So here's the thing. I see a lot of people talking about the whole "Roy and Riza aren't married because of the anti-fraternization law" thing, and they always extrapolate it to talk about how it's preventing them from being a canon relationship or whatever, but it seems to have been telephone gamed because I notice that nobody ever talks about the original context the relevant quote from Arakawa came from.
The statement originally comes from a comment from Arakawa in Illustration Collection #3, which was in response to diehard shippers saying things like "aren't they going to get married?" So in that comment, Arakawa's response was
結婚すると軍の規約で上司とその補佐でいられなくなっちゃうんだよ〜 If they did get married, the military restrictions would make it so they wouldn't be able to stay as superior and lieutenant, you know~
(I don't have the book myself so I can't confirm, but fans quoting the line in Japanese consistently quote it with either だよ〜 or だよぅ.)
In other words, this wasn't Arakawa shooting people down or trying to dash hopes. This was fans going "why can't they just get married already!!" (as fans often do) and Arakawa going "oh, married? They can't get married, that'd get in the way of what they're trying to do right now" with a healthy heaping of wink-wink-hint-hint :) aura.
So make of that what you will.

A Day Trip to the Past - Part 3
They were in war. A monster was at the distant. Mama was healing Nanadaime. And then her Papa appeared out of nowhere.
"Sasuke-kun?" Her eyes widened in shock.
"Is it Sakura?" Her father turned and responded.
"Wait! Pause!" Chocho cried.
"Chocho, this isn't a recording where you can pause!"
"Don't you find this familiar?"
"What?"
"This entire scene! It's the third times!"
"Huh?"
"Your mother calling out and then your father responding or vice versa! They did that everytime they met!"
"Eh? Come to think of it... that seems to be the case."
"And everytime that happens, the wind stopped, their eyes locked. This is definitely a great love story," Chocho cried excitedly. "And your father always addressed your mother first!"
"If you put it that way..." Sarada scratched her face in mild embarrassment.
It does feel like a scene from a romance drama, usally the ending scene too. The scene before they end the episode in cliff hanger. Just what are those two doing? Sarada thought. No, no, no, it's just mere politeness. You greet others when you meet. Don't let Chocho get into you!
"That's just mere politeness, Chocho, don't think too much."
"Do you think this father of you," Chocho pointed at the Sasuke in front of them, "is someone who bothers with politeness? In the middle of a war?"
"Well..."
"And weren't they trying to kill each other the last time they met? Why are they chitchatting like there isn't a full blown war behind them?"
"Well..." Come to think of it, they were truly trying to kill each other when they last meet. Why were they so friendly now?
"Wait are we switching scene again?" Chocho cried. "Can you give us some time to prepare? I am going blind from the constant flash!"

"Where are we again?" Chocho asked.
"Is that Mama?"
Sarada knew it's her mother but she had never seen her in this state. Black marks sprouting from her forehead, down her arm and then swirling around the man in front of her.
"What's your Mama doing?"
Sarada used her Sharingan to try to understand the logic behind it. "Mama is draining her chakra into the person in front of her. Wait... he also has Sharingan!"
"What is he doing with his eyes?"
"He seems to be opening portals to different dimensions with his eyes. What are they searching?"
The next dimension they arrived at was a sea of acid. The acidic water corroded Sakura's jacket and her arm.
"Let's wait a bit until you heal your wound," the man said.
"Forgot about it," Sakura smiled tiredly. And then she continued to drain her chakra to the man in front of her.
"Mama's chakra is running low," Sarada cried out nervously. "Just what are they finding?"
The next portal was opened.
"Sasuke-kun! Sasuke-kun this way!" Sakura shouted.
"They're searching for Papa..." Sarada saw her father running towards the portal, but the portal was getting smaller and smaller. Both of their chakra was running out. Until the portal closed.
"No!" Chocho and Sarada shouted nervously.
"No..." Sakura muttered and then she collapsed from exhuastion.
