Weekend lockdown in several states amid rapid surge in Covid cases

NEW DELHI/NAGPUR/KOLKATA: More high-risk areas were brought under lockdown on Saturday for varying periods, including weekends, by states in a bid to check the rapid rise in Covid-19 cases in India. Over a dozen states have so far opted for such selective lockdown citing the need to revive economic activities and at the same time reduce the risk of spread of infection, though Bihar and Manipur have imposed a state-wide shutdown from July 16 and July 23 respectively. In Madhya Pradesh, where Chief Minister Shivraj Singh Chouhan tested positive for coronavirus and was admitted to a hospital, a 10-day lockdown has been imposed in state capital Bhopal after a spike in cases. The state has been observing total shutdown on Sundays. A complete lockdown till Monday morning was imposed in Coimbatore in Tamil Nadu, which too has been enforcing shutdown every Sunday. Tamil Nadu on Saturday breached the grim milestone of two lakh coronavirus cases with the biggest daily spike of 6,988 fresh infections, pushing the tally to 2,06,737, according to state officials. While Uttar Pradesh observed another weekend lockdown, similar curbs were imposed for the second time this month in Uttarakhand’s four districts – Dehradun, Haridwar, Nainital and Udham Singh Nagar districts – which have reported 1,348 cases since July 18. All shops were shut and transport suspended in West Bengal as part of the twice-a-week lockdown in the state. Jammu went into a 60-hour lockdown from Friday 6pm, while a six-day complete lockdown has been imposed across the Kashmir Valley except Bandipora since Thursday. In its most recent update, the Union health ministry placed the total number of cases at 13,36,861 and the death toll at 31,358. Nearly 11.4 lakh cases have been reported in June-July alone when lockdown restrictions were eased. In worst-affected Maharashtra, where over 3.5 lakh cases have been recorded, civic authorities of Nagpur city announced a voluntary ‘janta curfew‘ on Saturday and Sunday, when only essential services will remain functional. The step has been taken to bring public awareness about behavioural change towards Covid-19 rules, but if these rules are not followed, then a strict curfew could be imposed in the city, Nagpur municipal commissioner Tukaram Mundhe warned. Chief minster Uddhav Thackeray on Saturday said that he was not in favour of complete lifting of the coronavirus-induced curbs in the state only to address the economic concerns. Maharashtra too had imposed strict shutdown for varying periods in areas with high incidence of coronavirus infection including Pune. “I will never say that the lockdown will be lifted completely. But I have started reopening a few things gradually. Once reopened, it shouldn’t be shut again. Hence, I prefer taking steps in phases. You can’t just think about economy or health. There needs to be a balance between the two,” he said in an interview to Shiv Sena mouthpiece ‘Saamana’. From June onwards, the government had started lifting the restrictions in phase-wise manner under its ‘Mission Begin Again’ initiative. A complete lockdown was imposed in Nagaland capital Kohima till July 31, while it will come into effect in Dimapur from Sunday till August 2. The Meghalaya government too has announced a complete lockdown in Shillong agglomeration from July 26 to July 29. In Chhattisgarh, a seven-day lockdown has been enforced from Wednesday in municipal limits of Raipur and Birgaon, besides 20 other urban bodies. Normal life came to a grinding halt in West Bengal on Saturday as shops were shut and all modes of transport went off the roads as part of the state government’s plan to clamp restrictions two days a week. A similar lockdown will take place place next Wednesday. More than 3,800 people were arrested for flouting lockdown guidelines on Thursday when it was first imposed. Flight operations at the Kolkata airport were also suspended during the lockdown. Police patrolled all major traffic intersections in the metropolis to keep a check on people coming out on the streets. Barricades were also put up in various parts of the state to stop people from coming out of their homes, officials said. West Bengal has so far registered 53,973 Covid-19 cases and 1,290 deaths till Friday. Odisha had ordered a complete 14-day lockdown in five districts of Ganjam, Khordha, Cuttack, Jajpur and Rourkela districts from July 17. According to the Union health ministry data updated on Saturday morning, Delhi has reported 1,28,389 cases, Karnataka 85,870, Andhra Pradesh 80,858, Uttar Pradesh 60,771, West Bengal 53,973, and Gujarat 53,545 cases. Karnataka has been enforcing a Sunday shutdown this month. A week-long lockdown in Bengaluru had ended on July 22. The number of Covid-19 cases has gone up to 52,466 in Telangana, 34,178 in Rajasthan, 33,926 in Bihar, 29,755 in Haryana, 29,921 in Assam and 26,210 in Madhya Pradesh. Odisha has reported 22,693 infections, Jammu and Kashmir 16,782, Kerala 16,995, and Punjab 12,216. India’s first case of coronavirus was reported on January 30, and on March 25 the country was put under a 21-day complete lockdown, which was then extended periodically.

