Elizabeth Hobbs Keckley
Born as a slave in Dinwiddie County, Virginia, Elizabeth Hobbs Keckley (1818 – 1907) gained renown as a seamstress, author, and philanthropist. 
Elizabeth learned to sew as a young child from her mother, Aggy, and this skill would eventually bring her freedom and success. In her late teens, she developed into an accomplished seamstress with many clients - the income from her dressmaking alone was able to support the entire family of 17 that enslaved her. More importantly, it enabled Keckley to engineer her manumission and in 1855, with her own earnings and loans from several clients, she purchased her freedom and that of her son.
After working diligently for five years to repay her patrons, Keckley and her son moved in Washington, D.C. in 1860. Keckley’s reputation preceded her, quickly resulting in commissions from several of the Capital’s leading women, including Varina Davis, the wife of future Confederate President Jefferson Davis. 
Word of mouth would continue to be good to Keckley, and a rushed commission from another socialite came with an offer attached to introduce the seamstress to the First Lady. Elizabeth Keckley met Mary Todd Lincoln on March 4, 1861, the day of Abraham Lincoln's first inauguration. Soon after she would make daily visits to Lafayette Square as the First Lady's regular dressmaker.
In addition to dressmaking, Keckley assisted Mrs. Lincoln each day as her personal dresser, or modiste, and also helped Mrs. Lincoln prepare for official receptions and other social events.  Known for her love of fashion, the First Lady kept Keckley busy maintaining and creating new pieces for her extensive wardrobe.
During her time with the Lincolns, Keckley became concerned with the welfare of recently freed slaves who flooded into Washington during the Civil War. In August 1862, Keckley founded the Contraband Relief Association (CRA). The CRA provided food, shelter, clothing, and emotional support to recently freed slaves and to sick and wounded soldiers. They sent funds to new freedpeople, food to other organisations feeding the hungry, and helped to place African-American teachers in newly built schools.
The Contraband Relief Association set the standards and showed the need for relief organisations to provide aid to the poor and displaced black community. The work of the Contraband Relief Association within the black community is credited with helping to create black autonomy in the years immediately following the Civil War. Keckley worked to recruit support for the association from figures such as Frederick Douglass, Wendell Phillips, and the Lincolns.
Over the course of Lincoln’s presidency, Keckley became an intimate witness to the private life of the First Family and was in almost constant close quarters with Mrs Lincoln. The two women developed an intimate friendship that was to be written in stone later that year, as they both grieved for sons who had died within seven months of one another.
Keckley would be the one person for whom the First Lady asked in the hours after her husband's assassination, and in private correspondence Lincoln would go so far as to describe Keckley as “my best living friend.” The two women maintained their close connection until the publication of Keckley's memoir in 1868. 
Entitled “Behind the Scenes, Or, Thirty Years a Slave and Four Years in the White House”, the book was Keckley’s attempt to paint a sympathetic portrait of her former employer and help to restore Mrs Lincoln’s reputation, but had the opposite effect, and Mrs. Lincoln felt betrayed by her confidant. Although legend goes that the bosom friends never spoke again, Keckley would claim in later years that she and Mrs Lincoln had reconciled prior to her passing in 1882.
After being discharged from Mary Todd Lincoln’s service, Keckley continued her dressmaking business in Washington, where she also trained other African American women to be seamstresses. She kept this up until the 1892 when she accepted a position on the faculty at Ohio's Wilberforce University as head of the Department of Sewing and Domestic Science Arts and moved to Ohio. Not content with her achievements to date, within a year Elizabeth had organised a dress exhibit at the Chicago World's Fair.
Keckley would ultimately return to Washington, D.C. in the late 1890s, later dying there at the age of 89 in 1907. Presumably in ill-health at the time of her passing, Keckley died at the National Home for Destitute Colored Women and Children - a hospice funded by money she had raised for the Contraband Relief Association that she founded.

ZAMBOANGA CITY, Dec 14 (PIA) – Department of Social Welfare and Development 9 (DSWD 9) recorded a total of 335 victims of human trafficking in 2020.
According to DSWD 9 Social Welfare Officer Stephanie Elopre, the number of clients served is lower from the previous years due to the COVID-19 pandemic which cause closure of the borders. Because of this, it was also hard for the victims to reach out for help from the government.