Sarada gasped. "Papa!"
Sasuke appeared out of thin air and caught Sakura before she collapsed. They glanced at each other.
"Look!" Chocho cried truimphly. "No one can doubt me this time! This is a scene straight out of a romance drama! Wind stopped, eyes locked!"
"Eh..." Sarada felt her face getting warmer. "Anyway I think we're about to change scene, close your eyes Chocho!"
Sarada closed her eyes in embarrassment. .The way they looked at each other made her face blushed as if she was intruding on her parents' secret. Why did she have this thought? No, she was not embarrassed, she amended herself. Then they were transported once again.

A Dayrip to the Past-Part 2
Part 2
"Do you find this place very familiar?" Chocho asked.
Sarada took in the place around her. It's dark, late at night with a cresent moon hanging high above their head. Her mother sitting on a bench dejectedly. What is she doing here alone at such a time?
"This place... isn't this near the entrance of the village?" Sarada noted. "What is Mama doing..." Her words trailed off as she saw her father walking down the road with a backpack in tow.
"They're setting out for mission at this time of the night?" Chocho asked.
"Why are you around here in the middle of the night?" Her father asked.
"I knew you'd come this way if you were to leave..."
Leave? Sarada widened her eyes. Her mother had always been evasive about part of their past. She had sensed her mother trying to blur out certain things, telling her Papa had been away from the village for awhile, but never stating the reason nor the way he left the village. She had thought maybe his tutor took him out for training for a few years, she knew it didn't sit right deep in her heart, but it had been done, hadn't it? Now realization dawned on her, maybe her father had ran away from the village. Maybe her father was a defected shinobi.
While Sarada was deep in thoughts, the scene she had never once dreamed of unfolded in front of her. Her mother begging her father to stay, tears streaming down her eyes, but Papa was determined to leave, she could see it in his eyes.
"I love you with all my heart..." Sakura cried, Sarada could sense the desperation and sadness in her mother's voice.
That was then her father turned around and said with a sarcastic smile, "You really are annoying."
"Don't leave!"
With just a blink of eye, Papa was standing behind Mama.
"Thank you," Sasuke said and then he knocked her out.
Sarada watched with aching heart as Papa carried the collapsed Mama and placed her on a bench. Even though she did not want what's happening in front of her to unfold, she knew deep down that her father would turn around without a pause and walk out of the village without any hesitation. And he really did that, with the crescent moon shining behind him.
"That's... Sarada..." Chocho muttered.
"I know, I am shocked too." She brushed away the drop of tear she had no idea was hanging on her eyelashes until now.
"Don't worry Sarada, you're proof that everything turns out alright in the end!" Chocho tried to cheer her up.
"I know right?" Sarada tried to smile.
"It's like those melodramas Mama love to watch, before the couple get together they have to undergo hate, love, misunderstanding, miscarriages, memory loss and whatnots."
"..." Sarada slapped Chocho on her arm. "Just what kind of dramas are you guys watching! I don't want my parents to undergo those!"
But why did Papa have to go? Why did he defect Konoha? Sarada thought. And he told Mama she's annoying, she must be deeply hurt.
White light again enveloped them.

When Sarada opened her eyes, she saw her mother running out of a cave like structure.
"You! What are you after!" Sakura grabbed the collar of the man in front of them.
"Is that..." Chocho asked.
"Uncle Sai!" They both exclaimed at the same moment.
"How many times do you plan to stab us in the back before you're happy?" Sakura demanded.
How many years has passed? Sarada thought. This Mama felt closer to her present day Mama. She no longer looked like a fragile flower that needed to be protected.
Suddenly a voice intruded on them.
"Ah...it's Sakura..."
Sarada saw her mother slowly turned her head, her eyes widening in shock as she took in the man standing in front of her.
"Sasuke-kun..."
Similar to her mother, Papa had also grown, he definitely looked different from his 12 years old self.
