Okay, I can't just ignore this. Planetes is a hard science fiction manga and anime about a timeline where the Earth's geopolitical situations already deteriorate a lot by the early 2000s, WW3 happens, and people are regularly going to and working in orbit and on the moon by 2075. Planetes is pretty critically acclaimed! Both the manga and anime are award winning! The writing is quite conscientious about nuance and research and thinking seriously about how various systems make it unfair about the common man all across the globe. For example, for a global corporation working in space, it makes sense that the staff is equally global. We've got Americans, Russians, Chinese, Japanese, Indians, and English all working together on the same station. The aspects of living in space, in low-grav and no-grav, as well as the hazards of space walks, debris, and radiation, are all intricately detailed. Except we have a gigantic problem, demonstrated in the anime in episode 11. The story has set up this beautifully complex woman, Claire Rondo. In episode 11, we learn that she fled to the US as a child refugee from South America. She was illiterate at the time, so she doesn't know how to speak or read her native language. Her hard work ethic (determinedly climbing the management track) and very controlled demeanor speaks to a fear of falling back into poverty, which sometimes manifests as a disdain of lower class behavior. Nonetheless, she is drawn to the ideals and integrity of our blue collar protagonists. So far, so good, right? It gets better! In episode 11, she is confronted with a person who also fled the same country as a kid, just like her, but instead of remaining an expatriate, he returned as an adult to try and make things better for his native country, willing to battle international discrimination and classism in the process. Claire is forced to confront her own conflicted third culture kid feelings. This is great! Except, which South American country is this? Well, this is a world in which WW3 has obviously devastated the global south, so the expected areas of conflict have fractured into entirely new nations from what we know. So, what imaginary country will this well-researched, nuance-driven story come up with? Will it be a pidgin creole of Spanish, Portuguese, and English, or perhaps it will be a return to a local indigenous ethnicity? El Tanika. Featuring Lake Wagutchi. Has its own spoken AND written language, El Tanikan. Featuring such names as Caligan Parak, Sistero Tados, and Nurgan Ogran. This is a South American nation. And the most frustrating part is, no one else on the internet has apparently picked up on how this utterly undercuts the entire story, taking it from "well meaning empathy" to "staggeringly racist" in one fell swoop? Some people even cite 11 as their favorite episode, as incisive and powerful political analysis? "What if the Harry Potter books featured an entire arc centered on anti-Asian racism, but her name wasn't even Cho Chang, it was Zacki Gato, and she had immigrant feelings about not knowing her native language, Swatokaa? (developed and spread, including an entire writing system, from scratch within 4 decades)"

