A recurring issue I've bumped into nearly every time I've worked corporate is this whole culture of Management Cannot Be Wrong – not in the sense that you're not allowed to criticise them, but in the sense that their decisions must always be construed as correct, regardless of their actual outcome. No matter how badly things go, it's necessary to arrive at a version of reality where whatever management did was the correct decision, and make all future decisions on the basis of this new reality; understanding this explains basically everything about why corporate decision-making is Like That.
