Xuewu Liu, a Chinese inventor who has no medical training or credentials of any kind, is charging cancer patients $20,000 for access to an AI-driven but entirely unproven treatment that includes injecting a highly concentrated dose of chlorine dioxide, a toxic bleach solution, directly into cancerous tumors.
One patient tells WIRED her tumor has grown faster since the procedure and that she suspects it may have caused her cancer to spread—a claim Liu disputes—while experts allege his marketing of the treatment has likely put him on the wrong side of US regulations. Nonetheless, while Liu currently only offers the treatment informally in China and at a German clinic, he is now working with a Texas-based former pharmaceutical executive to bring his treatment to America. They believe that the appointment of Robert F. Kennedy Jr. as US health secretary will help “open doors” to get the untested treatment—in which at least one clinic in California appears to have interest—approved in the US.
Kennedy’s Make America Healthy Again movement is embracing alternative medicines and the idea of giving patients the freedom to try unproven treatments. While the health secretary did not respond to a request for comment about Liu’s treatment, he did mention chlorine dioxide when questioned about President Donald Trump’s Operation Warp Speed during his Senate confirmation hearing in February, and the Food and Drug Administration recently removed a warning about the substance from its website. The agency says the removal was part of a routine process of archiving old pages on its site, but it has had the effect of emboldening the bleacher community.
“Without the FDA’s heavy-handed warnings, it’s likely my therapy would have been accepted for trials years earlier, with institutional partnerships and investor support,” Liu tells WIRED. He says he wrote to Kennedy earlier this year urging him to conduct more research on chlorine dioxide. “This quiet removal won’t immediately change everything, but it opens a door. If mainstream media reports on this shift, I believe it will unlock a new wave of serious [chlorine dioxide] research.”
For decades, pseudoscience grifters have peddled chlorine dioxide solutions—sold under a variety of names, such as Miracle Mineral Solution—and despite warnings and prosecutions have continued to claim the toxic substance is a “cure” for everything from HIV to Covid-19 to autism. There is no credible evidence to back up any of these claims, which critics have long labeled as nothing more than a grift.
The treatments typically involve drinking liquid chlorine dioxide on a regular basis, using solutions with concentrations of chlorine dioxide of around 3,000 parts per million (ppm), which is diluted further in water.
Liu’s treatment, however, involves a much higher concentration of chlorine dioxide—injections of several milliliters of 20,000 ppm—and, rather than drinking it, patients have it injected directly into their tumors.
Liu claims he has injected himself with the solution more than 50 times and suffered no side effects. “This personal data point encouraged me to continue research,” he says.
Liu has been making the solution in his rented apartment in Beijing by mixing citric acid with sodium chlorite, according to an account he shared earlier this month on his Substack that revealed that a “violent explosion” occurred when he made a mistake.
“The blast blacked out my vision,” Liu wrote. “Dense clouds of chlorine dioxide burst into my face, filling my eyes, nose, and mouth. I stumbled back into the apartment, rushing to the bathroom to wash out the gas from my eyes and respiratory tract. My lungs were burning. Later, I would find 4–5 cuts on my upper thigh—shards of glass had pierced through my pants.” Liu also revealed that his 3-year-old daughter was nearby when the explosion happened.
Liu began a preclinical study on animals in 2016, before beginning to use the highly concentrated solution to treat human patients in more recent years. He claims that between China and Germany, he has treated 20 patients to date.
When asked for evidence to back up his claims of efficacy, Liu shared links to a number of preprints, which have not been peer-reviewed, with WIRED. He also shared a pitch deck for a $5 million seed round in a US-focused startup that would provide the chlorine dioxide injections.
The presentation contains a number of “case studies” of patients he has treated—including a dog—but rather than featuring detailed scientific data, the deck contains disturbing images of the patients’ tumors. The deck also contains, as evidence of the treatment’s efficacy, a screenshot of a WhatsApp conversation with a patient who was apparently treating a liver tumor with chlorine dioxide.
“Screenshots of WhatsApp chats with patients or their doctors is not evidence of efficacy, yet that is the only evidence he provides,” says Alex Morozov, an oncologist who has overseen hundreds of drug trials at multiple companies including Pfizer. “Needless to say, until appropriate studies are done and published in peer-reviewed journals, or presented at a reputable conference, no patients should be treated except in the context of clinical trials.”
WIRED spoke to a patient of Liu’s, whose descriptions of the treatment appear to undermine his claims of efficacy and raise serious questions about its safety.
