International Conference of Indian Association for South Asian Studies on Subalterns in South Asia Held at KIIT
A two-day International Conference of the Indian Association for South Asian Studies (IASAS) on Subalterns in South Asia, organized jointly by the Centre for Alternative Studies in Social Sciences (CASSS), New Delhi, and KIIT-DU, was held on June 21–22, 2024. Prof. Alain Désoulières from Sorbonne Université, Paris, delivered the keynote address, in which he spoke about two subaltern classes, lascars and sipāhis, during the 18th Century Anglo-French war. Prof. Namhyun Kim, Associate Professor at Dongguk University WISE from South Korea, spoke about the importance of sustainable tourism and its relevance in modern times.

The first plenary session featured talks on the “Tour-Dour Model of South Korea and its Role in Developing the Subaltern Population Depending on Tourism as a Source of Income” by Prof. Namhyun Kim, and “Footprints Left by Subaltern Groups of the Maharashtra Salt Producing Community in the History of India” by Prof. Binda D. Paranjape, Dean and Faculty of Social Sciences, Banaras Hindu University. Dr. Deepanjali Mishra, Associate Professor at KIIT-DU and convener of the conference, chaired the session.
Prof. Puneet Yadav from University of Delhi delivered a talk on how the subalterns are reflected in Hindi movies and Prof. Indira Prasad, from Miranda House, University of Delhi spoke about Bhikari Thakur, popularly known as Shakespeare of Bhojpuri literature, at the Plenary Session-II on the second day of the conference. The session was chaired by Dr. Ashutosh Kumar.
During the valedictory session, Dr. Sudarshan Nanda, Prof. of Eminence & Research Chair at KIIT-DU, praised the paper presenters and organizers for the successful conduct of the conference. Dr. Shyam Sundar Behura, Additional Registrar at KIIT-DU, also spoke on the occasion. Dr. Ananya Mitra and Dr. Smrutirekha Mohanty, members of the organizing committee, conducted the feedback session at the end. The vote of thanks for the conference was proposed by Dr. Deepanjali Mishra and Dr. Ashutosh Kumar.

