Yup! The Witches are the ones who created cookies. White Lily finding out they created cookies to eat them is why CRK storyline is even a thing.

The first cookies ever baked were the Beasts, if I remember correctly.

According to Cookie Run:Ovenbreak, long before cookies were a thing, dragons were the ones who soared the skies and ruled the land. At least that's what I can gather from reading Longan Dragon's wiki and watching some videos.
