The concept for this piece is "clothes from your hometown". More of my thoughts on the designs under the cut:

The people of Meteor City most likely wear whatever they can find regardless of the fit. I imagine Chrollo's clothes would almost never fit right and have some mismatched elements. At the same time, I think it's safe to say that Chrollo cares what he looks like and does want to express himself with his style whenever possible (I doubt he accidentally fell into leather pants/a big coat with an inverted cross and we know he has minimum 2 tattoos.) So, if Chrollo continued to live in Meteor City into his adult life, I think he'd customize his clothes as much as possible and use whatever trinkets he could find to accessorize. As a final bit of functionality, carrying a bag and sewing extra pockets into clothing would be a must for a person who has to scavenge/steal to survive.

As for Kurapika, I know the Kurta people have an established style of dress that's quite distinct. In the past I've dragged Togashi for his inability to design clothes (and I will continue to drag him), however, I actually really like the silhouettes of the Kurta clothing as well as the bright colors. For the sake of doing a redesign, I wanted to do some more delicate embroidery/weaving for the patterns instead of the chunky shapes. So I created a repeating pattern out of that infinity shape Kurapika has on his skirt in the Yorknew City arc. I also wanted to break up some of the stiff horizontal lines with a breezier fabric and some tassels.
