I mean, as the first source says, it basically pays for itself. Policing of unhoused people is expensive, replacing all your park benches with hostile architecture is expensive, incarcerating people for being poor is expensive, hospitalisation of people due to infections or pneumonia is expensive. Studies have found the benefit of housing first is almost $2 for every $1 spent https://pmc.ncbi.nlm.nih.gov/articles/PMC8863642/
(Also the cost would be cheaper if the cost of housing was regulated, so it could be even more cost effective if not for rent seeking)
(Also, if housing first was adequately funded there would be no need to ask who is prioritised)
