Page 1 & 2.  ---- Woodsworth's Bill to Repeal Section Has Advanced As Far As Second Reading But Is Unlikely to Get Further — Supported By Lapointe — “Dangerous Organizations” At Work Guthrie Retorts ---- OTTAWA, Feb. 15— (CP)— Section 98 of the Criminal Code possibly the only section of the code the average Canadian knows of by number, is under fire in Parliament again. It has been under fire nearly every session for more than 10 years and outside of Parliament has been denounced by labor and other organizations of various shades of radicalism. 
This year the bill to repeal the section sponsored by J. S. Woodsworth (Labor Winnipeg North Centre) has advanced as far as second reading but is unlikely to go any further. Opposition to the measure was voiced last night by Hon. Hugh Guthrie, minister of Justice, after the Winnipeg Laborite had argued for repeal of the section which makes it an offense to be a member of an organization working for the overthrow of constituted authority. 
WOODSWORTH’S ARGUMENT In arguing for repeal Mr Woodsworth offered no justification for the activities of Communists He said he was opposed to forcible overthrow of government. The Communists now serving in penitentiary, however, had been convicted under section 98. These man had been guilty of no overt act and he did not believe a man should be punished for the views he holds or the thoughts he expresses. 
SUPPORT FROM LAPOINTE Support for Mr Woods worth came from Hon. Ernest Lapointe, former minister of Justice, who attempted to secure the repeal of the section while he was in office. He believed other sections of the code amply provided for seditious activities.
DANGEROUS ORGANIZATIONS If there was any reason for enacting the section in 1918, said Mr. Guthrie there was abundant reason for retaining it under present disturbed conditions. There was unrest in Canada to-day and “a number of dangerous organizations” were at work. The Labor Defense League was operating In “a most Insidious manner." It was closely affiliated with "The Friends of Russia Society.” 
The numerous petitions and personal threats he had received, said Mr. Guthrie, convinced him of the intensity of the activity of then organizations. At one time he had looked upon repeal of the section with indifference but now he felt it should stand. 
“We know that there is unrest in the Dominion of Canada to-day of a very serious nature,” Mr. Guthrie declared, in moving that the bill be given a six months’ hoist. He referred particularly to the Canadian Labor Defense League. He was sufficiently aware of the activities of that league to know “that it is a Communist society of Canada operating under another name.” 
The minister told the House of the threatening telegrams he had received of the great batch of petitions in connection with the imprisonments of the eight Communists and the riots at Kingston penitentiary.”
"I know that the Canadian Labor Defense League and the Communist association have their affiliations outside the Dominion of Canada," said Mr. Guthrie. "I know that from telegrams, which I have received threatening myself. I have been told that 150,000 Communists in New York are watching me and I forget how many hundreds of thousands in Chicago" — all telegrams framed, I believe, in the City of Toronto.” 
Mr. Lapointe recalled that he had on five occasions introduced legislation to repeal the statute and thus  the House of Commons had always supported the bill. During the session of 1930, nobody on the opposite side of the House had opposed it. 
"If it is a crime to-night to favor the bill introduced by the hon. member for Winnipeg North Centre, all hon. members who sat opposite me in 1930 and supported the bill introduced then — because they did not oppose it— were guilty of a similar crime”. 
The cadet services appropriation for $300,000 encountered squalls. Although the vote is $60.000 less than the item for last year, the appropriation had not passed at adjournment following an hour's discussion. 
ANNUAL ATTACK Agnes Macphail (Prog., South East Grey) made her annual attack. But her move found opposition. The discussion produced a statement by Hon. D. M. Sutherland, minister of national defence, that with economy ever before its eyes, the Government would do all in its power in the way of reducing future contractual obligations. Prime Minister R. B. Bennett had carefully explained the operation of the Lord Strathcona fund for cadet public school training regarding which Dominion payments arose. The stage was then all set for the passing of the vote but Vincent Dupuis (Lib., Laprairie-Napiervllle) arose a few minutes to 11 o'clock and held the vote as it was about to be approved.
