Archival Horror
I keep coming back to this concept in my head that is both a story and a concept for how a story could be told.
Part of the idea is that a collection of archival material is used as a framing device. Found footage horror is not new, and there would be some of that, and I also think of things like the SCP Foundation where the framing device is a collection of documents that are nonfiction in-universe.
But with my idea, the key concept is that the medium is an archive: it is a sprawling collection of material, the reader's questions are the only direction for how to navigate it, most of it is mundane or boring, and the sheer amount of material makes closely reading or consuming all of it impractical.
Originally, the idea was a collection of video footage shot by a person apparently wandering alone through the woods. I was interested in the idea of telling a story through video footage that was too long, and mostly too boring, for a single person to completely watch. Imagine something like 30 hours of footage, mostly showing the forest floor as the person holding the camera walks through the woods. The viewer would have to skip through the footage, or let it play in the background while they were doing other activities, and this would inevitably lead to an understanding of the footage that was incomplete, possibly leading to different interpretations as different viewers paid attention to or simply happened upon different parts of the videos.
But then I started to think of other things found in archives: photographs, maps, objects, interviews, letters, reports, newspaper clippings, audio clips. Collections can be digitized in an infinite number of ways, allowing a story told in this format to be as close as I wanted to the experience of exploring an actual archive.
And then I started writing up some mock "archival materials" for another WIP of mine, and I started thinking of the "archival horror" concept again.
In an epistolary novel, the "materials" are arranged in an order that causes them to tell a specific story. I am thinking of something closer to the experience of actually doing research in an archive: coming in with an inquiry, being brought a bunch of nondescript boxes, leafing through a dense, poorly organized collection of mostly irrelevant material.
I don't want there to be any obvious plot hooks, or a single "plot" at all. There are characters, settings, and events, but the "plot" is the series of revelations the reader comes to as they explore their inquiries, about "what happened" and "what narrative is this document trying to present, and why" and "what is not being said" and possibly why the documents are organized or presented in the way that they are in the first place.
The "beginning" of the story could be a mock encyclopedia/"wikipedia" type article explaining a key event or setting, and then there could be like a search bar or box that returns different materials, or a directory of different topics and formats, or both.
some thoughts on the story
There is A Bad Thing that happened. That fact is out in the open: there was an evil science organization that did human experimentation, something along those lines. There are grisly details of the Bad Things as well, if you dig. The mystery is not "what happened." The mystery is "where is What Happened hiding in all these nice normal photographs and articles about things and people that are nice and normal? How is What Happened connected to the dull, mundane contents of 99% of these boxes?"
a lot of the materials are completely worthless in terms of answering concrete questions, but literally everything has ideological implications in the fact that it was recorded at all.
a possible way to navigate the story is to find the names of people and hunt down all materials that pertain to that person, discovering the story of a "character." some characters will have a wealth of information, and some almost none. A lot of stories that ARE told are totally vapid. A lot of stories that AREN'T told say everything.
early on, you start to think you're figuring everything out. then, further on, you start to realize that the reality has to be 10 times worse and more evil than you were told starting out. But there are no articles and papers clearly acknowledging this, there is just you and your theories pieced together from fragments of documents in a dusty basement

How do mutants in the Facility live?

One of the most frequent types of questions I get are about life in the Facility. So it seems like a good topic to start my loredumping series with! 
Apologies in advance for all the photo examples, I hope they work fine for getting the vibes across.

The facility dome is visible in the distance.
The facility in general – or, as it’s officially known, the Zh. I. Alferov National Institute of Anomalous Research – is a large structure located on the border of the Zone. Its most notable feature is the massive dome surrounded by an outside wall.

The wall. In real life, the famous building of НИЦЭВТ.
The latter is a building in itself, containing offices, lecture halls, resting and dining quarters for researchers, as well as minor labs. All entrances are supervised, though not totally closed off to the public. Excursions, official meetings, TV reports – all of those happen within the wall.
But you will not find any mutants here. As you may have already guessed, all the major laboratories, anomalous artefacts, and, of course, mutants are housed in the dome. The entrances to the dome are monitored and equipped with anomaly scanners, allowing only authorised personnel and mutants to travel between its sectors.

What is the mutant classification system?
Depending on their anomalous characteristics, cooperability and method of containment, mutants are sorted into types and numbered groups. Individual mutant numbers usually look like XT000-000.
Let’s use Dmitry as an example.

Dima’s serial number is DT001-319.
The type constitutes the first part of the mutant’s number. Dima’s mutation is Directional Type, hence the letters DT at the start (for the record, KT stands for Kernel Type).
Next we have the 00X number. Mutants are assigned a 001, 002, 003 or 004 class depending on the potency and containability of their mutation – kinda like SCPs, yeah. Dima has a very powerful mutation he has good control over, plus he is sound of mind, making him suitable for 001 containment.
The last three digits are the overall number of the mutant within their type. So if Dima’s are 319, the facility has had 318 directional-type mutants on record prior to his arrival. This does not mean they were as powerful or had the same level of control over their telekinesis, just that they possessed a similar mutation to some extent.
How do different mutant classes live?

