ok, I have the impression that you are wrongly connecting these two moments

i doubt oliver was mad at josh for wanting to back out of their budding relationship

oliver didn't seem to think much about the decision. and when he did think about it he realized that josh was someone oliver didn't want to give up so easily (remember how oliver realizes that it's his mother again interfering in his relationship to protect oliver that's robbing him of his happiness)

in the scene where oliver tells josh "how is it possible that you fall for me when you don't know me" it's more of oliver's self-doubt speaking than actual anger at josh

oliver himself is no longer sure who he is, what was real in his life and what wasn't. why should he think that his relationship with josh is any different from the rest of his life

and what does josh do? he does his job and gives oliver space because he sees that oliver needs it. then later he goes to oliver hoping that he's calmed down and they'll come to an understanding. but oliver's not there. only the suit is left. so josh calls oliver because that's what any adult who worries about someone important to you would do. only oliver doesn't answer because he has to sort out his life first to be able to figure out what this thing he has with josh is

I think Josh is nervous and might be thinking "damn I screwed up again"

neither of them is angry at the other, they just want to understand what's going on

all they need is to learn to open up to another person and learn to talk

I won't say, I misinterpreted it myself at first, but it's enough to look at the situation from both of their perspectives to make it clear that you can't blame anyone here or something

oliver is still not over how easily josh wanted to break up the first time. how he said it was just “misplaced grief” and they were just “having fun”

so apologies if oliver is not entirely believing the whole “i think im falling for you” thing now. okay.

he got his heart shattered the first time around when he thought they were doing great. and was absolutely blindsided. and you can’t exactly blame him for being cautious and wanting to end things on his own terms this time around (should it come to that, but it won’t, because they will communicate and talk it out and sort it out)