Repeating her objections, voiced in previous years, Miss Macphail told while she was opposed to cadet training, she was not opposed to discipline, provided it was self-discipline. Cadet training was a sort of rigid regimentation. She claimed which discouraged thought and should be done away with, along with many other features of the present educational system. F. G. Sanderson (Lib. South Perth) would not go so far as Miss Macphail’s motion called for but he believed that If there were any items in the estimates that might be left out during the present difficult times the cadet item was one of them.

VIEWING THE DUKE OF EDINBURGH’S FUNERALDepending on current heath regulations in your area, it would be a great act of kindness to invite a senior living alone, a new Canadian, a neighbour without cable TV to join in watching the Duke’s funeral on April 17. The Queen is expected to speak before the obsequies begin.  The Procession of mourners will accompany his mortal remains to the Chapel at around 9:40 am EDT. It would be appropriate for folk at home to stand during the national Minute of Silence being observed in Britain and throughout many parts of the Commonwealth at 10 am EDT.   Sometimes people say. “This sort of event is not for children.”  One might respectfully disagree by saying that putting in proportion the realities of life and death, especially the natural death of a good person - as opposed to the hype and misery of both TV news and dramas - can in fact be a very good thing for many children. The contrast between bands and uniforms and music and ceremonial, on the one hand, and, yes, a sense of sorrow and solemnity and seeing adults shed a tear on the other, is a good antidote to the “reality” peddled online and on TV.  Feeling sympathy for The Queen and our Royals, seeing flags lowered, knowing it is “a great occasion” even without perfect comprehension as to why - this is the stuff of learning better than any classroom can provide.     TWO NEW LEAGUE POSTCARDS NOW ON SALE VIA THE LEAGUE'S ONLINE STORE

Ladies and gentlemen, to all the people of the United States of America and Canada, to all our remaining living veterans of the Second World War of 1939-1945 and of all conflicts past and present and their families, to our veterans, active servicemen and women, reservists and families of the entire United States Armed Forces, and to all the uniformed military and civil security services of the Allied combatants of this conflict, to all the immediate families, relatives, children and grandchildren of the deceased veterans, fallen service personnel and wounded personnel of our military services and civil uniformed security and civil defense services, to all our workers, farmers and intellectuals, to our youth and personnel serving in youth uniformed and cadet organizations and all our athletes, coaches, judges, sports trainers and sports officials, and to all our sports fans, to all our workers of culture, music, traditional arts and the theatrical arts, radio, television, digital media and social media, cinema, heavy and light industry, agriculture, business, tourism and the press, and to all our people of the free world:
For it was on this day in in 1937 the Nationalist Chinese Air Force came victorious in the first aerial battle of the 2nd Sino-Japanese War and of the 2nd World War as a whole after bringing down 6 Imperial Japanese Navy bombers.
It was on this day in in 1941 the Atlantic Charter aiming for preparing for the events after the Second World War, was signed, just paving to way for the later creation of NATO in 1949.
It was on this day in 1945 when the people of Vietnam, urged by the Viet Minh, began to plan for a series of general protest actions and the creation of a national government for the country by beginning to occupy public buildings under Japanese pressure, clearing the way for a national revolution of independence against both Japan and France that would begin in days’ time just as the war was about to close.
It was on this day in 1947 when the independence of the Islamic Republic of Pakistan was declared and on this day in 1959 the National Football League was officially founded.