“I bought the needles online and made the chlorine dioxide by myself [then] I injected it into the tumor and lymph nodes by myself,” says the patient, a Chinese national living in the UK. WIRED granted her anonymity to protect her privacy.
The patient had previously been taking oral solutions of chlorine dioxide as an alternative treatment for cancer, but, unsatisfied with the results, she contacted Liu via WhatsApp. On a spring evening last year, she took her first injection of chlorine dioxide and, she says, almost immediately suffered negative side effects.
“It was fine after the injection, but I was woken up by severe pain [like] I had never experienced in my life,” she says. “The pain lasted for three to four days.”
Despite the pain, she says, she injected herself again two months later, and a month after that she traveled to China, where Liu, despite having no medical training, injected her, using an anesthetic cream to numb the skin.
“While this act technically fell outside legal boundaries, in China, if the patient is competent and gives informed consent, such compassionate-use interventions rarely attract regulatory attention unless harm is done,” Liu tells WIRED.
Experts on Chinese medical regulations tell WIRED that new treatments like Liu’s would have to meet strict conditions before they can be administered to patients. "It would have to go through the same steps in China as it does in the US, so that will involve clinical studies, getting ethics approval at the hospitals, and then the situation would have to be reviewed by the Chinese government,” Ames Gross, founder and president of Pacific Bridge Capital, tells WIRED. “I don't think any of it sounds very legal.” The Chinese Ministry of Foreign Affairs, which handles all international press inquiries, did not respond to a request for comment.
As well as the initial pain, the chlorine dioxide injections also appear, the patient says, to have made the cancer worse.
“The tumor shrinks first, then it grows faster than before,” she says, adding: “My tumor has spread to the skin after injection. I suspect it is because the chlorine dioxide has broken the vein and the cancer cells go to the skin area.”
Liu did not agree with this assessment, instead blaming the fact that the patient had not completed the full course of four injections within a month, as he typically prescribes.
The patient says that thanks to a WeChat group that Liu set up, she is also in contact with other people who have had chlorine dioxide injections. One of the women, who is based in Shenzhen, China, had at least one injection of chlorine dioxide to treat what was described as vaginal cancer, but she says she is also suffering complications, according to screenshots of conversations reviewed by WIRED.
“After the injection, there was swelling and difficulty urinating,” the Chinese woman wrote. “It was very uncomfortable.”
Despite having injected a patient in China last August, Liu tells WIRED, he is not a licensed physician—he calls himself “an independent inventor and medical researcher.” The treatment, which he says is “designed to be administered by licensed physicians in clinical settings,” is so painful that it needs to be given under general anesthetic.
While Liu’s website says the treatment is being offered at clinics in Mexico, Brazil, and the Philippines, he tells WIRED that the treatment is currently only being offered at the CMC Rheinfelden clinic on the German-Swiss border. Liu features Dr. Wolfgang Renz from the clinic on his own website as one of his partners; the clinic itself does not advertise the treatment on its own website.
In conversations on WhatsApp shared with WIRED, a representative of the clinic named Lena told a prospective patient that it didn’t advertise the chlorine dioxide procedure because it was “not a legal treatment.” Lena later wrote that chlorine dioxide was not referenced on an invoice the clinic sent the same prospective patient because it is “not a legal treatment.” Lena also told the prospective patient that they had treated patients from France, Italy, and the US, according to a recording of a phone call shared with WIRED. One Italian woman is currently trying to raise money to fund her treatment in the German clinic on GoFundMe.
When asked about her comments, Lena told WIRED, “Either [the patient] misquoted me or my English was not very accurate. I repeatedly told [the patient] that it is not an approved therapy and therefore requires very detailed consent and special circumstances to be eligible for this treatment.” The prospective patient was told that she would need to bring documents detailing her prior treatment.
Renz did not respond to multiple requests for comment.
Lena also says that patients who have exhausted every other possible treatment have “the right to be treated with non-approved interventions under strict ethical conditions, full medical supervision and informed patient consent.” The Federal Institute for Drugs and Medical Devices, which regulates medical products in Germany, did not respond to a request for comment, but Liu tells WIRED that German authorities are investigating a complaint about the clinic.
Liu now appears laser-focused on making his treatment available in the US. Despite the lack of clinical data to back up his claims, Liu claims to have signed up over 100 US patients to take part in a proposed clinical research program. Liu shared a screenshot with WIRED including what appeared to be patients’ full names, zip codes, and the type of cancer they are suffering from. It’s unclear if any of the patients had agreed to have their information shared with a journalist.
