An aging, polluting coal power plant in Missouri was headed for retirement this year. But because the region’s grid operator needs the plant’s electricity to reduce the risk of blackouts, it likely will keep running for several years longer.
The push to delay the closure of the Rush Island power plant, a 46-year-old generator south of St. Louis owned by Ameren Corp., shows the difficult decisions that utilities and power grid officials face as projected electricity shortages threaten many parts of the U.S.
The Midcontinent Independent System Operator, or MISO, which oversees a grid spanning much of the Midwest, moved this week to halt Rush Island’s closure this fall. It warned earlier this year that the region faces the risk of rolling blackouts this summer because it might not have enough supplies to meet demand surges on hot days.
The Rush Island plant is one of the country’s largest emitters of sulfur dioxide, and it has long faced criticism from environmentalists, health experts and neighbors because its operations have been linked to health problems in the surrounding community. A federal judge in 2017 determined that Ameren violated the Clean Air Act by failing to install pollution controls before an overhaul of the plant and later ordered the company to do so retroactively.
Ameren estimated that compliance with the judge’s order would cost as much as $1 billion and moved to retire the plant by September in lieu of making the upgrades.
Now, Ameren said in a court filing this week that it likely would have to keep the plant online through September 2025 because MISO determined that closing the plant this year would result in reliability risks. The company said it expects the grid operator to designate the plant as a so-called system support resource, a last-resort measure to ensure adequate electricity supplies during periods of peak demand.

also i forgot to mention. the whole storm thing was made worse today because a tree fell on a transformer near our house like...2 or 3 times today.......and the same tree also broke during a storm 2 weeks ago and fell on the same transformer. and they decided it was a good idea when that happened to not cut the tree down. because of that tree we didn't have power for like 7 hours today

Evolution of Energy Deregulation in Illinois
Energy deregulation in Illinois has transformed how electricity is sold and distributed. In a regulated market, a single utility company controls the entire process, from generating electricity to delivering it to homes and businesses. However, in a deregulated market, this monopoly is broken up. Utility companies still own the infrastructure and distribute electricity, but independent suppliers called Alternate Retail Electricity Suppliers (ARES) purchase electricity from generators and sell it to customers. This allows Illinois residents and businesses to choose who they buy their electricity from and at what price, providing greater energy choice and flexibility.
Origins of The Deregulation
Prior to 1997, Illinois residents were burdened with some of the highest electricity rates in the nation. However, with the passage of "The Illinois Electric Service Customer Choice and The Rate Relief Law," also known as the Customer Choice Act," by state lawmakers, Ameren Illinois Utilities and Commonwealth Edison Company transitioned into utility companies, and large businesses gained the ability to purchase electricity from Alternative Retail Energy Suppliers (ARES).
By October 1999, the decision to adopt this energy option had been put into effect, and by May 2002, it was made accessible to all major commercial clients. Moreover, to address the issue of limited choice for households and small enterprises unable to purchase deregulated energy, lawmakers reduced electricity costs by twenty percent and ensured that they remained fixed for a period of ten years.
Turning Points
In 2002, a shift occurred in the energy market. The rate caps established by the 1997 Customer Choice Act were not set to expire until 2007, which led to a delay in the entry of Alternative Retail Energy Suppliers (ARES) into the residential market. To encourage more energy companies to enter the Illinois market, energy choice was extended to all residential customers and small businesses. Meanwhile, industrial and large commercial customers were switching to ARES's in large numbers.
The situation did not improve significantly overnight, prompting the State General Assembly to pass the Retail Electric Competition Act in 2006. This legislation aimed to enhance the services provided by active ARESs to residential customers, and as a result, many ARESs in Illinois were able to create programs tailored to the needs of residential and small business clients. The Act addressed some of the obstacles to competition, offered temporary discount programs to incentivize switching to an ARES, and established the Office of Retail Market Development.
Deregulation Emerges: A Transformative Era
In 2007, the residential rate freeze in Illinois came to an end, and electricity prices skyrocketed to make up for the lost time. The sudden price spike caught the attention of the General Assembly of Illinois, who stepped in to provide relief to residential and commercial customers through the Illinois Power Agency Act. The act allocated one billion dollars in rate relief over a period of four years to help mitigate the impact of the price increase.
In 2008, the first households started migrating from traditional utilities to ARES, marking the beginning of a new era in energy choice. By 2009, only a handful of ARES providers had entered the market, but fast forward to 2014, and the Illinois Commerce Commission reported a remarkable surge in competition, with 87 providers now offering their services to residents across the state.
After an initial delay, the deregulation of electricity in Illinois has led to a significant reduction in electricity prices, making it one of the country's most affordable states for electricity. While nearby states have experienced price increases, Illinois has bucked the trend, with prices decreasing and ranking among the lowest ten in the nation in 2013.