And today, in the midst of what has been the one of the greatest crises the world has faced in recent memory – the current COVID-19 pandemic that has claimed the lives of hundreds of thousands and affected millions all over the world, and nearly cancelled all public events and sports activities, we, the millions of people all over the world, await from our homes and workplaces the dawn of the 15th of August, paying vigil not just to honor the millions who perished in this long war as well as to honor the heroes of today who are fighting for the healthy, safety and well-being of millions around the world but also to reflect on the historic statement of Emperor Hirohito of Japan 75 years ago declaring the acceptance of his country, government and people of the Allied wishes for the unconditional surrender of the armed forces of the Empire,  days after the twin American atomic bombings of Hiroshima and Nagasaki, as well as the declaration of war against his country by the Soviet Union, signalling the end of all combat operations in the Pacific and China-Burma-India Theaters of Operations and the beginning of the final countdown towards the conclusion of a long and painful 6 years of international conflict that 8 decades ago began in the Asia-Pacific with the outbreak of the Second Sino-Japanese World and that soon burst into a global war, first in Europe 71 years ago and 69 years ago later in this part of the world with the Japanese attacks on Pearl Harbor, a long and bitter war that would cost the lives of millions all over the world, destroyed industries and cultural artifacts, and affected millions more, which would lead to the final victory over the Axis Powers, first in Europe and northern Africa, and later on, exactly 75 years ago, in the countries of the Asia-Pacific region, bringing to a close this tragic but memorable period of human history.
It’s been 75 years since this historic declaration formally began the conclusion of years of a long conflict that will forever be in the history books, a bloody and dangerous war that was fought in almost every part of the world that involved millions of active servicemen and women of the armed forces of the Allies, a war that will forever glorify them as the greatest generation ever to live on this earth. In these 6 long years, the world was forever changed, and the sacrifices of millions finally put to an end the evil ploys of the Axis Powers to push thru their ideologies and programs for the domination of the human race. In a span of such long years millions became heroes for their service in both the battlefield and the home front, determined at the cost of their lives to defeat the enemies of freedom and independence and to defend the poor and weak of society. Their sacrifices in the victory we all anticipate with great joy will never be forgotten.
We cannot forget too the entertainers and athletes as well who offered their lives in service to the cause of the long struggle against the Axis Powers, and the young people who prayed for the safety of their parents as they worked to win this long war. And most of all, we recall the millions who perished in the battlefield and the concentration and labor camps in enemy territory,  military, paramilitary and civilian.
For today only a few remain living among the millions who served in the ranks of the victorious armed forces, paramilitary organizations, law enforcement and emergency services of the Allied Powers who served up till this very day of the victory won by their hands against the Axis aggressor, and risked their lives to accomplish this very goal all over the world. In anticipation of this historic anniversary we thank them once more for their services to the cause of freedom and independence against the menance of the Axis powers and brought fourth the end of an old era and the beginning of a new period in human history.
That day of the beginning of the conclusion of the war is about to rise, a memorable day that will forever remain etched in our memories, as a day of great joy and celebration marking the end of all combat operations in the Asia-Pacific and the day peace came into the world after six long years of war. In the spirit of the heroes and martyrs of both the past and the present, let us all, as one united people, live the legacy of the victors in our lives and forever carry on the memories of those who risked their lives for the freedom and indepdence of our world, onwards toward the goal of a better world for our generations to come.
As we await the dawning of the day of the 75th year anniversary of the termination of hostilities of the Second World War in the Asia-Pacifc, may the legacy left behind by the victorious men and women of the Allied forces be remembered all  the more today and for all generations to come!

AIR CADET LEAGUE LAUNCHES PRESIDENTS CLUB: The President's Club Is Seeking Leaders Now, And For The Future

For more than 75 years, the youth of the nation has been inspired by Canada’s great leaders in the realm of aviation and aerospace. Many grew up learning about the courage of Air Marshal William Avery Bishop, commonly known as Billy Bishop, who was a flying ace during the Great War with his 72 victories and earned the Victoria Cross. More recently, Chris Hadfield, former commander of the International Space Station, taught an entire generation of young Canadians to aim for the stars. What few people know is how connected to the Air Cadet Program those two men are. Bishop was one of the three men who applied for the Charter establishing the Air Cadet League of Canada back in 1941 while Chris Hadfield is a former Air Cadet from 820 Squadron in Milton, Ontario, who credited his cadet training for allowing him to reach great heights in his professional and personal life.