South Africa’s highest Court declines to consider whether ship arrests are unconstitutional
Constitutional Court declines to consider whether associated ship arrests are unconstitutional
The Constitutional Court has recently rejected an application for leave to appeal brought by a shipowner, Parakou Shipping Pte Ltd against a judgment of the Supreme Court of Appeal (SCA) upholding the arrest of an associated ship.
In doing so, the Constitutional Court found that the application for leave to appeal did not raise a constitutional issue.
The effect of this is that the SCA’s judgment, which favours a broad interpretation of the associated ship arrest provisions in the Admiralty Jurisdiction Regulation Act of 1983, remains South African law.  Plaintiffs should be pleased by this development and shipowners should be aware of it.
The judgment has in its genesis the collapse of financial markets in 2008 which saw charterparty rates plummet by 95% almost overnight.  In July 2008, Parakou Shipping had just concluded a five year time charter for a vessel at the high prevailing rates.
When the owner of that vessel Galsworthy Pty Ltd (Galsworthy) tendered delivery of the vessel, Parakou Shipping refused to accept delivery because similar vessels were then available at around 5% of the agreed rate.
This resulted in London arbitration awards in favour of Galsworthy of approximately US$60 million which Galsworthy sought to enforce by way of the arrest of associated ships in South Africa.
The Act provides that a claimant can obtain an order for the arrest of ship or arrest a ship in rem if it is has a claim in personam against her owners or if the ship to be arrested is an associated ship to the ’wrongdoing’ vessel.  For the purposes solely of association, the charterer is deemed to be the owner of the wrongdoing ship.
Galsworthy effected three arrests over a period of several years on the basis that the arrested ships were owned, at the time of the arrest, by a company which was owned or controlled by the same person who owned or controlled Parakou Shipping at the time Parakou Shipping concluded the charterparty on the original vessel.
Two of the arrests were set aside by the trial court and one was upheld.  The latter arrest was then set aside by the KZN High Court acting as the first appeal court.  Galsworthy took that decision on appeal to the SCA.
During the intervening years, Parakou Shipping was liquidated in Singapore.  On appeal, the owner of the arrested ships argued that Galsworthy’s claim arose at the time the arbitration awards were handed down.
This was on the basis that English law provides that an arbitration award replaces the claimant’s original cause of action under the charterparty and on the basis that the charterparty provided that any disputes under it were to be governed by English law.
Parakou Shipping accordingly argued that when Galsworthy’s claims arose, it was not the actual charterer and accordingly not the deemed owner of the original vessel and that, at that time, the charterer was in liquidation and accordingly under the control of the liquidator and not of the original shareholders in the company who owned the companies that owned the arrested vessel.
The SCA rejected these arguments and upheld the arrest.
Parakou Shipping brought an application for leave to appeal to the Constitutional Court on the basis that the association ship provisions should be given a very narrow interpretation rather than the broad interpretation favoured by the SCA.
This was because the effect of the associated ship provisions was to deprive Company A of its private property for debts owed by Company B.  This was allegedly in breach of the Constitution’s guarantee of the right to private property. The complaint was not that the associated ship provisions themselves are unconstitutional simply that they should be interpreted narrowly.
The Constitutional Court rejected the invitation to consider this constitutional argument and accordingly the broader approach favoured by the SCA stands.

Mefloquine Dreams
The recommended anti-malarial prophylactic for West Africa was Mefloquine, sold under the name Lariam. I was prescribed a course that started a week before I left and ended a week after.

Mefloquine is a pretty nasty drug with many psychological side effects. Many of the Peace Corps Volunteers stopped taking mefloquine at some point during their posting because the psychological side-effects, they felt, outweighed the very real possibility of contracting malaria. Do a little research on mefloquine, though, and it does not take long to find some real horror stories. Remember the U.S. soldier in Afghanistan who was prescribed Larium and after a night of drinking on the base left and slaughtered people in a village? When it happened his Lariam prescription was mentioned: shortly thereafter most references to Lariam were scrubbed. Seriously.

I made a sign to remind myself that Fridays I dosed myself with this medicine. I can't say that I immediately started suffering from the psychological side effects. Remember, I was already under a terrible amount of stress having spent all my savings to get to Benin only to be broken up with four days into a six week trip. The Valium definitely tempered the strange dreams or nightmares.
As we worked our way back south from village on our way to Contonou so I could leave, we stopped in Parakou again and stayed at the Peace Corps workstation there. There were other volunteers there, but the taxi ride had been long and we were exhausted so we did not go out partying with them. We were staying in a private room with a decent sized bed that we were sharing: there was enough room that we did not have to touch each other while laying down. There was a big mosquito net hanging from the ceiling that we carefully tucked in as we climbed into bed. I took a Valium to try to have a twitchless night of sleep.
During the middle of the night I started having the most vivid, realistic, messed up dreams I have ever had before or since. I believed I was awake. I had climbed out from under the mosquito net, slithering on my belly down and off the foot of the bed. I became completely tangled up in the floor fan we had pointed at the bed. After become disentangled I dreamed that I had climbed over Nicole in the bed and was half on, half off the bed trying to switch off a non-existent computer. The dreams were so vivid and realistic that when I woke up I was honestly surprised I was not out of bed causing some problem. Next I thought that I woke up but I could not move my body at all. My entire body felt numb and I thought I was going to die, laying there, unable to do anything but blink and, as it turns out, breathe.
A mosquito got under the net and was menacing me, which made for general restlessness on top of the mefloquine psychosis. I finally gave up, told myself it was fine if I got bit by the mosquito, and fell back into a restless sleep.
Of course the weird dreams continued. Nicole was now blowing on my face and calling my name. I laid there with my eyes shut, working hard not to scream. When I finally opened them, she was asleep next to me.
I am psyched I did not end up getting malaria, but that Lariam trip is not one I would wish on anyone. Despite documented instances of psychosis and other psychological side effects it remains on the market, evidently, because malaria is really that bad. While I scoffed at the Peace Corps Volunteers who took no anti-malarial drugs, I can understand that a few nights of dreams as intense and messed up as these were would make me weigh the possibility of going crazy or contracting malaria.

