You can first encounter them while getting the lichen in the lake or taking the necklace. Stealing the necklace just pisses them off and makes them want to hunt you more.

You also see them on blood moons where they will hunt you down and drag you to the lake. I’ve also encountered them around the town and outside the town on non blood moon days. The encounters vary from hallucinations and physical encounters.

The wiki goes into more detail about their behaviors and some of their encounters (there are a lot of random ones that aren’t mentioned in the wiki)

Edit: the necklace isn’t needed as you will encounter them on Halloween your second month during the blood moon
