Currently I'm using Krita on PC for illustration, but for animation, I use the HiPaint app for tablet. Its animation feature is very basic and simple, even a complete newbie like me can figure out how it works without any tutorial. The only drawback is that the quality of the image is not very high.

Krita also has animation tools if you want to work on PC.
