It examined events in politics and culture through the viewpoint of a fanciful small town in Middle America, where children often have adult personalities and vocabularies and where animals can talk. Bloom County, syndicated by The Washington Post Writers Group, featured some of the characters from Academia Waltz, including former frat-boy Steve Dallas and the paraplegic Vietnam war veteran Cutter John. Justice and Economic Freedom: Student Loan Borrowers’ Victory over DeVos

On April 3, a final settlement agreement between student loan borrowers and the U.S. Department of Education received federal approval, effectively mandating the Department to process over 170,000 student loan forgiveness applications that have been indefinitely delayed, in some cases, for more than four years. [1] In the case Sweet v. Devos, the plaintiffs, composed of borrowers who had been waiting for borrower defense decisions for up to five years, sued U.S. Secretary of Education Betsy Devos in June 2019 for unlawfully refusing to adjudicate borrower defenses and “intentionally adopt[ing] a policy of inaction and obfuscation.” The lawsuit was filed over a year since the Department had formally dealt with any claims. [2] According to the terms of the settlement agreement, the U.S. Department of Education must process all pending Borrower Defense applications within a period of 18 months. A failure to do so will result in corresponding applicants receiving a monthly 30 percent discharge of their federal student loans. Continuation with “forced collections” regarding student loan borrowers through means such as wage garnishments and tax refund seizures would allow applicants to obtain 80 percent loan forgiveness. Additionally, the Department must waive all interest accrued after the submission of any application and produce progress documentation each quarter. Finally, the settlement grants borrowers the liberty to challenge the Department's final rulings. [1] The federal settlement agreement represents a substantial victory for student loan borrowers who had attended for-profit institutions and have been paralyzed by ever increasing debt.

The plaintiff’s complaint requested an order for the Court to “start granting or denying their borrower defenses and vacating the Department’s policy of withholding resolution.” [3] The students declared that their legal borrower defense rights had been denied, alleging that they had experienced fraud and been deceived by for-profit colleges including ITT Technical Institute (ITT), Corinthian Colleges (Corinthian), DeVry University, and many more. According to the plaintiff, these institutions “promised high paying jobs, state-of-the-art vocational training, and long and fulfilling careers,” but in actuality, students received nothing more than “thousands of dollars in debt, damaged credit, and depleted access to further student aid.” [3] In order to make their case, the students’ attorneys draw upon the Administrative Procedure Act (APA), which enforces the procedures undertaken by federal agencies in “develop[ing] and issue[ing] regulations. [4] The APA commands for agencies to “proceed to conclude a matter… within a reasonable time” and give “prompt notice… of the denial in whole or in part of a written application,” and calls upon the court to “compel agency action unlawfully withheld or unreasonably delayed.” Additionally, they assert that under the Borrower Defense to Loan Repayment Forgiveness, given by the Federal Trade Commission’s Trade Regulation Rule Concerning Preservation of Consumer’s Claims and Defenses (Holder Rule), consumers are not required by law to pay back loans in the case that vendors exercise fraud, delivering goods or services inconsistent with what was promised at the time of purchase. [3] More specifically, each borrower of Federal Family Education Loans (FFEL) is legally protected by a Master Promissory Note (MPN) that explicitly adapts the Holder Rule to situations involving students and fraud-committing schools. [3]

The plaintiff’s complaint provides further background information on the predatory nature of the for-profit college industries. It states that the largest contributor to these institutions’ revenue is taxpayer dollars (in the form of federal student aid), which is exploited when colleges deliberately seek out students of minority backgrounds, such as low-income, students of color, first-generation students, single parents, and veterans. [3] The inflated representation of these students at for-profit colleges, further compounded by the forgery of student high school diplomas and financial aid records, generates astounding levels of revenue. The majority of the revenue subsequently becomes private profit, as think tanks such as Century Foundation have exposed that the largest national for-profit institutions funnel less than 30% of tuition into resources for instruction. Finally, for-profit tuition costs significantly more than that at private nonprofit schools, flagship public universities, and community colleges, causing for-profit graduates to amass staggering amounts of debt. Consequently, for-profit collegiate students constituted 98% of loan cancellation applicants from 2016 to 2018. [3]

The document then transitions to delineating the changes and policies adopted by the U.S. Department of Education. The plaintiffs assert that Secretary DeVos extensively staffed the prominent positions of the for-profit college industry at the beginning of her tenure, while allowing the Borrower Defense Unit (BDU) of the Student Aid Enforcement Unit to remain unexplainably understaffed, with no additional hired employees since January of 2017. In a public statement, DeVos mentioned that she believed borrower defenses enabled students to “raise his or her hand” and obtain “free money.” [3] To summarize the Department’s borrower defense undertakings, the last application was approved on June 12, 2018, and the last application was denied on May 24, 2018. This marked the beginning of the Department’s unlawful inactivity regarding the adjudication of student loan borrower applications. [3]

