The so-called Department of Government Efficiency (DOGE) is starting to put together a team to migrate the Social Security Administration’s (SSA) computer systems entirely off one of its oldest programming languages in a matter of months, potentially putting the integrity of the system—and the benefits on which tens of millions of Americans rely—at risk.
The project is being organized by Elon Musk lieutenant Steve Davis, multiple sources who were not given permission to talk to the media tell WIRED, and aims to migrate all SSA systems off COBOL, one of the first common business-oriented programming languages, and onto a more modern replacement like Java within a scheduled tight timeframe of a few months.
Under any circumstances, a migration of this size and scale would be a massive undertaking, experts tell WIRED, but the expedited deadline runs the risk of obstructing payments to the more than 65 million people in the US currently receiving Social Security benefits.
“Of course, one of the big risks is not underpayment or overpayment per se; [it’s also] not paying someone at all and not knowing about it. The invisible errors and omissions,” an SSA technologist tells WIRED.
The Social Security Administration did not immediately reply to WIRED’s request for comment.
SSA has been under increasing scrutiny from president Donald Trump’s administration. In February, Musk took aim at SSA, falsely claiming that the agency was rife with fraud. Specifically, Musk pointed to data he allegedly pulled from the system that showed 150-year-olds in the US were receiving benefits, something that isn’t actually happening. Over the last few weeks, following significant cuts to the agency by DOGE, SSA has suffered frequent website crashes and long wait times over the phone, The Washington Post reported this week.
This proposed migration isn’t the first time SSA has tried to move away from COBOL: In 2017, SSA announced a plan to receive hundreds of millions in funding to replace its core systems. The agency predicted that it would take around five years to modernize these systems. Because of the coronavirus pandemic in 2020, the agency pivoted away from this work to focus on more public-facing projects.
Like many legacy government IT systems, SSA systems contain code written in COBOL, a programming language created in part in the 1950s by computing pioneer Grace Hopper. The Defense Department essentially pressured private industry to use COBOL soon after its creation, spurring widespread adoption and making it one of the most widely used languages for mainframes, or computer systems that process and store large amounts of data quickly, by the 1970s. (At least one DOD-related website praising Hopper's accomplishments is no longer active, likely following the Trump administration’s DEI purge of military acknowledgements.)
As recently as 2016, SSA’s infrastructure contained more than 60 million lines of code written in COBOL, with millions more written in other legacy coding languages, the agency’s Office of the Inspector General found. In fact, SSA’s core programmatic systems and architecture haven’t been “substantially” updated since the 1980s when the agency developed its own database system called MADAM, or the Master Data Access Method, which was written in COBOL and Assembler, according to SSA’s 2017 modernization plan.
SSA’s core “logic” is also written largely in COBOL. This is the code that issues social security numbers, manages payments, and even calculates the total amount beneficiaries should receive for different services, a former senior SSA technologist who worked in the office of the chief information officer says. Even minor changes could result in cascading failures across programs.
“If you weren't worried about a whole bunch of people not getting benefits or getting the wrong benefits, or getting the wrong entitlements, or having to wait ages, then sure go ahead,” says Dan Hon, principal of Very Little Gravitas, a technology strategy consultancy that helps government modernize services, about completing such a migration in a short timeframe.
It’s unclear when exactly the code migration would start. A recent document circulated amongst SSA staff laying out the agency’s priorities through May does not mention it, instead naming other priorities like terminating “non-essential contracts” and adopting artificial intelligence to “augment” administrative and technical writing.
Earlier this month, WIRED reported that at least 10 DOGE operatives were currently working within SSA, including a number of young and inexperienced engineers like Luke Farritor and Ethan Shaotran. At the time, sources told WIRED that the DOGE operatives would focus on how people identify themselves to access their benefits online.
