Not to get heated about a show for literal children but Hoeru is a WOLF WOMAN not a PUPPY GIRL. And this is very important to understanding Hoeru as a person and everything going on with him.
A consistent theme with Hoeru is infantalization. This is most obvious in his interactions with Kuon. Kuon has a very paternalistic attitude towards Hoeru. He doesn't think Hoeru can function on his own and needs Kuon to control his life and tell him what to do which results in him abusing Hoeru emotionally and physically. And let us not leave the elephant in the room unaddressed: it is heavily implied that Kuon's desire for dominance and control is also sexual in nature. Kuon is as close to an incestuous abuser as Toei feels they can get away with depicting on a kid's show. Kuon wants Hoeru to be the little kid who followed after him and relied exclusively upon him again. He wants that power imbalance. He does not see Hoeru as an independent adult man.
Societally, Hoeru is also infantalized. His lack of education, resources, and emotional development as a result of his time in No One World has rendered him unfit for adult society. He can't hold down a job, he has difficulty making adult friends, he is only able to stay housed because of how forgiving his landlord is because he struggles to make rent. Part of the story is him figuring out how to function in adult society and not be held back by his trauma.
Whenever Hoeru is being treated as a dog it's to degrade him. To chain him down, force him to obey others, or insult him. His friends, while they do care about him and aren't abusive the way Kuon is, still don't respect him as an independent adult. You see this in the "date" episode. They all act like interfering older siblings who don't believe he's ready to try and be on a date alone (not that I thought either party of that "date" really thought of the date in a romantic way) and constantly try to advise him on what to do. They try and guide and control him the way you would a dog.
But Hoeru's animal isn't a dog. He's not Gozyu Dog. He's Gozyu Wolf. Hoeru characterizes himself as a wolf- wild, untamed, free, independent. He knows that he struggles in society but he wants to be an independant adult. He keeps getting new jobs, he keeps trying to stand on his own. He howls, he doesn't bark.
When Mashiro finally comes around on Hoeru after being disgusted by Kuon's actions he also tries to take the approach of "helping and guiding" Hoeru. But Hoeru doesn't accept that. Hoeru wants to face things on his own two feet and for the first time Mashiro actually comes to respect him. That's why they end up fighting together in one mech as partners- because there is finally a sense of respect.

We have been through many wars before, but this war was not like the ones before it. Our lives were turned upside down. We became displaced from one place to another. We are the Anas family, residents of northern Gaza, specifically in the Shujaiya area. In the first week of the war, we fled our home because everyone considered our home to be in a dangerous area. We moved to the Rimal area, specifically in the middle of Gaza. There, we received the news that our home, which contained all our beautiful memories, was bombed. Suddenly, it was gone!!! Just thinking that your home, which you worked hard on and built from scratch and took a lot of your life, was gone in less than a second ! After a while, we left the sands to the Al-Zawaida area because of the heavy shelling. We stayed there for about two weeks, and then the terrorist army asked us to go to Rafah. We actually fled for the fourth time to Rafah and stayed there for two months, some of the most difficult days of our lives, as there was no way or means to live a normal life. 😔😔 After that, because of the invasion of Rafah, we moved to Deir al-Balah. Now, we are in very difficult and oppressive circumstances.
We are asking you with all shame to support and stand by us in these difficult circumstances that everyone knows because we lost our home, our work and any stable source of income. Thank you all.

I'm not even active right now but I have got to break my silence about Mashiro. I swear his whole "becoming god" thing and being the most infuriating man on the planet is so definitely punchworthy but how I see it, he isn't doing all this solely for a power trip or for innately selfish reasons and I honestly think it's the opposite. He just goes about it in a way that appears so self-centered that it overshadows his intentions.
For one, the man did win the previous universe war to save the world. He signed the contract. Won as he did— so far, no further information on that yet— but 10,000 years later and he returns to a world once again in a very less-than-ideal state. Don't you think it would be frustrating to have all your efforts into winning this war for the sake of the entire world to be wasted and the same thing happens again? With TegaSword, technically god, still in the middle of it? (not to mention how awfully shady TegaSword is but that could be for someone else to pick on)
His solution was to just... Right after obtaining GoodeBurn's ring, take matters into his own hands. Become god himself. Apparently. In order to save/fix it or whatever else he could do. And like.. He still does the whole world-fixing thing on smaller scales albeit for a ludicrous price (to which it has been shown thus far that he at least has both the heart and respect to do free work either way especially on fair terms). You can tell how deeply in line he is with his moral code and his original goal even when he acts all pompous and shit. He might be an ass about it but he's still heavily tied to his sense of justice and fairness. His sacrilege (against TegaSword) is somewhat his way of rebelling in an attempt to dismantle the very system that went against his wishes and ultimately failed him in order to build something new, based on what he thinks is right.
You could tell how much he cares about people and suffering and (un/)fairness. I noticed how it prominently shows through his morals— episode 18, for instance, had him angry at BearKuma. His morals in that instance came first— that even the supposed death of his enemies/rivals were something he resented (Though... Wording it in a way that it goes against him as a god (work in progress title). Yeah). His subtle expressions and reactions did show that even then, he still cared deeply about that darn plastic toy bear tank. Or, well something like that. Y'know. I could cite a handful more examples but episode 18 in particular I think about on occasion because it shows how he can really angry— at wrongdoings. Injustice, in other ways.
He's such a weird character because he seems quite attached to his idea of godness goodness while also being quite morally strange on some level like charging his world-fixing work like that. I'm reading too into this aren't I. I definitely am. Anyways