Finally, the plaintiff’s complaint asserts the economic, psychological, and emotional damages that have arisen from the Department’s failure to process applications. For example, many student loan borrowers have been trapped in financial instability, unable to obtain jobs (even at the entry level), transportation vehicles, home equity and retirement savings, all on the basis of their poor credit. [3] Simultaneously, the interest on each of the loans has been accruing interest, causing graduates to be faced with ever increasing debt. On the emotional end, there has been personal harm done to student loan borrowers, who have faced stress, anxiety and depression directly as a result of the pending applications. Certain borrowers that represent the plaintiff have experienced unending difficulties finding significant others and starting families because of their debt. [3]

The plaintiffs’ victory in this lawsuit bears tremendous significance. Although Secretary DeVos “admits no wrongdoing,” she has promised to comply with the terms of the settlement. [2] Theresa Sweet, a plaintiff who attended Brooks Institute of Photography and asserted her borrower defense in Fall 2016, declared in a blog post that the Court’s decision is “vindicating and shows that [the students] were right to stand up and fight back. [5] She hopes that her story and the stories of other students who were scammed by for-profit institutions “inspires people to stand up and make their voices and interests heard,” asserting that this is “only the beginning of the fight to get justice for student borrowers.” [5]

V calls Daph looking to vent rq and realizes like half way through part of said vent has to do w her crush on Daph so she switches to Spanish and Daphne’s able to pick up some of it due to whatever French she knows and the similarities of Latin languages and she’s very confused when she repeats back what she could kind of understand and Velma is very embarrassed

for some particular reason Shaggy has to be somewhere Scooby can’t be and Velma is his go-to dog-sitter (based on APNSD The Computer Walks Among Us, “Please, Scooby—for me?” + she kissed his cheek, “Aww, I’d do anything for you, Velma.”) and I just very much like the mental image of Scooby curled up at her feet or something while Daph’s over and they all just watch a movie or smth

following “Moon Monster Madness” Daphne can’t sleep for the life of her bc she can’t stop thinking abt this interaction and she just has to call Velma, it’s 2:00 in the morning and to her it doesn’t matter bc she needs Velma to know that she matters so much more than what she thinks after she didn’t really get a chance to say so beforehand [EDIT: written now haha]

thinking abt Large Dragon at Large from WNSD and Velma’s COSTUME with her and Daphne talking abt it beforehand and V’s so embarrassed to show it to Daphne bc she thinks it’s ridiculous so then jokingly Daph keeps accusing her of picking something “scandalous” (“does it show too much of your shoulders or something ;)” “I hate you”) and because Daphne genuinely can’t think of another reason as to why Velma would be embarrassed to show it off she puts it on for Daphne and she thinks it’s literally the cutest thing ever

due to past issues of Men™️ they both have crazy low expectations of relationships when they start dating, like heartbreakingly low- Velma getting a bit emotional when Daph isn’t ashamed of her/their relationship or when she wants a day to the both of them rather than constantly including friends/avoiding alone time; Daphne tearing up when Velma’s interested in what she has to say and makes sure she knows her opinions are valid/acknowledged/cared for; and both of them are pleasantly surprised when they make equal effort rather than begging for the bare minimum

whenever they spend the night together + Velma’s up too late working too hard Daphne will pretend to be asleep and pull a cat-like move in the sense of being cuddly as inconveniently as possible, trying to “shift” to cover her papers or laptop with her arm or slowly try to cover Velma/her papers when on her computer so she could be bothered just enough to not actually be annoyed and enough to give up and go to bed

even if it’s not the greatest in the world, Daphne’s in love w Velma’s singing voice and always encourages any bit of confidence boost she gets

Daphne tries to remind Velma that she’s gorgeous and stunning in every way especially (not because of) knowing that she has a few issues with her body image + Daph just loves her sm

similar to the previous, Velma will often try to find ways to compliment Daphne that don’t involve her physical appearance to show that she sees/acknowledges more than that

Velma started crushing first—they were in early middle school, Daphne started having a phase of calling her friends pet names and Velma’s poor gay heart could not take that (totally not how I got my first crush what r u talking abt)

in middle/high school during lunch/recess, Daphne would often sit with Velma and read under a tree in comfortable silence or Velma would try to sit with Daphne and her friends (Daph enjoyed reading w V more than V enjoyed being w her clique + that is more than ok <3), though of course they’d have their separate times when they’d want to too

Daphne loves going to hockey games w V bc she thinks it’s the funniest thing seeing how hockey can get so violent so quick and how V is just all over that (she also just loves seeing Velma get excited abt things)

Daphne would watch Jack Stauber’s “Opal” day in and day out and Velma would happily watch along; Daphne more or less comforted in not being alone as a child of neglect, Velma nitpicking the art style and the metaphors and how absolutely genius work it is

Velma seems like a clarinet player to me (as a clarinet player myself oops) and I think Daphne would have a lot of fun on low brass even if her parents keep pushing her to do flute or piccolo or something on top of piano and/or violin

I have more they’re just not in my phone so I’ll find them hopefully in the morning if not some other time😭😭😭😭 I wrote them in a notebook for class in my senior year of high school (3 years ago) so I guess I’ll be on a mission to find this particular notebook bc I hardly used it for actual class stuff
