MLB News & Notes
The Twins announced they have signed right-handed pitcher Jhoulys Chacin to a minor league deal with an invite to spring training. He has had an interesting MLB career to say the least. He went (9-11) with a 3.28 ERA with Rockies in 2010 then had an eleven-win season the following year. He had a rough 2012 season followed by a solid 2013 year, where he went (14-10) with a 3.47 ERA. After six seasons with the Rockies, he bounced around with the Diamondbacks, Braves, Angels, and Padres. Chacin finally had a good year in 2017 in San Diego, where he went (13-10) with a 3.89 ERA. The Brewers picked him up and he won fifteen games in 205 in 35 starts. Last year, Chacin had a 6.01 ERA in only 103 1/3 innings. When he’s on his game then Chacin can be a dependable starting pitcher. He features a sinker and a slider, but can add in a four seamer, and a splitter. He rarely throws his cutter or curveball. The Twins need more depth in the starting rotation and maybe he starts the year in Rochester with an opt-out date. The team also traded Ryne Harper to the Nationals for right-handed pitcher Hunter McMahon. The Twins designated Harper for assignment to make room for Josh Donaldson. 
The Dodgers signed Jimmy Nelson and Alex Wood to shore up the rotation and bullpen. They traded Casey Sadler to the Cubs for minor leaguer Clayton Daniel. 
The Giants haven’t made any big deals, but they have signed Tyson Ross, Jerry Blevins, Yolmer Sanchez, Pablo Sandoval, Darin Ruf, and Joey Rickard to minor league deals with invites to spring training. They also picked up Drew Smyly on a one-year deal for $4 million. 
The Tigers signed Kennys Vargas to a minor league deal with an invite to spring training. 
The Brewers signed Mike Morin to a minor league deal with an invite to spring training.
The Mets signed Eduardo Nunez to a minor league deal with an invite to camp.