"Sarada...this must be where the romance starts?" Chocho hushed excitedly.
"Ha?"
"So insensitive, Sarada," Chocho shook her head while sighing. "Their eyes locked! The wind stopped! That's what Mama had mentioned! Start of an epic romance tale."
"Eh... I am sure it's more from shock from Mama side. And do you think that's romance!" Sarada pointed at the horrific scene in front of them, in which Papa started to attack those present in the scene. Mama included.
"Your father is truly terrifying," Chocho conceded.
Sarada swallowed nervously. She knew everything turned out fine in the end, but this... this was definitely not what she had expected! This was not the father she was used to. She did not know this power hungry, revenge focused, cold and heartless monster. This was definitely not her father! She felt as if a vengeful foreign soul was controlling the body of her father.
She saw her mother sobbing silently after her father had disappeared. The heart break and sadness she could feel from her. She wanted to hug her mother.
"Maybe... that's why Mama never told me anything about their past," Sarada said dejectedly. She buried her face in her hands. She was so confused, did her father really love her mother? She could not feel an ounce of friendly emotion from this foreign person that looked like her father. Let's not talk about romance, not even their previous team 7 comradeship was present. Maybe she had opened a pandora box she should have left untouched.
"Sarada, don't worry! Trust me! As a romance specialist, this is definitely an epic love story in the making!"
"When did you become a romance specialist?"
"Hoho, I have been watching great romance drama with my Mama since I was born. Nothing can escape my eyes. I have the Sharingan for romance!" She pointed her eyes in pride.
"..." Sarada sighed. "I guess we'll find out the answer in the end." No matter good or bad.
White light enclosed them again.

"Where are we this time?" Chocho asked excitedly.
"A broken... bridge?" Sarada opened her eyes just in time to see electricity shooting out from her father's hand, someone was lying by his legs. "Papa... was about to kill... is that Aunt Karin?"
"Sasuke-kun!" A familar voice shouted from the other side of the bridge.
"It's you...Sakura." Her father turned and responded, halting his finishing blow.
"Sasuke-kun, I am abandoning the village and coming with you!"
"What is Mama talking about?" Sarada cried.
Sarada did not comprehend what's unfolding in front of her. She had an omnimous feeling. The father standing in front of her felt so foreign, so unnatural. He felt possessed, even a bit unhinged, her hypothesis was further confirmed when she heard her father saying he wanted to destroy Konoha. Her Papa would never... this isn't her Papa.
"If you kill her, I will let you come with me."
Sarada saw her mother walked towards her father until she was just next to Aunt Karin. Her mother had her head down and then she slowly pulled out a kunai. Her hands clutching the kunai hardly as if deciding on something.
Sarada shook her head. "Mama is a healer. This is too cruel of a test. This isn't... isn't... No!" She shrieked in shock and pain as she saw her father attempting to kill her mother from behind. Her instinct took over and ran towards the two of them, "Stop it! Papa!"
She could not make it in time, but Rokudaime appeared at the last second.
"No, this isn't the truth, this is a Genjutsu." Sarada hugged her head in her arms, shaking with shock and fear, fear that this might really be the past. "No... no... this isn't the truth. No... this can't be..."
"Sarada... It's really a Genjutsu," Chocho comforted. "It must be!" she humphed. "Everyone can see what a lovely couple your parents is! And you're living proof!"
Sarada thought back to her stoic yet gentle father and energetic and caring mother. Memories of that time when she made that silly mistake and demanded answers from her father appeared in her mind.
"Do you think that your heart is truly connected to Mom's?"
"Yeah... because we have you, Sarada."
"That's right," Sarada said, "how can I be defeated by such a Genjutsu." She wiped the tears from her eyes with her forearm. "I should trust my Mama and Papa. I should trust my own eyes."
"That's right!"
