"볼레로와 로돌포 비아지"

'탱고스토리 : 우리를 춤추게 한 악단' 책 내용 중 로돌포 비아지(Rodolfo Biagi) 편에서 저자는 그의 음악을 들으면 '라벨 - 볼레로'가 떠오른다며 섹스와 죽음 운운해놨던데, 개인적으론 딱히 공감이 가진 않았다.

비아지 음악이 강박에 가까운 마르까또로 도배돼 있긴 하지만, 그게 볼레로와 뭔 상관인지 납득이 안간다는… 암튼 덕분에 볼레로에 맞춰 추는 두가지 안무를 유튜브로 감상.

우선 1984년 동계 올림픽에서 제인 토빌(Jayne Torvill)과 크리스토퍼 딘(Christopher Dean)의 피켜 스케이팅. 이거는 내가 거의 아는 게 없는 분야라 구글 검색하니 "전설적인 안무"로 엄청 유명하더만. 뒤늦게 유튜브 찾아서 본 소감 또한 문외한이 봐도 이우라가 느껴지긴 했다.

또 하나는 모리스 베자르스가 안무한 실비 길렘(Sylvie Guillem)의 볼레로 공연. (책에는 '실비 김멜'이라 써 있던데 오자인듯?) 이거는 나도 친숙하다. 어릴 때 TV에서 '사랑과 슬픔의 볼레로'란 제목으로 외국 드라마를 방영했기 때문.

오리지널 필름에서 춤 줬던 댄서는 호르헤 돈(Jorge Donn)으로 1992년 45세에 에이즈로 사망.

유튜브 검색하면 이 분 외 여러 댄서가 같은 안무로 공연한 게 있다. 여성 댄서 중에는 마이야 플리세츠카야(Maya Plisetskaya)을 영상을 예전에 본 적 있다. (러시아가 아닌) 소련의 볼쇼이 극장 무용수였고 2015년에 심근경색으로 89세에 사망.

실비 김멜은 잘 몰랐다가 이 책땜에 찾아서 봄. 화질이 좋은 거로 미뤄 아마도 가장 근래에 속하는 공연이 아닐까 싶은…

다시 고개 내민 주한미군 철수론, 왜 지금 또?(2302)

1945년 미 군정이 시작된 이후 주한미군 철수론을 가장 먼저 들고나온 이는 로버트 패터슨 육군성 장관이었다. 1947년 4월 딘 애치슨 국무장관 대리에게 보낸 전문에서 "모든 수단을 동원해서라도 한국에서 조기 철수해야 한다"고 주장했다. 소련의 팽창을 막겠다는 트루먼 독트린이 나온 지 불과 한 달 만이었다. 육군 자원이 과도하게 고갈된다는 이유였는데, 당시 의회를 장악한 공화당이 국방예산 삭감에 나선 것이 큰 영향을 줬다. 국무부의 반대에도 결국 주한미군 철수는 1948년 국가안전보장회의를 거쳐 공식화됐고, 이듬해 6월까지 고문단을 제외한 모든 미군이 철수했다. 전략적 오판은 결국 1년 후 북한의 침공을 불렀다.

지미 카터 대통령은 1979년 7월 외교참모인 즈비그뉴 브레진스키 백악관 국가안보보좌관으로부터 주한미군 철수와 관련해 네가지 선택지를 담은 '한국으로부터의 지상군 철수' 보고를 받고 세번째 안을 승인했다. 카터 대통령은 친필로 보고서 공란에 "ZB(즈비그뉴 약칭)! 내가 선호하는 것은 2사단과 연합사는 유보되는 것이며 (남북한 군사력 균형 회복과 한반도 긴장완화를 향한 실질적 진전의 증거에 따라) 81년에 재검토될 것이라는 것임"이라고 썼다.