Ghulam Azam
Ghulam Azam (Bengali: গোলাম আযম; born. 7 November 1922) is a retired Bangladeshi Islamist political leader, and an alleged war criminal of the Bangladesh liberation war.[1][2] He was the Ameer of Jamaat-e-Islami Bangladesh until 2000.[3] Azam opposed the independence of Bangladesh during the 1971 Bangladesh Liberation War.[4][5]
As a leader of the Jamaat-e-Islami, he was a part of the controversial Peace or Shanti Committees which were formed at the time of the Liberation War alongside other pro-Pakistan Bengali leaders.[6] Azam is accused of forming paramilitary groups for the Pakistani Army, including Razakars, and Al-Badr.[7] These militias opposed the Mukti Bahini revolutionaries who fought for the independence of Bangladesh, and also stand accused of war crimes.[6][8][9][10] However, according to his Defence counsel, as a civilian he played no commanding role within the army and had no superior or command responsibility for any military groups.[11] Azam’s citizenship of Bangladesh had been cancelled by the Bangladeshi Government because of his subversive role during the Bangladesh Liberation War.[12] He lived in Bangladesh illegally without any authorized Bangladeshi visa from 1978 to 1994.[13][14]
Former caretaker government adviser, human rights activist and witness for the prosecution Sultana Kamal said- "In brutality, Ghulam Azam is synonymous with German ruler Hitler who had influential role in implementation and execution of genocide and ethnic cleansing".[15] In response to this statement the defense cousel pointed out that the comparison was a fallacy and 'fake with malicious intention' as Hitler held state power, which Ghulam Azam did not and that in 1971 General Tikka Khan and Yahya Khan held state power.[16]
On 11 January 2012, he was arrested on charges of committing war crimes during the Bangladesh Liberation War by the International Crimes Tribunal.[17][18] The tribunal rejected the plea of bail after noting that there were formal charges against Azam of which it had taken cognisance.[19][20][21][22]
Personal life
Background
Ghulam Azam was born in 7 November 1922 in Dhaka. His father was Golam Kabir and mother Sayeda Ashrafunnisa. He attended a Madrasa in his village of Birgaon (Comilla district) and completed his secondary school education in Dhaka. He went on to complete BA and MA degrees in Political Science at Dhaka University.[23]
Career
Role in Jamaat-e-Islaami
In 1954, Azam became influenced by the ideas of Syed Abul Ala Maududi. On 22 April 1954 he Joined to Jamaat-e-islami and drew end line to his involvement in Tableague-i-Jamat. He soon rose through the ranks of the party and became the General Secretary of Jamaat-i-Islaami in East Pakistan in 1957. In 1964, the Ayub Khan regime banned Jamaat-i-Islaami due to radical religious activities and Azam was arrested. He was kept in detention for eight months. In 1969, he became the Ameer (president) of the Jamaat in East Pakistan, a position he was going to keep until the 1971 Liberation war was over. He was also a participant in the formation of the Pakistan Democratic Alliance in 1967.[23] He was the leader of Jamaat-e-Islami Bangladesh until 2000.[24]
Bangladesh Liberation War
The 1970 elections
Together with leaders of a number of other parties in East Pakistan (including the Pakistan Democratic Party, National Awami Party, Jamiat Ulema-e-Islam and the Pakistan National League), Ghulam Azam protested at the Awami League approach to electioneering for the 1970 general elections in Pakistan, accusing them of breaking up public meetings, physical attacks on political opponents and the looting and destruction of party offices.[25] During 1970, while Azam was the head of Jamaat-i-Islami, a number of political rallies, including rallies of Jamaat-i-Islaami, were attacked by armed mobs alleged to be incited by the Awami League.[26][27]
Activities during 1971 War
