This side events to be convened during the ECOSOC Humanitarian Affairs Segment will seek to reaffirm the need for trusted funding tools such as the Central Emergency Response Fund (CERF) and Country Based Pooled Funds (CBPF) as pivotal instruments within the global humanitarian architecture for enabling rapid and effective responses.
To enable decision-makers to allocate available resources on the basis of meeting the needs of the most vulnerable people in a timely and effective manner, engage in meaningful partnerships to advance in the most appropriate and accurate picture of critical needs against funding. The mobilization of resources from a more diverse range of actors – and the variety of modalities -- is imperative given the truly unprecedented scale of needs in ensuring humanity is restored to all.

The High-level Pledging Event (HLPE) on the United Nations Central Emergency Response Fund (CERF) for 2024 aims to mobilize financial resources to ensure the CERF is well-placed to effectively provide time-critical, life-saving humanitarian assistance in response to the exponentially growing humanitarian needs.
Agenda:
Opening segment: This will include opening remarks by UN Secretary-General Mr. António Guterres and remarks by Under-Secretary-General for Humanitarian Affairs and Emergency Relief Coordinator (USG/ERC) for the UN Office for the Coordination of Humanitarian Affairs (OCHA) Mr. Martin Griffiths.
High-level panel: a distinguished panel will focus on CERF's role in meeting the urgent life-saving needs of people in crises.
Statements and announcements: Member States and partners to announce support and pledges to CERF for 2024 and potential additional top-ups for 2023. Interventions should be limited to two minutes each.
Closing segment: Closing remarks by Mr. Martin Griffiths, USG/ERC, OCHA.
CERF is a dependable and predictable funding mechanism for the most urgent and critical humanitarian action. It is often the first funding source in new and rapidly escalating emergencies, and one of the few funding sources in underfunded emergencies. Strong, reliable and inclusive donor support is essential for CERF to remain fit for purpose and be able to adapt continuously.
In the context of an unprecedented growth of humanitarian needs, a fully-resourced CERF at US$1 billion, as endorsed by the General Assembly in 2016, is essential to ensure efficient, coordinated assistance reaches the people most in need.

Issue: How should the Community of Nations provide humanitarian aid in light of the February 6th earthquake in Syria and Turkey

On the 6th of February, the Republic of Turkey and the Syrian Arab Republic were hit by two major earthquakes with a magnitude of 7.8 and 7.5 (major earthquakes have a magnitude between 7.0 and 7.9). These earthquakes were followed by 7,500 aftershocks and two additional earthquakes. The above-mentioned earthquakes have tallied up an estimated 34.2 billion USD in direct physical damages in Turkey according to a world bank rapid damage assessment report. In Turkey, approximately 1.25 million people have been rendered temporarily homeless. For Syria, the direct physical damages are estimated at 5.1 billion USD. Given the existing refugee crisis in Syria, it is hard to assess the specific impact of the earthquakes on the number of homeless or displaced people. The devastating earthquakes killed more than 50,000 people. On the 28th of February, a total of 5,951 casualties were recorded across Syria, while in Turkey the death toll reached 44,374 people.
Since the Earthquakes on the 6th of February large amounts of humanitarian aid have been granted to both Turkey and Syria with most of it going to Turkey due to the difficulty of accessing Syria and due to the politically unstable northern region of Syria. On the 16th of February the UN called for a flash appeal for 1 billion USD in aid for Turkey. Another appeal has been made by the UN for 397 million USD to aid the people in Syria. In addition to the donations being collected for Turkey and Syria, several countries have also sent volunteers. In terms of diplomatic/ political actions, several states have called for the UN security council to vote immediately to authorize the delivery of UN aid to rebel-held northwest Syria through more border crossings from Turkey. Until today such a resolution is yet to be adopted by the security council.
The Federal Republic of Germany takes on its standard approach to any humanitarian crisis which is to listen to the request of the nation in which the crisis takes place. The Federal Republic of Germany immediately sent two rescue teams to Turkey. After the rescue and recovery stage, Germany committed 41 million USD in humanitarian aid to Turkey. In addition, Germany is also committing 1.5 million USD to the EU shipment of relief supplies to Syria. This currently makes Germany the second-largest donor nation. Furthermore 50 million USD will be released from the CERF (Central Emergency Response Fund), Germany is the largest contributor to this fund.
A solution for the ongoing humanitarian crisis would be for all countries to open their borders to any refugees that have been made homeless by the earthquakes. It is also of great importance that the countries in the middle east contribute equally as much money to the funds that have been collected for Turkey and Syria. And lastly, for ensuring that these funds arrive safely in the earthquake-devastated regions, the community of nations must pressure the government of Syria into opening more border crossing areas and trying to ease the tensions with the rebels in the northern part of Syria. In conclusion, the most important thing right now is to keep supplying Turkey and Syria with funds so they can rebuild the regional infrastructure.