Sources within SSA expect the project to begin in earnest once DOGE identifies and marks remaining beneficiaries as deceased and connecting disparate agency databases. In a Thursday morning court filing, an affidavit from SSA acting administrator Leland Dudek said that at least two DOGE operatives are currently working on a project formally called the “Are You Alive Project,” targeting what these operatives believe to be improper payments and fraud within the agency’s system by calling individual beneficiaries. The agency is currently battling for sweeping access to SSA’s systems in court to finish this work. (Again, 150-year-olds are not collecting social security benefits. That specific age was likely a quirk of COBOL. It doesn’t include a date type, so dates are often coded to a specific reference point—May 20, 1875, the date of an international standards-setting conference held in Paris, known as the Convention du Mètre.)
In order to migrate all COBOL code into a more modern language within a few months, DOGE would likely need to employ some form of generative artificial intelligence to help translate the millions of lines of code, sources tell WIRED. “DOGE thinks if they can say they got rid of all the COBOL in months, then their way is the right way, and we all just suck for not breaking shit,” says the SSA technologist.
DOGE would also need to develop tests to ensure the new system’s outputs match the previous one. It would be difficult to resolve all of the possible edge cases over the course of several years, let alone months, adds the SSA technologist.
“This is an environment that is held together with bail wire and duct tape,” the former senior SSA technologist working in the office of the chief information officer tells WIRED. “The leaders need to understand that they’re dealing with a house of cards or Jenga. If they start pulling pieces out, which they’ve already stated they’re doing, things can break.”

related to last rb but a few years ago i was reading a book about an indonesian anarchist's analysis on indigenous cultures here and there is this bit of a thread that interests me.
its about how ethnic groupings and cultural traditions slowly become incorporated with the capitalist state the moment people and the communities pursue friendly relations or try to live with the government to the point that their identity is eventually homogenized and reduced to be synonymous with the state with a bunch of sanitized and hollow cultural signifiers of their ancestors' ethnic group.
to tell you the truth, i actually have a little issue with this. a lot of ethnic identities are tied to the monarchies that stood before colonization. theyre already friendly with the state. not every ethnic groups are like dayak where you can argue they're principally anarchist (plus it kind of has the unfortunate implications that there is no way to preserve your culture in a way that matters if you intermix and mingle with people outside of your ethnicity). but also, as a disparate bunch of islands and regions, it was dutch colonialism that forcibly tied everything together to give it a national identity.
but i don't think the concerns were stupid. its true that the indonesian state as it is now, uses indigenous cultural symbols and do token lip service about diversity between ethnic and religious groups while oppressing and stealing lands to be used as projects like food estate or mining sites or palm oil plantations. and its not just a matter of corruption, food estate farms usually plant rice in places where the climates are bad for it and where the people living around it doesn't even consume rice as their primary staple foods. and when the projects fail, the farmers sometimes default on palm oil because there is a national and international market for it, then indigenous communities suffer because their source of livelihood and food are gone. and in the case of mining sites, most of the goods and profits aren't even landing to the pockets to the national bourgeoise lol. yes theyre still rich beyond imagining and oppress people but its the people (and i mean people as a whole, including the poor ones) of the imperial core that gets cheap phones and electronics and building materials.
there's also certain regions where the relationship to the indonesian state are downright colonial. like west papua, horribly militarized and exploited for resources with barely any government spending given for the people and "transmigration" programs sending non-papuans to live in the "unused lands" there (fyi transmigration programs isnt a new thing).
interestingly, i also read in another book about the history of communist movements here that notes that we were actually developing a shared national identity organically during 1945-1955, as we were fresh off independence and were spearheading non-block movements and there was widespread literacy programs and multiple party-affiliated recreation clubs. there was an anecdote that a lot of people were given "revolutionary" sounding names, and when people do small talk, they asked of your party affiliation instead of whats your ethnic group. it wasnt until suharto rose to power that he began the campaign of rewriting a revisionist history where the anti colonial movement was mostly a win from military defense with barely any political or ideological battles occuring, and somewhat reviving the concept of ethnic groups being important to the national identity of indonesians (see the troubled development of taman mini indonesia), even though said concept is horrifically outdated since it was mostly politically relevant before dutch colonialism. and of course we have to mention that suharto's time as president is noted even in civics class textbooks as "java-centric", which probably explains why some javanese people are Weird™ about other ethnic groups, if you know what i mean?

