Before countries got involved in this shenanigans we had 3 variants of Hackers.
Black Hat, White Hat, and Grey Hat
Black Hat hackers purposefully use software vulnerabilities for personal gains or simply "for the lols".
White Hat hackers learn about and use software vulnerabilities, but they tend to send bug fixes into the companies who use or maintain the software and hardware that might be affected.
Gray Hat hackers are simply Bounty Hunters. They work for whatever pays bills, they won't volunteer free information to corps like White Hats Do, and they don't intentionally sabotage things like Black Hat hackers do. (Though they may accept payments from Black Hats For Reasons)
On top of that; we have scammers among the average population of people around the world that create fake websites;

And ye; many of them have used bots in online attacks on social media in order to try to influence the outcomes of elections around the world.
Then again... How long have we been complaining about them?
And now the security of the world is at Stake as each country has to discern who or what is attacking their media. Or providing disinformation online. Or serving Russian Propaganda in the form of "Haha internet funny memes" and pepe pics.
And some Streamers and Youtubers apparently accepted payment from Russia sources; who may simply be other hackers unaffiliated with the Russian Government except by Nationality.
AND NOT ONLY THAT; we've still got several warfare operations happening around the globe between many different fronts.
Which have, most definitely, been affected and influenced by misinformation and disinformation.
Some of which was teenagers making videos because they thought it was cool, and resulted in the deaths of people.
This is why we have the necessity to teach our citizens how the internet works and how the internet landscape looks.
And yeah, even if you lock the internet with your ID you can still find ways to access it and the dark web anonymously.
So we're in dire need of more official outlets and less Spoof accounts.
At the same time; we don't want to limit our citizens in their access of what is essentially a World Library and Market. Because they will be left behind in skill and technology.
So we ask our world leaders "what can be done?"
Designing Regions for the internet would be the easiest thing to do in order to clarify where data is coming from.