Subjects ranked as 001 are extremely powerful, have good control over their powers and are, most importantly, docile. Since their mutations are very potent and difficult to forcefully contain, the go-to approach is making them not want to leave.
001s spend most (if not all) of their conscious lives surrounded by doctors. The latter foster a particular mindset in their subjects, where the world outside is presented as a place that is unanimously hostile to mutants. This is done by means of propaganda, reminders about their family’s supposed mistreatment and, in case a mutant has some favourable recollections of their childhood, gaslighting. Additionally, subjects are never left alone with each other.
001s get very luxurious treatment by facility's standards, with much bigger, more comfortable rooms than other mutant types. They're even allowed to have gaming consoles, TVs with VHS and video players, and their own bookshelves. Each mutant has their own separate room, which is kept under constant camera surveillance with the toilet being the only blind spot.

Special folders are issued to 001s before experiments with lower-ranked mutants.
Experiments held on 001s are relatively humane so as not to discourage them from staying at the facility. They do undergo daily checkups mostly designed to monitor their mental state. 001s are also active participants in experimentation on lower-ranked mutants, who they are taught and encouraged to treat as lesser beings.
001s are a high-risk investment, so their numbers are far smaller than those of 002 and 003-class mutants. Additionally, because of the potential danger they present, the institute is quick to dispose of 001 subjects by either termination or reclassification to 004. Though, if a 001 manages to stay cooperative long-term, they can become a very valuable asset for the facility.
002 and 003

002 and 003 mutant classes can be grouped together, since their treatment is largely the same. Both of these types’ mutations are easy to forcibly contain. The difference is their danger levels. 003s require close monitoring to not be harmful to others, while 002s are borderline harmless. Both types are characterised by general cooperability.
002s live in wards for 2 to 4 people, while 003s are more commonly placed in single-person wards to prevent accidents. A standard room includes a bed, a desk and a small bathroom (multiple beds and two desks in bigger wards).

Mutants are allowed to borrow books from the library, as well as get drawing and writing materials. If they behave well, they can get a toy or even be lent a handheld console for a few days. 
002s and 003s have breakfasts, lunches and dinners together, and can spend some time in the playroom with other mutants (that’s also where they can play computer games and watch TV) – all under very strict surveillance, of course.
In some ways, their treatment is much less cruel than that of the elite 001 subjects.

Though, not when it comes to experiments. 002s and 003s are very common, and are thus treated as disposable material in a scientific sense. The people holding experiments on them are a lot less concerned with minimising the subject’s pain or discomfort. Consequently, it’s not uncommon for mutants of these classes to sustain serious injuries or die as a result of experimentation.
That said, 002s have the highest likelihood of getting released from the facility, given they meet the conditions for it (more on that below).
004

004 is a special category reserved for powerful mutants that refuse or physically cannot cooperate. This number can also be issued as a temporary or permanent punishment to misbehaving mutants. The 004 quarters are located underground and have the highest level of security, acting as a sort of bunker for the most dangerous subjects the facility has.
004 rooms are even more barebones than those of 002 and 003s. They have no access to entertainment (unless it is somehow required to contain their mutation) and cannot leave their room under any circumstances. They are more weapons than test subjects.
Do mutants receive education?
All mutants from class 003 and above receive basic education, learning to read, write and count. They additionally get curated history and sociology lessons. Some mutants, namely 001s, attend mandatory classes in certain disciplines to better apply their mutation. For example, Dmitry studied anatomy to know the precise positioning of internal organs.
Mutants are also free to study whatever sciences interest them in their free time by asking for educational materials at the library. Needless to say, most kids aren’t too interested in that, and are very uneducated compared to their outside peers.
Is there censorship in the facility?
All the media mutants are exposed to at the facility is strictly controlled.

The only movies, cartoons, comics, books and games allowed are those that either don't feature the Zone or mutants at all, those that show the discrimination mutants face outside, or those that are very obvious anti-mutant propaganda.
In essence, there are no positive depictions of human-to-mutant interaction, aside from ones between mutants and noble scientists. And, of course, nothing that goes against the general government ideology.
Can mutants be released from the facility?
It is generally assumed that mutants that go into the dome do not come out.
While they are largely dehumanised, the facility is still publicly presented as a sort of scientific sanatorium and hospice for those that cannot safely exist in society. Releasing mutants that know the truth behind the institute’s experiments into the wild is simply of no benefit to the government. So the majority are terminated once their scientific potential is exhausted or if they become too expensive to contain. As a result, few mutants live to adulthood.
Though, there are exceptions to the rule. Occasionally, mutants deemed non-hazardous can be released back into society. This is applicable to mutants that have not experienced significant mistreatment from the facility, lack the ability to talk about their experiences and optimally have been brainwashed by an appropriate 001 subject.
Have other mutants before DT and KT ever escaped?
The funny thing is, escapes aren’t a particularly rare occurrence.