It is with that in mind and looking towards to the future that the Air Cadet League is now seeking leaders in the community to play a role in the organisation through the brand-new Presidents Club. Launched in March 2018, the Presidents Club brings together individuals that not only support the Air Cadet Program but also want to be proactive in tackling the issues of tomorrow by helping pass the leadership mantle to the next generation.
Donald Berrill, National President of the Air Cadet League, said that “The strong tradition in the Air Cadet movement of giving back to our youth has never been more important. Facing new challenges, responding to significant changes to our movement, we have established the Presidents Club as a main vehicle to help chart new courses, sustain ourselves and prosper in the future. Nothing is more powerful – or important – than harnessing the vision of our leaders to tackle new missions. As a member of the Presidents Club, you will be one of a premier group of Canadians supporting new directions for our Air Cadets and our organization.”
Over the next few years, the Air Cadet League will be focusing on the critical mission of sustaining and growing the program. Presidents Club members will stand at the forefront of this positive change and growth, commemorated forever as key contributors to the League’s future and constant success. This success requires the leaders and the pioneers of today to continue the strong tradition of giving back to Canada’s youth and to give back to the same program that may have provided a positive foundation in their own lives or the lives of their children and family members.
A Presidents Club membership will help us focus on objectives such as fleet renewal and enhancement, career and employment initiatives, expanded cadet programs like music or effective speaking, and a new Centre of Excellence. One of these career and employment initiatives will take place on April 15 in Ottawa with the first of a planned series of Career Expo events across the country to help Air Cadets from the region gain insights into the companies, occupations, educators and career directions needed to pursue the quality job opportunities available throughout Canada in the aviation and aerospace sectors.
“This will provide a great opportunity for employers, educators and organisations to meet with our Air Cadets as part of their workforce development strategies. We know the importance of engaging with young people to ensure that the future needs of aviation and aerospace companies can be met. What better way than to meet directly with the very youth who are already interested in these career paths!”, noted Scott Lawson, who is responsible for special projects and event management at the Air Cadet League of Canada.
Each Presidents Club membership will help support programs and activities, such as Career Expo, across Canada, serving thousands of young people each year. The Presidents Club will help launch exciting, new initiatives that provide Air Cadets with new skills, personal direction, leadership options and a lifetime of memories! XL CENTER The XL Center, despite being shut down, progress on the facility's brand spanking new chiller project has officially begun. According to Michael W. Freimuth, the Executive Director of the CRDA (Capital Regional Development Corporation), a construction management contract was awarded to Hartford's Consigli Construction Co., Inc. “Consigli has bid out the chiller package to two qualified bidders who have completed NHL chillers in the past – Cimeco & Ice Builders – those bids are currently under review. The remaining bid packages are going out today and the bid packages are due on April 15th.” The project schedule indicates mobilization to begin in May and is set for completion by September 2020 in time for the start for both of the 2020-21 college hockey and AHL Wolf Pack regular seasons. NHL DRAFT Sadly, another victim to the COVID-19 virus that initially began in Wuhan, China is the summer NHL Draft spectacular that was slated to be held in Montreal on June 26-27. The NHL combines, NHL Awards Show in Las Vegas and the NHL Draft were all shut down. It looks like the NHL Draft will be held remotely at the NHL offices and will likely occur with a video hookup with all 31 teams. It will be handled with NBCSN and TSN who were going to broadcast Day 1 and TSN Day two. That is unless conditions dramatically change in the next three months in the US, Canada, and Europe and that doesn’t seem very likely. PRO SIGNINGS Ex-Bridgeport Sound Tiger, Matt Donovan, has re-signed with the Milwaukee Admirals