Who Will Be Doctor Who’s Next Showrunner?

When big changes come to Doctor Who it’s the Doctor who grabs all the headlines. That, after all, is showbusiness: children don’t ask for bedsheets bedecked with the faces of the show’s writing or production team. It’s the showrunner – much more than anyone else, including the actor playing the lead role – upon whom the fate and fortunes of the show rest. They decide everything from the look, feel and tone of the seasons, to the thrust and arc of the narrative, to who writes, directs and stars – from the smallest bit-part to the Doctor themselves. The buck stops with them, in other words, and a showrunner can very much make or break an era.
So while speculation rages about who will take on the mantle of the 14th Doctor, it’s Chris Chibnall‘s replacement as showrunner who will ultimately carry the weight of the universe on their back. Realistically, a candidate needs not just writing but also producing experience (Chibnall had co- and executive producer credits on Torchwood, Camelot, Law & Order:UK, Broadchurch and more before landing Doctor Who). Because the UK TV industry has significant work to do on widening access for writers and producers of colour, that requirement frustratingly narrows the field for such jobs at present. But let’s have a look at a few options; some shoo-ins for the top spot, some just wildcards, but all of them with something real to offer.      
Pete McTighe
Pete McTighe has the experience and qualities you’d want in a prospective Doctor Who showrunner: he’s been a long-time admirer of the show since the Classic days; he’s written for the show (Series 11’s ‘Kerblam’ and Series 12’s ‘Praxeus’); he’s helmed trailers for the Classic series’ Blu-ray sets; and, perhaps most crucially of all, he has hands-on experience of calling the shots. McTighe’s prison-drama Wentworth (pictured above) first aired in 2013 and has since racked up award after award in its native Australia (McTighe is British). It’s also been something of a critical darling worldwide, routinely praised for a realism and a grittiness that cleaves close to the best HBO dramas. BBC mystery thriller Pact concluded in June and Wentworth‘s final season airs later this month, meaning that McTighe now has a hole in his schedule. Might he be about to fill that jail-shaped gap with a police box? Quite apposite too, perhaps, that McTighe was able to take a show like Prisoner: Cell Block H (as it was known in the UK), a beloved old soap opera from the 1970s/80s, with rickety, wobbly sets and a low-budget aesthetic, and transform it into a lean, mean, emotionally-satisfying, rollicking thrill-ride with contemporary sensibilities. The man has form.
Sarah Dollard
Another Australian connection, this time in the form of bone fide antipodean Sarah Dollard, who wrote ‘Face the Raven‘ and ‘Thin Ice‘ during Peter Capaldi’s tenure. Prior work commitments prevented Dollard from writing for Jodie Whittaker’s Doctor, something she lamented at the time.
For those of the ‘Doctor Who has become too political’ persuasion, Dollard’s thoughts on the writing process for ‘Thin Ice’ should serve as both a rebuke and reassurance: “There was no way to write about a woman of colour going into the past on Earth without acknowledging how the colour of her skin would have impacted how people reacted to her there. Obviously, it also had to be entertaining and true to the tone of the show, so I tried to make it an intrinsic part of the story, rather than just add-on.”
Dollard cut her teeth on Australian soap opera Neighbours, and wasn’t long before she was writing for sci-fi and fantasy favourites including Merlin, Primeval, Being Human, Doctor Who, A Discovery of Witches (pictured above) and, most recently, an adaptation of the award-winning Young Adult horror fantasy Cuckoo Song (yet to air on Netflix). Availability could be an issue in whether Dollard could return to Doctor Who as its showrunner, given her busy schedule and writer-producer role on Netflix big-hitter Bridgerton.
Toby Whithouse
There was a time when Toby Whithouse was the heir apparent to Steven Moffat. At least in the eyes of Whovians. In 2015 he said this about speculation that he might be taking over the show post-Moffat: “No-one at the BBC has ever had this conversation with me. No-one has asked me, no-one has approached me about if Steven leaves, when Steven leaves. These are conversations that happen purely among fans, not on any official level.”
