Radio Free Europe to receive $6.2 million in 'emergency funding' from EU amid Trump cuts

The European Union is preparing to provide Radio Free Europe with a contract valued at 5.5 million euros ($6.2 million) in “emergency funding” to support the ongoing work of the media organization amid the Trump administration’s funding cuts.

The funding, announced by the EU’s top diplomat Kaja Kallas, will serve as “short-term, emergency funding designed for the safety net for the independent journalism,” Kallas said, and will be administered through the European Endowment for Democracy.

The announcement comes in response to cuts imposed to U.S.-backed media organizations by U.S. President Donald Trump.

On March 15, Trump signed an executive order slashing funding to seven government agencies, including the U.S. Agency for Global Media (USAGM). The agency soon after issued a notice terminating a congressionally approved grant for Radio Free Europe/Radio Liberty (RFE/RL), freezing around $75 million already allocated for the 2025 fiscal year.

Following Trump’s order, EU foreign minister expressed grave concerns about the situation with RFE/RL’s funding, with Polish Foreign Minister Radoslaw Sikorski confirming that the EU is considering options to help the media after the U.S. funding cutoff.

“We are at the stage of brainstorming, but clearly, these are worthy institutions whose mission should continue,” Sikorski added.

Addressing reports that the EU may establish permanent funding for RFE/RL, Kallas said EU country must “come in to find solutions for the long-term financing."

“If we look at the total amount of funding that they have for operating all across the globe, then it is clear that Europe cannot step in with all this funding that is necessary. Our focus should be really to help Radio Free Europe to work and function in those countries that are in our neighbourhood,” Kallas told reporters in Brussels. “Like I said, it is the short-term financing."

The media organization, established during the Cold War to challenge Soviet influence, operates as an independent media corporation funded by U.S. congressional appropriations through USAGM.

On May 7, following a legal challenge brought upon by RFE/RL, a U.S. court of appeals ruled on  USAGM must release $12 million in funding previously approved by Congress, marking a significant victory for the media organization.

RFE/RL’s broadcasts have long been a target of Kremlin ire. The outlet provides critical coverage of authoritarian governments, human rights abuses, and Russia’s full-scale war against Ukraine.

India’s retail inflation eased to 5.48% in November, down from 6.21% in October, marking a significant reduction after reaching a 14-month high. The decline was primarily driven by cooling food prices, with food inflation moderating to 9% in November compared to 10.9% in the previous month. Vegetable inflation, a key contributor to elevated consumer prices, dropped sharply from 42% in October to 29% in November. Excluding vegetables, overall inflation stood at 3.9%, comfortably below the Reserve Bank of India’s (RBI) lower threshold of 4%.

Rajani Sinha, Chief Economist at CareEdge, noted, “The moderation in vegetable prices played a crucial role in bringing down the inflation rate. The November data aligns with the projected 5.5% median forecast from various analysts.” Despite this decline, inflation remains above 5% for the third consecutive month, presenting challenges for the RBI as it navigates monetary policy decisions.

Policy Challenges Ahead

The persistent inflationary pressures pose a dilemma for the RBI’s Monetary Policy Committee (MPC), which maintained the policy rate unchanged for the 11th consecutive time during its December meeting. Experts predict inflation will remain above 5% in December, complicating decisions on interest rates in February 2025.

Madan Sabnavis, Chief Economist at Bank of Baroda, commented, “With India’s retail inflation expected around 5.4% in December, the central bank will face a tough call on rates in February. However, a higher base effect from categories like pulses, fruits, and spices may aid in further cooling inflation in early 2025.”

Paras Jasrai, Senior Analyst at India Ratings and Research, added that core inflation was largely stable at 3.6% in November. He emphasized that demand conditions are unlikely to change significantly through December, indicating a steady trajectory for core inflation in the near term.

The RBI has already revised its annual inflation forecast upward from 4.5% to 4.8% following October’s higher-than-expected reading. However, analysts remain optimistic about inflation easing further in 2025.

Food Prices and Future Trends

Despite overall improvements, certain food categories continued to exhibit high inflation rates in November. Potatoes recorded a staggering 66.6% inflation, up from 64.9% in October, while garlic inflation remained over 80%. Carrots and pulses also saw double-digit inflation, highlighting the uneven nature of price moderation.

The personal care and effects category, influenced by rising gold and silver prices, contributed to core inflation staying elevated in November. Experts suggest that favorable monsoon conditions and improved agricultural output could further stabilize food prices, supporting the RBI’s inflation management efforts.

Looking ahead, the Asian Development Bank forecasts consumer inflation to decline to 4.3% by FY26, down from its earlier projection of 4.5%. If headline inflation falls to 5% or lower by December 2024, economists anticipate the MPC may consider rate cuts in early 2025. Aditi Nayar, Chief Economist at ICRA, stated, “We expect two rate cuts of 25 basis points each in the upcoming easing cycle, contingent on continued moderation in inflation.”

In the early hours of Tuesday, the Russian ruble faced a significant setback, breaching the symbolic threshold of 100 against the U.S. dollar. This depreciation was attributed to ongoing foreign currency outflows and a contracting balance of trade, both exerting substantial pressure on the country’s currency.

A Modest Recovery

However, as the morning progressed, the Russian ruble managed a modest recovery, stabilizing just above 99.5 against the greenback by 8 a.m. London time.

This recent episode echoes a similar occurrence in August when the Russian ruble last weakened into triple digits. Back then, the Bank of Russia swiftly responded by convening an emergency meeting, deciding to raise interest rates by a substantial 350 basis points to 12%. This move was prompted by an op-ed from President Vladimir Putin’s economic advisor, placing blame on the currency’s plunge and the surge in inflation on what was termed a “loose monetary policy.”

The central bank didn’t stop at that; in its September meeting, it raised the key interest rate by an additional percentage point, pushing it to 13%. The rationale behind this move was the persistent inflationary pressure faced by the Russian economy.

In a statement following the meeting, the Bank of Russia explained, “Significant proinflationary risks have crystallized, namely the domestic demand growth outpacing the output expansion capacity and the depreciation of the Russian ruble in the summer months.”

As of September 11, Russian inflation had risen to an annual 5.5%, up from 5.2% in August and 4.3% in July. The central bank pointed out that the pressure intensified due to the pass-through effect of the ruble’s weakening on prices.

While figures from the Kremlin attribute the ruble’s rapid depreciation to loose monetary policy, the central bank emphasizes a sharp decline in the country’s current account surplus. The Bank of Russia’s September report revealed a current account surplus of $25.6 billion for the January to August period, marking an 86% year-on-year decrease from $184.8 billion in the same period of 2022. The trade balance surplus for the corresponding period also plummeted by 68.3%, amounting to $156.7 billion.

The Russian ruble’s journey has been tumultuous since Russia’s invasion of Ukraine in February 2022. After hitting a record low of 120 to the dollar in March 2022, it rebounded to a seven-year high in the subsequent months, thanks to capital control measures by the central bank and a surge in export revenue. However, the recent challenges, including Western sanctions and changes in trade dynamics, have led to a renewed decline, placing additional strain on the currency.