1968년 집권한 닉슨 행정부는 아시아에 대한 개입을 줄이는 닉슨 독트린을 선포하면서 베트남 철군과 함께 주한미군 7사단과 2사단의 철수를 추진했다. 이에 반발한 박정희 대통령이 1969년 샌프란시스코에서 닉슨을 만나 주한미군의 계속 주둔을 요청했고, 그 결과 7사단만 철수하고 한국군의 현대화를 지원하는 내용의 공동선언이 도출됐다. 주한미군 철수를 아예 대선 공약으로 내세웠던 카터 행정부는 1976년 집권하자마자 인권 문제를 내세워 지상군을 중심으로 한 3단계 철수안을 공식화했다. 박 대통령과 미군 수뇌부의 거센 반대에도 카터 대통령은 고집을 꺾지 않았다. 그러다가 존 싱글러브 유엔사 참모장이 워싱턴포스트(WP)와의 인터뷰를 통해 공개적으로 반대하고, 이어 북한군 전력이 과소 평가됐다는 '암스트롱 보고서'까지 언론에 유출되면서 분위기가 급반전됐다. 결정적으로 우군이었던 민주당이 반대 의견을 내면서 카터의 계획은 좌초됐다.

도널드 트럼프 전 미국 대통령이 최근 타임지와의 인터뷰에서 "왜 우리가 부유한 나라를 방어하느냐"고 언급하며 주한미군 철수론이 또다시 고개를 내밀고 있다. 트럼프 재집권 시 국가안보보좌관 후보로 거론되는 엘브리지 콜비 전 국방부 부차관보는 연합뉴스와의 인터뷰에서 "미국의 주된 문제가 아닌 북한을 해결하기 위해 더 이상 한반도에 미군을 인질로 붙잡아둬서는 안 된다"고 한 걸음 더 나갔다. 그러나 정작 트럼프 1기를 경험한 한국 국민들 사이에서는 트럼프가 또다시 엄포를 늘어놓는 게 아니냐는 분위기가 있다. 하지만 역대 미국 행정부에서 주한미군 철수론이 대두된 배경에서 보듯이 주한미군 주둔은 결코 고정불변의 상수는 아니다. 미국의 안보전략 목표의 변화, 지도자의 성향과 의회와의 역학관계, 그리고 재정 상태 등 미국 내부의 논리와 상황에 따라 언제든지 미군 철수는 현실화할 수 있는 카드다. 집권 1기 당시 트럼프가 주한미군 철수 명령을 내리겠다고 수차례 언급해 참모들이 극구 만류한 일이 있었다. 당시 마이크 폼페이오 국무장관이 "주한미군 철수는 두 번째 임기 우선순위로 하시죠"라고 제안하자 트럼프가 맞장구를 쳤다는 일화가 있다.

대중국 견제라는 큰 틀의 안보전략 목표가 바뀌지 않는 한 미국이 스스로 주한미군을 철수할 가능성은 현실적으로 낮다. 트럼프 진영의 정책 싱크탱크인 미국우선정책연구소(AFPI)는 지난 9일(현지시간) 펴낸 보고서에서 "주한미군은 (미국과 중국의) 전면 충돌이 발생하면 중국의 시도를 저지하는 데 있어 중요하다"고 평가하기도 했다. 트럼프 측의 주한미군 철수론은 방위비 분담금을 최대한 끌어내려는 협상 기술적 포석일 개연성이 커 보인다. 그러나 트럼프 진영에서 흘러나오는 수사를 들여다보면 예사롭지 않은 대목이 있는 게 사실이다. 특히 한국의 독자 핵무장 시나리오까지 거론하고 있는 점이 심상치 않다.

주한미군 철수와 독자 핵무장 문제는 한미동맹과 한반도 비핵화 정책의 근간을 무너뜨리고 동북아 전체의 전략적 균형을 뒤흔드는 '게임 체인저'나 다름없다. 동맹의 의사를 무시한 채 미국 행정부가 일방적으로 현상 변경을 밀어붙이는 일이 있어서는 안 된다. 이런 상황에서 우리 정부가 주목해야 할 곳이 미국 의회다. 과거 미국 행정부의 주한미군 철수 의사결정 과정에서 의회의 영향력은 매우 컸다. 트럼프에 동조하는 이들도 있지만, 의회의 전체적 기류는 한미동맹과 주한미군 주둔, 한반도 비핵화의 중요성을 강조하고 한국이 적정 수준의 방위비를 분담하고 있다는 쪽에 무게가 실려있다.5-14-2024/hwanshikkim.tumblr.com/archive