Still, he has the pedigree. Not only did Whithouse create Being Human for BBC Three (also one of Sarah Dollard’s first UK writing jobs), but he also wrote for the first three of modern Doctors, notably the episodes ‘School Reunion’, ‘The God Complex’ and ‘Under the Lake/Before the Flood’, showing terrific range, and a deft and respectful approach to the show’s mythos and history. Recently, Whithouse has written for the BBC’s new sci-fi series Noughts and Crosses (pictured above) but seems to have drifted away from Doctor Who. Acknowledging that this is just another conversation happening “purely among fans”, might the allure of the big chair tempt him back?
Kate Herron
Kate Herron may be a reasonably fresh face in the entertainment industry, but already she’s proven herself capable of taking on the sort of awesome responsibility that would make even a grizzled veteran wince. There can be few franchises heavier with expectation than Marvel (along with, perhaps, Doctor Who and Star Trek), and few characters as beloved as Tom Hiddleston’s Loki. Kudos to Herron then, for dazzling Kevin Feige with her talent and vision, earning directorial control of the first season of Loki and carrying it out to general acclaim.
Plenty have said that Loki was some of the best Doctor Who we’ve seen in years. It’s hard not to see where they’re coming from when considering the way Loki balances humour, heart, and sci-fi, whilst dabbling with time and dealing with multiple variants of its main character.
Herron recently announced that she wouldn’t be returning for Loki Season 2: ‘I’m really happy to watch it as a fan next season, but I just think I’m proud of what we did here and I’ve given it my all. I’m working on some other stuff yet to be announced.’ It’s this enigmatic ‘other stuff’ that has sent the Doctor Who rumour mill into over-drive. Might Herron be trading one time-wimey extravaganza for another? Might there be a further clue in this other snippet from a recent interview? Time will tell.

Mark Gatiss
In some sense, Mark Gatiss is Doctor Who. At the very least the show is encoded in his DNA. Very few people have done so much in, and for, the Whoniverse, and Gatiss has pretty much done it all. He’s written novels set in the Classic Who Universe; he’s acted in the modern iteration of the show (‘The Lazarus Experiment’, ‘The Wedding of River Song’, ‘Twice Upon a Time’); he’s written for the show (most notably ‘The Unquiet Dead’); he’s narrated documentary segments about the show; and he wrote the acclaimed 50th anniversary stand-alone about the early days of the show at the BBC, ‘An Adventure in Space and Time‘.  He’s even been both the Doctor and the Master, albeit in Big Finish form. About the only aspect of Doctor Who Gatiss hasn’t embraced is being in charge. Given how prolific Gatiss is outside of Doctor Who, and how the Sherlock and Dracula (pictured above) co-creator gravitated away from the show in recent years, it’s unlikely – though of course not impossible – that he’d take over from Chris Chibnall.  
J. Michael Straczynski
Now, Twitter is neither a negotiating table, nor often a particularly accurate representation of objective reality. Still, there’s no reason to suspect that J. Michael Straczynski’s recent enthusiastic offer to replace Chris Chibnall is anything less than sincere. Less tangible is the real-world prospect of the job ever being offered to him. Not because he couldn’t rise to the challenge – the man is a sci-fi behemoth, his work straddling the mediums of the graphic novel, TV and cinema, and encompassing damn near everything from Murder She Wrote to Marvel, DC to World War Z, and Ghostbusters to Babylon 5 (pictured above)– but down to the BBC preferring to hand the reins of its flagship family sci-fi show to someone UK-based. It doesn’t stop us wondering, though, how the man behind the deliciously cluttered, cultured and brilliant Babylon 5 would transform the Whoniverse.
Vinay Patel
For Series 11, Chris Chibnall wanted a range of fresh, representative voices that would better reflect the diversity of the show’s audience, and open up new avenues of dramatic possibilities. Vinay Patel is one of that influx of new writers who excelled himself by turning in arguably two of the Whittaker era’s best-regarded episodes. ‘Demons of the Punjab’ (pictured above) shone a light on a part of post-colonial history never before illuminated by Doctor Who, and did so with heart and conviction. ‘Fugitive of the Judoon’ proved that Patel could handle a more whacky, twisty-turny, lore-filled story.
Patel started as a corporate film-maker, but wasn’t satisfied with his lot, so poured his talents into an MA in writing for stage and broadcast media, an inspired choice that led him to the theatre, and then on to the BAFTA-nominated drama Murdered by My Father. His writing is intensely personal and political, barbed but with heart, intersecting notions of power, family, history and belonging.  
