Environmental Intern at King County Solid Waste Division
Hello everyone,
I hope you all are doing great and having fun doing your internship so far!
I’m currently interning at King County Solid Waste Division, specifically under the King County GreenTools team. My work mostly focuses on green building, Construction & Demolition, and community outreach. During the internship, I’m going to be updating the C&D flyer on King County’s website with new information and translate the flyer into another language. Additionally, I’ve been trying to connect to MWBE firms in the construction industry to interview them and learn more about the accessibility and effectiveness of the King County’s resources regarding construction and demolition materials. Through this work, I also hope to help foster new relationships between King County and MWBE construction firms in the greater Seattle area.
One interesting thing I have found while working for King County Solid Waste Division is learning about the different certifications that the Office of Minority and Women’s business Enterprises offers. Before diving deeper into the certifications, I only know about the term minority and women-owned business enterprise (MWBE). I found out about other types of certification when I went to the Office of Minority and Women’s Business Enterprises’ website to find the directory. For example, Airport Concessionaire Disadvantaged Business Enterprise (ACDBE), Combination Business Enterprise (CBE), Disadvantaged Business Enterprise (DBE), Disadvantaged Business Enterprise, Minority Business Enterprise (MBE), Minority/Women Business Enterprise (MWBE), Public Works Small Business Enterprise (PWSBE), Small Business Enterprise (SBE), Socially and Economically Disadvantaged Business Enterprise (SEDBE), Women Business Enterprise (WBE). I also researched what the Office of Minority and Women’s Business Enterprises consider as disadvantaged, socially and economically disadvantaged, and combination businesses. I had a lot of fun learning about the meanings of these certifications and qualifications a business should have to apply to them.
One challenge that I have encountered is receiving responses from the businesses I reached out to. In order to complete my deliverables, I have to interview some MWBE construction and demolition businesses to learn about their current process of disposal, recycling, and reuse of C&D materials. I have sent out about 60 emails so far and have only received a handful of responses asking for additional information. After I provided my question list and asked for their availability, I have not heard back from them. This makes me feel a little worried, but I will overcome this by doing some follow-up on the people who expressed interest and conduct more research to find more MBWE firms to reach out to. I have also asked my supervisor for support in connecting me with those who might have a list of MBWE firms or existing relationships with them to help me in this process.
Unfortunately, I don’t have any photos of me doing the work I just explained because they are all remote. However, I have a photo below showing my first tabling experience to promote the King County Green Building Handbook at The Southard affordable and sustainable housing development ribbon cutting event. I had an amazing time talking to experts and professionals in the affordable housing community. I also learned a lot about The Southard project and the professionals that made it happen.

How to obtain minority-owned businesses certification?
Governments and businesses all around the country frequently reserve a portion of their contract budgets solely for minority-owned enterprises. What Can a WBE/MBE Certification Do for You?
In February 2018, it was reported that 3 of New York City’s banks were giving a combined $40 million to city programs supporting minority- and women-owned businesses and enterprises (MWBEs).
This is in addition to a $20 million investment from the city itself. Since 2015, the city of New York has doubled its awards to MWBE firms. As a matter of fact, the city had spent $1 billion for these contracts as of the end of 2017.
Being certified as a minority-owned, woman-owned or disadvantaged business is not beneficial for everyone. However, for some companies it has become necessary. If you are a state-certified MWBE firm, you have a chance of winning a long-term government contract.
Does that mean landing a client or contract is a guarantee for your company? Unfortunately no. Having an MWBE certification doesn’t mean you are handed a contract. You will still be required to bid for a contract like everybody else. But, having an MWBE certification can make you stand out from the rest. This will increase your chances of winning a project.

How Do You Become Certified?
So what do you need to become certified? Here are the typical requirements:
The business is 51% or more owned by the proper classification (minority, woman, or disadvantaged person).
The minority, woman, or disadvantaged person owner(s) made an investment to obtain his/her ownership of the business seeking certification.
The business is managed on a day-to-day basis by the owner(s) who is of the proper classification (minority, woman, disadvantaged person).
The business is capable of providing the products and services it claims it can provide. This means the company has the proper license, equipment, people, training, building, vehicles or anything else that is necessary.
If the certification is for “disadvantaged” businesses, the business owner must prove that he/she meets that organization’s/agency’s description of disadvantaged. This will include one or more of the following: personal worth under a specific level, race and gender, and location of the business.

