I think the Capitol of the District would technically be where the Justice Building is, basically where the reaping takes place. I also think it’s relatively near the main train station of the district, the victor’s village, and the mayor’s manor (idk if it’s a manor, but manor sounds catchy)
I don’t really have names for most districts, but I think for district 3 and 5 I decided to be punny since they’re tech districts (so like mechanic terminology but bad)
Gearheart is the name for district 3’s capitol. they thought it was corny but honestly most of the citizens liked it and it was catchy
Electromaine for 5 since it’s just electricity and ‘maine’ is just fancy for ‘main’ area
but for other districts I can imagine that they just call it a main trait that’s in the area. like a big weird shaped rock in the mountain for districts 1 and 2. or a tree or special plant that only comes in the area. or just the shape of a street. if it’s unofficial they’re gonna come up with interesting names
What do you all think are the names of the Districts' capitals? (small name buff/worldbuilder rant)
This bugged me for as long as I know the Hunger Games basically.
Like, am I really supposed to buy into the idea that every District is just one big, nameless city with uninhabited lands all around? This works for the Capitol, yes, but there?
And that local cultures don't exist which would have long given their home towns an (informal) name?
Or that their industries which are giving its peoples their names, had no effect on place name giving?

District 1 Headcannons
Kind of unorganized so sorry about that. This is really just a blurb to get all my random headcannons out of the top of my head
Also some topics may get dark and uncomfortable (it's Panem sorry) so if you don't feel safe reading, don't? Thank you for watching out for yourself
INDUSTRY
District 1 is divided into artisans, performers, and factories
Artisans have a wide range of things like glassblowing, gem cutting, woodworking, sculpting, painting, etc.
Performers are usually singers, dancers, musicians, gymnasts, athletes, courtesans, and more
Factories mass produce luxury items (such as sunglasses or bags) that are later usually customized and extra decorated
There are also factories that produce plastic, rubber, similar materials, and recycle them
Types of artisans and performers are separated into 'guilds' to specialize
This is usually chosen out from the kids' performance in these activities that could be seen as beneficial in their specific subindustry
Often times the skill is passed through family so they do that
Rarely they get to choose the subindustry they be in
Most of the time they enjoy it to a degree, since usually talent correlates with passion. They kind of hate it after deadlines and pressures and being forced to make works they don't even like
Performers are usually tough trained from a young age and are strictly conditioned
Performers usually travel to the Capitol to entertain them. There's usually circuses or big groups of them who perform and travel together for best synergy and performance
They kind of are like family (similar to the Covey and other traveling groups)
Courtesans are fancy prostitutes (usually being bought and belonging to only one person instead of being tossed around in the streets from person to person)
Courtesans are mostly children sold by their parents for high prices(there's sadly a good amount of this since there's only one orphanage in the District)
These children are sold into three (main?) categories, sex trafficking, personalized avox/slave, and organ harvesting
After the children are sold they look at their genetics to see if they'll grow up to be naturally attractive, have more strength capabilities, have healthier/better functioning organs
Depending on their attributes they get sorted
A good amount of Capitolites wouldn't like a former criminal to be their avox (some of them like the novelty of having a war prisoner as an avox but some Capitolites are afraid they might revolt or fight back)
At a higher price, one can buy an avox from District 1 who wasn't a criminal, and was specially trained (for an ever longer time than average) to be a servant
They usually have better cooking, cleaning, managing, driving skills, etc.
Some Capitolites like to personalize their avox by giving them bodily adjustments/attachments. Really just modifying them to their aesthetic
Organ harvesting has to happen somewhere in Panem (especially with a country so corrupt) It happens in all the Districts, and even the Capitol, though mostly in District 1 where the population is on the higher end, but the valued/well-off population is very low
Used for a variety of things such as organ replacements for elite Capitolites, scientific research, mutt experimentation, and display (for people like Gaul)
Anyways it's usually the factory workers who end up losing their jobs, and their homes, and their everything who end up resorting to selling their children
I imagine the divide between artisans and performers/factory workers is similar to town/seam but worse
Factory workers can't really improve on their situation since they don't get practice or training for anything so unless they have a natural talent they stay in their spot
Most of them lose their jobs due to District 3's technology getting better, meaning they need less and less workers

