Sunset Shimmer's funny because yeah, she was a weak villain when she first came onto the screen but that's only because where she spent most of her time literally nerfed all magic out of her. It's like being an evil tech genius but you end up stuck on a prehistoric planet so you're basically useless.

An Equestria Girls where Sunset retained her magical abilities after crossing over would've been so different because that lady would've taken over Canterlot City and been so much worse for it.

Both were mean girls who worked their way to bettering themselves thanks to the people around them that'd become their friends. The two have common ground and a lot of ways to bond and help each other when they slip up. It's also funny noting that Sunset's goals were arguably worse compared to an actual monster.
