short answer: yeah healer should do more damage than tank
long answer+ explanation with personal anecdotes: the trinity is just healer keeps tank alive, tank keeps dps alive, dps keeps healer alive
in RPGs that rely on the trinity (like LOTRO for example) a good party can be 4-5 characters but you need a healer in any case. healers in LOTRO do enough damage that can do without a tank but not enough that they can do without a dps, and a dps is needed to keep them alive, which in turn is what the tank is needed for
with my friends (total of 4) we did a trinity of 2 dps (1 ranged 1 melee), healer (that doubles as ranged dps), tank (that doubles as physical dps)
melee dps is squishy; he needs the tank, and even with a tank he WILL call for the healer. ranged dps is out of range for 98% of the time to need the tank or the healer. tank needs the healer. healer is the healer (duh)
without the dps: we could still win the fight just by exhausting the enemies, tank + healer last long enough that by dealing 1 damage repeatedly enemies will die... later more than sooner.
without the tank: nope. dps will die. we did it for some time before the friend who plays the tank joined, but melee dps kept dying and we had to fill him up with healing potions and unlock resurrection to progress with the story if we wanted to play together
without the healer: same as above. dps will die, fills up his Inventory with healing potions, yadda yadda. it's slightly better than the dps + healer alone, but it's a no can do.
mind you this is all with optimised builds to do each their jobs (for those who know enough of LOTRO: yellow-red champion for melee dps; blue-yellow minstrel for healer; yellow-red hunter for ranged dps; blue brawler for tank)
lastly, my own personal ranking of LOTRO classes Just Because and because I love derailing posts with unrelated shit
mariner: funny as hell, throws boiling pitch and beer bottles around. yellow-blue means they can do pretty much anything. good dps, decent healer, awesome buffer, great at self-sustaining, unparalleled style. 10/10
minstrel: there was one article I found that showed how (prior to the mariner being added so I don't know if it's still like this) the minstrel is the most powerful dps, totaling more than 10 million damage in a single shot. red line for the win! can do pretty much anything as the mariner, with just less buffing. shame they don't get any travel skills. 9.5/10
hunter: it's not the still most played class for nothing. awesome dps, awesome at self-sustaining, unfortunately doesn't get any heals, just pure unbridled rage. 9/10

i’ve never ignored a piece of canon more than i ignore the “the elves who return all live on tol eressëa” thing, because a) it fucking sucks, b) what makes the return to aman so beautiful is the possibility for reunion, for meetings between elves who haven’t met before, who’ve come back to life, etc., whereas the tol eressëa situation actively hinders that, and b) it’s confusing and paradoxical, because why would a re-embodied elf be allowed to live in aman proper, whereas an elf who happened to survive everything middle-earth threw at them and returned by boat would not be?
in MY book, the elves can live wherever the fuck they want, and there’s a lot of commuting and sea traffic between aman and tol eressëa