Also, I have started a fic that's centered around District 1 right now. I'll try to include culture and norms into the story! But my writing is beginnerish and quite incompetent, so any comments, criticism, and compliments will be loved!

to add on from this I found out Jabberjay’s was actually made as a joke at first, but fans loved it so much he made it an official fanmade district, hence the district 0 and not a number after 13

idk like the other fanmade one?? like the astronomy district from Jabberjay78? or another person and district 0? I know that another person on tumblr made their district 0 medicine. I also technically have my own version of it?
I'm sorry I'm not really sure which one you're talking about, but you can tell me I'm wrong or if you were thinking of something else
on the astronomy district i think it's neat, but it's creation doesn't make sense to be created during the early days of Panem, maybe after the economy can stable. and I technically have my own version of it, but more outreached?? like space tech, satellites, and anti-gravity stuff, calculating if asteroids come, including astronomy
I also have a medicine district, but it's District 14. so I also think that one person on tumblr's district was pretty cool and I liked how they included both research centers, hospitals, labs, and and factories into their district :)
my technical district 0 is the working population for the Capitol tho, it's not really considered a district to the other districts, but inside the Capitol they are nicknamed "District 0"
at the end of reading this I realized you said space district, so... honestly it makes sense it's not really a make-sense fan district, because it originally was made as a joke but fans loved it so much Jabberyjay78 made it an official district in his fanon

a fun thing abt writing thg fanfiction and reading other ppl’s stories too is that since it’s such a big world, all their ocs can exist in my universe too
also since I already have my own victor and tribute ocs, I like to imagine when writing fanfiction that other author’s ocs are safe and happy in my universe since they weren’t ever reaped and died or won the games (since I already have my ocs in that place)
same thing when reading other people’s fanfiction. I like to imagine my ocs are actually living a chill and simple life in that world instead of facing horrors and trauma
like srsly, the amount of times I wanted to have my ocs meet other ocs but not bc they’re tributes or mentors but bc they just randomly met while going about a normal day
I think it’s just a weird coping mechanism I have since in all thg fanfiction, the doomed plot leads to 90% characters dying. so it makes me happier to imagine in my world that they get to see the end of the games, the end of the oppressive government that slowly tortured and killed them in another timeline
please tell me I’m not the only one imagining others’ ocs in my universe just being happy ðŸ˜âœ‹
actually I think alternate timeline makes sense to say, sense most of the reapings are luck based (1QQ+some careers are not) and again, like to imagine that all the thg ocs collectively live in the same world, and just are main characters in different timelines

It's the year for the 69th Games. For District 1, there's 10 potential tributes.
Two trainee girls, one confident and vigorous, one tenacious and driven. The daughter of a popular seamstress in the Capitol, a pretty gymnast, and the little sister of a determined student.
A child sold into prostitution, a boy who just turned twelve, a poor factory worker who quit school, and two trainee boys, both confident, both kind-hearted at the core, but very different.
One girl and one boy will be reaped. Which two kids are entering the games to probably die?