"Mama?" Sarada shouted in disbelieve once again as she took in the scene in front of her. Her mother had a kunai aiming at the back of her father. At the last second though, for some reason her mother could not continue the stab, her hands trembled, tears flowing down her face. She could feel the heartbreak and sadness from her mother.
Her father spun around and strangled her mother with his hand. Sarada could see it in his eyes, he would kill her if not for Nanadaime's arrival. He was truly unhinged.
"Sarada, it must be a Genjutsu!" Chocho humphed.
"But this seems so real," Sarada said as she listened onto her father's monologue of hatred. If she was in this situation, would she do something similar? Maybe she would. She was her father's daughter afterall.
She clutched her aching heart. She slowly walked towards her mother and did what she had been meaning to do. She hugged her mother.
This isn't Sasuke-kun... this isn't the path you should be on... Even if it costs my life, I will save you from darkness. I have decided on that but why... why can't I kill him. Why am I so useless?
Sarada widened her eyes. Is that Mama's thought?
And then they were once again blinded by the flash of light.

A Daytrip to the Past
In which Sarada found out her parents' love story is actually a melodrama.
Part 1
"Are you familiar with your parents' love story?" Chocho asked as she poured more chips into her mouth.
"Ha?" asked Sarada in confusion. "All of a sudden?"
"Yesterday my mama told me about her epic love story with papa. It's so romantic!"
"Romantic?" For some reason I can't imagine papa being romantic in any way, Sarada thought.
"Yes! She told me that papa saved her in one mission. When that happened, the wind stopped blowing, she stared into papa's eyes and then they fell in love!"
"Ha?" Sarada adjusted her glasses in confusion. "Was your mama by chance watching drama at that time? That seems straight like a scene from some melo. How could such things happen in real life?"
"You don't believe me, Sarada?" Choco eyed her with anger.
"No!" Sarada put up her hands in defeat. "It just felt like...eh... a tad bit too romantic?" I bet it's a scene from drama.
"That's exactly what I want to tell you! My parents' love story is super romantic!"
"Eh... nice."
"How about your parents, Sarada?"
"Eh..." Sarada adjusted the glasses on her face in nervousness.
How will I be able to know? she thought. Everytime I ask Mama about Papa, a suspicious blush appears on her face, but she is surprisingly evasive. She talks a lot, but actually nothing is revealed. And I certainly will not ask Papa about such thing. It's totally embarrassing.
Chocho narrowed her eyes. "Sarada... don't tell me you actually don't know anything about your parents' love story."
"Ahahaha, of course not!" Sarada took a step back. "They met in the Academy! They were in the same team! That's where they met and fell in love!" She nodded. Even she herself was kind of persuaded by this.
"Really?" Chocho asked. "But that doesn't seem one bit romantic."
"Well, have you met my papa, do you think he may be romantic in any way?" Sarada shrugged.
"Then why did your mama chose him? Aunt Sakura is pretty and an accomplished medic-nin. She must have lots of suitors. Look! It's Rokudaime! Isn't he the teacher of your parents? We can ask him!"
Sarada turned around to find Rokudaime wandering on the street in his typical laid back attitude. Before she could stop Chocho, she was already in front of Rokudaime.
"Rokudaime, you are Sarada's parents teacher right? Can you tell me about their love story? Is it very romantic?"
"Choco, don't be silly! Don't intrude on Rokudaime." She smiled apoplegetically at Rokudaime.
Ah, but I am also very curious, Sarada thought. Please tell me something!
"Hmmm," Kakashi pondered. "Romantic?" A glint appeared in his eyes. "I wouldn't say so, your father actually mentioned specifically that he would not play with romance."
"As expected, papa is totally not romantic." Sarada sighed in disappointment.
"Well then why did Aunt Sakura chose Sarada's papa?"
"Well..." Kakashi tucked at the mask covering his face as if pondering on a difficult question. "Sarada, haven't you heard anything from Sakura?"
"Mama is surprisingly evasive about this topic."