Out of the 335 clients assisted, 134 of these are from Region 9 and the rest are from other regions and provinces including BARMM:29, Region IV-A:27, NCR:22 Region 2:18 and majority of the victims were women.
Moreover, Elopre explained that one of the reasons why majority of the victims are from the Region IX is because Zamboanga City is the transit point which is accessible via boat and near the international borders like Indonesia, Malaysia and Singapore. “People usually think that back door process is normal,” Elopre added.
Many became victims because they were easily convinced with the work availability and salary promised by the traffickers. According to Elopre, most of the victims’ reason why they were enticed is because they have a hard time looking for job in the Philippines due to their lack of qualifications.
Furthermore, the DSWD continuously provides services for the victims amidst the pandemic. They provide immediate temporary shelter for the victims, financial and medical assistance and psychological counselling. Aside from these, they also provide transportation for balik probinsya program, livelihood program and financial for the victims who want to look for job and also educational assistance for those who want to continue their studies for their children who became the reason of their working abroad.
The Task Force Against Human Trafficking in the region continues monitoring to prevent more people from becoming victims of trafficking. They strictly monitor the borderlines to prevent the traffickers from recruiting more victims. Elopre warned the public to be vigilant and watch out for illegal recruiters. “Do not believe the recruiters easily, the government is here to provide you with your needs,” she said. She also added that parents and guardians should guide their children online because online sexual exploitation is also a threat now because of the easy access to the internet. Critics of Riverside County Sheriff Chad Bianco have formed a political action committee aimed at unseating the sheriff when he’s up for reelection next year.
The Riverside Alliance for Safety & Accountability has paid for emails, text messages and social media ads attacking Bianco, campaign finance records show.
“Chad Bianco is failing all of us, and he is a real threat to the future of our public safety,” read a statement on the group’s website, biancomustgo.com. “We cannot allow Chad Bianco to steamroll our community with his limitless power for another four years. The safety of our community is at stake.”
Bianco “ignored and disregarded science and facts” regarding the coronavirus pandemic, an alliance news release states.

During his tenure, concealed weapons permits “have tripled … putting thousands of additional guns on our streets,” the release read, noting the ACLU has filed a complaint with federal agencies accusing the Riverside County Sheriff’s Department of misusing more than $4.6 million in COVID-19 relief funds.
Bianco could not be reached for comment, and the Sheriff’s Department did not respond to requests for comment. The Riverside Sheriffs’ Association — the union representing sheriff’s deputies and other law enforcement personnel — defended Bianco in an emailed statement.
“Sheriff Bianco has demonstrated, through his leadership of the department since his election in 2018, that the 58% of voters who cast their ballot for him were correct in deciding he should be the sheriff of Riverside County,” association President Bill Young said.
A former sheriff’s lieutenant who unseated incumbent Stan Sniff in 2018, Bianco has been outspoken and controversial since taking the reins of the county’s largest law enforcement agency. While the office of sheriff is nonpartisan, Bianco, a Republican, has publicly criticized Gov. Gavin Newsom’s criminal justice policies and handling of the pandemic.
The sheriff, who contracted COVID-19 in January after earlier stating he would not get the vaccine, refused to enforce mask orders and business restrictions and ignored calls to release jail inmates early to prevent the virus’s spread.
Bianco, who frequently spars with critics on social media, has appeared on conservative TV networks and enjoys strong support from conservatives and those opposed to coronavirus lockdown orders. But he’s been condemned by those who think he puts political ideology ahead of public safety and inmates’ welfare.
In June 2020, about 40 protesters held a “Boot Bianco” rally outside the Robert Presley Detention Center and sheriff’s headquarters in downtown Riverside. Protesters demanded better treatment of jail inmates and the shifting of money from the Sheriff’s Department toward other community needs.
Joy Silver, a Palm Springs Democrat and former Inland state Senate candidate, is the anti-Bianco PAC’s co-chair. The PAC is supported by “a group of individuals and like-minded organizations” and 20 people make up its leadership council, Silver said via email.
The PAC is not recruiting a candidate to run against Bianco, “but the goal of our work is to help carve a path for a credible challenger,” she said.
The committee officially formed in March. As of June 30, it had raised about $6,600 from seven donors and spent about $3,400.

The sheriff’s election is in June 2022, with a possible November runoff between the top two vote-getters if no candidate wins a simple majority. While Riverside County’s electorate is trending blue, defeating Bianco won’t be easy.