Despite getting a lot of funding, the facility itself is very disorganised. Most of the money is blatantly pocketed by the higher-ups, so a lot of its structures and equipment are subpar – this includes its outdated safety systems. To top it all off, the security staff isn’t especially well-paid, so their diligence is highly questionable.
With all that piling up, there are around 3 cases of low-level escapes every year. Because of tight budgets and plenty of work to do as is, these escapes are generally brushed under the rug. The institute still keeps tabs on the escapees in case they happen to show up on the radar, but it rarely organises active searches or alerts the public for that matter.
DT and KT’s escape stood out because it was anything but low-level, and pretty bombastic at that. But even that didn’t warrant a public announcement for fear of panic and reputational damage. So if you’re an 003 mutant looking for an opportunity to sneak out… Hell, man, just go for it.
Wrap-up

Last week on my character a day thread was more "Magical Girl SCP" characters and I'm realizing I didn't share the pictures from the last time I brought out the psudo scp universe characters so here they are. I'll make the whole story someday. Lore/flavor text is as follows: 1: Fairbanks would often have to insist Isabelle stop skipping her small arms training. She rarely said it, but she was very fond of the junior researcher. And she knew just how unsafe the SAFE Research Department could be.
2: Fairbanks' Notes on the Vampire, "Drymouth."
After 21 days without feeding, she will enter a state of altered consciousness and will speak true prophecies. The Board believes it is worth the ethical costs of starving her. I believe she uses her prophecies to guide us to our destruction.
3: Partial Transcript: Tattoo Parlor, 3:25 PM
Subject X66: "I'm still kinda nervous about the pain, ya know. I'm sure you get that a lot."
Witness: "I... what is... Is that a body mod?"
Subject X66: "What are you talking about?"
Witness: "Holy fuck it moved!"
4: Codename Sunshine is the first entity to take a role in DIR Fairbank's "Special Taskforce." Though the Director believes she is wholly reliable and a potential asset for our field agents, many are skeptical. Her ability to "transmute light into burning liquid" is quote: "Scary AF."
5: Agent Nathan Collier returned to work with REDACTED three months after the incident with Valeria's escape. His personal heroism in subduing the entity aside, it was decided he was unfit for field work. Instead he was reassigned to the SAFE Department on so called "babysitting duty."
6: Ben died a few years ago in an unrelated accident, but ever since then what appears to be his "ghost" continues to check the halls for anomalous readings. Once we calibrated his scanner to account for his own emanations, he returned to being a valued member of *redacted*
7: What limited things we do know is REDACTED's body is made of particles which "absorb" em waves of all kinds, from light to radio. Though REDACTED manages to bypass nearly every security measure we have, they have no connections or intentions that qualify as a threat.
8: Contrary to popular belief, Franklin is NOT an anomalous entity. He is merely a holdover from REDACTED before it became REDACTED. His "good humor and fatherly advice" has often made agents question his true nature. And security monitors him as agents often confide secrets with him.

Ghost X gn!reader (CoD X SCP)
You're an MTF soldier. They had to give you amnestics, but it went wrong and made you forget ever meeting your significant other. Was it actually just an accident or was there something more? (no promise of making this a series, but I'm trying).

