enjoyed this as he decided to walk home. It took about 20 minutes and boy passed so many people on the pavements, so many cars and busses full of people passed him. Cars were giving boy way on the crossings so people definitely noticed him. Boy lives in a country where there have never been school uniforms so people might not connect two and two together, but seeing someone boy´s age (boy is 25 but can look like 16 on a good day) in a matching blazer and tie-they must have been asking some questions. Boy saw their looks, but he stopped caring. It is true, we are often just scared of something we never tied before and once we give it a try, it is not that bad. Would boy wear his shorts and knee-high socks on the streets? Probably not, he is not there yet. But maybe in a different city or country? 

Bboy arrived home. More tasks were awaiting him. Firstly, boy was to listen to Master´s files for 30 minutes. Those were hypno files and boy completely does off. Boy does not know what they were about but supposedly, that is good with hypno? Boy does not know, he is new to it. 

Another task, this time boy was to strip naked. So he did. He neatly folded his uniform and put it on his wooden chair. Boy owns a proper comfy chair, yes, but when boy is in his uniform, he cannot use it. He is only allowed to use a wooden chair while maintaining proper posture and his feet are at a 90-degree angle. This is a real fantasy come true. What would boy say 5 years ago when he was reading Tumblr stories about this (especially one called “Life with Sir” by traditionaltutor) Now, boy is living this. 

Boy then put his chain collar with a large padlock on and had to spank himself 10 times with his paddle. Boy knows his Sir enjoys it when boy paddles himself properly and harshly so boy was really using force today. This was the heavies spanking boy gave himself to the date. Boy hates every moment when he cannot wear it. Boy feels sad when home alone and not wearing his uniform. But now he was back in it and boy felt safe, boy felt free. Funny, as he was very owned and so far, he spent the whole day fulfilling tasks that someone else gave him. Boy´s free time was dedicated to service and pleasure of someone else. 

But it was time for boy to get his reward, too! It is important to keep this boy horny so the last task of the day was to edge. Boy had no permission to unlock. All he could do was to use the vibrating wand on his cage. While being hooded and still in his uniform, listening to Sir´s voice once again. Boy is not allowed to edge, stroke or cum if not wearing his uniform or a suit. Doing such activity in casual clothing or naked is forbidden. September 16-18th

I didnt go to school. I told Niki i was feeling too sick to and she just nodded and said it was fine. Just by her body language i could tell she was distracted by something else and i didnt want to bother her more then necessary. I wanted to say thanks to all the people on here sending kind messages and concerned asks. I am okay. I was just a little rattled these last few days and well, of course today. I havent slept in almost 32 hours. There is no way in hell im closing my eyes and waking up somewhere strange again with no recollection of how i got there.

This doesnt make sense, and i can tell youre telling me in your head “Ran you need to sleep.” And i know you’re right but it was just horrifying. I have a hard enough time remembering what i do when im awake. Why would this suddenly start happening to me. Its unfair. I was doing fine. Now im not, and i dread falling asleep again. Im too afriad to ask Niki to instal a lock of sorts so last night and the night before and really any time I’ve been feeling the urge to sleep.. well I’ve began to tie my foot to my post. ITS NOT TIGHT. I just dont want to wander off again.

Fall break is soon. I mean sorta. I attempted to attend school online the second day home after the ordeal but my connection was too shit. I guess its the trees blocking the signal. Or maybe the mountains. Speaking of trees, i havent left my house since that day. I dont want to risk whatever happened happening again, worse while im awak. Not that i think it will but the way the trees just… tempt me sometimes. I cant risk walking to the bus or walking even out of my house. WHEERE i use to consider it a blessing to not live in the town houses, i now regret never moving closer. Fuck. Its been so long since I’ve been outside im worried my skin will fall off my body and ill die if i spend one more day barred in my room.

Its okay, for the most part. besides the natural (?) urge i have to be outside all the time. Ive sort of forgotten to document much these o past few days. But i dont think anything else significant happened. As far as related to me. Niki didnt come back the first night and i spent all that time in ym room with the blind drawn and the lights on. I was afriad if i turned the lights off i would nod off. I ended up watching YouTube and Netflix on my laptop as well as cleaning my entire room.

Usually my room is a trash heap, i like it that way, its like having my own nest. But that first night. I couldn’t stand all the things and i pretty much Ed cleaned everything top to bottom in less then 3 hours. I found a few interested things while i was doing that, including but not limited to: a box full of my old Polaroids and camera, a stuffed animal i thought i had lost which went back onto my bed, and a total of 20 spare dollars made mostly out of 1 Dollar bills and quarters.