Whether or not Vinay Patel has a realistic shot at the top spot – he’s still relatively untested in TV (but then so was Kate Herron before Loki) – it’s a shame that a show so committed to representation on-screen has so few prospective showrunners from a BAME background. Wherever Patel’s talents are next channelled, though, it’s obvious he has a blindingly bright future ahead of him.
Reece Shearsmith & Steve Pemberton
An unlikely prospect, we’re forced to admit, but a delicious one. The pair are, of course, no strangers to the Whoniverse. Steve Pemberton played Strackman Lux in the fan-favourite Tennant-two-parter ‘Silence in the Library/Forest of the Dead’. Reece Shearsmith featured in Season 9 episode ‘Sleep No More‘, written by Shearsmith’s old friend and fellow League of Gentlemen star and co-creator Mark Gatiss. Shearsmith also portrayed Patrick Troughton and the Second Doctor in ‘An Adventure in Space and Time’.
However, it’s Shearsmith and Pemberton’s astonishing work on the raven-black comedy-drama anthology series Inside No. 9 (pictured above) that makes them such a tantalising prospect for the top spot. They’ve proven that they can play around with places, times, and tones like true artists, offering up silent, screwball comedy one week, then cruelly funny farce the next, followed by something so truly beautiful and heart-breaking it’ll make your soul flat-line the next. They’d be wildcards, certainly, but quite possibly a cross between a game-changer and a Godsend for Doctor Who.  
Sally Wainwright
Sally Wainwright, like many of the candidates on this list, began her career writing for a soap opera, in her case the long-running and much-beloved BBC Radio 4 show The Archers. She was soon poached by the bosses of UK TV soap Emmerdale, but swiftly sacked when she said in a newspaper interview that Emmerdale“was shit, because the script editors re-wrote everything” and went on to Coronation Street.
Sci-fi fans can be sniffy about soap operas, as if sci-fi writers emerge from a cocoon fully-fledged and ready to write about far-off galaxies and alien races, but that’s tosh. If it weren’t for soaps, Paul Abbott, Jimmy McGovern, Sarah Phelps and countless other of the UK’s best screenwriters wouldn’t have had their starts. Step forward Sally Wainwright, who now stands as a behemoth in the UK TV landscape, having helmed arguably two of the most important and popular shows of recent years, Last Tango in Halifax and the astonishing Happy Valley. Her talent has now gone global. She’s currently in charge of HBO-BBC co-production Gentleman Jack, and is working with Sandra Bullock on a new TV series.
Sally Wainwright’s output and vision is supreme; her writing is raw and electric, real and illuminating, her characters so lived-in and realised that you could take them from the screen and put them in your living room and mistake them for your own family. Wainwright is probably too busy to take on the job of showrunner, but what a boon for Doctor Who her helmship would be.

West Indies' high-risk approach could be their kryptonite

On 31st July 2021, the West Indies, owing to Dwayne Bravo and Jason Holder’s excellence, managed to restrict Pakistan to 157, which even on a sluggish surface at the Providence Stadium in Guyana, seemed quite short of being competitive against the hosts’ power-packed line-up.However, in contrast to common notion, the West Indies huffed and puffed during their run-chase. In the end, they fell 7 runs short, with Nicholas Pooran and Holder remaining unbeaten.In the aftermath, there might’ve been a temptation to label it an aberration, albeit an aberration that shouldn’t ideally come about with the kind of firepower the West Indies possess.Career-best performances for Pooran & Holder but WI fall short by 7 runs in the 2nd T20I.Match Report⬇️https://t.co/yXHBBvVZfr— Windies Cricket (@windiescricket) July 31, 2021Yet, it has happened on more than one occasion in the Caribbean home summer, with the hosts also being guilty of the same against Australia and South Africa. Thus, there seems to be quite an anomaly, at least from the average cricket enthusiasts’ perspective.After all, how can a team that boasts the likes of Andre Russell, Chris Gayle, Evin Lewis, Kieron Pollard, Nicholas Pooran and Shimron Hetmyer – cricket’s equivalent of the Avengers, struggle so often with the willow and contrive to produce collectively uninspiring outings?