Regional Geopolitics by India’s Involvement in SCO

The Shanghai Cooperation Organisation, or Shanghai Pact, an Eurasian political, economic, international security and defence organization established by China and Russia in 2001. The SCO currently comprises eight Member States (China, India, Kazakhstan, Kyrgyzstan, Russia, Pakistan, Tajikistan and Uzbekistan). It is the world's largest regional organization in terms of geographic scope and population, covering approximately 60% of the area of Eurasia, 40% of the world population. As of 2021, its combined GDP was around 20% of global GDP.
The SCO is the successor to the Shanghai Five, formed in 1996 between the People's Republic of China, Kazakhstan, Kyrgyzstan, the Russian Federation, and Tajikistan. In June 2001, the leaders of these nations and Uzbekistan met in Shanghai to announce a new organization with deeper political and economic cooperation. In June 2017, it expanded to eight states, with India and Pakistan. Iran joined the group in July 2023. Several countries are engaged as observers or dialogue partners. The SCO is governed by the Heads of State Council (HSC), its supreme decision-making body, which meets once a year. The organization also contains the so-called Regional Anti-Terrorist Structure (RATS).
In 2001, the annual summit returned to Shanghai and the group was institutionalized.  The five member nations first admitted Uzbekistan in the Shanghai Five mechanism. On 15 June 2001, all six heads of state signed the Declaration of Shanghai Cooperation Organisation, praising the role played thus far by the Shanghai Five mechanism and aiming to transform it to a higher level of cooperation. From 2001 to 2008, the SCO developed rapidly, establishing a number of permanent bodies and adhoc initiatives dealing with economic and security matters. In July 2015, in Ufa, Russia, the SCO decided to admit India and Pakistan as full members. In June 2016 in Tashkent, both signed the memorandum of obligations, thereby starting the process of joining the SCO. In June 2017, at a summit in Kazakhstan, India and Pakistan officially joined SCO as full members.
In 2004 the SCO established relations with the United Nations, the Commonwealth of Independent States in 2005, the Association of Southeast Asian Nations (ASEAN) in 2005, the Collective Security Treaty Organization in 2007, the Economic Cooperation Organization in 2007, the United Nations Office on Drugs and Crime in 2011, the Conference on Interaction and Confidence-Building Measures in Asia (CICA) in 2014, and the United Nations Economic and Social Commission for Asia and the Pacific in 2015. in 2018, SCO Regional Anti-Terrorist Structure (RATS) has established relations with the African Union's African Centre for the Study and Research on Terrorism (ACSRT). The United States applied for observer status in the SCO, but was rejected in 2005.
Regional Dynamics
Basically, it was felt that China created the SCO for curbing Russia’s dominance in the area. But, the heads of the member states point out that, against the backdrop of a contradictory process of globalisation, multilateral cooperation, which is based on the principles of equal right and mutual respect, non-intervention in internal affairs of sovereign states, non-confrontational way of thinking and consecutive movement towards democratisation of international relations, contributes to overall peace and security, and they collectively call upon the international community, irrespective of its differences in ideology and social structure, to form a new concept of security based on mutual trust, mutual benefit, equality and interaction.  It is trying to provide an unique opportunity to take part in the process of forming a fundamentally new model of geopolitical integration. The SCO was not a platform for resolving bilateral issues, and its members were also reluctant to mediate disputes multilaterally. Due to the widely divergent agendas among member states, Indian commentators even called it the "Shanghai Contradiction Organisation".
The SCO's main achievement this far is to have offered its members a cooperative forum to balance their conflicting interests and to ease bilateral tensions. It has built up joint capabilities and has agreed on common approaches in the fight against terrorism, separatism and extremism. However, major shortcomings, such as institutional weaknesses, a lack of common financial funds for the implementation of joint projects and conflicting national interests have prevented the SCO from achieving a higher level of regional cooperation in other areas.
India’s Involvement
             India has steadfastly used its diplomatic capital to campaign for strengthening cooperation and used the SCO platform to collaborate with regional counterparts. In 2018, Prime Minister Narendra Modi in Qingdao, China, coined the acronym SECURE to highlight the pressing regional challenges facing the SCO, where S stands for security of citizens, E – economic development for all, C – connecting the region, U – uniting the people, R – respect for sovereignty and integrity, and E for environmental protection.
India has been sensitising the influential members of SCO on Pakistan’s state-sponsored terrorism. The dreaded global and regional terror outfits, such as al-Qaeda, Islamic State of Khorasan Province (ISKP), Lashkar-e-Taiba (LeT), Jaish-e-Mohammed (JeM), Islamic Movement of Uzbekistan (IMU) to secure the SCO and greater Eurasian region from these radical extremist forces. The issue resonates with China, Russia and Central Asian Republics (CARs), which are facing increasing threats. Another common challenge to the SCO region is the illicit drug trade emanating from the Af-Pak region. In 2021, more than 80 per cent of opium and heroin supplies originated from Afghanistan via different routes to the global opium market. The greater involvement of terror outfits in the narcotic trade has sprung new geo-political challenges to the SCO. It has become a significant funding source for anti-state activities by the region’s dreaded terror groups and radical Islamists. India has been trying to garner support for putting an end to all these.

The New Delhi Declaration was signed by the member nations, which states that the international community must come together to "counter the activities of terrorist, separatist and extremist groups, paying special attention to preventing the spread of religious intolerance, aggressive nationalism, ethnic and racial discrimination, xenophobia, ideas of fascism and chauvinism."

The leaders adopted two thematic joint statements - one on   cooperation in countering the radicalisation leading to separatism, extremism, and terrorism and the second one cooperation in the field of digital transformation.