The only thing of real interest was the Polaroid camera. I thought i lost that thing years and years ago. I only know i had one at all because i have some older pictures pinned places and tucked into my phone case. Theyre all of people i dont really know but i like to think i do so i can carry some part of them with me. They must have been important to me at some point yk. So i decided to look through and sort out any of the Polaroids i remeber or anything like that. These are my findings. I’ll explain them after i show them to you.

starting at the left top and going left to right. It reads Nov 1st 20##. all of these are from when i was a kid. maybe when i was in 4th or 5th grade? Im not entirely sure the exact age i was. The photo shown is a picture i must have taken of some sort of important journal entry, i cant really read it but at least if i ever needed to remeber taking a picture.. I remember, thanks past me.

The next one, in order, is a picture of two shadows. Maybe three. Probably me. Maybe Niki… or Eryn. we were close when we were kids and hes in two of these already. So ill just mention him. idk if he will be okay with me talking about him on here. I dont think he knows i have this account. hopefully he doesnt find it. Not that i would care very much. He just doesnt like me. The caption is just a date. oct 3rd. no year. I wonder when it happened? sometime in my childhood probably. I havent used this camera in years and years. I lost it so long ago.

The third is a weirdly saturated picture of a park in my town. The bigger town. Its just weird. And the caption says… evacuating or something. Its sorta weird. also Niki might have taken this picture because her name is on it too. Seems like her type of thing. from what i remeber as a kid, when we still lived in the big town, she was into weird saturated pictures. Something about scene. I dont know really.

The fourth is on the second line of pictures i found in the Box. On the bottom left. It says July 20## again sometime in my childhood. It shows aforementioned Eryn crouching ont he ground showing something to everyone. Or the viewer. I can see myself, or younger me. Younger me off to the side. Someone else took this picture. I dont remeber this happening. But it was important enough to keep so there it is. Thats pretty much it.

The fifth, wow thats a lot of numbers. Its got a smiley face :) on it. and its a picture of the lake. Yk the one bordering the left side of the bigger town. Its one of the smaller more muddy parts so its all gross. Probably from a hike that i wanted to remeber with Niki or something. I loved the lake when i was a kid. It was fun to swim in but after… after awhile i stopped going and then it closed because of something weird and now you can only go hiking near and around it.

The sixth. A picture of me and ****** hugging. Eryn in the background. It reads Eryn & ##### July. Its a cute picture. I dont know… who ****** is? Yeah i dont know. but i must have known them at one point because thats them. Yeah. They look familiar in the worse way and i pretty much threw that one back in the box as soon as I could. I dont like lookign at it. My stomach hurts when i do.

The seventh. And last a picture of a cat. Even when i was a kid i also apparently liked cats. It reads Spring 20##.

So yeah. I just wanted to say im glad i was able to find them and document them somewhere. I also thought while im explaing photos and stuff ill go into a little detail about what i discovered from that night. Posted on here.

The first piece is clearly a path somewhere in the forest. If i were to say, somewhere further in the mountains, near where the older remains of mines are. The only thing wrong about this piece is that…. When i posted it, theres no wya for there to have been snow. So either the photo is altered in some way, which is unlikely, because from what i can tell it was posted in the middle of the night. Or it was actually snowing wherever i was. even though all the previous days it had been raining.

The next picture looks like some sort of underground tunnel, lined with bricks and ending in step leading up to a barred and maybe locked? I dont know, barred iron gate. I have never seen that place before. Ive been in a lot of abandoned buildings that I’ve found near here but I’ve never seen something like this. The only explaination i can give for the location is possibly a sewer enterance somewhere in the basement of one of the older buildings, not from the big town but rather from the smaller town nearer to my house. Again, it looks like its snowing. Which makes no sense in any context, since it was snowing when i woke up (even though i said i thought it was) and because if this was underground where would snow be coming from? The title says… I heard you. Im here. I dont remeber this. Obviously. and i dont know who i would have.. heard? It doesnt make any sense.

The third picture… i dont have much to say. It looks dark. Maybe its related to the second picture, maybe its on the otherside of the gate. But I’ve never seen a place that dark before. Especially if it has walls. which I think it does. so it must be in a building somewhere out in the forest. Sorta supports my abandoned building theory. Or abandoned mine shaft? I have no idea. But the capture is clearly a long hallway. the caption says something is wrong. No duh. I am clearly self aware even if i dont remeber. I wonder if i act different..