Taxis in Benin
Benin lacked a passenger rail system that would get us anywhere we needed to be north of Parakou. The Peace Corps volunteers traveled the country by taxi. Inevitably these taxis were old Peugeot 504s and 505s.

My first ride was from Cotonou to Parakou.

In order to catch one of these long distance taxis you go to the gare in the town. First, you wandered around the gare and asked the taxi drivers where they were going. If he happened to going to the city you were trying to reach, you would strike a deal on how much it would cost you and your luggage to make the trip. Inevitably the price would be too high and Nicole would call them on it and attempt to reduce the cost. You also had to gauge how soon the taxi would be leaving based on how many people already committed to the trip. Even though there were five seats, taxis would never be ready to leave until they had at least six paying travelers, four in the back and two up front next to the driver.
Passengers found and packed into the car, the driver (or chauffeur) would then need to buy a travel voucher, or a series of vouchers, depending on the length of the trip, from the UNACOB, a transportation union that rules Benin’s one paved freeway running north from Cotonou. Along with the police they set up “congestion control” checkpoints to check the tickets the drivers were supposed to purchase before leaving. Frequently the drivers were shaken down for additional money from the men manning the checkpoints. The police checkpoints were ostensibly to check the condition of the taxi but in actuality were another opportunity to make the driver pay a bribe.
The first taxi ride was long. We stopped along the way to buy food and fix a flat tire that happened when we were going about 80 kilometres an hour. We also managed to hit a rather sizable bird. It was flung far enough off the road that although the idea was discussed by the driver and some of the passengers, they decided it would be too hard to find and make into a meal. It was amazing we did not hit anything more than that poor bird and a dog we ran down in a village on a later trip.

We should have known towards the end of my misadventure that something was awry with the taxi driver that took us from Natitangou in the north to Parakou in the middle of the country when he left the gare with only Nicole, me, and one other passenger in a nine seat Peugeot. He said he would pick up other people along the way. One group he picked up after not too long was a mother with two kids and a set of stainless steel nested mixing bowls. The mixing bowls went onto the roof rack on the car but were not tied down. As you might predict, when we hit cruising speed those bowls flew off the top of the roof. The driver stopped and backed up to let the woman collect the mess. They still did not tie it down to the rack. Of course it flew off a couple kilometres later. This time he left the woman and her two children on the side of the road and continued. 
When we stopped at a police checkpoint the officers made a huge point of checking everything on the car, then started arguing with the driver about the condition of the tires since it was raining slightly. Eventually the police allowed us to pass.
Another passenger was picked up, their belongings put on the roof but not secured, and dropped  off after we lost their belongings at cruising speed.
When we hit the UNACOB checkpoint the driver produced a fistful of travel vouchers, none of them valid for the trip he was taking. He argued with the UNACOB goons for a while and they eventually let us past the checkpoint.
The next person we picked up brought with him a goat, which went on top of the car, too. I thought to myself, “When that goat flies off the roof at 80 kilometres per hour, that will be the end of it all.” Fortunately, the goat was secured. 
At the Parakou gare I witnessed a growing commotion not far from where the taxi we planned to take further south was parked. A crowd formed and moved toward and into a building at the edge of the gare. I asked a man near me what was happening and he explained that “a little man” had punched “a big man.” Eventually the “little man,” who was physically large, emerged from the building intact. He was quickly replaced by a teenager, who was hauled into the room. A man came shoving his way out of the crowd, opened his taxi, pulled out a long, thin stick that in turn slid off to reveal a long, thin piece of leather. He charged back into the crowd with this whip cocked, striking anyone in the crowd who tried to stop him. The teen broke free from his captors and fled, shouting insults as he ran.
Considering the stress of trying to book a taxi, riding without a seat belt in a car with too many people in it, sitting extremely close to a newly ex-girlfriend, and striking the occasional animal, I somehow managed to survive the taxi experience of Benin.
