विदेशों में फंसे भारतीयों को लाने के लिए एयर इंडिया की विशेष उड़ानों को अमेरिका द्वारा”अनुचित और भेदभावपूर्ण ” होने आरोप लगाते हुए प्रतिबंधित किए जाने पर भारत सरकार ने कहा है कि वह अमेरिका और अन्य देशों द्वारा समान उड़ानों को संचालित करने के अनुरोधों की जांच कर रही है. नागरिक उड्डयन मंत्रालय ने यह भी कहा कि वह दुनिया के विभिन्न हिस्सों से भारतीयों को वापस लाने के लिए देशों के साथ द्विपक्षीय व्यवस्था कर रहा है.

मंत्रालय ने एक बयान में कहा, ‘जैसे ही हम विदेशों में फंसे भारतीय और भारतीय विदेशी नागरिकों को लाने की स्थिति को नियंत्रित करते हैं अब हम द्विपक्षीय व्यवस्था स्थापित करने की संभावना देख रहे हैं.’

मंत्रालय ने यह भी कहा कि उसे अमेरिका, फ्रांस और जर्मनी जैसे देशों से अनुरोध प्राप्त हुआ था कि उनकी एयरलाइंस को एयर इंडिया जैसे प्रत्यावर्तन उड़ानों को संचालित करने की अनुमति दी जाए.

मंत्रालय ने अपने बयान में कहा,  ‘हमें अमेरिका, फ्रांस, जर्मनी सहित कई देशों में संबंधित अधिकारियों से अनुरोध प्राप्त हुआ है, जिसमें अन्य लोगों से अनुरोध किया गया है कि उनके एयर कैरियर को वंदे भारत मिशन के तहत एयर इंडिया द्वारा संचालित लाइन के साथ यात्रियों के परिवहन में भाग लेने की अनुमति दी जाए.’

“इन अनुरोधों की जांच की जा रही है. हमने इस मुद्दे पर अमेरिकी परिवहन विभाग और अमेरिकी दूतावास के प्रतिनिधियों के साथ 15 जून को एक दौर की बातचीत भी की है. उन्हें इस संबंध में सटीक प्रस्ताव प्रस्तुत करने के लिए आमंत्रित किया गया था. इन अनुरोधों का विवरण देते हुए 19 जून, 2020 को अब एक जवाब भी प्राप्त हुआ है.’ मंत्रालय बयान में आगे कहा. बातचीत चल रही थी और जल्द ही कोई फैसला लिया जाएगा.

अमेरिका ने कहा है कि एयर इंडिया को चार्टर उड़ानों के संचालन से पहले प्राधिकरण के लिए अपने परिवहन विभाग में आवेदन करने की आवश्यकता होगी ताकि यह उन्हें और अधिक बारीकी से जांच कर सके. एयर इंडिया COVID-19 के प्रकोप के कारण होने वाले यात्रा अवरोधों के दौरान अपने नागरिकों को वापस लाने के लिए उड़ानों का संचालन कर रही है.

गौरतलब है कि कोरोना वायरस की महामारी के चलते भारत ने घरेलू फ्लाइट का संचालन तो शुरू कर दी हैं लेकिन इंटरनेशनल फ्लाइट पर अभी भी रोक लगा रखी है. हां, कोरोना महामारी के कारण दूसरे देशों में फंसे भारतीयों का वतन लाने के लिए वंदे भारत मिशन के तहत फ्लाइट्स का संचालन किया जा रहा है.

India to operate 9 more flights to evacuate stranded citizens from UAE

India will operate nine more flights on Friday to evacuate its citizens stranded in the UAE due to the travel restrictions imposed in view of the coronavirus pandemic.

Air India Express will operate these flights as part of the Vande Bharat Mission to south Indian cities from Sharjah, according to the Indian Consulate in Dubai.

DGCA directs airlines to keep middle seat empty or provide all necessary PPEs including a gown

Flights are now allowed to keep the middle seat occupied if there is heavy passenger load. However, for protection, the person occupying the middle seat will be provided with a face mask, shield and a wraparound gown.

On Sunday, The Directorate General of Civil Aviation which had a lot of rules and regulations for the flight operations including the mandate to keep the middle seat vacant.

The order is applicable on all airlines, charter and private jet operators, whether Indian or foreign, operating domestic or international flights as per the judicial observations. The order further mandates “no meals or drinking water shall be served on board except in extreme circumstances arising due to health reasons”.

The rules will be implemented on all international and domestic flights that have time duration of 2-3 hours. However, in case of long duration flights, the airlines can provide packed food that will further minimize the passenger and crew interactions.

On March 23rd, the DGCA advised all the airlines to keep the middle seat vacant which was later opposed by aviation ministry claiming that this will leave the airlines in a jeopardy and financially unstable condition. The ministry further stated that such a rule is not imposed on airlines anywhere else.

After an Air India pilot moved to the Bombay High Court stating that all the Vande Bharat repatriation flights were almost full in terms of occupancy, the High Court raised a question on the practice. Air India then filed a plea in the Supreme Court on this matter. On March 25, the SC observed that, “DGCA is free to alter any norms he may consider necessary during the pendency of the matter in the interest of public health and safety of the passengers rather than of commercial considerations.”

After the SC observations, the aviation ministry made a panel of 3 eminent doctors “to review and further strengthen the public health related protocols of air travel.” For latest coronavirus updates, subscribe to our newsletter.
