Do you think the master and doctor sometimes look at each other and remember the little kid they wanted to run away with.

They see each other and are reminded of everything they lost. Everything they could have had together if they actually got to run away together.

Do think when the Doctor saw his first foreign star with Susan he remembered promising Koschei that he was going to see it with him.

The first time he encountered a alien race he wondered how excited koschei would have been.

When he struggled piloting the tardis he remembered that they were supposed to do it together.

Donna is still there. I don't know if Ten would be as willing to have Donna along if he's trying the rehabilitate the feral cat of a supervillain he's got with him. I also don't think Donna would care.

(This was mostly inspired by how Midnight would change if the Master were there. Either he ALSO stays behind because he has exactly zero interest in being stuck for eight hours round-trip on a space bus with Ten and he and Donna shit-talk each other while the Doctor is experiencing the Horrors TM. Or he is there, deliberately tries to make things worse for the funnies because he doesn't think the humans can actually do anything to the Doctor, and then finds himself--to no one's surprise more than his own--watching with horror as the situation spirals rapidly out of his control).

(To say nothing of how everything in Sontaran Stratagem/Poisoned Sky would shift if Martha calls the Doctor back to Earth knowing he's bring the Master along with him.)