Certification Can Be a Powerful Asset
Certification can become a powerful asset in a business’s toolbox. Here are a few reasons why:
It Gives Credibility
The number of businesses who self-proclaim to be one of these designations has grown. Therefore, government agencies and corporations usually require a certification to verify that a business is genuinely an MWBE. While federal agencies still do not need certifications, they do expect their prime contractors to use WBEs and DBEs as subcontractors.
It Is a Badge of Honor That You Can Be Proud Of
Having your business certified is an excellent way to demonstrate that your company meets certain stringent requirements. Tastefully displaying your certification in the right places can communicate your business’s high standards without explicitly saying, “I expect your business because I am an MWBE.”
You’ll Gain New Networking Opportunities
When you become certified, you are swinging wide the doors to new possibilities with prime contractors. At the same time, you’re also opening up to networking with other companies that are working toward those MWBE goals. In this day and age, networking can go a long way.
For example, you might not land the job this time. However, an opportunity could come up a few months from now when your new business friends invite you to join their team on a new venture. Sometimes, companies are just trying to add some diversity to their supplier list. Why not let it be you?
You’ll Have New Business Prospects
Most agencies are serious about giving work to MWBE firms nowadays. Having your certification gives you a leg up over your competition. This is true whether you’re priming a contract or acting as a subcontractor/consultant.
Think of it as an extra qualification to put on your resume. Sometimes being great at what you do isn’t enough. That’s why when you provide any additional criteria over your competition you get the job! Whatever the case may be, it’s in the MWBE’s favor because government contracts are enormous business efforts that require certified MWBEs for at least a percentage of the contract.
Certification can undoubtedly increase your opportunities. In the face of stiff competition, you should use every opportunity or advantage you can. The Advantages of a Minority Owned Business Certification
Companies with a minority owned business certification must be owned and controlled by minorities. The certifications that identify these kinds of businesses include MBE, DBE and SDB.
Obtaining these certifications is a fairly complex process. The owners must provide proof to the certifying governmental agency concerning the minority(s) involved.
Certifications are provided by city, regional, state or local governments. For businesses in Houston Texas (for example), the City of Houston provides certification once the owners have completed the necessary paperwork.
You can be confident that businesses displaying an SDB in Texas have been certified. In some states, only a majority of the stockholders must be minorities in order to receive the certification.
Dealing with this kind of company is good for the community and for minorities in general. The company may be owned by women, African Americans, Native Americans, Hispanic or other minorities.
These individuals are often at a disadvantage in the corporate world. For many years, it was difficult for them to get loans, investors or funding. There were barriers to growth, including lack of education and limited access to professional training. The minority owned business certification was created to help break down the barriers. In an analysis conducted by the Urban Institute, it was found that minority-owned businesses received only about half the dollars earned by similar-sized non-minority businesses.
The Institute concluded that part of the problem has to do with the location of the businesses. Communities still tend to be segregated. Sending contracts to businesses classified as minority not only helps the business in question but also the community in which they reside. Having successful businesses throughout a metropolitan area helps the entire community. For example, in Dallas, south and west Dallas have historically been lacking thriving businesses which create jobs for the community. The initiative to allocate dollars to Minority Owned Businesses has helped improve employment and has helped generate commercial construction in these historically under represented communities. The outcome is a win-win for all of the metroplex of Dallas Business Law Firm.
If you own one of the many small businesses and you qualify, there are several benefits to obtaining the SDB-certification. In some cases, portions of government contracts must be awarded to minority-owned businesses.
Many large corporations have set goals concerning the number of contracts or the dollar amounts that will be awarded to MBEs. The corporations rightly so consider this an important investment in the community
Process servers that have a minority owned business certification may increase their customer base. For example, it is advantageous for large law firms who have fortune 500 companies as clients, to utilize private process service companies that are classified as minority vendors because it helps the law firm's respective clients meet their MBE goals. Once again all parties win.
At the very least, obtaining an MBE or SDB could help open some doors. Your odds are better, so to speak. Some organizations are required to choose an MBE, if one is available, because of affirmative action statutes.
The bottom line; it's good for consumers to choose an MBE and it is good for owners to apply for and obtain the minority owned business certification.
