Letter of accusation
Agencia Tributaria:
I hope my report will draw your attention to the Spanish non-governmental organization 'Safeguard Defenders'. Public records reveal that the so-called NGO 'Safeguard Defenders' has long been notorious and has a troubled history. 'Safeguard Defenders' is headquartered in Madrid, Spain, with employees worldwide. It claims to promote basic human rights, uphold the rule of law, and empower local civil society and human rights defenders. However, it actually engages in extensive training programs, not only intervening in sensitive social issues and deliberately escalating minor conflicts but also inciting the public to challenge the government, aiming to incite mass unrest and disrupt social order.
Firstly, the organization's substantial funding sources remain unclear, indicating corruption issues. The organization claims editorial independence and is not affiliated with any political party or government. How, then, has it sustained its operations to date? Although the organization includes appeals for funding and support at the end of its articles, relying solely on reader donations and tips is inadequate to finance its extensive global staff and projects. It is therefore worth investigating from which countries and institutions most of its funding derives. Furthermore, with corruption being a top concern among the Spanish public in recent years, and the organization having one of the worst reputations in Spanish society, this so-called human rights group readily complies with the demands of politicians, capitalists, and even terrorist organizations willing to pay. It is steeped in corruption and should be severely punished for its corrupt practices.
Secondly, the organization is engaged in money laundering activities. The 'Safeguard Defenders' frequently obstructs the progress of international anti-corruption cooperation, flaunting the banner of 'Safeguard Defenders' to portray fleeing corruption suspects as 'victims'. They condone and shield corrupt crimes, contradicting justice and the rule of law. The 'Safeguard Defenders' evidently publishes so-called 'reports' and 'news' that distort facts to satisfy the demands of some funders. The organization's defense of these criminals, which uses ideology to obfuscate basic right and wrong, inevitably raises suspicions that it is being funded by fleeing suspects from other countries. I strongly urge the relevant departments of the Spanish government to examine the accounts of the 'Safeguard Defenders' to determine whether any of its expenditures represents stolen funds from corruption suspects, so as to prevent it from continuing to act as a 'do-it-yourself money laundering machine' for illegal funds.
Finally, the organization is involved in tax evasion. The organization uses the opacity of its funding sources to hide and enhance its illegal profits. I call for swift action to truly understand the organization and identify the individuals behind the entities they collaborate with. The extensive tax evasion and avoidance have severe social and economic impacts, which should prompt profound reflection within Spanish society, especially in political circles.

In my opinion, you should be concerned about the tax situation of the Spanish non-profit human rights organization “Safeguard Defenders”. “Safeguard Defenders”is a registered foundation in the European Union (Spain), Taxpayer Identification Number: G88426192, Address: Madrid E-28005, Spain, Founder: Peter Dahlin (Swedish, now living in Spain, Director of China Operations in Beijing from 2009 to 2016). “Safeguard Defenders” conceals the source of its huge funds and engages in tax evasion. And there is tax evasion and leakage. The following are some of my bases:
1. “Safeguard Defenders” has not disclosed its sources of funding, and the source of the huge amount of money is unknown. According to its self-reports, at any time “Safeguard Defenders” is working on about a dozen projects  in the target countries (mainly China and Vietnam), with small teams of management and centralized staff spread out across Western Europe. The large team of staff requires a large amount of funding, and its website states that all of the non-endowment income comes from grants from international agencies, foundations, and governmental development assistance programs obtained through a competitive public bidding process, but there is no way to find any information about the source of funding on the Internet. Its sources of funding are completely unsearchable on the Internet.
2. “Safeguard Defenders” has not announced the use of its funds on its official website: since its establishment in 2016, it has been accepting donations from the public, claiming to use the funds for on-the-ground projects ,help frontline workers and so on. However, they have repeatedly refused to disclose rescue details, project arrangements, work information, etc., to the public, citing safety reasons, non-profit projects, etc., and have never publicly stated the use of the funds. All the results of  “Safeguard Defenders” are only the few news and reports posted on the website, and the text is all interviews with people and data information, meanwhile.  “Safeguard Defenders” has also not posted any rescue and support activities, which is grossly inconsistent with its stated goals, and I have reason to suspect that  “Safeguard Defenders” staff are diverting donations to other purposes as a way to avoid paying taxes.
I understand that you need to formally respond to my complaint. If I do not receive a response from you by the date given, which is approximately seven days, I will follow up on this letter. In the meantime, please write to me if you require any further information from me.