MANILA – In the provinces of Albay and Catanduanes, the United Nations (UN) Philippines is providing life-saving support that combines cash assistance, shelter repair, and water and sanitation facilities and improvements to help families affected by Typhoons Rolly (Goni) and Ulysses (Vamco) recover faster.
A high-level mission to assess the effectiveness of the integrated UN response in Albay and Catanduanes was led by UN Philippines Resident and Humanitarian Coordinator Gustavo Gonzalez on Jan. 27-30, 2021.
Gonzalez was joined by Ambassador Peter MacArthur of Canada, Ambassador Anke Reiffenstuel of Germany, representatives of the UN Office for the Coordination of Humanitarian Affairs (UN OCHA), International Organization for Migration (IOM) —the UN Migration Agency, United Nations Children's Fund (UNICEF) and World Food Programme (WFP), and other humanitarian partners.
The UN Central Emergency Response Fund (CERF) made this integrated approach possible. In the aftermath of Super Typhoon Rolly, CERF approved an allocation of USD3.1 million (PHP150 million) for the Philippines to provide life-saving assistance to 55,000 most affected people in Albay and Catanduanes.
The funding allocation to UNICEF, IOM and the WFP allowed the three agencies to prioritize water supplies, sanitation services, hygiene, emergency shelter and food to address time-critical needs.
“The immediate needs of typhoon-affected Filipinos in Albay and Catanduanes are immense,” Gonzalez said in a news release on Tuesday. “We cannot be fragmented in our response if we are to meet their needs in a timely manner. Through CERF we are making sure that we are able to respond in a way that is unified and thus more impactful.”
This pilot approach by the UN has been reinforced by the use of a flexible and reliable beneficiary registration and transfer management platform called SCOPE. Administered by WFP, SCOPE has been particularly useful for joint cash assistance interventions by IOM, UNICEF and WFP because it prevents duplication, makes the beneficiary registration process easier as it is done only once, and utilizes a unified questionnaire developed by the three agencies.
Local government officials expressed their appreciation for the agencies’ combined support.
“The CERF projects add value in the immediate provision of support in the form of repair or reconstruction of WASH facilities, set-up of emergency shelter and distribution of repair kits, cash assistance for emergency livelihood, psychosocial support to at-risk communities, and cross-cutting protection support through community engagement as well as accountability to affected population,” said Dr. Cedric Daep, Department Head, Albay Public Safety and Emergency Management Office (APSEMO).
“We also value the way that the UN prioritized life-saving activities under CERF,” said Lemuel Surtida, provincial administrator of Catanduanes. “The UN followed closely the result of our assessment of needs and vulnerabilities after Typhoons Rolly and Ulysses.”
The provincial governments of Albay and Catanduanes also acknowledged the value of CERF in mobilizing bilateral donor funding.
They proposed that CERF would consider improving its early action criteria and act as a guarantor that unlocks multilateral funding mechanisms that support disaster risk reduction, climate change adaptation and local resilience.
The four-day mission noted a number of urgent needs in the two provinces. Fisherfolk need to repair or purchase fishing boats and nets. For the poorest families, fishing remains the main livelihood or source of income.
Local authorities need support for setting up abaca nurseries, as 80 percent of abaca plants in Catanduanes have been damaged by Super Typhoon Rolly.
The disaster risk reduction management office of Albay aims to establish permanent relocation and to construct permanent evacuation centers. Residential and community lots have been secured by local authorities but additional funding support to construct, repair or retrofit the houses is needed.
“A lot of work remains to be done in order to complete the process of rebuilding in Albay and Catanduanes,” Gonzalez said. “The UN is committed to the recovery of the affected Filipinos, and with the help of partners, we will stay the course.” (PR)

