Why the heck hasn't sera been punished for what she's done?

Let's review shall we, she knowingly and willfully hide the exterminations from the council and her fellow seraphim like emily, she essentially made an off the books private army in the form of the exorcists and Adam and she deliberately and willfully provoke hell by ordering the slaughter of thousand of sinners every year, yeah you allowed it as did probably the other sins but I doubt any of you were great full that heaven was sticking there nose in hells business

So with all this in mind why hasn't she been punished? It doesn't make sense to me, hell id make an argument that she deserves to be down here more than you do, you atleast had no idea of the true ramifications of giving eve the apple, sera on the other hand had to have know what she was doing was dodgy and dangerous ESPECIALLY after adam all but gloated about coming after the hotel and by extension your daughter, it doesn't take a genius to think going after the daughter of the devil and bring them the closest they've been to full scale war with hell since your fall is a good idea but she STILL let him do it!

As for tex I wouldn't worry as long as it's doesn't interfere with the running of the gluttony ring which it doesnt, he hasn't got any excuse to go after him and from his perspective he probably thinks your not a threat anyways so why would he make an enemy out of you by going after tex?