India's Reservations on BRI:
India refused to be part of the BRI (Belt and Road Initiative) of the  SCO members’ economic strategy statement, mentioning “interested member states’.India's opposition to the BRI stems from its inclusion of projects in Pakistan-occupied Kashmir (POK), which India considers a violation of its sovereignty.
Conclusion
Last but not least, there continues to be a perception in the West that SCO is an anti-West forum. However, India’s growing economic and political stature at the global level in the era of multi-vector foreign policy has made New Delhi a potential player in turning SCO into a development oriented organisation in Eurasia rather than an anti-west alliance. That is why New Delhi has been stressing maintaining peace and security based on UN Charter provisions to ensure the collective prosperity of the region.
India has advocated win-win cooperation within the SCO for regional or trans-regional connectivity, regional security and defence collaboration, combating state-sponsored terrorism, and a peaceful, prosperous Afghanistan with an inclusive government and peaceful global order without rival blocks. The challenge for New Delhi, going forward, will remain one of using its substantial diplomatic capital toward making the Eurasian region a driver of economic growth and prosperity within the ambit of SCO.

Jakarta is the “worst-performing city in the ranking”, followed by India’s Delhi – each of which houses more than 10 million people – in a study of the world’s 576 largest cities conducted by United Kingdom-based business risk consultancy Verisk Maplecroft.
Indonesia’s financial hub and most densely-populated city scored particularly bad in terms of air pollution, earthquakes and flooding. The report noted that Bandung and Surabaya were also among the world’s top 10 most environmentally vulnerable cities. “With rising emissions driving weather-related risk and populations growing in many cities across the developing world, the risks to citizens, real assets and commercial operations are only going to rise,” wrote Verisk Maplecroft head of environment and climate change Will Nichols of the report published on Wednesday. A case in point, flooding in Jakarta in 2020 forced more than 34,000 residents to leave their homes and, according to Indonesian Entrepreneurs Association (Hippi) chair Sarman Simanjorang, cost an estimated Rp 1 trillion (US$70.05 million) in economic losses as stores were closed and supply chains disrupted. Acting Jakarta Environment Agency head Syarifudin said traffic congestion and air and water pollution were common in large cities worldwide. The Jakarta administration has implemented measures to curb these problems, but cooperation with neighboring regions remains important, he added. “Controlling water pollution in rivers, for example, requires the Depok, Bekasi, Bogor [West Java] and Tangerang [Banten] administrations to curb water pollution in their respective areas because our rivers are connected,” he said on Sunday. Jakarta’s environmental risk is so dire that Indonesian President Joko “Jokowi” Widodo admitted in 2019 that it was one of the main reasons the government wanted to move the country’s capital to East Kalimantan. “We need to stop overwhelming Jakarta with overpopulation, traffic congestion and water and air pollution. We have to tackle these problems,” Jokowi said at a press conference at Merdeka Palace on Aug. 26, 2019. Greenpeace Southeast Asia climate and energy campaigner Tata Mustasya said on Saturday that the government’s commitment to reducing greenhouse gas emissions was key to mitigating Jakarta’s environmental and climate risks. Indonesia, as per its commitment to the landmark Paris Agreement, has committed to reducing its greenhouse gas emissions by at least 29 percent relative to a business-as-usual scenario by 2030, but many researchers are skeptical as to the country’s chances of success, mainly due to its growing use of fossil fuels. In March, the Environment and Forestry Ministry announced that the government was planning to set a net-zero emissions target for 2070. “Indonesia’s commitment toward net zero emissions is, so far, set for 2070, which would be too late, because climate change would devastate people’s livelihoods by then, especially those living in vulnerable areas like Jakarta,” he told The Jakarta Post via phone call. Meanwhile, Rujak Center for Urban Studies executive director Elisa Sutanudjaja urged the Jakarta administration to tighten regulations related to the city’s transportation industry to curb air pollution. The city’s policy, as embodied by the Jakarta Cleaner Air program, assumes that motorized vehicles contribute the largest share to Jakarta’s air pollution at 46 percent. Thus, Jakarta has launched several programs to curb transportation pollution, such as by expanding public transportation and implementing no-emission zones. “For regional administrations, the easiest and fastest mitigation solution is intervening in the transportation and mobility sector,” she said. Notably, environmental groups, such as the Centre for Research on Energy and Clean Air (CREA), have challenged the city’s assumptions with maps showing that most pollution comes from coal-fired power plants in the neighboring provinces of Banten and West Java. some quick thoughts on Michael Schmidt’s Cartography of Revolutionary Anarchism aka I Fucking Hated This Book:
