I seriously may be the only one who headcanons that Mr. Davidson is fully in the know what's happening at CCRP, and he was hired to be a fake boss at the tech department to keep an eye on them as the tech department is being used as lab rats
Like every now and then, some people higher on the ladder come to have "meetings" with Mr. Davidson, but in reality they discuss new tests/projects they wanna do, and wanna know which tech department employee would best suit it
I headcanon that every boss at every department is like a babysitter more than a boss