"Then I should not be the one to disclose this." Kakashi nodded and then he disappeared into a puff of smoke.
"Do you want to know?" Another voice appeared behind them.
They turned around to find an old woman standing there. She was short with her white hair tied into a small bun above her head. Her face was covered with wrinkles. She looked ancient, but her eyes were surprisingly glinting with wisdom.
"Who are you?" Chocho asked.
"Do you want to know?" the old woman smiled warmly. "Your parents' past." She looked straightly at Sarada.
If she put it that way, she would be lying to herself if she denied. She was extremely curious about her parents' past, especially when the two of them were being so evasive about that. Look she even thought her mama wasn't her own mother because of how they were acting! Thinking back it was silly really, but could she really be blamed?
Sarada nodded gingerly as the old woman glanced at her with her piercing gaze.
"You seem like a good child, let me grant you your wish." The old woman smiled warmly and with a snap of her finger, everything turned white.

When Sarada opened her eyes again, the old woman had disappeared.
"What just happened?" She tried to blink away the tears from the flash. "Did you see that flash, Chocho?"
"It nearly blinded me!" Chocho fumed.
"Wait, Chocho, weren't we standing next to a udon shop just now?" Sarada asked. She pointed at the shop next to them. "Why did it turn into a confectionary shop?"
Chocho glanced at the confectionary shop in front of them. "Wait! I have heard of this shop. Papa told me about it. He said this shop sold nice sweets, even though he liked chips more, and that it closed down when the owner retired. Fifteen years ago."
"Then... why is it still here?" It didn't make sense, Sarada thought. That's when she realized, the street looked different. All of the more advanced technology gadgets disappeared.
She ran down the road until she could take a glimpse of the Hokage rock.
"Wait for me, Sarada!" Chocho cried. "What's..."
"We're in the past," Sarada declared. The four faces on the Hokage rock staring back at them.

"That is if this is not a very complex Genjutsu," Sarada said.
"Then what's your thought?" Chocho asked. "You're the expert. You have the eyes."
"Well... My eyes told me this is real."
"Then it is real."
"Or someone stronger than us cast us into this complex Genjutsu."
"Then what can we do?"
"Nothing. I guess we should just go with the flow." Sarada sighed. "But just when are we?"
"Look! Isn't that...Rokudaime?"
Sarada turned around to find a group of four walking towards them. Three of them were in tattered clothing. She could not imagine her stoic papa walking around with two feathers sticking out from his hair. Each of them was holding a chicken flapping in their hands.
"I can't handle it! What kind of boring mission is this?" the boy that looked suspiciouly like Nanadaime complained.
"Well..." Kakashi dragged on. "But you can't even complete this boring mission perfectly."
"This is the fourth in a row! After kittens, dogs and chicken what else are we going to catch next time? Toads?"
"Shut up, Naruto!" the girl that looked like mama shouted. "Don't put that idea in his mind!" She fumed. Her usual neat hair stuck out in multiple direction. It looked like a haystack.
Papa glanced at the two of them coldly and continued walking, but she could see how he agreed with them.
"Wait, Sasuke-kun! You have feathers in your hair! Let me help you!" Mama said as she ran after Papa with a blush on her face.
So Mama liked Papa since she was small.
Papa turned his head to the side when Mama was picking the feather out from his head. "Take good hold of that chicken. Don't let it run away," he said coldly.
Exactly something Papa would say, see he was not romantic in any way, Sarada thought in dismay.
"Of course Sasuke-kun," Mama replied with a smile on her face.
"It defintely does not look romantic," Chocho said.
"Told you."
"Then when did their romance story take place?"
"Who knows..." Then everything turned white once again.

"Where are we again?" Sarada opened her eyes to find herself inside a forest. It's dark and filled with an omnimous feel.
"Sarada, do you find this... a bit creepy?"
Sarada nodded solemnly. Then a shriek echoed throughout the forest. Sarada and Chocho ran towards the sound of the shriek to find a horrific scene unfolding in front of them.