During the Bangladesh Liberation War, Ghulam Azam took a political stance in support of unified Pakistan,[28] and repeatedly denounced Awami League and Mukti Bahini secessionists,[29] whose declared aim after 26 March 1971 became the establishment of an independent state of Bangladesh in place of East Pakistan. Excerpts from Azam's speeches after 25 March 1971 used to be published in the spokespaper of Jamaat named The Daily Sangram. On 20 June 1971, Azam reaffirmed his support for the Pakistani army by stating that 'the army has eradicated nearly all criminals of East Pakistan'.[29]
During the war of 1971, it is alleged that Azam played a central role in the formation of Peace Committees on 11 April 1971, which declared the independence movement to be a conspiracy hatched by India.[6][30] It is also alleged that Azam was one of the founding members of this organization.[6] The Peace Committee members were drawn from Azam's Jamaat-e-Islami, the Muslim League and Biharis.[31] The Peace Committee served as a front for the army, informing on the civil administration as well as the general public. They were also in charge of confiscating and redistribution of shops and lands from Hindu and pro-independence Bengalis, mainly relatives and friends of Mukti Bahini fighters. Almost 10 million Bangladeshis fled to neighboring India as refugees. The Shanti Committee has also been alleged to have recruited Razakars.[7] The first recruits included 96 Jamaat party members, who started training in an Ansar camp at Shahjahan Ali Road, Khulna.[32][33] During Azam's leadership of Jamaat-e-Islami, Ashraf Hossain, a leader of Jamaat's student wing Islami Chhatra Sangha, created the Al-Badr militia in Jamalpur District on 22 April 1971.[34] On April 12, 1971, Azam and Matiur Rahman Nizami led demonstrations denouncing the independence movement as an Indian conspiracy.[35]
During the war Azam traveled the then West Pakistan to consult the Pakistani leaders.[36] Azam declared that his party (Jamaat) is trying its best to curb the activities of pro-independence "Miscreants".[37] Azam took part in meetings with General Yahiya Khan, the military dictator of Pakistan, and other military leaders, to organize the campaign against Bangladeshi independence.[36]
On August 12, 1971, Azam declared in a statement published in the Daily Sangram that "the supporters of the so-called Bangladesh Movement are the enemies of Islam, Pakistan, and Muslims".[38] He also called for an all out war against India.[39]
Azam is also alleged to be the chief protagonist and to present the blueprint of the killing of the intellectuals in a meeting with Rao Forman Ali in Early September 1971.[40] In accordance with this blue print, the largest number of Bengali intellectuals assassinations performed by Pakistani Army and the local collaborators, on December 14, 1971.
Allegations
On June 20, 1971, Azam declared in Lahore that the Hindu minority in East Pakistan, under the leadership of Sheikh Mujibur Rahman, are conspiring to secede from Pakistan.[41] On August 12, 1971, Azam declared in a statement published in the Daily Sangram that "the supporters of the so-called Bangladesh Movement are the enemies of Islam, Pakistan, and Muslims".[42] For his part, Azam denies all such accusation and challenges that proof be brought forward to justify them.[43] However, he later admitted that he was on the list of collaborators of the Pakistani army, but denied he was a war criminal.[30]
The military junta of Yahya Khan decided to call an election in an attempt to legitimise themselves. On October 12, 1971 Yahya Khan declared that an election will be held from November 25 to December 9. Ghulam Azam decided to take part in this election. On October 15, the Pakistani government suddenly declared that 15 candidates were elected without any competition. According to the declaration of November 2 as many as 53 candidates were elected without any competition.[44] In this election Jamaat won 14 of the uncontested seats.[45]
A human rights worker Sultana Kamal said- "In brutality, Ghulam Azam is synonymous with German ruler Hitler who had influential role in implementation and execution of genocide and ethnic cleansing".[15] Prosecutor of ICT Zead-Al-Malum said- “He was the one making all the decisions, why would he need to be on any committee? Being Hitler was enough for Hitler in World War II.”[46]