Once Simon got the call, he knew something bad happened.
It was not your number. It was not your voice that called from the other side. Being in roughly the same field as you, he knew what this call meant.
Bad news.
Even though Simon personally had never made this kind of call before, he had been there a few times when his colleagues had to. Price dominantly.
All the calls were the result of one specific event. Death of a soldier.
So, Simon did not even let the caller finish their first sentence. He cut them off with a simple, “I’ll be there,” before hanging up.
Simon considered putting on his uniform, but he realised that where you work, everything was classified. It would be no use hiding himself because they knew who everybody was anyway. He was especially attached to you and he knew that meant the place you worked at probably knew what he ate for breakfast better than he himself did.
Once arriving at your base, Simon was not even surprised that one mention of your name got him rushed straight to the base hospital.
As of now, Simon had not decided what to feel. He just kept walking, following this person who took him to the dark part of the hospital. However, he accepted that he felt the slight confusion tugging at his mind when they continued walking pass instead of walking into the morgue.
Even so, Simon kept his words behind his tongue.
Soon, they reached a thick, barred, metal double door with two securities standing in front of them. The person leading their way only mentioned your name before the security officers—if that was what they were—unbarred the door and opened it.
Simon’s guide turned to face him and quietly, as if they were not supposed to make a noise here, said, “I don’t have clearance for this level, but you will see your partner’s Team Leader.”
With an understanding nod, Simon walked through the door into a short, dim-lit tunnel. At the end of it, a twin hospital door stood. From here, it looked like a regular hospital, only it was placed underground and had barely anyone inside.
Inside, stood awaiting, a soldier still in field uniform. She looked quite messy. It made Simon wonder if he had looked that messy when something this horrible happened to him in the field. Whatever this something was.
Seeing Simon, that older woman walked up to him and nodded, rubbing her hands nervously.
“Ghost,” she greeted. “Or do you prefer Lieutenant Riley?”
Outside his uniform? Both sounded bad. Simon was here for you. He could not care less what people address him with.
“Are they in one piece?” Simon asked right away.
Just after saying the question, it registered in Simon’s mind that he had been thinking that it must have been so bad that they had to bring him into this super-secure underground hospital just to ID you.
Connecting the dots, the woman scrunched her eyebrows as her head tilted slightly to the side.
“They’re not dead,” she said. “I tried to tell you in the call, but you didn’t seem to be taking any explanation.”
They’re not dead, Simon repeated in his head. A bleed of warmth grew in his chest.
“However,” the woman continued, “on our mission, something terrible has happened. Out of the five of us, only your partner and I made it out.”
Simon did not react. He did not say anything. He did not move a muscle.
“Your partner… needed amnestics administered in their system. We did—uh… we were in the middle of administering the amnestics when,” the woman took a deep breath and sighed, “we had a breach in the facility.”
There came a halt as the woman flipped through the words in her mind.
“We successfully administered the amnestics,” the woman stated. “Just… not the correct one.”
This time, a spasm came about Simon's forehead.
“Usually, we don’t share this detail, but your partner is very important to us and we respect them, so we are telling you this,” she paused before continuing, “What we initially intended to modify was the events of the last two days, but… with the breach happening, everything went, uh… out of our hands. Your partner has lost… the memory of all that happened in the past two years.”
It took a moment to sink in Simon’s head. Once it did, all he thought about was that he met you a little bit less than two years ago.
Simon was just about to meet the 141 at a pub when the whole area was suddenly secured. There were soldiers from the Foundations all over the place and they clocked them instantly. They asked for their assistance on a job that Simon did not have the memory of any more. One of the Foundations’ soldiers he worked with was you.
It was not the worst of missions that the 141 was able to not get amnestic administered—at least that they knew of. So, that meant Simon got to keep your memory. The two of you had not stopped talking since.
The thought of having himself removed from your memory at once made warmth that bled in Simon’s chest froze in an instant.
“I know how much they mean to you and we can offer to have you—”
Knowing what she wanted to say, Simon immediately cut her off with, “Where are they?”
With so, the woman led Simon to a room. She opened the door for him, but did not step in.
Stepping in with a heavy heart, Simon eventually saw you. You were sitting on the hospital bed, an IV plugged into the back of your hand, and several recent injuries were painted on you.
In your hands, Simon saw a familiar white envelope. Then, he saw that you finally looked at him. No smile. No recognition.
“Are you Simon?” you asked.
“I am,” was all that Simon managed to say.
“They told me,” you nodded before lightly waving the envelope in your hands. “Two weeks to go, huh? Guess you’d want to call off the wedding?”
Bullets in his flesh felt like nothing compared to what Simon just heard coming out of your mouth.
Stepping closer, Simon exhaled. He glanced at the wedding invitation in your hand, seeing that it was addressed to ORCA. You said it was your Team Leader, who Simon guessed was also the one to give you that invitation. The woman who Simon just saw.
“If you want to call it off, we call it off,” Simon did not even believe he said that, but refused to show that.
“You sound like you don't want to?” you asked.
Simon looked at you, lightly raising an eyebrow.
“I mean… I don’t know who you are,” you said. “I think?”
For a while, Simon only looked at you. What you had on your face was not your lying face. It was not a joke. It was real. You did not remember him at all.
There came the moment when the two of you said nothing, hardly looking at each other. Then, you stretched an arm out to the side table and lifted your phone.
“I read our texts, saw our pictures,” you said. “You seemed to be my everything.”
If he could, Simon would punch something so hard right now.
“I’m sorry,” you quickly said once seeing how Simon’s subtle reactions were. “I… I’m just trying to figure things out.”
“‘s all right,” Simon nodded, understanding.
You tried a thin, apologetic smile.
“Must be hard for you,” you said.
Another long pause came in between you both.
“Do you want to hug me?” you offered, arms lightly opened.
Usually, you did not even have to ask and Simon would just come right at you. However, it took a lot for Simon to hold himself back when you saw him as a stranger.
“You don’t have to–”
“I want to,” you cut him off. “Maybe it’ll feel familiar, I don’t know. If you want to.”
After a moment of consideration, Simon carefully approached you. Even though he moved slowly and with care, once the two of you got close enough, you attached yourselves to each other like magnets. Your arms lightly wrapped around each other before, as if there was a whirlpool in between you that pulled your cores, your arms tightened around each other.
The only reason Simon released you was because you let out a slightly uncomfortable exhale.
“Apologies,” Simon said, thinking he might have hugged you too tightly.
“No, it’s alright,” you replied.
Another moment passed with the two of you just looking at each other. It was apparent that you were studying him.
“At some point I’m going to have to be released from here,” you brought up. “Can I go home with you?”
“Sure you’re alright with that?” Simon asked.
“Are you?” you asked back.
Simon almost said ‘Totally!’ but then, he kept getting reminded that he was just a stranger to you and he was not always good with that type of relationship. Strangers tended to see him and avoided him, praying to never make eye contact with him.
However, you seemed genuine. He still saw the kindness and the shimmer in your eyes even though it was different from how you looked at him last–two weeks ago.
So, Simon said, “Yeah.”
“I don’t want to burden you,” you added eagerly. “If you don’t have the space, I don’t–”
“We just bought a house,” Simon almost excitedly replied.
“Oh,” you responded.
“We,” Simon hesitated to continue, “we adopted this devilish cat not long ago and he already pissed on everything.”
For the first time after Simon saw you laugh a couple of weeks ago, he saw you letting out a chuckle. For a second, Simon almost forgot that something bad had happened to you.
“I can help you clean up if you let me stay in your house,” Simon almost did not hear you say.
Our house, Simon wanted to say, but refused to.
“So… can I?” you asked.
“Already said yes,” Simon reminded.
“Okay,” you nodded.
No words were exchanged for some time after that.
“Are you staying here long? I wouldn’t mind getting to know you a little,” you said.
Simon let a small smile bloom on his face.
“You said that once,” Simon said, pulling a chair before he sat on it next to your bed.