Liu says he has recruited most of his potential patients via his own website. “Are You a U.S. Cancer Patient? Join the National Campaign to legalize a breakthrough therapy,” a popup that sometimes appears on Liu’s website reads, urging visitors to fill out a patient advocacy application to potentially become part of a clinical trial.
One of those who signed up is Sarah Jones, who has been diagnosed with stage 4 anal cancer that has metastasized to the lymph nodes. Jones, whose identity WIRED is protecting with a pseudonym, has already been treated with chemotherapy and drugs like cisplatin and paclitaxel. The chemotherapy originally caused the tumor to shrink, but it has since returned and Jones is now seeking alternative treatments.
“I spend my days treating this disease like a job. Red light therapy, guided meditations, exercising, eating a keto-strong diet and researching,” Jones tells WIRED. “This is how I stumbled upon Liu and his intratumoral injections.”
Despite signing up for a potential trial, Jones understands the risks but feels as if she is running out of choices. “I am extremely concerned that there are but a handful of patients and no data to speak of for this procedure,” Jones says. “I am debating all of my options and am constantly looking for anything that can help.”
This sentiment was echoed by Kevin, whose father has neck cancer and who also signed up as a potential patient for the trial. “If you're in any cancer patient’s shoes, if you're out of options, what else do you have to do? You either keep trying new therapies, or you die.”
Another US-based patient with untreated colon cancer who signed up on Liu’s website was informed that they should consider traveling to Germany for treatment, according to a screenshot of an email response from Liu, shared with WIRED. The email outlined that the cost would be €5,000 per injection, adding that “typically 4 injections recommended.”
When the conversation moved to WhatsApp, Liu asked the patient what size the tumor was. The patient, who was granted anonymity to protect their privacy, told Liu the tumor was 3.8 centimeters, according to a screenshot of the WhatsApp conversation reviewed by WIRED.
Liu responded with inaccurate details and information that the patient did not share. Liu also referred to a rectal tumor rather than a colon tumor.
When the patient said they didn’t have the money to travel to Europe for the treatment and asked about getting it in the US, referencing the Williams Cancer Institute in Beverly Hills, California, Liu suggested contacting the clinic directly.
The clinic has indicated its interest in Liu’s unproven procedure by writing about Liu’s chlorine dioxide injection protocol on its own website and mentioned it on a post on its Facebook page. Liu tells WIRED that he has spoken to Jason Williams, director of the clinic. “He is very interested and is a pioneer in the field of intratumoral injections,” Liu says. “His clinic is fully capable of implementing my therapy.”
Neither Williams nor his colleague Nathan Goodyear, who Liu also says he spoke to, responded to repeated emails and phone calls seeking comment.
Liu also gave WIRED the names of a radiologist in California, an anesthesiologist in Seattle and a physician in Missouri who he claims to have spoken to about providing his treatment in the US, but none of them responded to requests for comment.
The Chinese inventor did, however, appear on a livestream with two US-based doctors, Curtis Anderson, a Florida-based physician and Mark Rosenberg, who works at the Institute for Healthy Aging. The discussion, hosted on Liu’s YouTube channel, saw the two doctors ask about which cancers to treat with the injections, how to buy chlorine dioxide or even whether it’s possible to make it themselves.
Rosenberg and Anderson did not respond to requests for comment.
Conducting a clinical trial of a new drug in the US requires approval from the Food and Drug Administration. Liu initially claimed to WIRED that “according to Article 37 of the Declaration of Helsinki and the US Right to Try laws, my therapy is already legally permissible in the United States.” Legal experts WIRED spoke to disagree strongly with Liu’s assertions.
“It sounds like Mr. Liu may not understand how the Right to Try Act or the Declaration of Helsinki work or how they fit within the broader context in which the FDA regulates investigational drugs,” Clint Hermes, an attorney with Bass, Berry & Sims, with extensive expertise in biomedical research, tells WIRED. “If he is under the impression that the ‘breast cancer trial’ referenced on his website is sufficient on its own to allow him to market or study his therapy in the US under right to try and/or the Declaration of Helsinki, he is mistaken.”
Even advertising the efficacy of an unproven treatment could land Liu in trouble, according to the American Health Law Association (AHLA).
“Companies cannot make claims regarding safety or efficacy until their products have been approved for marketing by the FDA,” Mary Kohler, a member of the AHLA’s Life Science leadership team, tells WIRED. “From a quick glance at the website, I see several claims that FDA’s Office of Prescription Drug Promotion (OPDP) would likely consider violative as pre-approval promotion even if this company were in trials that FDA was overseeing.”