The West Indies haven't flexed their batting muscles fully
Prima facie that could be put down to this particular West Indian side not having played together regularly. While that remains a valid argument, it quickly becomes a moot point when considering they’ve had a bumper home summer, which despite the abandonment of T20Is against Pakistan, is still a significant number.

Kieron Pollard has often had too much to do himself On further introspection, though, the discrepancy becomes clearer and even allows one to pinpoint exactly why the West Indies find themselves in such a predicament. And, to an extent, it also has the potential to undermine everything as they build towards the T20 World Cup.Over the years, batters of the ilk of Gayle and Lewis have garnered a reputation to churn out hundreds in the shortest format. More recently, both have also started taking their time at the top of the order to set themselves up for the long haul. While that is perfectly alright, considering what they are capable of once set, it might have implications for others in the West Indies’ batting unit.To place things into context, Gayle has 46 scores under 25 (from 69 innings) in T20I cricket. During these 46 games, he has gotten dismissed between 10-25 on 17 occasions, meaning that his dismissal has directly transferred the pressure onto the incoming batter.As far as numbers are concerned, those are pretty damning too. Whenever Gayle has gotten out in the 10-25 run phase, his strike rate hovers around 101.50. When he has been dismissed in the 0-25 run period, his strike rate is quite abysmal – 87.35. His proclivity to only deal in boundaries doesn't help either. And when he does that, he blasts through whatever obstacles are kept in front of him.Similarly, Lewis is a slow starter and might force those around him to take greater risks, especially if he is getting out in the 10-25 run range. In that phase, he strikes at 100.62. Fortunately, though, he has been dismissed only 9 times during that period, which coupled with his tendency to score big after crossing 25 (19 out of 44) doesn’t make him a liability.The problem, though, is when the other West Indies batters start replicating the method Gayle and Lewis use. Not only does that put undue pressure on the West Indies’ middle and lower order, it is also a mechanism that simply hasn’t worked for some of their batters (read Hetmyer and Pooran).

Comparison of the strike rates of West Indian batters In the past few years, not many batters have instilled as much fear in the opposition as Hetmyer and Pooran. However, most of that has taken place in franchise leagues, when these youngsters (relatively) haven’t had to worry about the run-scoring.Instead, they’ve been given the license to express themselves, with teams such as the Delhi Capitals, the Guyana Amazon Warriors, the Melbourne Stars and the Punjab Kings benefitting. When playing for the West Indies, the dynamics seem to change drastically.In all T20 cricket, Hetmyer strikes at 130.95, whereas Pooran’s strike rate is just a tick over 142. When turning out for the West Indies, those numbers dwindle to 116.91 and 124.07, respectively. The average also takes a dive, with Hetmyer averaging 19.96 (as opposed to 25.15) and Pooran averaging 22.64 (as opposed to 24.39).Moreover, Hetmyer and Pooran don’t possess a skill-set similar to that of Babar Azam or Virat Kohli. The West Indies duo are more likely to be classified as butchers of the cricket ball rather than surgeons, meaning that picking the gaps and knocking the ball around isn’t their forte.Unsurprisingly, they rely on a lot of boundaries and with those not very common in the middle phases, they get stuck at the crease. The numbers drive home that school of thought too. While Hetmyer has a boundary percentage of 53.43 in T20Is, Pooran's corresponding tally stands at 64.03.Hetmyer has crossed 25 only 7 times out of 30. In the rest of his innings, he strikes at 101.2. When he gets past the 10-run barrier but fails to breach the 25-run mark, he strikes at 104.92 – something that puts immense pressure on the others to increase the tempo. The statistics paint a similar picture for Pooran. While he has gotten past 25 on 9 occasions, he has also failed to inject impetus at the outset. If he is dismissed in the 10-25 range, his strike rate is 105.75, whereas if he is dismissed below 25, the tally drops to 100.35.That, coupled with the fact that these two West Indies batters rarely make their starts count, puts enormous run-scoring burden on players such as Pollard and Russell.