Avoiding cold seasons most likely due to Subject’s burns, Subject tries visiting Northern states during Spring and Summer.
Despite multiple sightings, SCP-xxxx-S has never been contained. MTF Jane Richardson, still is out on containment search for Subject, only having a number of 20 interactions with SCP-xxxx-S.
The origins of SCP-xxxx-S is!’t fixed together with an inability to capture Subject for questioning. From known knowledge provided by MTF Jane R., SCP-xxxx-S does not have a habit of conversing. However, there have been instances where Subject was muttering to self, where Jane reported mentions of Stuttering.
Stuttering can commonly be caused by physical and mental damage, and by SCP-xxxx-S track record of both, this is expected.
While Subject appears to have an exceptional level of bloodlust, SCP-xxxx-S also has an increasing almost fear-like avoidance of actual social interactions. Despite SCP-xxxx-S being older than SCP-524-S, he has a surprisingly smaller body count.
This most likely could be to the different mental reasonings of the killing. While SCP-xxxx-S kills in moments of episodes, panic or just boredom. SCP-524-S does so for feeding, including feeding multiple other subjects.
During hotter summers in Southern states, Subject will migrate to more Northern states. There was a brief interaction between SCP-xxxx-S and SCP-xxxx-S known as ‘The Chaser’. The usually hostile Subjects made no move to physically harm the other. Besides fainting growling (?) SCP-xxxx-S was able to make it to California safely.
SCP-xxxx-S also has had multiple interactions of SCP-524-S. Unlike the previous altercation, SCP-524-S almost immediately attacked Subject upon sight. SCP-524-S has a habit of attacking other hostile Subjects.
When questioned SCP-524-S states: “They’re like foxes in my chicken coop, stealing my food. They aren’t clean or precise, they just make a mess of a meal.”
SCP-xxxx-S certainly is anything BUT clean with it’s kills. Most victims are found completely torn apart limb from limb in very certain patterns, as if Subject has a specific method and place for each part.
This was later confirmed as MTF Jane R. reported that Subject was found very carefully (brutally) ripping and placing limbs, organs and intestines around victim’s home.
She also reported Subject would mutter (often stuttering over themself) and laugh to themself.
So at least precise can be a talent SCP-xxxx-S has. Even if it isn’t in the traditional sense.
Despite unusual interactions with other Subjects, it is unclear if Subject might be in some sort of contract or possession of higher force much like the case for ‘The Chaser’.
However, Subject does have a.. unusual relationship with SCP-225-S also known as ‘Njegovo Blaženstvo’ by the cult that transitioned it.
SCP-xxxx-S has a strange ability to seek SCP-225-S out. However, these are not friendly altercations. Despite SCP-225-S being significantly stronger, SCP-xxxx-S will try as much as possible to ruin the creatures meals, either by stealing some or just the whole carcasses. SCP-xxxx-S is quite determined to irrate SCP-225-S as much as often, as possible.
Most likely for fun.
In under no circumstances is normal personal allowed near the Subject, it expresses challenging bloodlust behavior and surprising combat intelligence.
Despite Subject’s horrific burns, SCP-xxxx-S seems to have no grasp of physical pain. Understandable as Subject most likely has destroyed nerves. After altercations it appears SCP-xxxx-S skin will break and crack, causing bleeding. Though, Subject appears to be more aware of blood loss than SCP-524-S.
SCP-xxxx-S will often sleep in trees or small holes that it can fit in. Subject expresses surprising abilities in flexibility. Subject also has talent for being able to sleep whistle standing upright, almost like a horse.
SCP-xxxx-S despite common grounds that it killed its family, Subject’s brother Liu Woods, is under SCP custody. Liu expresses multiple disorders however, is much.. much more reasonable than his brother.
There have been plans of possibly using Liu to lead SCP-xxxx-S into a possible trap, though evidence Subject would even remember it’s brother or fall for it is not concert.