Fanmade District 21
District 21 P.1 - Landfills



alright, so in my timeline district 21 was formerly a district split in half between landfills and recycling centers
in the landfill part, imagine Wall-E. their job is to box up garbage and compact it so that there is more space. they practically live in these garbage piles and sort through all the materials
some materials are sent to the recycling center, some of them can be composted, some are used in their furniture or houses, some are burned, and some just stay there forever
their lifestyle is very dirty and really unsanitary, since their waters are mostly contaminated they get most of their water from the clean rivers, lakes, and streams in the Capitol
they do have a built up resistance to most germs and sicknesses, being born and raised around it, and they are often strong from carrying heaps of garbage moving place to place. their food situation is the same as their water situation, they get most of their food from the Capitol
though, they do eat some animals such as mutated gigantic insects, rats, and sometimes raccoons
they also have a culture where you can't waste anything, everything you use will be reused or remade. and they find it terrible to have several sentimental items, finding it useless, their only sentimental items are usually only 1-5 and they always wear it or keep it on themselves, showing they aren't wasting the items even though it's just decoration
this same mindset also leads to some families being cannibals, but it's more of a sacrificial way? they honor their dead by reusing what was once theirs so there will always be a part of them for everyone, despite passing away. since in their death, they are still beneficial and helping support the family/community
imagine that one animal that people used every part of? like their bones, skin, meat, horns, organs, they used everything to its fullest because they truly honored the animal and were thankful for them, finding it more disrespectful to waste their precious material
that's similar to how they find people, which lead them to cannibalism, it's a more wholesome take on it being their culture and all, what they were raised to believe was moral and was therefore right. similar to how Capitols were raised to believe the games where kids kill each other was fun and entertaining but cannibalism was disgusting
anyways, this district was eventually disbanded (mostly because of their culture because I can't find a good reason for why the Capitol would get rid of this district) and was spread Districts 3, 5, and 13. after 13 was "destroyed", however, some of this work was given to District 6 and to some of the lower class in the Capitol
District 21 P.2 - Recycling Centers



ok, second part. so although the recycling centers still share district 21 with the landfills, they are disgusted by them, and share a vastly different culture
there's like three main things they recycle, plastics, papers, and metals
the people from the papers are definitely the happiest and they have the least polluted section (albeit, still very polluted compared to other districts)
the people from the metals are definitely stronger, having to carry such heavy stuff. they're kind of clean freaks and are all germaphobes, not wanting to infect the precious metals
the people from the plastics have the most terrible pollution, are just as badly starved as the people in the landfill (or as they call the junkyard) but they act like they are better than them. they are also germaphobes and they disinfect everything for the Capitol
actually are three parts have to disinfect stuff or else they'll be punished so it's pretty bad, but I would say the plastics have it the worst off due to being the most produced
it sounded more interesting in my head but because of their clean freak culture they enter a state of shock and disgust every single time something dirty happens. like they'll hit themselves and cry over their shit and piss. like they publicly embarrass people for burping or farting
and funnily enough, this is more of a public cover. at their homes gross (normal) stuff is allowed, just minimal of it compared to a normal household. like seriously, they are human and they do stuff like excrete waste and have sex but it's really taboo to talk or even imply these kinds of things in public
also everyone wears weird suits, they come in several colors, but almost always lighter colors to prove that they aren't dirty or anything. if someone wears a dark color it's considered disrespectful to the culture or they think you're just gross and dirty. in fact, their mourning color is white, or as close as you can get to it
if they're not working, everyone wears very conservative clothing that covers all their bodies, and they'll wear gloves and often times masks
also everyone is bald. or almost bald, basically they think hair is really dirty and gross too
anyways this district eventually disbanded as well and spread across the same as it's other half was
and sorry that the recycling centers are more underdeveloped compared to the landfills, there's like this anime where there's a junkyard place so that kinda inspired me (Meteor City form HunterXHunter)

and yes, this post is an excuse to list a bunch of last names I made up and I love
I already made some more:
the candle and essence makers, traveling around the sell their scents and create new ones. they would have last names like: Tallowman, Aromana, Wick, Flayme, Candour, Fumos, Smoe, and Wispy
the poets and storytellers, a traveling band of artists sharing stories and experiences from district to district. they would have last names like: Sonette, Novelle, Raconteur, Minstrel, Laurette, Swan, Shakespeare, and Parnassian
seamstress clothiers and cultural weavers, bringing traditional made clothing into the mix, personalized and decorated. Taffeta, Silker, Garment, Sendal, Samire, Fibrosa, Spindle
I have a bunch more, but I'll start of small :)
imagine like other traveling groups like the covey. instead of just singing and dancing there's also playwrights and poets, historians and archeologists, traveling cooks making all sorts of foods from the local ingredients, people who research linguistics and languages, astronomers who tell the story of the stars, merchants of animals or flora from different districts, all the way to witch doctors and apothecaries or pillagers and raiders. and just people who like to hop place to place, probably hunting or gathering in between
there's actually so many possibilities for traveling groups/families/people in Panem who got trapped in a district after the dark days. like we don't know about all these people and cultures because they eventually just got integrated into the districts by Katniss' time