West Indies place huge responsiblity on Andre Russell and Kieron Pollard
Speaking of Pollard, the West Indies T20I skipper is also a notoriously slow starter. However, he has the ability, the power and the tactical nous at the death to offset it. If one were to look at raw numbers, though, he might also need to be a little swifter off the blocks, for his strike rate when being dismissed in the 10-25 range (23 times out of 71) is only 113.12.

Russell is a breath of fresh air in the West Indies middle orderRussell, on the other hand, plays a completely different brand of cricket. In fact, he is arguably the breath of fresh air in the West Indies’ middle order. The all-rounder, irrespective of the situation, rarely takes a backward step – something that is backed up immensely by stats. Though Russell has only crossed 25, 6 times out of 52, he has ensured that he hasn’t become a liability at the crease. He has embodied the boom or bust approach to the letter, striking at 136.76 when being dismissed under 25 and a whopping 168.46 when he has gotten out in the 10-25 run range. This style of batting has caveats attached it too, although it is arguably the need of the hour with the kind of role Russell is asked to fulfill.Thus, there is enough to indicate that the West Indies’ approach at present, which involves taking time before teeing off, could be fraught with extraordinary risk. Not only do a couple of batters (at the very least) have to make up for lost time during the middle phases and the death overs, they also need to ensure that they’re not throwing their wickets away, for they have consumed so many deliveries.In T20I cricket, the worst outcome is for any batter to chew up plenty of deliveries, only for him/her to then get out. If that happens, the next batter needs to ensure that run-scoring is emphasized almost instantly. The pressure is also pretty unbearable, for one batter has to do the heavy lifting for two or maybe three others.At their best, the West Indies can make this approach work, mainly due to a couple of reasons. Firstly, Gayle and Lewis can tear apart any bowling attack once set. And, secondly, because Pollard and Russell can do the same at the end.When a sliver is off it though, it could force the West Indies to insipidly crawl towards the finish line – an element that simply isn’t befitting of a side blessed with such individual match-winning quality.

Most of the West Indies' batters have better strike rates in the 1st inningsOf course, it is also a method that could be found out when chasing scores in the 155-180 range, for it leads to indecisiveness, with regards to when the opposition needs to be attacked. On other occasions, or specifically when the West Indies are batting first, it could still work because of the absence of a gradually escalating required run rate.This philosophy could also come a cropper in the UAE, where pitches might become slower as the game progresses and as the death overs approach.Additionally, against quality bowling attacks, they might not get as many opportunities – something that was laid bare to witness against Pakistan in the 2nd T20I. Furthermore, this modus operandi completely ignores that Pollard and Russell, who might seem supernatural due to their brute strength, are still humans and prone to bad days at the office.To that end, the West Indies’ botched run-chases this home summer don’t seem as much of a surprise, for they’ve often left themselves with too steep a mountain to climb. However, the West Indies would also do well to treat it as a warning sign - one that could threaten their defence of the T20 World Cup.

Can Chris Gayle turn back the clock one final time at the T20 World Cup?Having said that, the West Indies could still waltz to the centre and disdainfully dismiss the chatter about their strike rates. When they are on song, they can blow any opposition, including England and India out of the water. They are simply that good.Yet, five years on from that famous “remember the name” moment, the West Indies might want to go about their business a little more serenely and not depend on such maverick moments of magnificence.As funny as it may sound, a lot could depend on how quickly the West Indies’ biggest gunslingers decide to wield their weapons (willows, in this case). Rishi Sunak, born 12 May 1980, is a British politician who is currently serving as the Chancellor of the Exchequer from February 2020. The Hindu son of a doctor and a pharmacist, Sunak attended Winchester College, one of the country’s most prestigious private schools, before studying at Oxford and Stanford Universities. After graduating, he worked for Goldman Sachs, before spending about three years at billionaire activist hedge fund manager Chris Hohn’s TCI Fund Management. Later he moved on to join his TCI colleague Patrick Degorce’s hedge fund Theleme Partners. He previously served as Chief Secretary to the Treasury from July 2019 to February 2020, and has been the Member of Parliament for Richmond since the 2015 general election. Mr Sunak has been the Conservative MP for Richmond in Yorkshire since 2015. He lives in Kirby Sigston, just outside the town of Northallerton. His father was a GP, and his mother was a pharmacist. I grew up watching my parents serve our local community with dedication. My dad was an NHS family GP and my mum ran her own local chemist shop. I wanted to make that same positive difference to people as their Member of Parliament and I was first elected to represent this wonderful constituency in 2015 and re-elected in 2017. I live in Kirby Sigston, just outside Northallerton.