However, New York Times reported in 1992 that Azam left East Pakistan in 1970 due to his opposition to the independence movement.[47]
Anti-Bangladesh Lobbying after 1971
After the victory of the Joint forces of the Indian Army and Mukti Bahini over Pakistan on 16 December 1971 a new nation named Bangladesh was born. Azam continued his anti-Bangladesh and pro-Pakistan activities even after 1971. He tried to convince many political leaders of Middle-East and Pakistan not to support the new born nation. A complete description of these lobbies are found in the writings of Dhaka University Professor Anisuzzaman.[13] Mr. Anisuzzaman submitted all the allegations against Golam Azam to the People's Court in 1992. People's Court was established as a mass movement to try war criminals and anti-independence activists by Jahanara Imam and others. Jahanara Imam held this unprecedented Peoples' Court as a symbolic trial of Ghulam Azam where thousands of people gathered and the court gave verdict that Azam's offences committed during the Liberation War deserve capital punishment.[48]
According to Prothom Alo, three intellectuals submitted allegations of war crimes against Ghulam Azam. The activities regarading Bengali culture were submitted by Syed Shamsul Huq, alleged war crimes during 1971 were detailed by Borhanuddin Khan Jahangir and his pro-Pakistan lobbying after 1971 was detailed by Anisuzzaman.[13] Notable pro-Pakistan lobbying of Ghulam Azam after 1971 are as follows:[13]
After the liberation of Bangladesh Azam, staying in Pakistan, created an organization named Purbo Pakistan Punoruddhar Committee (East Pakistan Revival Committee) along with anti-Bangladesh activists like Mahmud Ali. Azam tried to strengthen the international movement to re-establish East Pakistan. Accordingly he kept claiming himself as the Ameer of East Pakistan Jamaat-e-Islami many years after the elimination of East Pakistan.
In 1972, Azam formed Purbo Pakistan Punoruddhar Committee in London and conspired with others to replace Bangladesh with East Pakistan. In 1973, he lectured against Bangladesh in the annual conference of Federation of Students' Islamic Societies held in Manchester and conference of UK Islamic Commission held in Lester. In 1974, he arranged a meeting of Purbo Pakistan Punoruddhar Committee with Pakistanis like Mahmud Ali. As they had already failed to establish a Pakistan within Bangladesh, they decided to lead their movement towards the formation of a confederation combining Bangladesh and Pakistan. In this meeting Azam explained the necessity of working for the movement within Bangladesh though it was a bit risky then. In, 1977 in a meeting held in the Holy Trinity Church College, Azam expressed it again. He came to Bangladesh in 1978 with a Pakistani passport and Bangladeshi visa only to make his dream of Pakistan-Bangladesh confederation come true.
Ghulam Azam participated in the International Islamic Youth Conference held in Riyad in 1972 and begged the help of all Muslim countries to re-establish East Pakistan. From 1973 to 1976 he met Saudi King seven times and asked him not to acknowledge Bangladesh and never to help this country by any means. He lectured against Bangladesh again in the international conference arranged by Rabeta-e-Alam Al-Islami in Mecca in 1974 and at King Abdul Aziz University in 1977.
Azam lobbyied against the acknowledgment of new born Bangladesh in the conference of Foreign ministers of the Muslim countries held in Bengazi in 1973. In the same year he lectured in the Islamic Youth Conference held in Tripoli which was clearly against the independence and sovereignty of Bangladesh.
In 1973 Ghulam Azam urged everybody to participate in the movement of combining Bangladesh with Pakistan in the annual conference of Muslim Students' Association of America and Canada held at Michigan State University.
