Maybe not fully since he's still affected by a glitch (the same way MissingNo only has parts of data and isn't a full identity on its own, does that make sense), but perhaps part of him can. Maybe some senses were enhanced in some way too🤔

I think it'd be funny if Miki had to teach him how to fly AHAHASJDFJK. She's explainin in her usual Charizard cries, and he's listening attentively while Cee & Mike are watching like 🧍‍♂️ <- can't understand her

You could even go the cliche route and say he can hide the features but they react to feelings. Like he sneezes and suddenly you got the horns, wings and tail. Maybe accidentally breathe some fire with sneeze too (almost burned Mike's hair 💥)

He hears something he did Not like, and just wraps his tail around her and walks away while carrying her like a ferret