I have been fortunate to enjoy a successful business career. I co-founded a large investment firm, working with companies from Silicon Valley to Bangalore. Then I used that experience to help small and entrepreneurial British companies grow successfully. From working in my mum’s tiny chemist shop to my experience building large businesses, I have seen first-hand how politicians should support free enterprise and innovation to ensure our future prosperity.
My parents sacrificed a great deal so I could attend good schools. I was lucky to study at Winchester College, Oxford University and Stanford University. That experience changed my life and as a result I am passionate about ensuring everybody has access to a great education. I have been a school governor, a board member of a large youth club, and have always volunteered my time to education programmes that spread opportunity.
I have been lucky to live, study and work internationally. I met my wife, Akshata, in California where we lived for a number of years before returning home. We have two daughters, Krishna and Anoushka, who keep us busy and entertained.
In July 2019 I was appointed Chief Secretary to the Treasury, having entered Government service as the Minister for Local Government in January 2018
Rishi Sunak “Fortunate” not to have to endure much racism
Rishi Sunak said he had been “fortunate” not to have to endure much racism growing up, but he said there was “one incident that sticks in my head”.
“I was just out with my younger brother and younger sister, and I think, probably pretty young, I was probably a mid-teenager, and we were out at a fast food restaurant and I was just looking after them. There were people sitting nearby, it was the first time I’d experienced it, just saying some very unpleasant things. The ‘P’ word. And it stung. I still remember it. It seared in my memory. Pakistan confronts something unfamiliar: optimism
THE first thing to come back was the prime minister. Having twice held Pakistan’s highest office before the army toppled him in 1999, Nawaz Sharif returned from exile to win it back in 2013. This was a personal triumph but also a historic moment, marking the only time since Pakistan’s founding that one elected government has completed its term and passed power to another. It also turned out to be the first of a heartening series of signs that Pakistan itself seems to be returning, slowly and haltingly, to a more stable and prosperous state.
For the eight years since terrorists attacked a visiting Sri Lankan team, Pakistan’s cricket-mad citizens have forfeited the joy of watching top international matches on Pakistani soil. But on March 5th Lahore, the capital of the province of Punjab and site of the attack in 2009, hosted the final match of the Pakistan Super League, a lucrative franchise with many foreign players. For safety reasons the PSL’s matches had until now, embarrassingly, been staged in the United Arab Emirates. In February Pakistan also held its first international skiing competition since 2007, when Taliban militants overran its biggest ski resort, at Malam Jabba in the Swat Valley, and smashed the “heathen” lifts.
More broadly indicative is that Pakistan’s stockmarket has risen faster than any other in Asia over the past 12 months, by a heady 50%. Perhaps this is because annual GDP growth, having languished below 4% from 2008 until 2013, is now back to the long-term average of around 5%. Poverty has fallen and the urban middle class is growing. Nestlé, a giant maker of processed foods, says its sales in Pakistan have doubled in the past five years, to over $1bn.
Across much of the country, too, lights are coming on again. When Mr Sharif resumed office four years ago Pakistanis rarely enjoyed more than 12 hours of electricity a day. “It was so acute that private backup generators could not recharge the batteries that start them up,” says Ahsan Iqbal, the minister of planning. Big investments in power infrastructure mean that power cuts are now down to a more manageable 6-8 hours a day. The government hopes to eliminate them entirely in time for national elections next year.
That deadline has prompted another important step: over the next two months Pakistan is due to hold its first national census since 1998. Some 90,000 civilians and 200,000 soldiers are being mobilised to count the country’s 200m-odd inhabitants. The results will be used, among other useful things, to reapportion parliamentary districts. Until a recent revision, Pakistan’s constitution stipulated that a census should be taken every ten years. The fact that there have been only two in the past 45 years says much about the tragic drift under both military and civilian rulers.