yeah, this is originally what I wrote down so this is what I have in mind :)
I hope I can write this down if I have the time and energy but hey, this will probably last years maybe
the hunger games fanfic idea
y'all I had this idea to write a thg fanfic. so the story starts like way before the reaping, months before it. and we're introduced to several kids from the same district and we go through just their average lives, y'know. fleshing them out as people. being around people. going to work, school, doing hobbies if they can or just enjoying or getting pissed off at little things. like there would be 6-10 of these characters and they're just living life and any of them could be reaped when the time comes, and you don't know who. and you would be scared because you like all of them maybe, even if you don't like all of them, you see they have a life to live, maybe you would even choose favorites you wouldn't wanna be reaped, or ones that you wish were reaped in (probably not)
and then I get attached to them but I make two of them get reaped for the games and they go through ups and downs. and you don't know whether they'll live or not because I didn't give them plot armor. and then you'd be really sad if they both did actually die because you read over their average daily life. you read them interacting with their friends and family and going to work and school, and just being a kid. before they were shot with the terror of just being reaped for the games, before even entering the arena
and if one of them lives they'll come out with trauma and their life changed forever. and you remember reading them being happy, hanging out with their friends, messing around at school, having a rare meal with their family, just happy they had the time and food, and then all that goes away and you don't get to read a moment where they have that again. and even if you do they're completely changed. and this is if they win
in the arena you saw a previously normal kid, fight, hide, struggle for their life. you at least read one of them with their life flashing before their eyes. or them regretting everything they did in that arena. or their mind so numb to even think properly because of the pain they're enduring. maybe they beg to be spared or beg to be killed. you saw what that kid was like just a couple months before, a couple weeks before, a couple days before, just minutes before, unaware they were going to die like this
you remember meeting their family and friends and laughing or relating or just getting so interested at their dialogue, or their personality, their character, who they were in the tributes life. or not really, but you still can't help but feel sympathy. how they interacted with the now tribute, the kid who got reaped. how do you think they would react a to them dying slowly in pain, or so quick they couldn't think in that moment? they were just with them, just a few weeks ago
imagine them killing a kid. another kid. you might've been rooting for them too. you were rooting for the character to kill another kid to survive. you realize that kid had their own life and family and you're just rooting for somebody you know better. maybe I might even give all the tributes POVs and backstories
anyways it would be cool to read a thg fic where the author continuously humanizes the tributes. gives them all friends and families and memories and homes and lives to get back to. we can't help but wish all of them went back home, without all the horrors. but we know only one lives. you could theorize or root for one. but it's like... you're a Capitolite. and you read how the Capitol dehumanizes, forgets, or idolizes these kids. but you know how they were back home. and you see how different they're acting already. you can see how they all die
and with what I said at the start. starting with several kids who could all be reaped as the female or male tribute of their district. they didn't get reaped that year. they could've been reaped. some of them could still get reaped. you could've read all these other kids try and die, or give up... and die
but yeah this would be a lot of planning with POVs and consistencies and stories to make sense, and making every character (who fits the criteria, 14 or over in age) seem like they have a chance at winning. they could win, any of them
just an idea for me to maybe get to. and for other thg fanfic writers to get interested in, and maybe write their own take on this (sorry this is such a confusing read this is mostly unedited and this is just a blurb)

alright! so as I have said, I'm currently working on a fic about the 69th Hunger Games! how this is going to go is that for every district, there will be a handful of kids who have the possibility of being reaped, this first half is mostly slice of life and you get to see all these kids living it
I'm currently working on the District 1 part of the fic
and there's going to be like 13 parts I swear to fucking God, please, my lord, my mercy, give me strength, determination, and the energy, and time for this