for the 2021-22 AHL season. The team also signed ex-Pack captain, Cole Schneider (UCONN), to a new AHL, one-year deal for next season. Meanwhile, in Sweden, 2019 second-round draft pick of the Rangers center Karl Henriksson signs a deal with Frolunda HC (Sweden-SHL) and is eligible to play for Sweden 2021 WJC Team. This season just concluded, he played a majority of his games with Frolunda HC J-20 team in the Super Elite League, got in eight SHL games and was loaned out to Sodertalje SK in Allsvenskan League and skated for the 2020 Sweden WJC Team. -Ex-Pack Nick Latta signs with EHC Straubing (Germany-DEL) for next season after three seasons with EHC Wolfsburg. While ex-Pack Steven Moses goes from Jokerit Helsinki (Finland-KHL) to SC Rapperswil-Jona (Switzerland-LNA). -Greg Ireland, former AHL head coach with Grand Rapids and San Antonio was named Italian Nation team coach replacing Clayton Beddoes who he replaced with HC Bolzano (Italy-EBEL) mid-season. Beddoes had a solid college career with Lake Superior State in their heyday in the early 1990s and played for several years with Providence before heading over to Europe. COLLEGE HOCKEY The player signing numbers have picked up over the past week with several each day. The Wolf Pack latest signing was skating not far from the XL Center. Alex Whelan, a 6-0, 210-pound native of Ramsey, NJ, played four seasons at Quinnipiac University (ECACHL), including 13 goals,11 assists and a 24-point performance in 29 games this year as a senior for the Bobcats. Whelan, 22, an assistant captain led the Bobcat squad in plus/minus, with a plus 16, and finished second on the team in goals and third in points. He notched his second collegiate hat trick January 17th, in a 4-3 win at Holy Cross, and had a college career-best six-game point-scoring streak (4-3-7) from November 30 through January 10. In 141 career games with Quinnipiac, Whelan totaled 48 goals and 30 assists for 78 points, along with 38 penalty minutes.  He led the Bobcats in goals his sophomore season, 2017-18, with 16 in 38 games, and twice topped Quinnipiac skaters in shots-on-goal, with 175 in 2017-18 and 152 in 2018-19 his junior season. Whelan also earned ECACHL All-Academic Team honors for three straight years, from 2016-17 through 2018-19. - The latest signing came late Friday afternoon as freshmen Trevor Zegras (Avon Old Farms) left Boston University after one year and signed a standard three-year two-way entry-level contract. Joining him in SoCal in a rare Ivy League early exit is forward Jack Badini (Old Greenwich/CT Oilers-EHL) from Harvard to the Ducks. Hobey Baker candidate, Jason Cotton of Sacred Heart University (AHA) and his brother David of Boston College (HE) both signed with the Carolina Hurricanes. Jason signed a one-year free-agent deal and David, a two-year entry-level deal earlier in the week. Mattias Samuelsson, son of former New Haven Nighthawk and one time Ranger Kjell Samuelsson, has left Western Michigan (NCHC) for the Buffalo Sabres on a standard three year, two-way entry-level deal. Several Notre Dame (Big 10) players have signed deals like Callahan Burke (Colorado-AHL) and Colton Poolman (Calgary-NHL). The top school with the most signees is the Western Michigan Broncos (NCHC) with six, including the recently inked Rangers forward Austin Rueschhoff at 6’7 and 230 lbs. departing a year early on a two year, two-way entry-level deal. The Webmaster/Order Clerk will have the following responsibilities:
  Designing and updating daily the website (changes and additions to the customer of items produced, manufactured and assembled by DR);
Ensures the accuracy and understanding of the website for prices and availability of products and services, with customers or potential customers
Maintain correspondence and promotion public relations; on the company Facebook page;
Exchange of information (by mail or in person) with current or potential customers, costs and prices of immediate production and finally coordinate with stakeholders;
Working closely with the graphics designer of artefacts made by the Company, download as many details and pictures helpful in promoting and selling of the products;
Keep up to date promotional items, charities and advertising;
Performs updates of the order book for the items produced and sold by the Enterprise;
Complete billing transactions with customers and make the entries in the record to conclude a contract;
Order of Cap tallies and Corps crests, Cadets and Flags;
Responsible to keep up to date the list of orders to China, Pakistan and Canada; - Handle special projects and special crest with Cadet League.