Of anywhere in Pakistan, the part that may have got the shortest shrift is the Federally Administered Tribal Areas (FATA). British imperialists regarded this rugged region along the Afghan border as so untameable that its tribal chieftains were left to impose their own laws, a dispensation that has continued to this day. One result is backwardness: in one district the proportion of girls enrolled in school in 2011 was a shocking 1%. Across FATA as a whole, female literacy in 2014 was estimated at just 13%. This contrasts with national literacy rates of 43% for women and 70% for men.
Another result has been insecurity. The endless war in Afghanistan flooded FATA with guns, refugees and radicalism, all of which Pakistan’s armed services unwisely sought to harness in pursuit of their own murky agenda, both in Afghanistan and at home. Having slipped completely out of control in the late 2000s, FATA has been pacified in recent years only by a mix of American drone strikes and Pakistani offensives on the ground. As many as a third of the region’s 4.5m people are believed to have fled. A government report in 2016 estimated that military operations over the previous decade had destroyed 67,000 houses and left 27,000 dead.
Given all this, the government’s recent announcement that it plans to normalise the administration of FATA is welcome. It will be absorbed into the neighbouring province of Khyber Pakhtunkhwa, giving it elected leaders rather than tribal elders, regular courts that apply national laws and ordinary police instead of tribal militias. Locals seem pleased: a recent survey found hefty majorities backing all these changes.
Despite all the good news, however, Pakistan’s progress remains unsure. Terrorist attacks, bombings, murders, kidnappings and brutal state retaliation continue at a brisk pace. Pakistan’s powerful military remains dominant and its secret services opaque. Take the case of the vanishing bloggers. Over three days in January, five obscure social-media commentators who had dared to criticise the army vanished from different parts of Punjab. The army denied any involvement, but pro-military social media sites were quick to label the abductees blasphemers, apostates and traitors—in a country where blasphemy remains punishable by death. “Their crimes are so heinous that no one should say…that they suffered injustice,” tweeted one notoriously craven television host. Four of the men were eventually released, but have refused to talk about their ordeals.
Some Pakistanis question how much has really changed. Commenting on the elaborate security for the PSL final, Anjum Altaf, a columnist for the Dawn newspaper, harrumphed: “I fail to understand how spending hundreds of thousands of dollars to bribe a handful of foreigners to play a game in a nuclear bunker can be convincing proof that the country is back to normal…This is self-delusion carried to absurdity.” For Pakistan, however, even to be debating the subject is encouraging.

In the recent years, India has achieved milestones of success in the economic sector by becoming the tenth-largest in the world by nominal GDP and the third-largest by purchasing power parity; and has witnessed significant social development with rising levels of literacy and social awareness. Where a fast growing economy has generated numerous opportunities and created a favorable environment for businesses to flourish, the rising social awareness has led to a demand for quality education for all age groups including the formative years of a child.
 The Right to Education Act enacted by the Government of India in 2009 provides for free and compulsory education for children between 6 and 14 in India under Article 21A of the Indian Constitution. Though children below the age of 6 are beyond the scope of the fundamental Right to Education; the act does address early childhood care in Section 11 of the Act by stating that “the appropriate government may make necessary arrangement for providing free pre-school education.” In pursuance to this, the Government of India has signed a convention for implementing.
Early Childhood care and Education Scheme for free playschool education. As per the Law commission Report No.259 Early Childhood Development and Legal Entitlements “The National Early Childhood Care and Education (ECCE) Policy, 2013 envisions a holistic and integrated development of the child with a focus on care and early learning at each sub-stage of the development continuum, in order to promote all-round development.” However, The ECCE scheme is yet to be implemented.
As per Census 2011, India, with a population of 121.1 Cr, has 11.05 Cr children in the age group 0-4 years
Business plan/ outline
For setting up a playschool, first and foremost a Business plan must be prepared to take into consideration all important issues and challenges. This shall serve as a blueprint for guiding further course of action and include details like the Number of children to be catered too.
Location & Infrastructure: The selected area should be well maintained, safe for children and adequate to set up the infrastructure. A playschool can also be started from a residential area which fulfills safety requirements.
