Refugee relief work isn’t for the faint of heart. Between shifting policies, funding uncertainties, and the ever-growing need, those of us in the nonprofit sector know how tough it can be to keep programs running while making a real impact. As the Executive Director of the International Rescue Committee (IRC), I’ve seen firsthand how these challenges shape the way we serve displaced communities.

A recent article by the Associated Press, "Staff Cuts and Shifting Priorities Hit Refugee Philanthropy" (2025, https://shorturl.at/3L3ZT), highlights just how volatile refugee relief funding has become. Many organizations are facing layoffs and program suspensions due to government funding cuts and shifting donor priorities. This instability puts even more pressure on NPOs like ours to be resourceful, adaptive, and proactive in finding solutions.

The Reality We’re Facing The biggest problem? The demand for refugee support is growing, but funding and policy changes make it harder to keep up. A backlog in asylum cases means people are waiting years for work permits, housing, and essential services. We’re seeing more families struggling with homelessness and food insecurity while they wait for legal status.

For organizations like the IRC, this means we have to constantly pivot—finding new funding sources, strengthening partnerships, and getting creative with how we provide services. The Migration Policy Institute (2021) reports that funding for refugee programs has been inconsistent, making long-term planning nearly impossible (Migration Policy Institute, 2021).

Community-Based Solutions Matter More Than Ever When federal support fluctuates, local communities have to step up. Partnerships with businesses, faith groups, and grassroots organizations can make a huge difference. Workforce training, language classes, and mentorship programs help refugees integrate faster.