I will admit, Jeff is not a CRP that I’ve ever had a very strong connection too, he just wasn’t ever as.. interesting as the others?? He didn’t seem as plausible or explanatory due to his constant editing of backstories. However, Jeffery is a huge icon for the CRP fandom. So heres Simon and his former self Agent Shard.
Here are some facts about my interpretation of the man, of course some of them are me being dramatic and a little bit sleep deprived but most of it is true. I was a bit tired of him being the fandom’s soft boy and gave him a bit more personality.
Please do not hang me for my ideas of this man, he has possessed me and had me write his livelihood for your viewing pleasure.

- He continues to live with his former mission partner (they’re dating) and has a pet cat who is actually a fugitive running from the GOC after some magic went wrong.

Scp x Captain Marvel
(Why? Because i am going feral for this idea. I am crawling up the walls. Foaming at the mouth. If i could write fics, THIS would be the one, but since i can't, i'll just write this long idea)
Billy (in cap form) is sent into a portal when fighting an magical villain who was attacking Fawcett. The portal leads him to another dimension, where he lands on a populated area. Phones are drawn, videos are taken.
Billy gets nervous. Where was he? Why are people recording him? This for sure isn't Fawcett or anywhere near, judging by their amazed and scared faces.
Billy flies down to the crowd to try and reassure them that everything's fine, but as he lands, the crowd scatters away. Billy didn't think it would be nice to follow them, so he left it at that and flew off, exploring this small city he ended up in.
After a good while of just flying around, he decides enough's enough and goes down to a place he deemed "safe" and de-transforms back to his human form.
What Billy didn't see was a camera on the other side of the road, that saw what looked like an flying man land on an alley, and proceeding to be struck by lighting after yelling 'SHAZAM!' (that surged out of nowhere in broad daylight and in a clear sky), after which a small child comes out of said alley, no sign if the man was ever present.
The SCP foudation executives catch wind of this "Flying man" and quickly get up to capture him, seeing the videos circulating around Social media (and deleting them, not to cause more panic) to locate where exactly it is.
They narrow it down to a small city and dispatch a MTF squad to find the child, now nicknamed SCP-6514-1, contain it, and bring it back to the foundation for further inspection.
As nightfall came, Billy was searching a place where he could sleep safely. This new world didn't seem to have heroes (or, as far as he'd seen) but crime might still be big.
When he left yet another building he thought was safe (an abandoned parking lot didn't seem that welcoming if it rained), he heard footsteps. Multiple footsteps, loud against the pavement.
Billy heart started beating faster, but before he could even think of looking back, an dart shot out from behind him, hitting his arm. Billy instantly felt different- sleepy, drowzy, just, not good, as various masked and armed people came out of his surroundings and picked him up, leading to some sort of car or van (Billy couldn't really tell, he was too busy trying to keep awake.)
When he woke up, he was muzzled. It was not tight enough to hurt, but tight enough he couldn't let a single word out.
He scratched at it to try to get it off to no avail, and just as he was about to give up, the door to the room he was trapped in opened, with the same men who captured him escorting him back to another room- this one being fully white, and being separated by some kind of reinforced glass. He was brought to to one side of the room, and another person awaited on the other side. A nametag on his lab coat reads “Dr. Peter S.”
Dr. Peter: “Hello, SCP-6514-1.”
The man said, getting a note book and a pencil and giving it to Billy,
Dr. Peter: “We would like if you'd answer some of our questions. We assure you, you won't be harmed in any way unless you attack us first and we see the need of self-defense.”
Billy: “...”
Dr. Peter: “I'll take that as an 'yes'. Now, what are your powers?”
Billy, writing down in his note book: “Why would i tell you? You just kidnapped me!”
Dr. Peter: “Well, you see, you are an anomaly. You came out of nowhere, causing mass panic, demonstrating supernatural powers above any normal human's. Could you see how that's a cause for concern, 6514?”
Billy, a bit annoyed at the nickname: “I can see how that would be weird, but not weird enough to kidnap me over! And what's with the numbers?”
Dr. Peter: “The numbers are simply for identitication's sake. And for any intends and purposes, you could pose a threat to humanity, so i find it's enough to capture you over.”
Billy: “Threat to humanity? But i'm just a normal boy!”
Dr. Peter: “How come?”
Billy: “i'm the Whiz kid! I work for the radio!”
Dr. Peter, writing this all down: “Uh huh. I see how you can be an 'normal child', but what about 6514-2, your flying-thunder summoning counterpart?”
Billy, frozen at the mention of marvel: “..I don't know what you're talking about.”
Dr. Peter: “6514, we saw it. It's why we captured you. There's no need to try and say you don't know.”
Billy, with a defeated look: “That's Captain Marvel. A superhero.”
Dr. Peter, with an eyebrow raised, obviously doubting it, yet still writing it down: “Uh huh..? And what exactly does he do?”
Billy: “i save people. I defeat villains. It's what heroes do, isn't it?”
Dr. Peter: “Yeah, i'd think so. But tell me, what is a child like you doing as an superhero? Shouldn't you be at school?”
Billy, writing something and scribbling over it trying to find the right words: “I can't go to school.”
Dr. Peter: “Okay. Well, where did you live, then?”
Billy: “I lived in Fawcett city. You know, the magic one?”
Dr. Peter, writing down stuff: “i never heard of it, and i'm pretty sure there aren't magic cities.”
Billy, a bit upset: “Look, i was just fighting a villain and a portal i accidentaly fell into put me here! I just wanna go home!”
Dr. Peter: “And home is Fawcett?”
Billy: “No, no! Away from here, anywhere but here! I don't want to be here, everyone should be so worried! And i'll not be there for the people i swore to protect!”
Dr. Peter, with a small worried look, collects all his stuff and gets up, looking at the MTF guards on stand by: “I think we've done enough today. Bring 6514-1 back, he's too emotionally charged right now. Besides, we've already got a lot of information.”
As he heads out to leave, Billy knocks on the glass and puts up the notebook.
Billy: “Could i keep the notebook?”
Dr. Peter, thinking it over, since it is a small decision but if anything goes haywire he would be to blame: “hmm.. okay.”