What am I working on right now?
I realise I haven't really listed what I am doing and have been doing in terms of projects on Tumblr so far, so in case you're curious what I'm doing, here you go. With images and all this is gonna be quite lengthy, so have a look under the cut:
First of all, Job and Uni:
At the start of the month, the new uni semester begun, and I also got a job in programming! Uni courses are pretty chill this year, and I'm at the job two days a week. It's really nice so far, and it involves developing algorithms used for CAM and CNC-machines.
As a uni project I did..
A physics engine for Godot:
Godot is a game engine. As part of an uni course, two fellow students and I wrote the mathsy bulk of a physics engine for it. This includes stuff like collision handling and various joints (like hinge joints you'd use for a physics-based door etc.), but because of time constraints doesn't include collision detection, which is handled by Bullet. Outside of the planned curriculum, I also derived the equations for and implemented rope joints, which simulate, well, ropes.

And currently, outside of uni, I still want to work on the engine by implementing..
Portals:
Yea I want to implement portals using the custom physics engine we built. But not just portals as Valve did them, that would be too easy. I want them to be able to move and interact with other objects while remaining physically accurate (or, as physically accurate as they can be considering they're portals). The current state of things:
The dream is to be able to build gorgeous architecture, like, I'm thinking buildings resting on top of pillars that are always moving. If I can get this to work I really ought to discuss the vision with some artists and creative folk in general, because I feel like there's so much unexplored creativity in art with portals. But yeah, there's still a lot of very intimidating maths/physics until I get there.
As for other private/free-time projects..
SSBToni:
SSBToni is probably my most ambitious project yet. Toni is a Discord bot for the competitive Super Smash Bros. community (currently in 1.9k servers wowee). Her main selling point is the ability to show frame data and hitbox gifs, but she can also do some other stuff like guide you through a full match of Smash Bros. according to a range of competitive rulesets, from rock-paper-scissors through stage bans all the way to game reporting. She's written in Java with JDA, and her code is hosted here.

I want to do ranked matchmaking and Smash profile images later on, so I have to do some web backend work. The bulk of that is private still, but some of that spun off into separate projects which are..
instant-glicko-2:
The Glicko-2 rating system is great, but it has some issues if you want to use it for real-time ratings/rankings. This Rust library aims to solve these issues to allow for good real-time rankings that are still accurate to the Glicko-2 system. I wrote about how I achieve that here, and the code is hosted here. Note that I do want to change some stuff still which I don't mention in the article I wrote, and in the current form it is probably not production-ready.
cache-compute:
In all honesty, maybe my proudest public thing yet, and it's a single-file ~500 line Rust crate. Based on this blogpost by fasterthanlime, the library makes caching for async stuff much easier, which is gonna be extremely useful in web backend stuff. If a resource isn't available locally (cached), you might have to spend some time making a request to get it from elsewhere to cache it. This library makes sure you only make that request once when you need it, and sorts everything out so that everyone waiting on the resource gets a copy the moment it arrives.
Part of why I'm so proud of this is that, for one, I consider the core finished and very much usable, and secondly, because I wrote so many and such long and exhaustive tests for it, just to hopefully be able to catch any weirdness that comes up. Because writing this kind of concurrent code is hard.
And that's it for projects I would want to show off and write about.
There are of course always ideas in my idea list (currently four or five good ones I'm not working on), maybe I'll post about those too sometime. If you're curious or starved for ideas feel free to ask about them too, I don't think I'll be able to do all of them and the list is only growing larger.