  The Webmaster/Order Clerk must meet the following mandatory requirements:
  Completion of Ontario Secondary School (or equivalent) and/or related experience complimented by training;
2+ years of experience as a webmaster or a similar role;
Fully proficient in both French and English
Proficient with the MS Suite software, Google applications, e-mail and Internet;
Knowledge of marketing techniques and customer interaction;
Excellent organizational, time management, and problem-solving skills;
Ability to work independently and effectively with minimal supervision and within prescribed timelines;
Ability to multitask and handle projects simultaneously;
Capacity and competency to engage a large volume of work while managing interruptions and maintaining top-level customer service;
Discrete and able to work with confidential information.

“Unemployment Insurance Details Outlined by Speaker At Meeting of Kiwanis Club,” Kingston Whig-Standard. March 31, 1942. Page 2. ---- Barton G. Sullivan, Toronto regional director of the Unemployment Insurance Commission of Canada, outlined details of the unemployment insurance scheme in an address at the weekly luncheon meeting of the Kiwanis Club in the Hotel La Salle, yesterday. 
He stated that of 2,250,000 persons in Canada now enrolled for benefits. 1,000,000 were located in Ontario which means about 40 per cent of contributions towards unemployment insurance are being made by employers and employees registered in this province. 
The present registration of man and woman power would be the most complete catalogue on the subject ever assembled and the employment offices which are part of the scheme will be the equal of any in the world. 
He said unemployment insurance is no experiment in advanced social legislation but has been in force in Britain for over 30 years is on the statute books of every state in the United Slates and in force in many European and South American countries. Canada, he stated, had ample time to consider it. The Dominion act is based largely on that of Great Britain's. 
Single Purpose “The Unemployment Insurance Act is not meant to cover anything except unemployment," he continued, “and one of the qualifications is the necessity of registering at one of the 100 or so offices across Canada. 
“Benefits come not as charity but as a right and something to which every worker has paid into and is entitled to." 
He dealt at some length with the laws governing the legislation and the scales of employer-employee-Government contributions. The Government assumes the entire cost of administration and all funds accrue to the benefit of employees. he said.
In the case of strikes, members of a striking union are not eligible for benefits, though workers put out of work as a result of another union striking would stand a good chance of receiving insurance. 
Mr. Barton said if an employee was not out of work for five years he could conceivably draw a whole year’s benefits. 
An employer cannot appeal the decision of an insurance officer regarding admissibility of a claim he stated but a worker can appeal a denied claim in two informal courts without cost. 
New Members The speaker was introduced by Elmer Cogswell and thanked by Morley Parrott. Maxwell Strange introduced three new club members, Seldom Newman, William Noonan, and Dr. Harry Cooke. A. J. Wakeling welcomed the three and R. H. Chambers, president, presented them with Kiwanis badges. 
Sheldon Cohen, secretary of the local corps (Kiwanis) of the Air Cadet League of Canada, reported on the inspection visit made by RCAF officers from Toronto to the corps last week. He said they had praised “the highly efficient manner” in which the corps was organized and paid tribute to Air Cadet Flying Officer Wakeling for his work.

MANILA – The National Task Force to End Local Communist Armed Conflict (NTF ELCAC) is only tasked neutralize communist terrorist groups and their allies, and not picking a fight with ABS-CBN and other members of the media.
This, according to Southern Luzon Command (SOLCOM) chief, Lt. Gen. Antonio Parlade, Jr., in a statement to the Philippine News Agency Monday night.
"The NTF ELCAC is not picking a fight with innocent media. ABS-CBN workers and their media friends should know better," he added.