Capitol Headcannons P.4
The Classes

The Trafficks



alright, so this is the most depressing one sorry, and this is at the bottom, like the very bottom of all the classes
if you can assume from the name of the class, they are trafficked, mirroring this modern day and world for the horrors of human trafficking
there are three houses of trafficking (similar to how in the real world there are three main types of human trafficking)
labour trafficking (mainly just avox and slaves), sex trafficking (prostitutes, pets, and courtesans, and organs trafficking (and in this world it's called harvesting)
this population isn't really big (since most of them die), but it is bigger than the Old Families class at the very least
these people are usually either kidnapped or sold, usually at a very young age, so they are easier to knock out and carry and since some parents are very poor and desperate to the point where they sell their children
this even happens in other Districts, most frequently District 1 though, and most of all, the Capitol
anyways, these people are usually kept in a prison for a while, then they have their DNA checked out, and from there they will be sorted
if they have naturally good looking/pretty good body parts genes, then they will be sent to be a sex slave
if they are naturally strong, resilient, body good for hard labour, then they are sent to be labour slaves
and if they aren't good at either of those, are disabled in some way, kind of sick, or have incredibly good organs, then they will harvested
The Slaves
so these aren't just working population, they are owned by somebody and do not get paid, the only money spent was buying them and making sure they stay alive
and these people go through the same process as an avox, and become more personalized
a good amount of Capitolites wouldn't like a former criminal to be their avox, so what they do is that they buy a kidnapped/sold person who got converted into an avox
they get surgery and become personalized. like their eye, skin, hair color are surgically changed (obviously without consent) and they are usually decorated to look similar to their owner or they follow a certain theme (that the owner does choose)
and they are kind of decorated like dolls/robots. they usually are more compliant than the average Working Population worker, due to fear and training (electrocution, can't have any ugly whip marks on precious property)
some of them are forced to do heavy labour such as in the Districts, though, some are bought by illegal companies to do a whole bunch of stuff
still, their owners do own their bodies and technically they can be sexually abused (though it's not what they're groomed or trained for, and it won't be their only use), and they can still be harvested, usually when they age out though
The Courtesans
ok, so these people are also slaves, but are specifically raised, trained, and groomed for sexual activities
I can't say much, but they are really treated and used like pets or toys
they usually are kept in a prison where they get trained for several years (in which some outside people can visit). they aren't put out in a more public buying area until they reach a certain age (prime ages) for activities
again, they are owned, and technically they could be ordered to do other work, but they wouldn't be good at it, and often it would damage how they preform during intercourse
The Harvested
I'm honestly so sad I have so many headcannons about this one. but this did originate when I saw gameplay of a game that takes you through the horrors of human trafficking, specifically children trafficking for harvesting organs (I even based an oc which I will post about sometime soon)
disclaimer! I should have put this earlier, but better now than never. I'm not using any type of trafficking as entertainment or content, I am just bringing some level of awareness to it, and in a world like Panem, even worse than our world, I think it would make sense for these things to happen. and I would like to bring attention to the real cruelty of our world, along with theirs, including all the people have experienced these horrors or who have had the chance to in the past or still do
alright, let's start with basics, people who get their organs harvested are usually between ages 4-45. any older and only their blood will be drawn and their organs won't be used for transplants
there are a couple categories for what these organs are used for: transplants, experimentation, mutts, decoration, and personal use
first, transplants, usually Elite and above, sometimes Specialist can choose out an organ transplant depending on their body types, sizes, whatever. it's pretty basic
next, experimentation. this is usually for diseases, medicines, equipment, medical students/scientists to get real hands-on learning process and stuff. or to see how human organs can withstand certain pressure, or how it reacts to certain chemicals, or how it can be modified further to benefit people even more
third, mutts. yes, a good amount of mutts of a certain size and sometimes bigger are filled with some mixture of human, animal, and lab made organs. for example, let's say that in Katniss' arena the tributes were supposedly turned into dogs. they definitely got the eyes from real humans, maybe the tributes since their eyes would be closed anyways, though the rest of it was lab-made mutt and animal
fourth, decoration. organs are put into jars, bones used for vases or furniture, ashes used for jewelry, eyes put on doors as a quirky warning, skin used for lamps to light up a room, blood used as a paint color, dried skin used as leather for the boots, and a beautiful statue so human like, no, it's someone who has been stuffed. yes, sadly, there are a good amount of people psychotic like Gaul to use humans as decorations
lastly, personal use. now there's cults who burn or mummify bodies. people who are wanting to conduct their own unprofessional experiments. and there is at least one cannibal left in the Capitol, (making a story about them, they're incredibly traumatized but they eat humans to cope since they ate them for so long and aren't really able to eat normal foods)