State law requires sheriff’s candidates to have either an advanced certificate from the Commission on Peace Officer Standards and Training or a certain level of law enforcement experience depending on their educational background.
Any Bianco challenger also will have to contend with the deputies’ union, which spent six figures on Bianco’s 2018 campaign and has defended its preferred candidates with mailed attack ads against their opponents. As of June 30, the sheriff had more than $481,000 in his campaign fund.
Silver acknowledged Bianco “is a well-funded incumbent, but Riverside County deserves new leadership.”
“Voters are smart, and our alliance of volunteers and organizations are fired up to get to work to reach these voters ahead of 2022,” she said.

Montreal Recommendations for Recruitment and their implementation
Joblio.co is a social impact project that protects labor migrants globally and creates efficiency for employers and governments alike. Jon Purizhansky is the founder of Joblio, who points out the importance of the Montreal Recommendations for Recruitment. In 2020 the International Organization for Migration (IOM) published new guidelines for the recruitment and protection of migrant workers, stressing that these people are vulnerable to abuse and exploitation. Migrant workers can be vulnerable to abuse and exploitation during migration and employment due to factors including unethical recruitment, migration status, fear of deportation, or the inability to find alternative employment, particularly during the current COVID-19 crisis.
It was for this reason, Jon Purizhansky says, that the IOM published new guidance for member states on the regulation of international recruitment and protection of migrant workers. The UN agency said in a statement that the guide, called The Montreal Recommendations on Recruitment: A Roadmap towards Better Regulation provides clear guidance to policymakers on how to protect migrant workers during recruitment, migration, and employment.
The guide is designed to help develop comprehensive, multi-faceted approaches to promote ethical recruitment, enhance transparency and accountability. Regulators have a responsibility to establish and effectively enforce the legal and policy framework under which labor recruiters and employers operate and guarantee their compliance.
Jon Purizhansky also stresses that 100 regulators from more than 30 countries gathered at the Global Conference on the Regulation of International Recruitment, in Montreal, Canada, in June 2019. The International Organization for Migration (IOM) co-hosted this conference in partnership with the Government of Canada and the Gouvernement du Québec, the Swiss Agency for Development and Cooperation and the Department of State’s Bureau of Population, Refugees, and Migration of the United States. The event brought together senior policymakers, leading experts and practitioners from ministries of Labour, Foreign Affairs and Immigration, supported by experts from international and regional organizations, including IOM, International Labour Organization (ILO) and Organization for Security and Cooperation in Europe (OSCE).
Jon Purizhansky accents that participants adopted the following recommendations:
(1) Protecting migrant workers;
(2) Recruitment fees;
(3) Registration and licensing;
(4) Administration, inspections and enforcement;
(5) Ratings, rewards and rankings;
(6) Access to grievance mechanisms and dispute resolution;
(7) Bilateral, regional and multilateral mechanisms;
(8) Migrant welfare and assistance; and
(9) Maintaining the momentum on regulation. The 55 recommendations, reproduced below with accompanying commentary, are consistent with international human rights and labour standards, the ILO General Principles and Operational Guidelines for Fair Recruitment1 and the multi-stakeholder standard established by the International Recruitment Integrity System (IRIS).2 they provide diverse, practical guidance to governments to enable more effective regulation of international recruitment and protection of migrant workers
Jon Purizhansky concludes that it’s essential that the Montreal recommendations are implemented because they truly reflect the solutions that the global ecosystem requires. The implementation of the Montreal Recommendations is the only practical way to protect labor migrants globally.

#PHnews: NPA condemned for recruiting, abusing minor in Iloilo
ILOILO CITY – The father of a 16-year old girl, who was recruited in Iloilo Province and sexually abused by a commander of the New People’s Army (NPA), on Tuesday condemned the atrocities of the terrorist group.
The man, whose name was withheld for security reasons, said that amid the threat, he decided to surrender his daughter to the 61st Infantry Battalion (61IB) of the Philippine Army (PA) on March 18 for his family's safety. In a press conference on Tuesday, he shared that, last year, his daughter sought permission to look for work to help the family.
While he didn’t want her to go because she is too young to work, yet he could not stop her. His daughter failed to come home for six months after she went out to search for a job.
