I think Bobby realized Athena meant a lot to him in the motorcycle call, and that Athena felt the connection he saw then in church and that's why she agreed on the date.
But I think the falling in love part happens off screen, in the sense that even if they aren't solid at the start of season 2 they're completely gone on each other. Like, their argument goes along the lines of "you mean so much to me I need to be able to enjoy the outside world with you, and I need people to see me with you" and "I can't go out with you because you make me too happy and that's okay while it's hidden and I can pretend but it isn't if anyone else finds out". And Hen says it, they were happy and then angry at the same time and that's how she realizes they're together. Because the knowledge that the other one is out there and they have something brightens their mood.
Does their love grow? Yes. Do they realize it's actually love later on? Probably. That's what the moving together/proposal is about, coming to the realization of the extent of the love they have. But we don't see the moment the attraction and the potential turns to something solid because it's there in season 2.
