Canada does not specify “grooming” in their criminal code as a general concept. They have a section on “child luring” (R.S.C., 1985, c. C-46 § 171.1) that is specific to telecommunications (computers), but not specifically for in person relationships.

The big thing here is the age of consent. From what I've seen, even if we take the accuser’s special math and use the 4-year age difference, any consensual and physical relationship between Jane and PHW was not statutory rape.

If an accused is charged with an offense under section 151 or 152, subsection 173(2) or section 271 in respect of a complainant who is 14 years of age or more but under the age of 16 years, it is a defense that the complainant consented to the activity that forms the subject-matter of the charge if the accused:

(b) is not in a position of trust or authority towards the complainant, is not a person with whom the complainant is in a relationship of dependency and is not in a relationship with the complainant that is exploitative of the complainant.
Plainly speaking, the age of consent is 16, WITH THE EXCEPTION that 14-15 year olds can consent to sex with someone within 5 years older than them AND there is no relationship of trust, authority or dependency or any other exploitation of the young person. With the special math or the actual math of 2.5 year difference, Jane and PHW are peers. There is no grooming amongst peers AND where there is no law being broken.
He had no position of trust or authority over Jane. Simply being a few years older does not by virtue in itself mean he had any type of authority over her. He wasn’t her teacher, doctor, babysitter, or anything where he had influence (position of trust). Simply being younger does not by virtue in itself mean she was subservient to him and could not give consent to a sexual relationship with a peer.
Is being charming and nice to someone while hoping for a legal, consensual, physical relationship grooming in the accuser’s mind?
PHW and Jane were peers who met and allegedly decided to have a sexual relationship. It’s more or less the equivalent of a Freshman and a Senior hooking up/dating at four years. Some might look at it askance, but in the end it’s not illegal and it’s not a social taboo in Canada as far as I can tell (any Canadians want to chime in?). A Freshman and Sophomore at 2.5 years (the real age difference) if that makes it more palatable for you. Either way, both ranges are legal.
Whatever people might personally feel about it is irrelevant, especially if they’re not IN THE RELATIONSHIP.
The accusation of grooming is not based on law or reality.

A brief story, inspired by, go figure, an ad:
When I was in college, way too long ago now, I had a class in Canadian Advertising and PR. You might think this sounds oddly specific. You'd be right. What was happening was this: my school was in the throes of deciding that we are not a vocational institution, and so a lot of the actually useful courses in the communications department were getting phased out. Some of the teachers, however, happened to be Canadian, and were also teaching in the Canadian Studies department, and thus responded to this clusterbeep (to borrow a term from my future boss at the very same university) by scooting their classes one building over and sticking them under very slightly different titles. The school was irked. They begrudgingly let the credits count for both departments anyway. (This is why I ended up only five credits short of a Canadian Studies minor by complete accident. Finishing it would have meant staying an extra quarter, so I didn't do it, but it would have been funny.)
Anyway: Canadian Advertising and PR. As you might guess, in broad terms of theory, technique, and format, it's virtually indistinguishable from advertising in the US. So coming up with projects for us that were specifically **Canadian** was a bit of a reach. We did, however, all get assigned to tackle one specific thing: a travel campaign for the province of Alberta. I did a riff on the "Wild Rose Country" slogan they were using at the time, shortened it to Wild Country, and did a whole series of ads about the sort of outdoor adventures you could go have in Alberta. I felt pretty good about the end product. I got a good grade, too, as I recall.
So fast forward to twenty-mumble years later (oh god help me what is time), and here I am looking at Reddit at stupid o'clock because I can't sleep. And this damn site decides to serve me up an ad about...Alberta. It exhorts me, as it shows me skiiers cavorting through the snowy wilderness, to come see "Canada's wild side." The words then roll over into "Canada's Alberta." And this ad looks