(and also I’m kinda sick and my adhd meds are wearing off for the day so this will be poorly written, sorry)
I picked up Cartography because it seemed like a short but global history of anarchist movements from the 1860′s to today, which sounds great! I’m an anarchist, I like history, what could go wrong? and what i found was genuinely one of the worst books i’ve read in years. i’ve thought about formatting this into a proper review, but no one really cares, so let’s do bullet points:
—the most immediately obvious and glaring problem is that Schmidt treats Marxism as if it is an equal (or sometimes implied to be even greater) enemy to anarchists than capitalism. he at one point literally does the “fascism was bad, but the USSR was just as bad” lib thing, and it comes across as completely ideologically blinded. i am well aware of the ways in which anarchists have been treated under centralized communist states, and let’s just say i am Not A Fan, but even thinking about that, the fact that the only opposition to anarchism we hear about regularly is marxist-leninist opposition, and not fucking CAPITALIST OPPOSITION, skews it into the most blindly and dumbly polemical shit i’ve read since, ironically, Lenin’s State and Revolution —every time he says Maoism he puts it in scare quotes? “Maoism”. it’s silly —he claims that anarcho-syndicalism is the most influential and powerful leftist movement and idea of the 20th century, which like....... —by “anarchism”, he means, specifically, anarcho-syndicalism and revolutionary syndicalism, even that which is not explicitly anarchist. he says anarcho-communism and anarcho-syndicalism are the same thing, basically, so we’ll just call them both anarcho-syndicalism, and also any anarchism that doesn’t follow Bakunin isn’t really anarchism, the only way forward for anarchism is through platformism, and all other forms of anarchism are individualist and don’t care about class struggle. i don’t even need to get into how absurd that all is. even if you agree with it, that shit has to be defended, it is not self-evident as he treats it —the history is both a.) bad and b.) terribly written. this comes across in three main ways: one, there is an equation of all union efforts with anarcho-syndicalism, which, yes, was very influential on union organizing throughout the world (and continues to be very influential), but that equivalence is just not helpful or explanatory. it’s clearly just polemic to make it seem like there were more influential and powerful anarchist groups in the world than there actually were. two, he just throws out numbers for the sizes of some of these groups, and the vast, VAST majority of the time gives no context for them. he will say X group in Uruguay had X amount of members in 1935...but i have no idea if that’s a lot or a little. what percentage of workers in this industry was that? what percentage of the population? how did that compare with other political groups in that same time and place? without context these numbers mean literally nothing. and beyond that, some of the groups he talks about are so tiny and dissolved so quickly that it feels a lot of the time like i’m reading a brief history of global communism that included, in the 8 pages of actual history from 1990-today, an entire paragraph about every splinter group of the US red guards —three, and this one requires its own bullet point because of how much it sucked to read, he goes into way too much detail for the space he’s given himself, and there is no reasonable way for him to adequately discuss or give even an impression of every group he brings up. for example, in the 15 history-focused pages for what he called the “third wave” from 1924-1949 (and these are small pages too, about 4 1/2″ x 7 1/4″, like the size of a sci-fi paper back but with regular medium size text), the following groups are brought up and given abbreviations:

US reports surge of kids at SW border, a challenge for Biden (AP) The number of migrant children and families seeking to cross the U.S. southwest border has surged to levels not seen since before the pandemic, a challenge for President Joe Biden. After months of searching, in October scientists located and destroyed the first nest of giant ‘murder hornets’ ever discovered in the US, eradicating a hidden enclave of the invasive insects concealed in a tree in Washington State, close to the Canadian border.
While the discovery and elimination of the nest is considered a victory by state and federal authorities – who are striving to prevent the Asian giant hornet from establishing a foothold in North America – a post-mortem of the hornets’ former home provides a sobering perspective on the scale of the bug threat we’re up against.
After tracking down the nest with an ingenious radio tag ploy, entomologists from the Washington State Department of Agriculture (WSDA) vacuumed dozens of hornets out of the tree in which it was found, then cut the tree open to reveal the nest hidden inside, measuring about 35 centimetres long and 23 centimetres wide (14 by 9 inches).

