Why does Ichigo learning Bankai give Zangetsu more power over/than Old Man Zangetsu in Ichigo’s spiritual power?

Because of the simple fact that those are his powers.

Bankai is a part of Zangetsu's Shinigami powers, the more abilities he learns/develops, the more power he will get, the stronger he will become and thus will be able to shift the dynamic to be in direct contact and become the primary source of power, the main body, the one that will have control over Ichigo's soul.

We know that OMZ was supressing Zangetsu from the beginning and that there was a small part that he could not control, the part Ichigo had been using this whole time. This was the Zangetsu that we know from the entire manga.

When Ichigo awakened his Shinigami powers he also awakened his Hollow powers (since both are Zangetsu, cuz he is part Hollow and part Shinigami). He then got summoned when Ichigo called out his name. Here, OMZ most likely started actively supressing Zangetsu, which ended up being a pretty easy task since Zangetsu was like a newborn: he had barely started to obtain a physical form, barely started to have awareness and control over his own powers, but he got immediately supressed by OMZ taking ahold of him and finding a way to control his powers, all while sending him to the deepest part of his being.

This wouldn't stop him though.

Zangetsu kept working hard in order to get stronger, to get closer to and finally be with Ichigo and reclaim the place that belonged to him.

Zangetsu has been thorough about the situation. Talking about how all that power Ichigo would be developing would become his.

Since that is actually his power.

(Apologies for not getting the English version. The website from where I get my panels decided to stop working even though it was working fine like a month ago. I found this version in Spanish and the translation is basically the same to the official Viz version.)

OMZ did not want Ichigo to become a Shinigami, so Zangetsu was just giving him the heads up of how all that strength would become his. Old Man Zangetsu could not 'train' one while the other got nothing. It was just a matter of time before Zangetsu would grow in strength.

They (Ichigo and Zangetsu), come in a package, obviously, since he is Ichigo's soul, he is the actual Zanpakutou. They will grow stronger together whether OMZ liked it or not. He could try his best to slow it down and place as many obstacles as he wanted but the power being used, and therefore, grown was Zangetsu's, and there would be a time when the power dynamic would shift.

And Zangetsu was going to make it happen.

And just like he said, his 'powers increased, he became dominant, and OMZangetsu became a part of him'.

I want to emphasize here the words Zangetsu said, of how the more Ichigo tried to 'draw out OMZangetsu's powers', the easier it became for him (Zangetsu), to dominate his soul.

It is one of the most obvious examples that explained how in reality the Shinigami powers belonged to him.

Ichigo tried to 'draw out Zangetsu's powers' from OMZ, believing they belonged to him, but in reality belonged to Zangetsu. So, whenever he used the Shinigami powers, whenever he trained with them, fought with them, got more and more in contact with them, Zangetsu was the one becoming stronger and better.

I have this strong belief/theory in which OMZ was channeling Zangetsu's powers through himself (all while using them, stealing them, making it seem as if he was the Shinigami powers), involuntarily becoming the link between Ichigo and Zangetsu, some sort of bridge, which would help them become stronger (against OMZ's personal wishes). This, of course, would take a while but thanks to Bankai, the growth was hurried and Zangetsu became more powerful.

The only powers Ichigo learned were Bankai, the Shinigami powers, Zangetsu's powers (and learned Shikai before that, and awakening the hollow/shinigami powers before that).

Thanks to Bankai, Zangetsu was now able to be on a higher level from OMZ in regards to power, now he could be the main body (since they have to share it), and finally be with Ichigo.

The relationship dynamic was bound to change and it happened once he learned Bankai.

(All this without counting the fact that the Hollow powers were also growing alongside the Shinigami powers since, as we know, both are his, and thus if he grows stronger on one, the other will grow as well. If we add the Hollow powers into the equation, it only helps to make it more evident how stronger Zangetsu was becoming if we take the stripes from his mask as the measurement device for his power. And there's more important stuff about the Hollow powers but gods i simply cant sit myself to write about them. Let's see if I can do it soon ggg.)

Zangetsu was so damn happy about it but thanks to the ideas from others, OMZ's influence (and deceits), and, unfortunately, Zangetsu's own personality and hollow behavior, Ichigo was distrustful of him. All of his words and truths were disregarded except the cherry picked ones about their powers that Ichigo wrongly assumed were about Old Man Zangetsu, since he believed the Shinigami powers belonged to him.

...and it was only a matter of time before OMZ got used to those new powers, learned how to use them, steal them and appear in their Inner World once again, everything facilitated by the fact that Ichigo actively rejected Zangetsu, hated him and attributed all his achievements, powers, care and attention, his name and more (that Zangetsu needed in order to grow and strengthen their bond between Shinigami and Zanpakutou), towards Old Man Zangetsu, which made him stronger and probably helped him create Young Man Zangetsu, whom he only used to trick Ichigo (and all of us), about the ownership of such powers and his real identity, and Zangetsu was left, once again, struggling and dealing with the lack of care and attention he needed as a Zanpakutou.

As we know, obtaining Bankai is a feat a few Shinigamis can achieve, is the pinnacle of a Shinigami's training, the moment where they achieve complete understanding of their Zanpakutou and take it to higher levels, after ten years of arduous training, is something that separates one Shinigami from the rest, is the manifestation of an incredible power in the form of complete control over it.

This power, for more rushed and incomplete it must have been, was still enough for Zangetsu to be able to shift the tables and become the one who would be in control of Ichigo's soul.

At least before he was stopped by the one person he always sought to protect.

We don't see his resets directly but we know he's done this potentially hundreds if not thousands of times, doing every possible thing he can and pretty much losing sight of who he was at the start. His loops are fully self inflicted and he could've stopped any time he wanted (and frisk DID eventually fall down and take the timeline from him!), but he still remembers their resets, too. Second, worse timeloop go ------------------------------------ Not only does Flowey have timeloop trauma, that trauma makes him serve as a narrative foil to The Player Themselves. I know UT is overhyped but this is still the coolest thing ever to me.

And she does to free you and all the other magical girls in history from their pain but because she did this she rewrote the rules of the universe and therefore became a non physical entity and you had to watch her rebuild the universe. No one else even remembers she existed except for her little brother who sees her more as an imaginary friend than anything else and the only thing you have to remember her by is the pink ribbon that she wore in her hair. Btw you and your friends still aren’t free from being magical girls but at least you can’t become horrible monsters who are but a shell of your former self when everything becomes to much so now the only risk is dying in combat horribly instead. ------------------------------------ There was a psp game once and I'm pretty sure the whole thing was just recurring nightmares of the timeloop. Like. This isn't canon. But it lines up to me. She went to catholic school once, also, like, she deserves a win. Not because of Christianity or whatever but in spite of it.
