How would Iceland treat a criminal like Glanni Glaepur?
Let’s talk about what jail is like in Iceland!  (heads up, this post is LONG) 
The way that Iceland treats its criminals is nothing like how America treats theirs- or how like most countries treat people who break the law, for that matter. 
Let’s take a look at the prisons

Currently, there are only six functioning prisons in Iceland, that combined, hold less than 200 people. Iceland has a population of roughly 330,000. Compared to it’s population size, Iceland only has about 5.7% the amount of prisoners that the United States has in proportion to the American population. 
Iceland has THE lowest crime rate in the entire world. There aren’t many bad apples in Iceland, so Glanni isn’t exactly a dime in a dozen- he’s more like a dime in a million dollars. 
As we all know, Glanni is a prison escapee, wanted and on the run when we are introduced to him at the beginning of GGIL.  The thing is though, it’s not that hard to escape prison in Iceland.  
As you can see, most prisons in Iceland are either low-security, or they don’t have any security at all.  
Rather than spending all their time locked up behind bars and closed off from the rest of society, most prisoners in Iceland have considerably more freedom of mobility. Prisoners in Iceland actually work and are even allowed to spend time out of jail to see friends and family on a somewhat regular basis. Even in the highest security prison in the country, prisoners get paid for doing things like washing cars and making license plates. In addition to that, prisoners may also go to school while they are in prison. (A con artist like Glanni very well might have been studying business while doing his time in prison). Working a job or getting an education is expected while serving time. 
With the money they earn, prisoners are expected to buy their own food and personal care products- or whatever else they desire to spend their money on. The prisons do not provide these things for them.  
Within the prisons, prisoners are able to cook their own food, and to personalize their own rooms with things that they bring from home- such as TVs, computers, etc.  They are even allowed to use cell phones. 
The prisons in actuality, are more like dorms or a big house containing a family of a dozen or two law-breaking people. (It’s very possible that Glanni made friends with the Mayhemtown gang while in prison). 
Prisoners are trusted to come back after they leave the prison- and most do. So when Glanni “broke out” of prison, ….he could’ve simply just never came back at the end of the day when he was supposed to. 
The majority of the prisons in Iceland are intended for house those who are serving a light sentence- all but one of the six prisons are for those who are serving less than two years- since most Icelandic criminals do not commit crimes that are considered worthy of a heavy sentence.  Even major crimes such as murder that receive a “life imprisonment” are eligible for parole after 16 years. That being said, prison sentences in Iceland are generally rather light compared to the US. 
But what about Glanni’s punishment for what he did in Latibaer?
As we all know, Glanni did multiple, very bad things while he was in Latibaer. He stole a car, pretended to be someone else, framed others for what he did, stole from the supermarket, poisoned the town’s gardens (a destruction of property, with intention of harming others), induced child labor, trapped children, stole mail (by throwing it out), abused an animal (by hurting Haninn), treated children cruelly, and there’s probably some other thing I’m forgetting. 
I’m not sure how long of a sentence each of those individual things would receive in Iceland, but given that he’s committed a combination of offenses, he might possibly end up going to Litla-Hraun, the highest-security prison in Iceland, meant for those serving the longest sentences. Litla-Hraun mostly holds criminals who committed violent crimes, -but given that Glanni has proven himself untrustworthy by running away the first time, a higher-security prison might be necessary in this case. 
Litla-Hraun seems closer to what the US might consider an average prison. It is definitely far from what the US consider a “high-security” prison. Although much less likely compared to the other five prisons, If Glanni is clever and careful enough, his escape could still be somewhat feasible.

….However, people found guilty that need to serve in prison often end up on a waiting list. Iceland still has more criminals than its prisons can hold. Some people could wait up to five years before they finally start serving their sentence. 
After all we’ve learned about how prisoners are dealt with in Iceland, …Glanni’s punishment from the town of simply washing the president’s car doesn’t seem all that strange.

If there is one thing that prisons in Iceland lack however, it’s betterment treatment. Although prisoners work and sometimes get educated and are sometimes able to leave once in awhile, not much is done in terms of trying to help prisoners correct the issues that landed them in prison in the first place. There is a lack of professionals to help prisoners sort out their mental health issues or to try to get them back on the right path for after they finish serving their time. Prisoners in Litla-Haun with mental health issues are instead isolated because it is unknown how to handle them. 
Given Glanni’s nature as someone who probably needs something like betterment but isn’t getting it, …he’ll probably be in-and-out of prison for the rest of his life, especially since 50% of Icelandic prisoners have been in prison more than once.  He lacks the ability to adjust back functioning normally in society, and society wouldn’t want anything to do with a criminal like him. Its very possible for Glanni to be the most infamous criminal in the whole country. Since the possibility of fitting in normally isn’t possible for him, he’ll just end up back in jail, over and over again- unless someone tries to help him- and helping someone like Glanni with antisocial tendencies is extremely tough. 
So for now, it’s just washing cars for him. What IS weird though is that a town as small as Latibaer even has a single-cell jail at all. And the cell itself? Not acceptable compared to other prisons in Iceland. The fact that the mayor allowed two girls to stay in there all day is shocking- and probably worth a prison sentence in itself.