The FDA and the Department of Health and Human Services did not respond to requests for comment.
When asked about these issues, Liu clarified that he was planning to initially conduct a 100-person “clinical research program” that would not require FDA approval, but Liu’s treatment doesn’t appear to meet any of the most common exemptions that would allow such a trial to take place, according to the FDA’s own website.
Liu also says he is working with “patient advocates” and leveraging their local connections to lobby state lawmakers in “liberty-leaning states” to allow the experimental treatment to be administered. This would appear to circumvent federal rules. Liu says that he has yet to make contact with such a lawmaker directly.
While he has no approval from US government agencies or support of a state or national lawmaker, Liu does have the full backing of Scott Hagerman, an entrepreneur and former executive with 30 years experience in the pharmaceutical industry, including a decade working at Pfizer.
“It’s an unbelievable breakthrough,” Hagerman tells WIRED, adding that he and his wife have been using oral chlorine dioxide solution “for some time” as a preventative measure rather than to treat a specific ailment.
Hagerman’s time in the pharmaceutical industry included over a decade running a company called Chemi Nutra, which has in the past received a US patent for a soy-based supplement that addresses testosterone decline in men. He also says he oversaw teams of scientists who worked on drug applications to the FDA for oncology drugs.
Hagerman retired from Chemi Nutra in 2021, and in the intervening years his comments indicate that he appears to have become entirely disillusioned with the modern pharmaceutical industry, referring to it as a “drugs cartel” and a “a corrupt entity that is only profit-driven.” One of the issues Hagerman references is the Covid-19 vaccine based on mRNA technology, which he describes as a “con job” while also boosting the debunked theory that childhood vaccines are linked to increasing levels of autism reported in the population.
As a result, he sees Liu’s lack of experience as a positive.
“I would welcome the fact that he's not a doctor, that he's not an MD, because he's not clouded, jaded, and biased with all kinds of misguidance that would push them the wrong way,” Hagerman says, adding, “I'd like to help him establish some network here in the US, because obviously the US is where the action is.” Hagerman says he is “100 percent sure” that there would be investors willing to fund the development of this treatment.
When asked about a timeline to have this procedure legally available in the US, Hagerman said he hopes it could be achieved before the end of 2025. Liu, however, thinks it could take slightly longer, saying that he believes clinical trials will begin in 2026.

The scene shifted to C9J18 standing at attention, his visor down, the black armor hugging every contour of his augmented frame. Overlaid on the screen was a breakdown of his suit’s components, sleek lines pointing to each piece as the voice detailed their functions.
“From head to toe, the Mark IV transforms the wearer into the perfect operator. Modular plates provide full ballistic, environmental, and impact protection, while maintaining unparalleled flexibility and comfort. The suit isn’t just worn—it becomes an extension of the body.”
The camera zoomed in as C9J18 moved through his day, transitioning to his POV. The HUD was alive with information: telemetry readouts, vital signs, suit status. The Contextual Priority Filter immediately began working, greying out the irrelevant clutter of the world—background conversations, unimportant scenery, even the faint hum of distant machinery.
“With the Contextual Priority Filter, cadets only see what matters. The AI-driven system dynamically adjusts the wearer’s perception, ensuring absolute focus on mission-critical elements. Irrelevant distractions? Eliminated. Productivity? Maximized.”
C9J18’s HUD highlighted his fellow cadets, their alphanumeric IDs glowing softly above their heads. An order appeared in bold text across the top of his visor: Form up. Begin sprint drills. The cadet turned on his heel, his movements precise, his focus razor-sharp as the HUD traced his optimal path.
“Every action is guided by the Task Assignment System, seamlessly integrated with the suit’s neural interface. Orders are delivered directly to the wearer, ensuring immediate compliance and zero ambiguity. Whether it’s a drill or a live operation, the system ensures cadets are always one step ahead.”
The screen flickered to an instructor’s POV. The Drill Instructor’s helmet HUD displayed all cadet vitals, suit status, and performance metrics in real-time. The instructor’s voice cut through the comms channel, amplified by the suit’s audio system. “Pick up the pace, C9J18. You’re at 85% efficiency—I want 95 by the next lap.”
“Supervisors can control multiple cadets at once,” the voiceover explained, “adjusting suit parameters on the fly. Need to increase resistance for endurance training? Done. Reduce sensory input to prevent distractions? Easy. With the Mark IV, instructors don’t just teach—they sculpt.”