Business Mode of the playschool: whether it is Full time or part time or Daycare, playschool with afterschool activities, etc
Financial considerations/Budget in relation to Investments for infrastructure, supplies, equipment, advertising, etc of the playschool and whether a loan needs to be arranged. For instance, the Government has come up with schemes providing a loan to women entrepreneurs for establishing a preschool or child day-care centre by Bharatiya Mahila Bank and Punjab National Bank called the BMB Parvarish loan scheme which requires loan repayment in 5 years and a 12% rate of interest.
Recruiting of Teaching and administration staff: As per National council for Teacher Education (NCTE) guidelines, a preschool teacher must have a Secondary School certificate or its equivalent and preferably a Diploma/Certificate in Pre-school teacher education programme of not less than one year, or B.Ed.
Deciding Curriculum be taught and followed in the school, for instance, the Montessori Method of education that focuses both on social interaction and academics.

In the case of the playschool being a Profit making enterprise, it is advisable to incorporate it into a private limited company or a Limited Liability Partnership.
In the case of the playschool being a nonprofit enterprise, a Company or a Trust can be registered under Section 8 of the Companies Act 2013, which pertains to a established company ‘for promoting commerce, art, science, sports, education, research, social welfare, religion, charity, protection of environment or any such other object’, provided the profits, if any, or other income is applied for promoting only the objects of the company, and no dividend is paid to its members.
Franchise/ setting up one’s institution
For starting a Playschool; one can either choose a franchise or set up one’s own institution
Franchise
In the case of the Franchise, one needs to enter into an agreement with the parent organization and abide by the terms and conditions of the same. In India, there is no specific law on the regulation of franchised businesses. Chapter 5 of the Finance Act defines ‘franchise’ as “an agreement by which the franchisee is granted representational rights to sell or manufacture goods or to provide service or undertake any process identified with franchisor, whether or not a trademark, service mark, trade name or logo or any such symbol, as the case may be, is involved.” Franchise arrangement is therefore largely contractual in nature and governed by The Indian Contract act 1872. Moreover,  Laws relating to intellectual property, (includes Copyright, Trademark Act, Patent, etc) Taxation, Sale of Goods, Property Laws, Insurance Law and Labour Laws also apply to franchise transactions.

It is usually easier to form a partnership, as it is cheaper and quick to register.
The advantage of Setting up one’s own institution is that the investment for setting up preschool is lesser as no amount has to be paid as franchise fees or royalty later. Also, there is greater control and opportunities for innovation which would be difficult to exercise in case of a franchise.
Residential Playschool
A playschool can also be started from a place of residence. For this, the permission of cooperative housing society or apartment association would be needed. Furthermore, in case the residential area is acquired on rent/lease, the purpose of using the residential area for running a play school should be clearly mentioned in the lease agreement.
Legal requirements
There is no specific legislation or certification for setting up a play school in India. However, laws like the Private School Education Acts enacted by the State Government needs to be thoroughly considered as they may require registration and licensing of playschool. Moreover to set up a playschool in an independent premise, the formalities related the Municipal Corporation and education department of the city where the play school is being set up need to be completed and the respective application and registration fee is to be paid. For instance in Maharashtra, The Maharashtra Preschool Centres (Regulation of Admission) Act. 1996 provides for compulsory registration of preschools.
Similarly, In Tamil Nadu the District Elementary Educational Officer is the Competent Authority for the approval as per Draft Code Regulations for Play schools 2015
It is proposed that The ‘Early Childhood Care and Education (ECCE) Policy’ along with regularizing the curriculum and learning tools for children, shall also make registration and accreditation of playschools mandatory
Other Regulations
The Shops and Establishments Act, in general, is silent in case of a playschool, that is a play school need not be registered under the said act, however as the regulations are different for every state, the act of the state where the preschool is proposed to be set up needs to be carefully studied and verified in order to reach to any conclusion.
Similarly in the case of Labor Laws, the respective state act needs to be followed:
For instance, the minimum wages for primary schools is Rs. 80 per day but these tend to vary from state to state and are to be accordingly paid. Also In case of the number of employees being more than 20, Employees Provident Fund schemes and Payment of Bonus Act, 1965 are to be considered
Service Tax Applicability for Schools
As per clause (l) of Section 66D of the Finance Act, 1994 service tax is not applicable for a playschool as it is included in the negative list
Conclusion