Billy curls up in the first cell he was brought back to, thinking about ways to escape and if the justice league will be able to find him.
“Stupid portal.. making me go to some weird place i don't know..”
Billy thinks, as he draws in the small note book and glares at the camera and it's blinking red dot.
Suddenly, the lights go out in his room. Was it night?
Oh well.
He hopes tomorrow the league will already be here. He misses Mary and Freddy.

Wow. First ask for this series I think. I guess this does have a bit of a SCP vibe when you think about it. I do welcome questions and ideas for stories, so go ahead with them!
Anyways, back to your questions.
Jinho and Jinchul are still alive and kicking, not forced to stay in the facility.
I'll start with Jinho cause he's easier. He is a D-Rank Hunter, so his chances of <Outrage> are slim to none, the same goes for B-Rank and below. A-Ranks are in a unique situation, but more on that when we talk about Jinchul.
Now as for Jinho's relationship with Jinwoo. They still know each other. Their relationship only got cut off before Jinwoo went to have his rank re-evaluated. It's different in this AU cause Jinwoo cuts him off due to not wanting the EMI finding out another weakness to use as leverage against him when the time came.
Jinho watched from the sidelines and was one of the people who objected to Jinwoo being taken into the facility. He was forcefully knocked unconscious when a scene was made, but that was already a good outcome considering some where killed on the spot by the Guards in the past and in other countries.
From then on, Jinho actually follows any news of Jinwoo and tried his best to get him out. Of course, he was denied in every sense of the word.
You weren't there when it all happened and only heard it from gossips, couldn't care less was your attitude because you weren't assigned to Jinwoo just yet. When you were and did a background check, you gave Jinho your word that Jinwoo was doing well and warned him against further action to protect himself and his loved ones.
About Jinchul... He was close to being sent to the facility since he was a high-tier A-Rank Hunter and basically the Hunter Association's Chairman's right-hand man. He was protected by Go Gunhee and was given a close surveillance for all his actions only.
Okay. I promised to talk more about the A-Rank Hunter thing. So among A-Ranks, there are high, mid, and low tiers. Low tiers are Hunters like healers that have low or no chance of <Outrage>, mid-tiers are a slightly higher chance, and high is a chance of reaching the S-Rank's possibility of <Outrage>. Still, the mana level is measured and will be acted accordingly. So not all A-Ranks were made to stay in the facility but only to come and be evaluated from period to period to ensure their sanity.
Jinchul is a particular case because of his status and authority. The facility wanted Jinchul to control Gunhee, and both Hunters knew it. If it wasn't obvious, Personnel 001 was the head of that operation. However, this operation was never passed by the other Personnels, so it was technically unauthorized. When you and a few other Personnels caught wind of it, you all banded together to put an end to it. From then on, Personnel 001's place was rocky at best and you were seen as the indirect and new head or the highest authority.
You have a good relationship with Gunhee and Jinchul that a number of leniency was given to them, naturally within restrictions so Personnel 001 couldn't give you a piece of mind for ruining their plans.