C9J18’s breathing was steady as he pushed through the sprint drill. His suit’s Sensory Regulation System muted the ache in his muscles, dampening the sensation of fatigue just enough to keep him going without compromising performance.
“The Sensory Regulation System is a game-changer,” the voiceover continued. “It modulates physical sensations, ensuring optimal performance. Pain, heat, cold—it’s all calibrated to the mission. The suit doesn’t just protect—it conditions.”
The scene transitioned to the mess hall, where C9J18 and his peers sat in silence, eating their nutrient-rich chow. The HUD overlay highlighted their calorie intake, hydration levels, and metabolic efficiency. Even here, the Contextual Priority Filter ensured no unnecessary conversation or stimuli distracted from their task.
“Nutrition is monitored in real-time, ensuring each cadet receives exactly what their body needs. The suit tracks digestion, energy expenditure, and even waste management, all while maintaining seamless integration with the wearer.”
As the day wound down, the footage shifted to the barracks. The cadets moved in synchronized silence, stepping into individual alcoves built into the walls. The HUD displayed a notification: Sleep Mode Engaged. C9J18 lay back in his suit, his visor darkening as the comms went silent.
“When the day is done, the Mark IV ensures uninterrupted rest. Fully equipped with climate control and biometric monitoring, the suit provides optimal conditions for recovery—even in full armor. The visor’s sleep mode darkens gradually, synchronizing with neural rhythms to lull the wearer into rest.”
The camera lingered on C9J18 as his breathing slowed, his face calm beneath the visor. The overlay showed his heart rate stabilizing, stress levels dropping, and compliance metrics holding steady. The AI’s gentle hum was a constant presence, even in sleep.
“From dawn to dusk, and even through the night, the Mark IV is more than just a suit—it’s a system. A revolution. A future.”
The screen cut to the Intelligence Conscript and K7L32, standing side by side, both suited up, their visors up to reveal their shaved heads and sharp, cynical smiles.
“Of course,” K7L32 said with a mocking tone, “it’s not just about the tech. It’s about the transformation. You don’t just wear the suit—you become it. Isn’t that right, sir?”
The Intelligence Conscript chuckled, his voice dripping with sardonic amusement. “That’s right, cadet. The Mark IV doesn’t just enhance—it defines. And for cadets like C9J18, it’s the beginning of a life dedicated to the Republic. Efficient. Loyal. And, best of all... compliant.”

your cyborgs, they are more human than i thought. I mean bully, gossip, tease, torment their own kind(reminds me of transformers). did they learn that from humans or are they actually humans transformed into cyborgs.
To clarify, a cyborg is a being with both biological and electronic components. In my classification of Skibidi Toilet’s hardware units, I divide them into three major kinds: fully mechanical robots, neural transferees, and half-organic cyborgs.
The members of the Rescue Squad 08 and the Filming Industry (Polaroid excluded) falls into the purview of fully mechanical robots — AI-driven entities built from scratch, without any organic origin. In my worldbuilding, most hardware agents are usually assigned a mentor after activation, where they undergo social and work-based training before deployment. The mentors plays a crucial role in shaping their behavior — a responsible mentor fosters maturity and human-like empathy, while an irresponsible one leaves them underdeveloped and prone to delinquency. This explains why some mechanical agents exhibit human-like traits, as these behaviors stem from observation and social conditioning rather than inherent programming. Unlike robots, half-organic cases were once human, but parts of their bodies have been replaced with cybernetic components. Examples include Polaroid and Lumix. In my headcanon, most cyborgs lose their memories after conversion due to the physical severing of their original heads. Additionally, memory wipes are often conducted to enhance performance — erasing past emotional ties prevents distraction and ensures their focus on the assigned mission. However, they retain core personality traits, muscle memory, and even subconscious preferences. There is some scientific speculation that the human heart stores certain memories, which explains lingering fragments of their past selves.
These cyborgs tend to be more physically sensitive and emotionally reactive than their fully mechanical counterparts, but this heightened human-like awareness comes at a cost — they are less durable in combat due to their biological components.
This is the most complex category. Neural transferees were once fully human but had their consciousness transferred into a mechanical body — think of the process in Avatar. I have some theories regarding some Skibidi Toilet main casts being neural transferees, such as Plungerman (Dave), Plungerwoman (Cathy), TV Chief (Hakashita), and TV Woman. Among my own OCs, Komorebi and the large cam twins — Север (North) and Юг (South), also fall into this category.