Baseball Strike or Team Expansions? The Start of the 2018 Baseball season
Pitchers and catchers are checking into the clubs spring training facilities this week, where the start of a new baseball season is beginning. Handful of players will be joining new teammates who decided to join with different clubs this season, like Christian Yelich who was traded from the Marlins to the Brewers and Yu Darvish who signed with the Chicago Cubs this past weekend. The current issue with this past off season has been the lack of signed players to new clubs this season, with the demand of having multi-million contracts that are well in the nine digit range. Clubs have regretted making some these contract signings over the past decade due to the circumstances of the players not living up to their expectation and health issues that go along with age.
A handful of players agents are even demanding for their clients to receive the highest amount possible and using other elite players as examples in order to be treated the same way. Example, in 2016 David Price demanded to be paid like Clayton Kershaw had been with the Dodgers because he believed his career resume was just as good with many playoff appearances with multiple teams (Rays, Tigers, and Blue Jays), starting for the American League in the 2010 All Star game, and one Cy Young from 2012; needless to say, he got what he wanted with the deal he signed with Boston worth $217 million over seven years. Yes, all these teams regret it now, because they game is constantly changing in this new era of baseball; however, what goes along with this new era of baseball are the new features of talent that continue to be utilized to the games highest potential year after year. 
With the league looking at this problem dead in the face, it is not completely unrealistic that the commissioner of baseball actually take into account of what he was looking forward in the near future and that’s league expansion. Another ridiculous factor that baseball writers have surfaced is that with the amount of free agents this off season, you can fill a whole 25-man roster for a whole team. To make this ridiculous claim even more realistic, a great amount of these free agents have arrived in Florida for spring training and practice under former MLB coaches in order to display their best for scouts and teams this season. The unfortunate side from this entire picture is that not all of these players are “invited” to participate in “real” spring training scenarios, like actually playing a game against teams this spring. Now, with the amount of free agents left unsigned this season and the huge amount of players that will be available as free agents the following season, it is not unrealistic for the league to allow new ownership to come forward and create new teams for the MLB. With the current free agent class, let’s pretend that these new teams existed and signed these players for two new teams; one for each league:
Catcher: Jonathon Lucroy and Geovany Soto
First Base: Eric Hosmer and Logan Morrison
Second Base: Neil Walker and Arismendy Alcantara (also Brandon Phillips is an honorable mention
Third Base: Mike Moustakas and Eduardo Nunez
Shortstop: Erik Aybar, Stephen Drew, and/or J.J. Hardy
Left Field: Jon Jay, Ben Revere, Melky Cabrera, and/or Colby Rasmus (depending on if Rasmus is still hung up on “retirement”)
Center Field: Carlos Gomez and Jarrod Dyson (Rajai Davis is another honorable mention)
Right Field: J. D. Martinez, Carlos Gonzalez, Jose Bautista, and/or Andre Ethier
Team One Rotation: Jake Arrieta, Lance Lynn, Andrew Cashner, Brett Anderson, Chris Tillman
Team Two Rotation: Alex Cobb, Jamie Garcia, Jason Vargas, Jeremy Hellickson, John Lackey
Closers: Greg Holland and Huston Street
These are just highlighted names that are still on the top ranked free agent list that still have not been signed yet. This also does not include more names to fill the rosters entirely, like the bench and bullpen (also inserting the fact that these teams have farm systems). If either of these were a team, they probably would have made a fantasy baseball playoff run; either way if these names came up on ONE team they make that team scary good on paper. Problems that follow making the selected rosters with these players only come with finances, age, and staying healthy; despite going to a new city that would feature baseball for the first time to the MLB and playing more teams from the divisions that are lucky to add a six team and join their competition. There are numerous amount of baseball fans that believe they can do a job better than Rob Manfred, and if anyone from the office of the commissioner is reading my blog, let’s have less focus on rule changes for “the improvement of the game” and get to making with more teams for my season to become more enjoyable.
These are all high hopes and we look for the rest of the dominoes to fall in free agency before the start of Opening Day. Who knows? Maybe we will see some new faces as spring training roll along bit by bit. Maybe some of these players will take a year off and play elsewhere like Japan and then test free agency at the end of this season again. I’m happy we’re getting baseball back soon and I’ll have some cold brews to share with you all.

Well, not all of them. But lots of them.
Every year, I write an article about the kind of team that can be cobbled together from the remaining free agents. Every year, I start that article by explaining some silly hypothetical scenario that would force a team to sign a dozen free agents or two. Every year, that little touch seems necessary.
This is not every year. Someone took the briquettes out of the hot stove and replaced them with a severed hand that’s frozen into an obscene gesture through rigor mortis. Everyone is blaming everyone else for putting the severed hand in there. The end result is that this is a much different exercise than normal. You aren’t just going to build a team to make you giggle in January. You’re going to build a team of All-Stars and dreams.

That’s a $223 million payroll, which ... isn’t ideal. And it might be a little more, considering that I pulled some of those numbers from unspeakable places, and I might be underestimating what Scott Boras still thinks he can get for his All-Stars. But if you wanted to cut some salary to get under the luxury tax threshold — Maybe go with Eduardo Nuñez instead of Moustakas, Jason Vargas instead of Alex Cobb, etc. — it’s possible, and you could still have a solid team. If you add up the projected WAR of that 25-man roster according to Steamer, you have a team that’s roughly as promising as the Twins, Diamondbacks, or Rockies.
The problem with this exercise is there isn’t a team looking to fill 25 different roster spots. There are teams looking to add some pieces here and there.
So what this article is suggesting is that there should be one team that picks and chooses the best $100 million spending spree from the above if they can afford it*. They can use the best of the remaining free agents to supplement the roster they’re already comfortable with.