The father works on a farm while the mother is a housewife. He only knew that she joined the NPA when she came home with several members of the rebel group who slept in their house and informed him about the young girl's recruitment to the movement.
That night, the group promised that his daughter will be home by December 2020, which did not happen.
On March 18, his daughter was able to escape and shared with him her hardships of always running from authorities. Not only they were not properly nourished but she was also a victim of sexual abuse.
“Kon indi ikaw mangisog, duro pa nga mga pamatan-on ang bul-on nanda. Ang ginapangayo o ang safety sang akon pamilya (If I did not muster the courage to surrender her, they will continue to recruit more youths. What I am asking is the safety of my family),” he said.
As he went emotional with his testimony, he said that no parent would allow that their child will fall prey to such useless group.
“Bantayan nyo mga bata nyo kay may mga itom dila diri na maayo gid maghaylo sa inyo mga bata ( Keep an eye on your children because there are people with evil tongues who are good at convincing your children),” he advised the parents.
The NPA promised that they would support his daughter in her studies until college and would even give her a salary of PHP4,000.
“Kabaylo ka apat ka libo na ang 40 kilos na nga ginabitbit kada adlaw (In exchange for the PHP4,000 was the 40 kilograms that she has to carry every day),” he said, while he did not give details, he said that his daughter has once joined an encounter with the government troops.
Police Staff Sgt. (PSSgt) Gracel Joy Villanueva, the investigator of the case, said that "Nene" (the girl's pseudonym) shared "they were always hungry and there were times they were beaten by firearms. A member of the group even attempted to rape her".
"Nene" had planned to leave the group due to hardships that she experienced but she was threatened with being beheaded. The rebels even threatened to harm her family.
Villanueva added that "Nene" also relayed to her that there are 16 more recruits who wanted to leave the movement.
Col. Joel Benedict G. Batara, commanding officer of the 61IB, said "Nene's" family will be provided with security.
The victim is now in the custody of the Department of Social Welfare and Development (DSWD).
“We will do our best to provide security to the family of 'Nene'. I will not go into (the) details (of) how we will secure the family, but it is not just the Army that will give them security. This is again a multi-stakeholder approach. This is a package of security,” he said.
"Nene" executed her judicial affidavit on Tuesday attended by the DSWD staff.
Batara said proper cases will be filed and they are just completing the affidavit of "Nene" and her father. They will also be filing a complaint before the regional office of the Commission on Human Rights.
Raji Alvarado of the DSWD regional office and at the same time secretariat of the Regional Sub-Committee for the Welfare of Children in Western Visayas said that aside from the psycho-social intervention, their office will be extending aid to the girl under the Assistance to Individuals in Crisis Situation (AICS) aside from educational assistance.
Since the victim is a minor and her situation can be classified as a trafficked person, her family can also avail of livelihood assistance and other provisions based on the needs of the child.
Alvarado added that they are also intensifying their programs to be able to reach out to less fortunate families, who are the common target of NPA recruitment.
She said that they also would like to intensify the awareness on Republic Act 11188 or the Special Protection for Children in Situations of Armed Conflict on how to prevent the children from being recruited. The Communist Party of the Philippines-New People's Army (CPP-NPA) is listed as a terrorist organization by the United States, the European Union, the United Kingdom, Australia, Canada, New Zealand, and the Philippines. (PNA)

Vientiane – On 4 December, the International Organization for Migration (IOM) held a virtual bilateral dialogue on the Skills Development System between Lao People’s Democratic Republic and the Kingdom of Thailand. The meeting was part of IOM’s regional programme – Poverty Reduction through Safe Migration, Skills Development and Enhanced Job Placement in Cambodia, Lao People’s Democratic Republic, Myanmar and Thailand (PROMISE). The event sought to engage key government partners to share knowledge and experience on the skills development and training system in Thailand, including the Thailand Professional Qualification Institute (TPQI)-developed competency standards and certification system. Representatives from the Thai side included the Thai Department of Skills Development (DSD), Thai Ministry of Labour (MOL) and TPQI. The Skills Development and Employment Department (SDED), Ministry of Labour and Social Welfare (MoLSW) attended on behalf of the Lao Government. Opening the ceremony, Mr. Khornsy Mahavong, Deputy Director General of SDED, MoLSW, acknowledged the dialogue as an excellent opportunity for both parties to exchange