I guess in some freaky weird way, both natives and whites make for "acceptable" targets. Ehhh. On Tumblr there's some discrimination against white people, but out in the real world, people largely treat me better because I pass as white, which is a weird and off-putting experience as a mixed person. The minute they discover I'm not 100% white is the moment they treat me differently, sometimes opening me up to racism. I'm not discriminated against for looking white, just for not being Completely White.
Whiteness-as-inoculation is something that makes you realize how absurd and fucked-up white supremacy is.
In the eyes of the community, I'm just as Indian as our full-blooded neighbors with dark skin and eyes, because one's indigeneity is not measured by blood or appearance. But in the world at large, people judge you based on your appearance. I can be clocked as Vaguely Off-White(tm) sometimes. People can subconsciously tell I'm not a WASP, for instance. But it confuses them even further because they can't place that small hint of Otherness.
The reason I say this is because I have a memory of a high school history teacher who once attempted to guess our ethnicities for fun (yeah... don't really know what he was going for there...) and he paused when looking at me for some time, before guessing noncommittally, "Eastern European?"
Which is, sadly, a common experience for us. It's been noted that the last thing anyone will guess as an ethnicity of an unknown mixed person is Native because it is commonly assumed we no longer exist.
In my personal experience, only Native people ever try to clock others as Native (and given how few of us there are, we tend to get a little overexcited about that, like holy shit another ękwehę̀·wę I thought we were the only ones in this Chili's). And because we know appearance isn't a factor, it's usually based on other things like their behavior, speech patterns, jewelry, the way they wear their hair, and if they have some sort of indicator of tribe or clan on their person (ie. turtle necklace)

I've heard it said before that indigenous is a class that cannot exist without the existence of a dominant class. If we were simply allowed to be ourselves, we wouldn't consider ourselves indigenous at all because, again, that inherently exists in opposition to something else. My people would just be Haudenosaunee, or Skarù·ręʔ, the same way others call themselves Americans or white.
The uwu-ification of our cultures is just an ignorant misunderstanding at worst. It's not an actual problem, and it comes off as Supremely Weird when you think it's a problem and try to rectify it by insisting "Nooo, but they did the Barbaric Thing actually. Remember? They did it super hard you guys, don't blorbo them!"
Swinging the pendulum in the opposite direction and being all "they scalped people" helps exactly no one because everybody's ancestors have done something shitty.
Even though I understand the point was to try to say that people are complicated and no one culture exists without sin, so to speak, it's kind of a "no shit, Sherlock" point anyway. And it rubs me the wrong way whenever they bring up the usual examples of scalping and human sacrifice because they know such things are more visceral and hit people harder than "Hey these five tribes stopped fighting and developed a Longhouse where everyone is essentially family and takes care of each other."
The rhetoric to not uwu-ify us comes off as disingenuous, to be frank, because I know for a fact these same people do not dedicate the same amount of breath for the Two-Row wampum as they do for the scalpings. They're ready to trot out the old "the Natives beat each other to death with sticks and stones" thought-terminating cliche at the drop of a hat, but say mum about any of the various things we did that were peaceful or beneficial.
Furthermore, scalpings have no meaning when
A.) more white people scalped Indians than the opposite (or Indians scalped other Indians) because they were selling those scalps to the government. for sport. for money. because they could. not as a part of war. do you not understand how the difference in context does not make these two actions congruent.
B.) we all know our dark pasts because we're not stupid, and it's patronizing to act like we don't know our own history and you need to explain it to other people on our behalf,
C.) we no longer do it, any more than today's Romans are running around jamming stakes up dudes' dicks and modern Greeks are throwing people down wells

Canada expands its in-demand List. Adds 16 new Occupations to Express Entry
The government of Canada has added 16 new occupations to its in-demand List. These new occupations will be eligible to apply for permanent residence in Canada through Express Entry point's calculator stream. With the addition of 16 new occupations, Canada brings more skilled workers to the country across critical sectors, including healthcare, education, construction, and transportation.

As Canada continues to struggle with an acute labor shortage, the Immigration, Refugees and Citizenship Canada (IRCC) is taking active measures to invite more skilled workers for vacant jobs.
Healthcare and social assistance alone saw a record-high number of job vacancies, with 15,900 new positions. Year after year, this sector has witnessed a continuous rise of 25% in job vacancies. The advent of the Covid-19 pandemic has further plummeted the demand for skilled healthcare professions across Canada.
In the recent update of the National Occupation Classification (NOC) 2021, IRCC also included occupations such as Nurses, long-term care aides, hospital attendants, elementary and secondary school teacher assistants, and transport truck drivers as part of the new occupation list.