Which team(s) should do it?
The super-rich team that doesn’t want to go over the luxury tax
Team: Giants
Needs: Two starting pitchers, a reliever, and a defensive whiz in center
Current payroll: $190 million
Players acquired in hypothetical spending spree: Yu Darvish ($22 million), Lance Lynn ($17 million), Tony Watson ($7 million), and Jarrod Dyson ($6 million).
Why they wouldn’t do it: [spits] Because they’re yella.
Or because they don’t want to go over the luxury tax threshold. The Giants are very keen on resetting their luxury tax penalties for next offseason, when they can at least tempt Bryce Harper like they wanted to with Giancarlo Stanton. This hypothetical $52 million spending spree would cost them $78 million in real money after the penalties, and their first-round draft pick would be moved back 10 spots next year. They would also lose $1 million in international spending money. Not to mention that they’re already going to owe $130 million to just six players in two years, and that’s without an extension for Madison Bumgarner. More long-term deals probably aren’t their thing.
But they would have a front four that would feature Bumgarner, Johnny Cueto, Jeff Samardzija, and Yu Darvish.
Still, this probably isn’t the team we’re looking for.
Unless they wanted to just sign Darvish.
I’d be cool with that.
The completely awful team that wants to not be completely awful
Team: Phillies
Needs: Starting pitching, relievers, maybe one more hitter
Current payroll: $44 million
Players acquired in hypothetical spending spree: Yu Darvish, one of Lance Lynn/Alex Cobb/Jake Arrieta, Mike Moustakas, maybe J.D. Martinez.
Why they wouldn’t do it: [spits] Because they’re yella.
But, sure, maaaaaybe they’re a little wary of handing out big contracts to veterans who are almost certain to decline. Maaaaaaaaaaybe there’s something in the back of their mind that’s preventing that.
But as of right now, according to Spotrac, the Phillies have the lowest payroll in baseball. That seems off. Even if they were one of the only teams to spend (on Carlos Santana) this offseason, they can afford more.
Imagine a lineup like this:
Cesar Hernandez - 2B Odubel Herrera - CF Carlos Santana - 1B J.D. Martinez - RF Rhys Hoskins - LF Mike Moustakas - 3B J.P. Crawford - SS Jorge Alfaro - C
And it’s backed by a rotation that now features Yu Darvish and at least one other name-brand starter. Nick Williams kind of gets hosed in this scenario, but on the other hand: J.D. Martinez. The Phillies’ payroll goes all the way up to, like, $110 million, which puts them in the same company as the Braves and Orioles.
In two or three years, there would be the same kind of dead weight on the roster that they just got out from under, and the Phillies are likely trying to set themselves up for a big deal to someone like Manny Machado or Bryce Harper, so maybe this isn’t the year to go bananas and build a team through free agency. Maybe they’re right to be patient.
But if they wanted to, they could be incredibly fun, and they could do it in a way that wouldn’t have any consequences at all for me, who is the only person that matters in this scenario. I think it would be fun. I wouldn’t face any of the consequences if it failed. Therefore, I think the Phillies should try it.
The low-payroll team with dreams of contending
Team: Twins
Needs: At least two, if not three or four, starting pitchers
Current payroll: $96 million
Players acquired in hypothetical spending spree: Yu Darvish, Jake Arrieta, and, hell, just throw J.D. Martinez onto the pile, too.
Why they wouldn’t do it: They should totally do it.
But the players the Twins would be messing around with are the ones who will come with the longest deals and most years attached. Darvish is going to get five years. Arrieta is going to want what Darvish gets. And I’m not sure if the Twins really need Martinez, though they’re one of several teams that could absolutely use him.
But look at this headline:

You don’t think that an extra six to 10 wins from a $300 million spending spree could help the Twins as currently constructed? It has to be at least tempting for a team that doesn’t have to worry about any long-term contracts right now. Here, take a look at the payroll they have guaranteed to players in 2019 or beyond:

That is, they don’t have any money committed beyond this year. They’ll have to pay Byron Buxton and Miguel Sano at some point, but they certainly don’t right now. This is why I figured they were going to spend a lot of money this offseason. The Brewers proved me right. Where are the Twins?