Azam lectured against Bangladesh again in 1977, in the international conference of Islamic Federation of Students' Organizations held at Istanbul.[13]
Rehabilitation in independent Bangladesh
In 1978 Azam returned to Bangladesh on a temporary visa with a Pakistani passport.[citation needed] But he had been living in Bangladesh from 1978 to 1994 as a Pakistani national without any valid visa to stay in Bangladesh, refusing to leave a country he considered his home by birth-right.[13][14]
Ghulam Azam announced his retirement from active politics in late 2000. He was succeeded by Motiur Rahman Nizami.[3]
Arrest and incarceration
On 11 January 2012, Ghulam Azam was arrested on charges of committing crimes against humanity and peace, genocide and war crimes in 1971 by the International Crimes Tribunal. His petition for bail was rejected by the ICT, and he was sent to Dhaka Central Jail. However, after three hours he was sent to Bangabandhu Sheikh Mujib Medical University (BSMMU) hospital for a medical check-up due to his old age. According to the Daily Star, Azam was allowed to remain in a hospital prison cell despite being declared fit for trial by a medical team on 15 January.[49][50] The same paper later acknowledged that he had been placed there due to his "ailing condition".[51]
Azam's health has deteriorated rapidly since being imprisoned.[52] His wife, Syeda Afifa Azam was reported in several newspapers as being shocked at his treatment, stating that he has become very weak and has lost 3 kilograms in a month due to malnutrition.[29] She described his treatment as "a gross violation of human rights" even though he was kept in a hospital prison cell.[53][54]
Azam's wife complains about him being denied proper family visits and access to books, saying that this amounted to "mental torture".[55] The Daily Star reported that Azam's wife and his counsels were allowed to meet him on 18 February.[56] On 25 February 2012, The Daily Star reported that Azam's nephew was denied a visit at the last minute just as he was about to enter the hospital prison room. This is despite the application for the visit being initially approved.[57]
Islamic activists from different countries expressed their concern for Mr. Azam. The International Union of Muslim Scholars, chaired by Yusuf al-Qaradawi called the arrest "disgraceful", and called on the Bangladesh government to release him immediately, stating that "the charge of Professor Ghulam Azam and his fellow scholars and Islamic activists of committing war crimes more than forty years ago is irrational and cannot be accepted".[58]
The judicial process under which Azam is on trial has been criticised by international organisations such as the United Nations, Human Rights Watch and Amnesty International.[59][60][61] So far, the ICT has sentenced two of the accused to death and has given a life sentence to another.
The International war crimes tribunal of Bangladesh will deliver its verdict in the trial of Ghulam Azam on 15th July, 2013.[62]

Kerala chief minister Pinarayi Vijayan on Wednesday said a complete lockdown could be imposed in the state again as over 1,000 new cases of coronavirus were reported for the first time on Wednesday.
"We had previously implemented a complete lockdown in the state. We are aware of such viewpoints (complete lockdown).Although it has not been decided yet, I think we will have to consider it," he said.

167 personnel of security forces found COVID-19 positive in Arunachal so far
The Arunachal Pradesh government on Wednesday said that 167 personnel of different security forces and the police have tested positive for COVID-19, reports PTI.
Among them are 54 of the Indo Tibetan Border Police (ITPB), 32 personnel each of the Army and the Central Reserve Police Force (CRPF) and 16 of the Border Road Task Force (BRTF), said state Health Secretary P Parthiban.
Thirty-one personnel of the state police and two personnel of the Assam Rifles have also tested positive, he added. Besides, 53 personnel of the National Disaster Response Force (NDRF) have also been diagnosed with COVID-19.

Don't expect COIVD-19 vaccine before 2021: WHO
Researchers are making "good progress" in developing vaccines against COVID-19, with a handful in late-stage trials, but their first use cannot be expected until early 2021, a World Health Organization (WHO) expert said on Wednesday, reports Reuters.
WHO is working to ensure fair vaccine distribution, but in the meantime it is key to suppress the virus's spread, said Mike Ryan, head of WHO's emergencies programme, as daily new cases around the globe are at near-record levels.
Coronavirus LATEST Updates: Researchers are making 'good progress' in developing vaccines against COVID-19, with a handful in late-stage trials, but their first use cannot be expected until early 2021, said a WHO expert.
As many states in India reported record jumps in daily coronavirus cases on Wednesday, lockdown restrictions of different durations were clamped in Bhopal, Kashmir Valley and in Manipur.
In Maharshtra, the country's worst-affected state by COVID-19, the daily rise in cases surpassed 10,000 for the first time. Tamil Nadu, which is placed second nationally, reported an all-time single-day high of 5,849 fresh infections, whereas cases neared 5,000 in Karnataka, a day after the state's chief minister said that there will be no extension of lockdown in the state.
According to the Union health ministry, India's total COVID-19 cases rose to 11,92,915 while the toll reached 28,732. However, amid the rising cases, on Wednesday, India's recovery rate improved to 63.13 percent as a record number of over 28,000 people were discharged in a day.