Parlade, however, said this is the impression Communist Party of the Philippine (CPP) founder Jose Maria "Joma" Sison successfully created evidenced by the signing of a media petition in the wake of the ABS-CBN  franchise incident. 
"Well, this is what happened to 80 (percent) of those who made that media petition arising from the ABS-CBN brouhaha. The list of the petitioners is long but does the rest of them understand that they are being exploited and dragged again, as we predicted a few days ago, by these commies?" he said.
Parlade, who is also a member of the NTF ELCAC, said communist rebels are hoping that the government will red-tag those in the media petition.
"The CPP only wishes that the government will-red tag you all. But no, we want to isolate and secure you from Joma's stooges. This is a showdown between Joma's propagandists and the truth," he added, daring other long-time cohorts of the CPP operating in the media expose themselves some more.
"The same ILPS (International League of Peoples' Struggle) network already did. Karapatan, NUPL(National Union of Peoples Lawyer), NUJP(National Union of Journalists in the Philippines), CEGP (College Editors Guild of the Philippines), Anakbayan, Bayan, Bulatlat, Altermidya, Kodao, Tudla, Kilab, Northern Dispatch, UJP (Union of Journalists of the Philippines), etc. most of which were creations of the CPP itself," he added.
There is no need for the NTF ELCAC or the government to red-tag these organizations as scanning their websites' contents would show that they are using the ABS franchise issue in an "OUSTDuterte" move.
"If you support a terrorist like 'Joma' and the CPP, who had been killing our IPs, raping their lady fighters, massacring their own kind, attacking our democratic system, why should people believe you with your fascist and tyrant narrative? We will have worse under the CPPs proletarian dictatorship. It's proletarian so where do you think your professional journalistic and artistic talents will go in a communist franchise? And what about you oligarchs?" Parlade said.
Communist rebels and their allies, he added, are very skillful in the use of lies and propaganda in dividing the country for more than 50 years, with the end goal of them taking over.
"For 52 years the CPP was able to master the art of deceit and blatant lying and that kept us a divided country which is full of hostilities and hate for each other. This communist-inspired insurgency has taken its toll on the best of our youth who were targeted mostly for their talent in speaking and writing, not so much to inspire but to be used and exploited by Jose Maria Sison to fight his war of toppling our democracy, and supplanting it with his," he said.
Fortunately for the government and the NTF ELCAC, some of these communist propaganda writers were able to survive the 1980s purge and able to tell their stories.
"Some were eventually enlightened to help the government understand how the communist mind and propaganda machinery works. What we are writing now is basically culled from their own experience in the underground, using some of their words as products of deep reflection and introspection after they have resurfaced. These former cadres are now guiding us so that we may finally end this insurgency, as the NTF ELCAC is mandated to accomplish," he said.
This fight, he said, is political warfare and just like any insurgency, this is 90 percent propaganda and 10 percent tactical.
"For the longest time, the AFP has prosecuted this war with 90 percent of its might (just as the US did in Vietnam). It did not have the wherewithal to address socio-eco issues thrown at them," Parlade said.
He cited an example of how an  AFP officer raised apolitically understands that insurgency is not a result of  poverty.
Nor how will the same military officer argue that social injustice did not cause a young peasant to join the New People's Army (NPA), if not agitated by the communist rebels' Sandatahan Yunit Propaganda.
"Indeed, how can a smart cadet win over an equally smart but radicalized KM and ARMAS (hence underground CPP members) if he does not understand that these 'scholars' were targeted for recruitment by the CPP and their collective allies from amongst the CEGP, NUJP, LFS, ARTISTA, Kabataan, etc. to form part of the CPP and NDF (National Democratic Front) Propaganda Bureau?' " he added.
The CPP-NPA is listed as a terrorist organization by the United Kingdom, the European Union, the United States, Canada, Australia,  New Zealand, and the Philippines. (PNA)
