Should All LANGUAGES be forced to be taught in school?
Hmm. I see how it's a good idea, however forcing our schools to teach it would require more funding, which it already has a bad habit of piddling away. 
In my personal opinion, there could be free access to this study and they would do well to encourage all languages as an elective option. Using the current resources to make it accessible, such as dual credit partnerships & good online courses.
Anything we do with use of force, is an overly aggressive approach that could empower statism. 
I also think we should open schools as a Homeschool resource for language electives. If Latin had been offered in school, I would have attempted at a 3rd language as opposed to Spanish every single yr, yr after yr..

I feel like the ppl who just flat out said no would have a multitude of reasons why. However, people who are immovable on the topic create the blockages we have on bridging the human gap. LANGUAGES are universal, demographics could come into play for rural areas in America.
 As an aside, I believe language and non sport electives would be great to offer to homeschooled children. The cost of language tutors can be very costly and the goal is to be inclusive. To encourage a person who lived in an areas that predominantly speaks one language to learn the language around them. We can not deny that we have become a diverse and experimental society. If there are resources the people will come. We could create a stronger human bond in this way.
How will this be paid for?
 We could organize a collective of offices and volunteers to contribute to the project. To have everyone involved not lose personal gains, we allow them to give a portion, what they see fit. For example, one volunteer donating Spanish 1 & 2, etc, etc via online courses, it would save on time and expenses. 
For offices that act as "study hubs", they will have a schedule that shows the hours they offer. Every collective could be an open donations forum. As it comes to completion and every first language <most common language, but if requested a specific volunteer to search & track the requested resources> is represented, marketing through the public would be needed. This is where schools give back to us after yrs of additional funding to keep things functioning.