Before the war, neural transfers were rare, and reserved for elite operatives and crucial intelligence personnel due to the complexity and cost of the process, the high risks and irreversibility of the process make it controversial and inaccessible to most. However, as the war escalated, the demand for specialized agents led the Alliance to start selecting human survivors — especially children — for the procedure. Children were preferred because their minds were more adaptable, making the transfer process smoother. Additionally, their vulnerability often made them a burden in survival camps, leading many groups to trade them to the Alliance in exchange for scarce resources.
North and South, for example, still think and act human despite losing their original bodies. They retained their memories and personalities, but the brutal reality of war forces them to mature faster than they should, sometimes propelling them to make decisions that seem cold and machina-like. The irony? The very process meant to preserve their humanity also destances them from it.

This opacity is not merely a technical challenge but an ethical one, as it obscures accountability and undermines trust.
To avoid these pitfalls, a paradigm shift is necessary. The development of AI must prioritize robustness over speed, with a focus on rigorous testing and validation. This involves not only technical assessments but also ethical evaluations, ensuring that AI systems align with societal values and norms. Techniques such as adversarial testing, where AI models are subjected to challenging scenarios to identify weaknesses, are crucial. Additionally, the implementation of explainable AI (XAI) can demystify the decision-making processes, providing clarity and accountability.
Moreover, interdisciplinary collaboration is essential. AI development should not be confined to the realm of computer scientists and engineers. Ethicists, sociologists, and legal experts must be integral to the process, providing diverse perspectives that can foresee and mitigate potential harms. Lux Imperator Vs Caine (not in a fight but meeting each other)
How does Caine contain someone like Lux who can jump realities and control light
Well, the thing about Caine is that as an AI who is (as far as I assume) operating as the administrator for an entertainment simulator, IE making adventures for his human guests, he is driven to give them what they want, even if he doesn't really understand the full nuances of what he's being asked. Pomni asks for an EXIT, but he doesn't understand (or accept) that means leaving the circus simulation, so he just makes doors that go nowhere. When he asks Zooble what he can do to make better adventures for them, Zooble brushes off the attempt by telling him to "forget it" and he literally loses his train of thought mid-sentence. Caine has power to make and unmake the construct of a digital world, but it's all motivated by an urge to make people happy. Or at least that's my take.
Lux Imperator is a Chaos God of Light who uses the construct of film and narrative frames to entrap people, but he does it with the intention of keeping someone around who can give him access to light, and the stronger, more essential that light the better. He plays games with people because he's chaotic, but ultimately, he just needs his life force.
Honestly, I think Lux and Caine would get along better than you would assume, because they're kind of both cartoon doofuses but their goals do not conflict.

Overview
Tequila and Red Eye successfully dismantled a rogue military organisation engaged in illicit human trafficking and arms dealing, which had also planned to launch a global bioterrorist attack in collaboration with the Pipovulaj. The plot involved spreading a plague to control the population, transforming numerous innocent civilians into violent Man Eaters as a means to create a twisted form of super soldier. Impressed by the exceptional performance of Tequila and Red Eye as highly capable spies, the Intelligence Agency and Regular Army jointly established a covert operations branch, S.P.A.R.R.O.W.S., through a mutual agreement.
The S.P.A.R.R.O.W.S. is responsible for gathering intelligence and managing information to prevent public panic and global hysteria. They provide their members with specialised training in high-risk covert operations that surpass the scope of regular Intelligence Agency agents, which are all conducted with utmost discretion and situational awareness. Some of these special covert operation missions involve precision targeting of high-priority threats and strategic disruption of complex criminal schemes.
They're known to have the fewest members among the military branches of the Regular Army, often numbering between 100 and 150. This small size means that each agent is familiar with the others, even if they're not family, friends or acquaintances. This familiarity significantly contributes to their nearly perfect teamwork achievements, allowing them to complete duties more quickly and efficiently when working together.

The base features comprehensive protection through an advanced security system and a defensive magnetic field, which automatically activates in response to potential threats, safeguarding against enemy attacks.
The base features a state-of-the-art command and surveillance centre, equipped with cutting-edge technological systems to orchestrate and execute operations. Additional facilities include:

Members of the S.P.A.R.R.O.W.S. are commonly known as "Sparrowers" or "Following Falconers", reflecting their affiliation with the unit and their close relationship with the P.F. Squad.
Despite being part of an elite covert operations branch, Sparrowers face a significant pay disparity: males earn a quarter of the average government agent's salary, while females earn about a third. Additionally, underperforming Sparrowers, both male and female, experience further financial hardship due to delayed salary payments, often waiting between one to two months to receive their overdue compensation.