We know CC techno is basically an SCP at this point. Like I can vaguely recall his face, kinda. That got me thinking of actual SCP techno. Maybe he’s the host to a parasitic SCP (blood god) or maybe there are two of them combined (him + blood god) or maybe just him. Something that makes him only vaguely memorable. There was a young man covered in blood at the bus stop.
What did he look like? Hmm, couldn’t tell you. I think he said something at some point. What was he wearing? I don’t know, but he was wearing something.
The SCP foundation is looking for this creature that causes security cameras to fizz and leaves trails of blood that match no known dna. They don’t even know if it’s human. No one can catch this anomaly. Dr. Phil of the Foundation is put on the case. Meanwhile, he takes the new intern, whose name he can’t quite seem to remember (it was tech something right? It was an odd name certainly. Dr. Phil’s degree in ancient history told him it was in old one.) is helping him track the Scp down. The new intern is weird, admittedly, but Dr. Phil’s other inter, Ranboo is also very odd, so he’s a veteran that this kind of thing.
Also, he keeps finding odd bloop stains on the new interns clothes. Concerning, but best not to ask too many questions at the Foundation.
I like the idea of the Blood God being an SCP with parasitic tendencies and Techno being the guy who it attaches itself to. Since it's in line with my dsmp headcanons (ie. Techno himself not being the Blood God but merely a conduit).
The Blood God would be SCP-(insert random number) and Techno is designated by the foundation as SCP-(insert same random number)-A. Though, aside from the parasitic god, he's literally just some guy. He gets taken into custody by the foundation both for his own safety and that of others.
When containment procedures are met, interacting with Techno is not dangerous and actually pretty chill. On the contrary, the Blood God gets agitated when its host is agitated, so keeping Techno safe and sound is actually paramount. He has a bed, gets fed well, and the head scientist (a Dr. Philza Craft) is free to interact with him to offer companionship, sometimes letting his interns interact with Techno also.
Containment procedures are pretty simple:
No blood should ever be within 15 feet of Techno, unless he spilled it himself. This includes blood samples or dried blood.
A bell must be provided for Techno to ring every few hours.
Once a month, Techno must spill blood as a sacrifice to the Blood God. Animals suffice, but humans are better. The amount of blood needed to sate the Blood God can be variable and depends on how agitated it is.
Strategy games such as risk, chess, competitive video games, etc should be provided. Games that Techno can 'win' in seem to keep the Blood God calm for longer and lower the amount of blood needed for a sacrifice.
Techno is functionally immortal (doesn't age and seems incapable of bleeding out, despite feeling the pain of any inflicted wound). Attacking him or trying to harm him usually ends terribly for the attacker. They did a lot of tests at first - also to figure out the containment procedures. But Dr. Philza currently doesn't allow tests anymore, they were both too distressing for Techno and too costly in Class-D subjects.
Killing Techno would be possible, but since the Blood God would just attach itself to another mortal, it's more interesting for the foundation to keep Techno locked up.

So I went and had another SCP dream.
Not real sure who I was - not an SCP, not a researcher. Just someone taking a tour? I know I wasn't a researcher because there was this big room with computers and each computer held records for different Sites. It was a test to join the Foundation - you go to a computer and answer questions about SCPs at that particular Site. The only question I only half remember was 'Who would win - SCP-999 or SCP-14xx' ( it was not 'xx', I just forget the number. )
But apparently I could just walk around unsupervised. There was a section the size of a warehouse that had little houses in it so Safe-class entities could feel more like they were living in a neighbourhood rather than in an institution. Except that it was really obviously just little houses indoors. :p
Found 049 caged in another area. He assured me that I did not have the Pestilence but he wanted to Cure me anyway and kept trying to grab me through the bars. In a fit of common sense, I did not release him. However, I think he sensed Pestilence nearby because he broke himself out, tossed me aside, and ran off to chase it. He had been wearing a small gold cross necklace that fell off in the scuffle so I took it and put it on.
Now to tell you about the Narrator. This was an SCP entity that seemed to exist only as a voice and you could tell he was around because all the objects in the room would be upside-down. He called himself the Narrator, I didn't name him. I had actually encountered him earlier, but only briefly as I ran through the room. This time I talked to him. I'm not sure if he just knew about everything going on in the Site or if he was a reality-bender who could rewrite reality with narration powers. Anyway he asked me what I wanted and I told him I wanted to meet 035. I know it's not the smartest choice I ever made and the Narrator also sounded very 'it's your funeral' but told me 035 would breach soon and I would find it in the tiny-houses-in-a-warehouse area if I hurried.
So I go there and do manage to find 035 ( who looked kind of janky. Like a cheap papier-mache mask instead of porcelain. But I knew it was 035. It was on a D-Class. ) I wondered if it'd notice that I was wearing 049's necklace but it didn't ( it fell inside my shirt I guess. ) It was a lot less dangerous than 049. I told it that I wanted to tag along with it and it was just, "Okay, follow me!" Except then it just ran around this big pillar in circles, I guess to see if I would notice? We did a few turns around the pillar ( it was big, okay? ) before I realised what it was doing so I turned around to catch it and it was all, "Ha ha, you caught on!"
But then we never did anything cool because I woke up. :p