useful knowledge on their respective skills recognition and development system. Ms. Jullada Meejul, Deputy Director General of TPQI, added: “I hope today’s meeting marks the beginning of a strong collaboration between Thailand and Lao People’s Democratic Republic in strengthening the policy framework of the skills certification system, which will drive market-driven skills development and promote access to decent work.” Ms. Shareen Tuladhar, Chief of Mission of IOM Lao People’s Democratic Republic, reiterated IOM’s commitment to promoting safe and regular migration, highlighting the role that cross-regional skills recognition system can play in enhancing the capacity of migrant workers. “Initiatives, such as today’s discussion, will help us to identify areas of potential collaboration for the development of a more comprehensive skills development system in the region,” she noted. During the meeting, 30 participants actively discussed ways to improve the transferability of skills certified by TPQI to the competency standards in Cambodia, Lao People’s Democratic Republic and Myanmar (CLM) for the formulation of a comprehensive skills development mechanism across the region. Key recommendations were provided to better assist skills providers in CLM in delivering migrant-centric, gender-sensitive and market-responsive trainings to aspirant migrant workers. Drawing on experiences in establishing the Skills Development Promotion Act and the Skills Development Fund in Thailand, Thai skills development authorities provided recommendations for improving the skills development mechanism in Lao People’s Democratic Republic. Best labour practices were examined to explore the feasibility of incorporating relevant chapters into the ongoing drafting of Lao skills development laws. Existing laws governing the Lao skills development system include the Labour Law (2013, No. 43/VTE), and the Decree on Technical and Vocational Education and Training and Skills Development (2010, No. 036/PM). Building upon the newly developed partnership between TPQI and IOM in piloting skills certification for domestic workers in Thailand, further dialogues will be held between Thai authorities and skills providers in the countries of origin to strengthen skills recognition and certification for migrant workers in the broader region. PROMISE, now in its fourth year of implementation, is a cross-regional initiative that aims to promote poverty reduction through ethical recruitment and skills development, safe migration schemes, and enhanced return and reintegration mechanisms. PATNA: A day after taking oath for a new term along with his ministerial colleagues, Bihar chief minister Nitish Kumar on Tuesday allocated portfolios among them, keeping with himself home, general administration, vigilance and three more departments. Deputy chief minister Tarkishore Prasad got finance, commercial tax, environment, forest and disaster management, urban development and information technology departments. Another Deputy CM Renu Devi got panchayati raj, backward classes development, ECB and industry portfolios. Ashok Chaudhary got the charge of building construction, social welfare, minority affairs, and Mewa Lal Chaudhary the education portfolio. Interestingly, Chaudhary had lost the Cabinet birth last time after his name cropped up in an alleged scam in the recruitment of lecturers in an agriculture university. Vijay Kumar Chaudhary got the charge of rural development, rural engineering, water resources, information and broadcasting and parliamentary affairs. Sheela Kumari got transport, and Santosh Kumar Sharan SC/ST affairs and minor irrigation. Mukesh Sahani is the new Minister for animal husbandry and fisheries. Mangal Pandey has retained the health portfolio, apart from road construction, art and culture. Amrendra Pratap Singh has got the agriculture, cooperatives and sugarcane portfolios. Ram Preet Paswan has got the charge of public health engineering and Ram Surat Kumar the revenue and law portfolios. Jivesh Kumar will shoulder the responsibility of tourism, mines and labour departments.

MANILA – A ranking military official dismissed claims made by the Communist Party of the Philippines-New People's Army (CPP-NPA) that it is not involved in the kidnapping of minors or children.
"Marco Valbuena, Chief Information Officer of the CPP, denies NPA kidnapping of children exists. Wow! Where is this denial coming from? From Utrecht, Netherlands? Let's refresh Valbuena of just a few of these kidnappings of minors by the NPAs," said Lt. Gen. Antonio Parlade, Jr., Southern Luzon Command (SolCom) chief, in a statement sent to the Philippine News Agency Thursday.
In debunking Valbuena's denial, he cited the case of Mary Jane Ganay alias "Elsie", who surrendered to the government with the help of the clergy in Oriental Mindoro in December 2020.
He added that in Elsie’s testimony, she claimed that she was only invited to attend the wedding of NPA member Daisylyn Castillo alias "Tikya" and Marjun Malucon, alias "Warren" in Sitio Mantay, Barangay Monteclaro, San Jose, Occidental Mindoro, not knowing that she will be held against her will.