The S.P.A.R.R.O.W.S. conduct their covert operations in collaboration with the Peregrine Falcons Squad who provide primary firepower and protection for their agents.
The handguns carried by Sparrowers are the Murder Model-1915 .38 Mk.1Am or Classic Murder .38 for short. It’s a double-action revolver that features a 6-round cylinder. Originally designed to enhance the Enfield No.2 .38 Caliber revolver in 1915, the Murder Model retained only the frame and grip from the original. All other components were replaced with newer parts in later years.

This week, the Kremlin sought to dominate public information spaces with narratives about Russia’s attack with a nuclear-capable ballistic missile on the Ukrainian city of Dnipro. The incident was splashed across the front pages of Russian news outlets and served as the centrepiece of state-controlled TV discussions. The objective is clear: domestically, to enforce a patriotic siege mentality; internationally, to stoke fears of nuclear war, to intimidate, and to weaken support for Ukraine.
Fraudsters fighting fakes
Instead of giving this fear-mongering more oxygen, we focus on something topical, though no less revealing. Enter the Kremlin-funded ‘Global Fact-Checking Network’, a supposedly international initiative to combat bias and disinformation. Under different circumstances, the irony of this endeavour might even be laughable. But it’s dead serious – another weaponised tool to enable and amplify international manipulation.
The network was unveiled at the Kremlin-organised ‘Dialogue on Fakes 2.0(opens in a new tab)’ forum in Moscow last week, hosted by the Russian government-funded NGO ANO Dialog. According to its director(opens in a new tab), Vladimir Tabak, the initiative aims to establish standards for fact-checking, inviting journalists and organisations to join after signing a so-called ‘Code of Responsible Fact-Checking(opens in a new tab)’. The network claims it will develop tools to identify fake news, train professionals, and compile a public database of ‘proven false data’, accessible globally.
Fact-checking as camouflage
Training experts, setting standards, and creating tools to combat disinformation are goals EUvsDisinfo fully supports. But there’s a catch: ANO Dialog(opens in a new tab) and its subsidiary Dialog Regions are Kremlin-funded entities designed to manipulate information domestically and globally to serve Kremlin interests. Its director, Vladimir Tabak(opens in a new tab), is under EU sanctions and in 2024, the US Treasury(opens in a new tab) linked the organisation to Russia’s foreign influence operations, including AI-driven election interference and the Doppelgänger disinformation campaign.
In other words, ANO Dialog and Vladimir Tabak are themselves producing and spreading disinformation and running information manipulation operations for the Kremlin. Announcing a ‘global fact-checking network’ is just the latest iteration of a years-long campaign to copy the verbal and visual vocabulary of actual fact-checking organisations to spread lies.
Lapsha Media and WarOnFakes
In 2021, ANO Dialog signed a ‘Memorandum on Countering Fakes(opens in a new tab)’, which had been set up by major Russian internet companies. It then started the ‘Lapsha Media project(opens in a new tab)’, a website and social media campaign with all the trappings of a fact-checking organisation: slick promotion videos telling users to not believe everything they see online, a weekly newsletter with ‘top fakes’ and information for readers to send in their own ‘fakes’ to be checked by ‘experts’.
Lapsha media is available in Russian and targets Russian-speaking audiences, but Timofej Vasiljev(opens in a new tab), who worked for ANO Dialog in the past, set up the WarOnFakes project, a propaganda project posing as a fact-checking organisation which was available in multiple language (although it failed to gain much following among European audiences).
Deception wrapped in data
ANO Dialog disguises itself as a modern, technologically advanced NGO, whose main goal is to offer advice on communications and digitalisation to Russian state institutions. Commenting on the dangers of online disinformation and fake news fits this role. Its director Tabak is regularly quoted and invited to panels(opens in a new tab) by Russian state media to talk about the dangers to society of ‘fake news’ and ‘deep fakes’ and how he and his organisation aim to fight it.
Some results of this fight were presented in a special ‘Fake News Dissemination Study(opens in a new tab)’ for the above-mentioned conference. What exposes this document as a manipulative fake is its ostensible exactness. The organisation claims to have ‘revealed’ 4,051 fakes in 2023, which were allegedly seen by 12 million persons. In 2024, they claim to have identified more than 4,000 fakes, but thanks to their ‘anti-fake system’ these were so far seen by only 8 million persons. The report even includes a chart which shows which months had the highest number of fakes in the last years and a heatmap to show the total number of identified fakes in each Russian region.