Meanwhile, in norhteastern state Manipur, where cases with no travel history were found to be COVID-19 positive, the govt announced 14-day curfew-like restrictions from Thursday afternoon in order to control the spread of the virus.
Similar restrictions will be in place in Bhopal for 10 days, the Madhya Pradesh govt said, while the Kashmir Valley has been placed under complete lockdown for six days starting from today evening.
In Delhi, health minister Satyender Jain announced that a fresh sero-survey will be conducted next month after the results of the previous round showed that 23 percent of Delhi's population had been infected with the virus.
Down south, Kerala chief minister Pinarayi Vijayan said the government will "seriously consider" suggestions coming from experts to re-impose a lockdown as the state recorded over 1,000 cases in a single day for the first time since the outbreak.
Six-day lockdown in Kashmir
The Jammu and Kashmir administration imposed a six-day complete lockdown in all of Kashmir Valley, except for Bandipora district, following a spike in the number of COVID-19 cases in the last three weeks.
"Complete lockdown in all Red districts (excluding Bandipora) of Kmr (Kashmir)Div (Division) from today evening till 6 am on 27-7-2020," the Jammu and Kashmir administration's Department of Information and Public Relations said on Twitter.
The lockdown came into effect on Wednesday evening as the Valley recorded 502 new cases.
During this period, agriculture, horticulture and construction activities will continue in accordance with disaster management guidelines, and the movement of goods carriers, LPG and oil tankers will also be allowed.
The decision to impose restrictions will be reviewed after six days, officials told news agency PTI.
The Valley has faced the brunt of COVID-19 in the newly formed Union Territory, accounting for 243 of its 263 deaths and 5,263 of the 6,540 active cases. The highest single-day spike was on Monday when 751 COVID-19 cases were recorded.
In Madhya Pradesh, Home Minister Narottam Mishra announced that a lockdown will be imposed in Bhopal for ten days from 8 pm on 24 July. The announcement came as Bhopal reported the highest number of cases at 157 in the state, taking its total case count to 4,669 and toll to 144.
Chief Minister Shivraj Singh Chouhan assured that the supply of essentials will continue through the lockdown and asked people to follow rules and take adequate precautions.

Like in earlier lockdowns, e-passes will be required to travel to and from Bhopal, said Mishra. The next cabinet meeting will be held through video conferencing, he added.
Manipur chief minister N Biren Singh, in a press conference, announced that curfew-like restrictions will be imposed for 14 days across the state beginning 2 pm on Thursday. He said the decision was taken at an emergency cabinet meeting held in the evening.
Singh said that it is a matter of concern that people with no travel history were found to be COVID-19 positive in Thoubal district while asserting that it is too early to state that local transmission is taking place. A seven-day curfew was imposed in Thoubal on Tuesday to deal with the situation in the district.
He also that noted 63 personnel of the Central Reserve Police Force (CRPF) tested positive for the disease after coming to the northeastern state from other parts of the country. People's reluctance to follow the COVID-related protocols further compounded the need to impose restrictions, he said.
Essential services will be exempted from the purview of the restrictions and "time-to-time" arrangements will be made by involving the home and health departments to make sure that people get their daily needs, said Singh while warning of strict action if the rules were not followed.
The state Cabinet also resolved to engage 100 doctors, 90 nurses and 60 multi-tasking staff for six months to work at different COVID-19 care centres. "Our priority is to save lives," Singh said.
Chhatisgarh's capital Raipur wore a deserted look on Wednesday as a week-long lockdown began in the municipal limits of Raipur and Birgaon.
"Raipur district recorded 1,314 COVID-19 cases till Tuesday. Of these, around 1,100 cases were detected in the last one month. Therefore, areas under the Raipur Municipal Corporation and Birgaon Municipal Corporation of the state capital have been declared as containment zones where restrictions will remain in force for seven days to break the chain of virus transmission," a public relations department official told PTI.
Lockdown is also being enforced in 20 other urban bodies in four districts of the state, including Mungeli and Durg, for different time periods, the official said.
