I have a theory. Remember how Casey first thought Raph a punker that wore green paint and shaved his head? It occured to me that no one corrected him. He never once asked what they were.

I think he has no idea that the Turtles are in fact TURTLES. I bet he still thinks, to this DAY, that they are just turtle themed punkers