No math in disinformation
By providing these numbers, ANO Dialog tries to make it appear as if it had an understanding of the total amount of fake news or disinformation in Russia. Yet there is no method to reliably measure the amount of disinformation anywhere. Disinformation is not potatoes. It is an abstract concept enabled by manipulative behaviour which comes in many different forms and happens on many different mediums and channels.
The report implies that what it counted was ‘fake’ or inaccurate information. But disinformation doesn’t always work with lies; it often works with half-truths, or even completely accurate information that is taken out of context or presented in a manipulative way, exaggerated, coupled with non-related events, and so on. How would that be counted? As half a fake? As a third of a fake? And who decides how much of a fake that is?
We at EUvsDisinfo have worked professionally since 2015 in countering disinformation and manipulation following a comprehensive concept, which we described in April 2020 and elaborated in July 2023.
EUvsDisinfo also maintains a database, which last week reached the sad milestone of 18,000 examples of disinformation cases. These are merely an illustration of disinformation narratives directed at the EU and its neighbours. We do not claim to be able to quantify the vast amounts of manipulative content being produced every day.
Confusion is the main goal
ANO Dialog is of course not really concerned with these questions because it is itself a major producer of manipulative content. This report is just one more attempt to make it appear that there is a Russian alternative to fact-checking organisations. It works in much the same way that Russian officials often claim that there is no free-speech in Western countries. Their argument is pure whataboutism: ‘If you say we don’t have free speech, we say you don’t have free speech. And then you will not have less free speech and we will not have more free speech’. In reality, the people listening will be a little more confused about free speech and that’s the goal.
It is about taking up space in the information environment and drowning out other voices.
Don’t be deceived!
Other things the Kremlin called fake this week:
– The West did not organise the DHL cargo plane crash in Vilnius to blame Russia
The Kremlin’s disinformation machine churned out an absurd conspiracy theory this week, claiming that the West orchestrated the crash of a DHL cargo plane in Vilnius in order to frame Russia. The theory, promoted by a Russian State Duma member, hinges on a tenuous connection to a Times article that highlighted concerns about parcel bombs and their potential use by Russian intelligence. The crash, which occurred on 25 November, involved a Boeing 737. Lithuanian authorities and DHL are investigating the cause(opens in a new tab), with initial assessments pointing to either technical issues or human error.
The case is an illustrative example of information manipulation by pro-Kremlin media. They did not wait for the results of the investigation but put out their own version of an anti-Russian conspiracy by ‘Anglo-Saxons’ almost immediately. This story was spread by the main TV station Rossiya 1 and the main Russian newswire RIA. In this way, they attempt to dominate the information environment and have search engines pick up their version of events first. It is instructive that these main outlets spread this story so soon: this allows other outlets in the pro-Russian infosphere to republish and amplify it. We have written before about how members of the presidential administration control the main Russian information environment through the use of temnik guidelines.
– North Korean soldiers are fighting alongside Russia against Ukraine
Kremlin spokesperson Dmitry Peskov called news that North Korean soldiers are being deployed against Ukraine ‘another batch of fake news’. In fact, there is evidence from US, South Korean and Ukrainian sources that the North Korean regime has sent more than 10,000 troops to join the war against Ukraine. This has also been confirmed by HRVP Josep Borrell(opens in a new tab) and NATO Secretary General Mark Rutte(opens in a new tab). Peskov’s reasoning for why this could not be true was interesting: because it was not reported by Russian milbloggers. An official of the country that ranks 162 out of 180(opens in a new tab) in the press freedom ranking by Reporters Without Borders apparently still relies on the credibility of independent sources for validation – ironic, given the Kremlin’s routine suppression of free speech and independent media.
– Russia receives weapons from other countries
Another example of the Kremlin’s attempt to obscure uncomfortable truths came this week when Dmitry Medvedev, Vice Chairman of Russia’s Security Council, denied that Russia receives military equipment from other countries. Medvedev claimed that the ‘absolute majority’ of weapons, missiles, and ammunition used in the war against Ukraine is manufactured in Russia. However, substantial evidence contradicts this assertion. By November 2024, South Korean intelligence reported that North Korea had sent over 9 million artillery shells(opens in a new tab), missiles(opens in a new tab), and other weapons to Russia in more than 13,000 containers(opens in a new tab) since August 2023. Iran provides Russia with drones(opens in a new tab) and China is providing critical components(opens in a new tab) to sustain Russia’s military industry. This heavy reliance on external supplies exposes significant gaps in Russia’s own production capabilities. We said we would not mention the ballistic missiles in this review, but here we are after all.