"After the said wedding, she was never allowed to return (home) and she was only 16 years old during that time. She underwent courses and trained with NPAs, got pregnant, raped, until her surrender in 2020," said Parlade, who is also a spokesperson of the National Task Force to End Local Communist Armed Conflict.
He also mentioned the cases involving Layag Sanyuan alias "Layka", Helen Villanueva alias "Jenny", Maylin Ligduman alias "Joan" who are all minors who surrendered with four others after their leader Lorelyn Saligumba alias "Farah", reportedly a member of the Morong 38, was killed in an encounter in Baco, Oriental Mindoro in June 2020.
"They were asked to fetch water, bring backpacks of NPAs to the mountains, and were never allowed to return to their homes.
These minors, aged 15-17 became communists, married fellow NPA members to protect themselves from being raped, until they had a chance to escape and surrender to the government’s pastor friends. 
“Alias 'Joan' was forced to marry NPA (member) Nilo Ligduman alias 'Roel', also a minor. Alias 'Jenny', on the other hand, was forced to marry Renante Villanueva alias 'Rens/Joe'," he added.
The CPP-NPA is listed as a terrorist organization by the United States, European Union, the United Kingdom, Australia, Canada, New Zealand, and the Philippines.
Parlade said he could go on enumerating the kidnapping of minors by the NPA but added that the Commission on Human Rights (CHR) and the Department of Social Welfare and Development (DSWD) can provide complete details on minors recruited and sexually abused by their comrades.
"I can go on Valbuena, but the CHR and DSWD can also provide you a more complete list of NPA child warriors who were forced to have sex with NPAs while they were minors. And that will fall either as qualified or statutory rape, Mr. Valbuena. That's a double major offense, and no amount of denying will exonerate your terrorist colleagues,"  he added. (PNA)

Second Safe Migration Training Held to Further Strengthen Capacity and Knowledge of Skills Development Partners
Vientiane – The International Organization for Migration (IOM) and the Lao Ministry of Labour and Social Welfare (MoLSW) organized the Second Safe Migration Training of Trainers (ToT) for Skills Development Partners (SDPs). The two-day training (15-16 October) was held under IOM’s regional programme – Poverty Reduction through Safe Migration, Skills Development and Enhanced Job Placement in Cambodia, Lao People’s Democratic Republic, Myanmar and Thailand (PROMISE). The second such Safe Migration ToT aimed to improve knowledge of SDPs on safe and regular migration, increase their capacity to mainstream Safe Migration knowledge in institutional training schedule, and design their training courses in migrant-centered and gender-responsive manner. The training was attended by 50 representatives, including: SDPs from provincial and central Technical and Vocation Education and Training (TVET) institutions, Initial Vocational and Education Training (IVET) institutions, Skills Development Centres, as well as Swiss Agency for Development and Cooperation (SDC), IOM, and key ministries of the Lao Government. Opening the ceremony, Khornsy Mahavong, Deputy Director General of the Skills Development and Employment Department (SDED) at MoLSW, highlighted that “migration, as a matter of course, happens regardless of the types of intervention in place, which is why we should focus on promoting safe and regular migration in our work.” He then encouraged participants to continue delivering Safe Migration knowledge in their respective institutions. IOM developed and distributed copies of ‘For Safe Migration – Trainer’s Guideline’ during the ToT, which includes ten modules of combined materials from IOM, MOLSW, and the Ministry of Public Security. During the case study sessions, participants discussed the emerging issues of migration and the importance of promoting safe and regular migration in the community, especially to young people. The Trainer’s Guideline can thus be an official reference for participants’ roll-out training in their institutions. Together with SDED, IOM set up the first ToT on safe migration for 11 TVET and eight Skills Development Centres in July 2019. Thirty-three teachers from six provinces were trained, followed by roll-out trainings. Upon the completion of the second training, all 34 TVET schools and six Skills Development Centres across Lao People’s Democratic Republic have received Safe Migration trainings from PROMISE. IOM and SDED will continue to provide necessary support to SDPs during the new school year. PROMISE, now in its fourth year of implementation, is a cross-regional initiative that aims to promote poverty reduction through ethical recruitment and skills development, Safe Migration schemes, and enhanced return and reintegration mechanisms of migrants.