Buy them all.

Phillies Blow Early Chances to Score (Again) as Bullpen Falters (Again)

Things played out in an eerily similar fashion to the Phillies’ debacle against the White Sox last Friday night as they again failed to capitalize on a number of early scoring chances.
Consider this progression:
The Phillies had eight hits and nine total baserunners through the first four innings, managing only two runs.
They had 11 baserunners through five innings, producing only three runs.
They had 14 baserunners through six innings, still producing only three runs.
The sixth inning was particularly frustrating as Rhys Hoskins and Harper both struck out to kill the Phillies’ last true threat. By the end of the sixth, they were a pathetic 1 for 12 with runners in scoring position. They would finish the night 2 for 16 with RISP. And since we’re on this topic, let’s take it a step further. Since last Friday night (5 games), the Phillies are 12 for 62 (.194) with runners in scoring position. Just nightmare stuff – the same nightmare stuff – again and again.
Meanwhile, Arizona’s bats were quiet early as they were held hitless through the first three frames by Jake Arrieta, but quickly tied the game in the fourth with two runs on their first two hits of the game. A single by Ketel Marte was followed by a two-run homer off the bat of Eduardo Escobar.
That’s efficiency.
Two innings later, Ranger Suarez, who threw only 11 of his 25 pitches for strikes, gifted Arizona a golden scoring opportunity. Previously unbeknownst to the Phillies, producing a clutch hit with runners in scoring position is an option that is also available to baseball teams:

I particularly enjoyed J.T. Realmuto’s late swing on a 3-0 fastball that produced a weak fly out to right as the leadoff guy in a one-run game to start the seventh. Jean Segura’s careless throwing error in the bottom of the frame that allowed Jarrod Dyson an extra base on what should have been an infield single was cool, too. Of course, he came around to score.
Luckily for Segura, Blake Parker and Zach Eflin made sure that a single insurance run wouldn’t be the difference.
The Phillies are now 12-34 on the road against NL West teams since the start of the 2017 season. Somehow, they remain clinging to a wild card spot.
Something Positive
The pitching has been bad, and the hitting has been infuriating, but at least the Phillies’ defense has been (mostly) better this season.
Christian Walker hit an 89.4 mph liner to a perfectly-positioned Rhys Hoskins to begin the bottom of the second inning. That play got me wondering about the team’s overall defensive play this season. One metric commonly used to determine overall fielding quality is “defensive runs saved.” It isn’t a perfect statistic, but it provides a decent overall indication of how many runs a player has saved or cost a team relative to a league average player.
If it feels like the Phillies are a better defensive team this season than they were a year ago, that’s because they are.  This play, which saved probably two runs and temporarily preserved the lead, is indicative of such improvement:

According to FanGraphs, the Phillies’ combined -148 defensive runs saved were last in all of baseball in 2018. By comparison, they are +8 this season. They are by no stretch a “good” defensive team (they entered the night ranked 17th overall in DRS), but they are markedly improved from the almost impossibly bad defensive team they were a season ago. Some observations:

Jake Arrieta, Tough Guy (Really)
As for Jake Arrieta, who’s clearly limited by the bone spurs floating in his right elbow, he lasted only five innings, allowing just two runs on five hits to go along with five strikeouts. It seems the popular thing to do is give Arrieta a bunch of shit because he hasn’t pitched to the hype of his contract. Plus, there was the whole tough guy act with Todd Frazier after a loss to the Mets just before the All-Star break which was admittedly kind of lame, but he has stepped up for the Phillies in the second half. The numbers over his last five starts:

What’s Next
It will be Jason Vargas vs. South Jersey product Zac Gallen in the series finale. The Bishop Eustace grad will be making his first start with the Diamondbacks after being traded by the Marlins prior to the July 31 deadline.
