I can only say…
The French did it first! XD
But yeah, the Revs seem to be heavily based on the French Revolution and Les Misérables mixed with a steampunk look so I believe it’s only normal to find many references to either theme within the organization.

I wonder if Belo Betty is also a reference to Betty Zane.
It could be. I wasn’t personally familiar with her figure, but after you asked, I did some research and she could certainly be partly based on her.
As I’ve said in the previous ask I just answered, Oda’s known for building his characters and locations out of several different sources, so who knows?
We’ll more than likely learn more about Belo Betty soonish (at least I hope), so I believe we should be able to identify what sources she’s based on more clearly.

I think it's Liberty leads the people. It explains her powers.
Actually, it could still be both since Bellona or Belona could be ethymologically related to her surname, Belo.
It’s not the first time Oda cuts a source name or surname short. A good example of it was Sora’s handmaid Eponi; she’s obviously a reference to Les Misérables character Éponine name-wise, only with a shortened version of the name.
Besides, Oda’s known to use at least two or three different sources for his characters or locations, so it’s not really a matter of choosing one or the other.

OP Chapter 904 - On Belo Betty
Let’s talk about the new female character in the series:
The Revolutionary Commander Belo Betty.
I had an inkling as to what her possible sources may be ever since I read the spoilers for the chapter yesterday and I’d like to share my suspicions with you guys.
So far, I can see her as being based on two possible figures:
1 - Bellona
Bellona was a minor goddess of war within the Ancient Roman pantheon (the primary god of war being Mars).
She’s been depicted several times through different historical periods, but the one that reminds me most of this character attitude-wise is this one:

Le départ des volontaires en 1792 (Departure of the Volunteers of 1792) more commonly known as La Marseillaise by François Rude is one of the four bas-reliefs that can be found decorating the Arc de Triomphe de l'Étoile (Paris).
In it we can see goddess Bellona, sometimes referred to as Liberty as well, rallying the French people to battle against their enemies.
Etymologically speaking, Betty's surname (Belo) could be referencing this goddess' shortened name, as she can be referred to as Bellona or Belona as well.
2 - Delacroix’s masterpiece

La Liberté Guidant le Peuple (Liberty Leads the People), created by romantic painter Eugéne Delacroix in 1830, shows the depiction of a goddess-like, bare-breasted lady representing Liberty or Marianne, as the French call her, once again rallying and leading the French to battle.
She’s the national symbol of the French Republic. Marianne was created as a personification of reason and freedom, as a way to symbolise the French Revolution.

OP Chapter 904 - Moda
I’m more than likely not the first to point this out now, but from the moment I saw this lady I just knew she was Moda, that young girl that saved Ace from the river during his Great Blackbeard Search cover story.
It’s great to see characters introduced in cover stories make cameos within chapters.