The Working Population



The Working Population is the average citizen in the Capitol, taking up the well majority of the population. it is technically the middle class by our standards, but in the Capitol it is the lower class since doctors, pilots, and architects and stuff are middle class only
so, though most of the hard labour and work are given to the Districts, there are jobs that the Districts can't serve to the Elite directly in the Capitol (like cooks, cleaners, drivers). of course, a good amount of these jobs are taken by avox, but there isn't possibly enough war criminals/caught runaways to serve the entire Elite population
plus, avox are really only owned and work for very rich and high above people, like the richest of the rich, and game staff. Snow honestly wanted to be a bit more of an asshole so instead of having Working Population servants he made sure that avox would be the only ones serving the tributes and Victors
jobs that the can Working Population cover are: teachers, maids, cooks, cleaners, babysitters, cleaners, basically most jobs where they work for a specific person/family/group of people
and, before the Hunger Games era, like way before, a few decades after Panem's creation there were more districts (literally self indulging from my fanmade Districts au). and a good amount of them joined the Capitol
Fanmade Districts (that disbanded and spread)
District 14: medicine. doctors, nurses, and medical scientists were all trained here and experiment in labs for new types of drugs/equipment/medicine that can be used for people. there is also the biggest hospital in Panem there, and there are factories that mass produce medicinal supplies like basic equipment and some drugs. this District was so incredibly loyal (rich and very important as well) to the Capitol they eventually joined in and became a sub-class
District 15: plastic/rubber production. basically factories that would mass produce these materials. all kinds of plastics and all kinds of rubber (plus in the future they make more biodegradable types of plastic). eventually, these factories were included in District 1 territory and joined them, becoming their lower class
District 16: tool production. basically blacksmiths who make axes, pickaxes, knives, hammers, scythes, machetes, and all other types of tools that would be used in other Districts. eventually this was moved to be mostly District 2's job, but there are still small groups of blacksmiths across all Districts that require such tools
District 17: animals. basically exotic animals and mutts. since in the future, there are many animals that naturally went through evolution, there are many useful but dangerous animals. this District basically took them, got stuff that benefited them such as, more healthy/nutrient full meat, harder and more powerful bones for good weapons/furniture, blood and poisons for medicine, etc. this eventually became another sub-class in the Capitol
District 18: research. this District was formed pretty later, like a lot later. this was more of historic research and entertaining scientific research, nothing that would really benefit the Capitol or Panem, but it was interesting (yeah, there's zodiac scientists and etymology nerds). this District was even smaller than 12, and was kind of useless. the Capitol liked them though so they let them join, they joined either Elite class or Working Population though
District 19: food. y'know those frozen foods you keep in your freezer and then warm up in a microwave? or cup ramen you just boil with water. most of those foods are probably made in factories, and that's what this District was for. there's also cheese factories and other factories for cleaning, cooking, and sanitizing foods. eventually, this job was spread out evenly throughout Districts 3, 7, 9, 10, 11, and some in the Capitol
District 20: oil and gas. yeah, car shit. there was more found eventually even after we ran out. gas was eventually stopped being used, but it did take a while to create generators. oils have their own factories in almost all Districts, stuff like coconut oil is One's job, but food oil is a mix of Seven and Eleven, maybe even a bit of Ten. anyways, not many of them made it to the Capitol
District 21: landfills/recycling centers. easy enough to understand, these people actually live terribly, though the work was split between the Capitol, some of District 3, and some of 5. imagine Wall-E, toiling away packing garbage, that is what they do. this District was split in half between landfills and recycling centers and have very different cultures/ideals, I'll make a post about them someday
District 22: entertainment. movies, video games, athletes, hell, authors if Capitol people read enough (jkjk, they do surprisingly). but yeah, this District ended up being split between the Capitol and District 1, a bit to District 3 for stuff like the metaverse or animatronics or cheap amusement parks