Anyway, thats all for the last few days. I probably will end up attending school tomorrow. Niki isnt home yet, its near the end of the day so if she isnt home by now im assuming shes staying overnight at the office. wouldn’t be the first, wont be the last. I might get a snack before trying not to fall asleep a third night in a row. If anyone wants to chat with me, ill be open to the distractions.

“You’re insane,” Casey could feel the bile rising up with the level of his anger. “Everything you do is spiteful, narcissistic, and violent. These people have done nothing to you. They’re innocents. All they did was decide to take a bus home after a long, hard day’s work, and now you want to use them as some kind of catalyst to blow up the city? What is wrong with you, Connor? You do know you’ll die as well, don’t you?”

He stared at Casey with revulsion in his eyes. “Shut up, Casey!” He swung his knife around threatening the already terrified people huddled in their seats. “You don’t get it. You NEVER got it. For over two decades, I’ve watched as they’ve all fawned over you and your achievements. You were always praised for every little thing you did while all I got was punished for not measuring up.”

Griping tightly to a pole, Casey tried to pull himself closer to his brother against the centripetal force of the bus racing along the road. He needed to get closer to the driver’s seat. If he could make it up there, maybe he could stop Connor from enacting his plans. He just needed to keep Connor distracted until he could make it up there. “You remember things very differently that I do, brother. We had the same opportunities in life. We were raised by the same parents, went to the same schools, and had all the same options offered to us. The difference between us was always how we chose to accept those gifts.”

“Are you saying this is all my fault? Because it’s not!” Connor held his knife at an awkward angle as he tried to keep his brother away while he reckless continued to speed down the road. “This is YOUR fault for always being the favorite, the smarter one, the better one. Well, now I’m going to show everyone that you’re not smarter or better than anyone. You can’t stop me from forcing this bus to hit the gas terminal downtown, and you can’t stop me from killing a lot of people. You’re going to fail, and everyone is going to know it was you who failed.” He pointed to a camera installed at the front of the bus. “See? I was smart enough to hook this up to the bus wifi. We’re live streaming right now. Say hi to your fans, Casey!”

Grunting against the backwards pull from the bus’s speed, Casey finally made it to the very front to stand next to his brother. He tried not to show the fear he felt as the tip of the knife came into range of his chest. “Connor, this is between us. There’s no reason to bring anyone else into this. I’ll stay on the bus with you. Why not stop and let these people off?”

“No way, brother. We all got on together, and we’re all getting off together,” Connor declared with a manic laugh. “It’s just like you and me. We came into this world together, and we’re going out together. Twins until the end!”

“And there we have it; once again, your choices are going to end badly for everyone, including yourself. You know, you’re so selfish, Connor,” Casey threw his hands up and then slid down to sit on the bus’s floor just beneath the tip of the knife. “You always do this. You’ve always perceived us to be in some kind of competition with each other, but we’re not. It’s you. It’s all in your head. We were raised to be equals, but you chose to be lesser than for no reason. It’s like you LIKE being the victim.”

“You don’t know what you’re talking about,” Connor yelled back. “Now shut up or die early.”

“Then we wouldn’t have our little poetic ending, would we? You’re not going to kill me, Connor.” With a quick motion, Casey leaned forward, forcing the handle of the knife over his shoulder and surprising his brother enough to knock the weapon out of his hand. Quickly grabbing it, he stood, pointing it at his twin. “It’s over, Connor. Stop the bus.”

Connor glared at him. “Fuck off, Casey. We’re all going to die today.”

Casey’s jaw clenched. “Choices, Connor, you keep making shitty ones. Make a good one just once in your life.”

Again, Connor glared at his brother. “Fuck. Off. You don’t know the first thing about what it’s been like to be in your shad…”

“You fuck off, Connor. You know, you’re everything I could have been but decided not to be. Every bad choice you made was a lesson to me in how to make a good choice. It could’ve been the other way around. You could’ve seen the good choices I made and emulated that, but, no, you had to be a shit headed, self-centered, egotistical bastard. That’s on you. You decided to be that way. I had nothing to do with it, and, if you don’t stop this bus,” Casey stepped closer, putting the edge of the blade against his brother’s neck, “I will stop you by any means necessary because THAT will be the right choice.”

Silence filled the bus as the bus riders watched and the brothers battled against each other’s willpower.