Kerala govt mulls lockdown
As Kerala reported 1,038 fresh COVID-19 cases, the highest- single day addition of patients, Chief minister Pinarayi Vijayan said that the government will look into imposing a total lockdown, as has been suggested by some experts. "Such demands have come from various quarters. We have not taken any decision yet. We will seriously consider it," he said.
Kerala's infection count rose to 15,032 on Wednesday while the toll climbed to 45 with a 75-year-old man from Idukki succumbing to the viral infection.
While the situation remained grim in the state capital, which has the highest number of 2,421 cases, the virus was spreading rapidly in Aluva at Kochi, prompting authorities to impose curfew there and nearby panchayats, the chief minister said, stressing that there was a need to be more cautious.
Maharashtra, Tamil Nadu report record increase in daily cases
Maharashtra reported the highest single-day jump of 10,576 COVID-19, which pushed its overall tally to 3,37,607, the state health department said. The state's toll due to the virus went up by 280 and reached 12,556, it said. A total of 5,552 patients were discharged from hospitals during the day, taking the number of recoveries in the state to 1,87,769, the department said in its statement.
Tamil Nadu  reported an all-time single-day high of 5,849 fresh infections, taking the case count to 1,86,492, while the toll rose to 3,144 with 74 more succumbing to the disease. The daily bulletin stated that of the total fatalities, 444  were notified on Wednesday after a report was submitted by the death reconciliation committee constituted by the state government
On a positive note, recoveries also rose to 1,31,583 with 4,910 people getting cured, the state health department said.
The COVID-19 toll in West Bengal mounted to 1,221 after the highest single-day spike of 39 fatalities, the health department said. The state also witnessed a record 2,291 fresh infections, pushing the tally to 49,321, it said in a bulletin. The number of active cases in the state stands at 18,450.
Karnataka also reported the biggest single-day spike of 4,764 new COVID-19 cases and 55 fatalities, taking the total number of infections to 75,833 and the toll 1,519, the state's health department said. The day also saw a record 1,780 patients getting discharged after recovery. Out of the 4,764 fresh cases, a whopping 2,050 were reported from Bengaluru urban alone.
India reports 37,724 new cases, 648 fatalities since Tuesday
In its morning update, the Union health ministry said that the country registered 37,724 COVID-19 cases since 8 am on Tuesday, pushing the overall case count to 11,92,915 while the toll rose to 28,732 with 648 fatalities. A record 28,472 patients recuperated from the disease in 24 hours, taking the recovery rate rose to 63.13 percent, the ministry said.
According to the ministry data updated at 8 am, recoveries have surged to 7,53,049 exceeding active cases of coronavirus infection by 3,41,916.
"While the national recovery rate has improved, 19 states and Union Territories are posting a recovery rate higher than the national average," the ministry said.
The case fatality rate has dropped to 2.41 percent from Tuesday's 2.43 percent. It was 3.36 percent on 17 June, the ministry said in a statement.
Fresh sero-survey in Delhi in August
In Delhi,  Health Minister Satyendar Jain said a  fresh sero-survey will be conducted from 1-5 August and such exercises will be conducted every month to formulate better policies to tackle COVID-19.
The decision comes after the city government analysed the results of the latest sero-survey which showed that nearly 23 percent of the people in the National Capital had been exposed to the novel coronavirus.
The national capital recorded 1,227 fresh coronavirus cases, a bulletin issued by the Health Department said, taking the tally  to over 1.26 lakh. Twenty-nine fatalities were recorded in the last 24 hours, taking the toll to 3,719, the bulletin said. The number of active cases was 14,954, down from 1 5,288 on Tuesday.
On the sero-survey, the minister said a strategy is being made for the next survey, and more samples will be taken than in the previous exercise.
"The results of the sero-survey conducted from 27 June to 10 July came out on Tuesday, and it shows that nearly one-fourth of people had developed antibodies, meaning they had got infected and recovered. Most of these people who were sampled did not know that they were infected earlier," Jain told reporters.
Director of the National Centre for Disease Control (NCDC) Dr Sujeet Kumar Singh ahd said on Tuesday said that what the sero survey also shows is that the remaining 77 percent are still vulnerable to the viral disease and containment measures need to continue with the same rigour.
A sero-survey involves testing of blood serum of individuals to check for the prevalence of antibodies against infection.
