I feel like the reason he didn’t want to might be cause he wanted that kinda life with Stolas and the girls

To him it felt wrong to kill someone who had a life like him

in any other situation, he would’ve 100% done it

If it wasn’t a situation he wanted

Especially the fact it was on such a special holiday and they were just a happy family which is why Moxxie didn’t wanna do it either

Loona and Millie wanted to cause they didn’t want to let a client down

But Loona didn’t cause her dad didn’t want them dead and Millie didn’t cause of Blitz and the fact that Moxxie convinced her to

But that’s just my theory on it