The United Nations has released $2 million for the delivery of lifesaving humanitarian assistance to people who have sought refuge in Armenia as a result of the recent conflict in and around Nagorno-Karabakh. These funds will immediately support the Armenia Inter-Agency Response Plan launched last week, which outlines resource needs for the UN and humanitarian partners to meet the critical needs of those displaced and host communities.
Six weeks of fighting last year in the Nagorno-Karabakh area ended with a trilateral ceasefire statement on 9 November, after more than 90,000 people, mostly women and children, had been displaced to Armenia.
“The United Nations began supporting people forced to flee their homes at the onset of the conflict and will continue as long as people remain vulnerable” said the UN Resident Coordinator in Armenia, Shombi Sharp. The UN is committed to supporting and ensuring the protection, especially of the women, men, girls and boys from in and around Nagorno-Karabakh who are in Armenia and who have been impacted by the recent conflict.
Funding from the UN’s Central Emergency Response Fund (CERF) will help provide prioritized assistance for persons in refugee-like situations and host communities. Delivered through UNHCR, UNICEF and IOM, this will include protection support to ensure that all vulnerable groups, especially children, have access to schools, psychosocial support and primary health services, as well as shelter and non-food items assistance to endure the winter. Women, children, the elderly and people with disabilities will be prioritized for life-saving assistance as the funding is disbursed.
The Response Plan scales up support already provided since the beginning of the conflict. From October until December 2020, the UN agencies and partners distributed over 33,330 non-food items, including bedding items, towels, hygiene supplies, and household items, in addition to providing 1,000 foldable beds, psycho-social support services to women and children and covering the utility costs for 64 collective shelter facilities. Some 11,500 school-age children, who are currently enrolled in primary and secondary education in Armenia, were also assisted. Further, hundreds of metric tons of food assistance has been provided to approximately 18,000 people each month, along with a number of other actions.
The Armenia Inter-Agency Response Plan was launched last week, under the joint leadership of the UN Resident Coordinator and UNHCR, the United Nations Country Team, together with NGO partners. The Response Plan involves 36 humanitarian partners and 188 projects with total financial requirements amounting to $ 62.6 million across six key sectors: protection, including child protection; education; shelter and non-food items; food security and nutrition; health, and early-recovery.

NEW YORK, Dec 9, (KUNA): The State of Kuwait has said that humanitarian needs were on the rise due to the upsurge of conflicts, catastrophes, and the spread of dangerous aliments including coronavirus (COVID-19). Delivering his country's statement to the high-level annual meeting of the UN's Central Emergency Response Fund (CERF) Tuesday evening, Third Secretary at the Kuwaiti mission to the UN Ali Al-Yahya indicated that it was vital to support the needs of the fund to battle all challenges facing humanity.

Kuwait had provided over USD nine million to the CERF since its inception knowing the importance of the fund's role in addressing issues of humanitarian needs.
The global community is in need of boosting cooperation in the efforts to battle against the rising humanitarian concerns created by conflict, natural disasters, and the spread of disease, Al-Yahya said, reiterating his country's support to the UNs calls for a global ceasefire due to focus efforts on battling COVID-19, which infected more than 67 million people and claimed lives of 1.54 million others.
Since March, Kuwait had donated $ 100 million to help the world confront the coronavirus, while $ 188 million were allocated via the Kuwait Fund for Arab Economic Development (KFAED) to help struggling countries during this pandemic, affirmed Al-Yahya. The Kuwaiti diplomat urged all countries to address the needs of the CERF to help lessen human suffering and save lives worldwide.