That might not sound too large, but it turns out it’s capacious enough to barrack a veritable army of murder hornets, capable of spawning a significant wave of subsequent invasion and colonisation.
Inside the nest, the researchers tallied 76 adult queens. Almost all but one of these were likely virgin queens – imminent matriarchs which eventually emerge from the nest, mate, and then leave the area to start a new colony elsewhere after winter has passed.
In addition, 108 capped cells with pupae were found, most of which the entomologists think would also have been virgin queens in development.

In other words, this one single nest – which took months for authorities to track down – contained the seeds of around 200 potential new colonies, if nature were to have had its way and scientists hadn’t intervened.
“We got there just in the nick of time,” WSDA entomologist Sven-Erik Spichiger told media during a virtual press conference on the developments.
“When you see … a relatively small nest like this able to pump out 200 queens, it does give one a little bit of pause.”
Beyond the 200 queens, the researchers found 112 workers, nine drones, 190 larvae, and six unhatched eggs. All up, about 500 hornets were associated with the nest, many of which would have been capable of creating new nests.
Of course, just because this particular nest has been dealt with, it’s possible other nests are already in existence, and that insects from this nest may have escaped before and during the eradication.
“We believe there are additional nests,” Spichiger said. “There is no way to be certain we got them all.”

While it’s unclear how the Asian giant hornet got to North America, sightings in both the US and Canada since 2019 have put agricultural authorities on high alert, given the hornet has a tendency to slaughter local bee populations, which is where the ‘murder’ nickname comes from (it is not typically aggressive toward humans).
Despite the recent success of the WSDA’s eradication, nobody in the entomology community is claiming outright victory here.
Even if the stateside presence has been expunged – which is perhaps unlikely – a spate of sightings over the border in British Columbia in recent weeks suggests the hornet may already be dispersed in the region.
In other words, the battle might be over, but the war has just begun – and continued vigilance from authorities and local citizens reporting hornet sightings will be the best chance of winning it. In the meantime, optimism is a virtue.
“From accounts we have, we’re very close to having the majority of them,” Spichiger said in reference to the queen bees captured so far. “But I can’t give you an absolute, certainly, that we got every single one from the nest.”

NO2 is a gaseous air pollutant, which is mainly produced from fuel burning in vehicles and power plants. NO2 level before the quarantine (January 5 to 20) was as high as 40.5 ?g/m3 in Wuhan, where the outbreak began in China. During the quarantine (February 10 to March 14), those levels had fallen to 18.8 ?g/m3 (micrograms per cubic meter).

The authors found that among the more than 12,000 avoided deaths, about two-thirds were from avoided cardiovascular diseases (hypertensive disease, coronary heart disease and stroke) and chronic obstructive pulmonary disease.
The findings illustrate the substantial human health benefits related to cardiovascular disease morbidity and mortality that can be achieved when aggressive air pollution control measures are put in place to reduce emissions from vehicles, such as through climate mitigation-related traffic restrictions or efforts to accelerate the transition to electric vehicles, the authors said.
“This unexpected health benefit suggests that if we were to address the climate crisis as aggressively as we are combating the COVID-19 pandemic with strong political will and urgent action, we could prevent the enormous health burdens associated with climate change,” said co-author Paul T. Anastas, professor at the Yale School of Public Health and the Teresa and H. John Heinz III Chair of Chemistry for the Environment.
The authors said that they want to further identify whether climate or weather-related factors and air pollution could influence population susceptibility to COVID-19.