The Classes
The Specialists



alright, so after The Old Families and The Elites, with all of them clogging the high ground, it was incredibly hard for people to make money to buy their way into these upper classes
since by this point, the most rich people are just descendants who inherited their money from actually smart/innovative/hard working people there aren't really anymore companies or industries you can make of that aren't already taken
but there are jobs/statuses that can't just be bought into such as managers, lawyers, landowners, usually being jobs that requires practice, skill, and dedication
enter The Specialists, their jobs/industries aren't so special to the point where they are rich and Elite, but their jobs are incredibly important in which even the upper class depends on them
jobs like this are usually the ones that have people's lives at stake. for example, an Elite wouldn't really care if the company they bought a product from came from a person who owned it but didn't even work since they bought their way into the job. but they would really care if their doctor bought their way in their job since their life is actually at risk and they can't just buy their way out of that problem
other jobs like this are architects and pilots. while yes, there are some architects from District 2, most Elites prefer Capitol-designed buildings since the architects from there are more made to their liking
and yes, there are pilots in 6, but after a certain event they are too scared to put their lives in the hands of a District citizen often times, so Capitol-born it is

Capitol Headcannons P.1
The Classes
I imagine there are five classes: The Old Families, The Elites, The Specialists, The Working Population, and The Trafficks
The Old Families



basically, the old families are families such as the Snows, the Ravinstills, Creeds, Cranes, other families Coriolanus' classmates come from
originally, these families were people who owned, land, companies, industries, resources, or people
after the cataclysm, people who lived in the bunkers/shelters in the Rocky Mountains were technically the most safe and resource stable from dealing with the elements and nuclear chemicals
this lead to them promising they would provide protection and resources to nearby groups of small people, they would invest resources and sums of money to these small states
eventually, they took greater control and ended up treating these people like slaves/servants by manipulating their inflow of food and income
the shelter in the Rocky Mountains become known as the Capitol, and was built off from there
several Districts were created from the nearby small states
the main investors (also known at the time as the overlords), became known as the Old Families, for investing so greatly and helping build and develop the Capitol
other than investors, The Old Families would come from people who made revolutionary technology/discoveries such as scientists, medics, and inventors
The Elites



The Elites are people who do have connections, investments, and power, but they kind of joined later in the party
as mentioned before, The Old Families go way back to the cataclysm days, The Elites kind of popped up after things got a bit more stable in the economy/world
that's not to say they're not respected, they just don't have that bond y'know. but they do play almost the exact same roles as some of The Old Families, they just aren't old money
usually, their last names aren't set in stone and aren't really as useful. for example, lets say two people apply to a job as an assistant gamemaker. one is incredibly poor, but does have a last name coming from one of The Old Families. the other is rich, but their last name isn't as cemented and well known, there isn't a legacy, but that person did work very hard, that person is an Elite
The Old Family person is more likely to be hired since they do have more connections, despite usually having less skill and money
The Elites also consist of main game staff, (escorts, designers, mutt people, gamemakers), their family and their descendants/relatives, and it's a lot of people who are friends with people and are related to people