Mama was sobbing uncontrollably by the side. A snake like monster bit Papa on his neck. Papa then collapsed onto the ground.
Sarada found her hands to be shaking uncontrollably, she had never encountered someone like this. That monster seemed strong, out of their league.
"Snake..." Sarada mused. "Is that Orochimaru?" She widened her eyes in shock when she realized this.
"Orochimaru? You mean that... person we met when we were on our way to search for your Papa?"
Sarada nodded. She knew Papa studied under Orochimaru when he was young, that was the most she could glean from Mama. But what was the meaning of this?
She wished to rush out to help her mother when she saw her Mama dragged the two unconscious boys with shaking hands to the hideout she found. But she knew she could not.
"Should we go out and help Aunt Sakura?" Chocho asked. "She seems so fragile, like she can fall down any second."
"We cannot, Chocho. This isn't our timeline. And haven't you realized, we can't touch anything in this world. We're just passerbys. No one can sense us or see us."
"This is a first... I have never seen Aunt Sakura so fragile. She seemed to be always full of strenth."
"You have no idea..." Sarada replied, thinking back to their house Mama pulled down in anger.
This was the first time she saw her mother as a genin. This was so unlike her, like Chocho said her mother was full of power and strength. The Mama in front of her was like a fragile young girl. She had never seen this cry baby side of her Mama. Her Mama was always resilient and dependable.
The time slowly passed until it's dawn. That's when another team of enemies striked.
They attacked her defenseless Mama. Even though Sarada knew everything turned out alright in the end, she was comforted with the fact Uncle Lee arrived to save Mama. She let go of a breath she had no idea she was holding.
"Oh no!" Chocho cried. She covered her mouth in horror. Uncle Lee was defeated by the three enemies. All that was left was Mama.
"Mama!" Sarada cried in anguish when she saw one of the enemies grabbed her mother by her hair.
I have to save her, Sarada thought. Mama is in danger! Someone save her! Papa! Before she could stop herself, she found herself running towards her mother, even though she knew she could not do anything.
That was then she saw it, the glint in her mother's eyes. The gaze she sometimes captured in her mother. The resilience she came to admire in her mother. As if in slow motion, she saw her mother pulled out a kunai and cut her long hair.
Mama started fighting back, with all her might. Sarada had never seen her mother in this state, blood dripping down her face, desperation and determination in her eyes as she bit down on her enemy wrist. The enemy that was leagues above her.
"Is that Papa?" Chocho exclaimed as they saw the old Team 10 jumped forward to help her mother.
Sarada was touched by their comradeship.
"Sarada, I will come and support you! Even if we're opponents!" Chocho declared.
"We're friends, you don't even have to mention it!" Sarada smiled.
"Look!" Suddenly Chocho grabbed Sarada's arm and pointed at something.
"Papa!" Her father had awakened. She saw him taking in the tragic scene around him. That's when she noticed something weird. Black marks creeped over his face.
"Sakura, who did that to you?" Papa asked the shaking Sakua.
And then Papa shot forward and attacked the enemies.
Sarada took in the brutal scene in front of her.
"This... has to be a joke right..." Sarada cried. "A complex Genjutsu to challenge me... This is not... Papa... right?" Sarada exclaimed as she saw her father brutally breaking the enemy's arm.
"Stop!" Mama cried with distress. She saw her mother ran to embrace her currently ballistic father. "Please stop." Sakura sobbed.
Sakura looked at Sasuke begging, trying to bring back her Sasuke. That was then Sarada saw the black curse marks receded. Her mother... succeeded.
"Now I would say that's quite romantic!" Chocho exclaimed.
Sarada found her face turned hot. Even though she did not want to admit it, she also thought that's a bit... like a scene from some drama. Not to the point of romantic, maybe a bit touching and embarrassing for their daughter to watch.
That's when everything turned white again.
